Subj: SMP Monthly Meeting Minutes
1. A SMP meeting was held on 07 February 2019 at 21 Area Rec. Center Bldg. 21704. HM1 Loaiza
called the meeting to order at 1330. List of those in attendance is provided on the sign in sheet
(attachment 1).
2. Mr. Eddie Hadley- SMP Coordinator – Last month’s minutes can be found at www.mccscp.com under
the recreation / SMP tab.
3. SgtMaj Meza – SgtMaj MCIWest-MCB CamPen –
Thanked the leadership and command representatives for their attendance and encourages the
meeting to move forward
4. Mr. Michael Rumbaua, Bachelor Housing Manager –
Bachelor Housing - takes care of BAH requests, aid in inspections, and handles "no cost billeting"
which refers to placing small units in BEQ. Also handles overseas troops to be housed in the
barracks, to include the currently housed Japanese troops for the yearly training exercise.
Bachelors Housing has 3 main purposes, which are:
1. BAH packages – Sergeants and Corporals turn in a lot of BAH packages. Please be aware, the
entire base must be at 95% or higher occupancy to allow Sergeants and Corporals to turn in and
accept BAH packages. The base is currently at 66% occupancy.
2. No Cost Billing – Units training in area on base are housing by Bachelor Housing.
3. Improve quality of life of the marines in the barracks.
Border patrol being housed at the barracks - no definitive answer. Will return at a later time with
one as it becomes available.
Overflow - Specifically the San Mateo overflow moving into the Horno area. There will be a lot
of doubling up for that area. The reason for the overflow from San Mateo is a construction project
that has lasted past its due completion time. The base is currently at 66% occupancy as an
entirety, and be aware that there's a number of units coming back from Syria to be housed on base
barracks as well.
Bachelor Housing tracks most of the barracks occupancy and the base sits at a very low rate,
which is why it is important to reflect the correct occupancy numbers throughout the base. If
something changes in your barracks; be sure to report it!
BEQ managers are encouraged to keep their database updated, as accurate numbers are paramount
to address overcrowding issues that continue to be mentioned.\
64 area being under construction - occurring for the last two years leading to an overcrowding
problem. Michael Rumbaua will move said question up the chain and get at least an update
regarding its current state.
5. Mr. Doug Hall, Youth Sports & Athletics -
Volunteer coaching opportunities: Winter Flag-Football, Basketball & Cheerleading. 115 hours
towards LOA. Background check required. Process takes 1 month to get approved. For more info,
call Youth Sports at (760) 725-4188.
CG Cup - Incentives are offered throughout the GC' length for command involvement, command
leadership attending and other such conditions.
Basketball Skills Challenge - Paige field house will host the next event starting at 0730, which
involves a number of basketball events.(more info on agenda).POC: (760) 725-6195
All Marine Soccer Team – An online application available. They are up to compete against other
armed forces all over the nation.
Athletes of Valor - Runs athlete challenges, they asses telemetry and create a profile for a Marine
based on athletic performance much like paralleled NFL programs.
6. Mrs. LeAnne Miyasake, Human Performance –
Health Promotions will soon be known as Human Performance and includes services such as:
fitness measurements, Resting Metabolic Rate, assistance for BCP Marines, body fat
measurements, Vo2 Max testing, etc.
March 20th – Nutrition 101 Class – at Paige Fieldhouse. Nutrition and Fitness BCP, 8 hour
course, must register.
Human Performance - comprised of two members and performs resting metabolic rates, skin
fold body fat percentage tests and O2 stress tests, which tests the efficiency of your
cardiovascular endurance. LeAnne Contact: (760) 763-0419 and she is located at 43 area.
Human Performance will perform nutrition briefs for commands on request and 101 nutrition
classes that you can enroll for.
Meal Preps - occur on a monthly basis across the SMP rec centers throughout the base. Paige
Field House on 5MAR2019 will have the next of these events. These events do not require
registration but you can call the 43 area SMP to sign up if need be. Each marine attending will
get 3 meals, one for every segment of the day, which has changed from last month where every
marine/sailor got 5 meals. This will enable the program to service a larger number of
