Process for Reconsideration – The Board may reconsider and amend actions listed on the agenda if that reconsideration takes place immediately following the original action or at the next regular meeting. The Board, on either of these two days, shall: 1) make a Motion to Reconsider and, if approved, 2) hear the matter and take an action. If the Motion to Reconsider is to be scheduled at the next meeting following the original action, then two items shall be placed on the agenda for that meeting: 1) a Motion to Reconsider on the described matter and, 2) a [Proposed] Action should the Motion to Reconsider be approved. A Motion to Reconsider can only be made by a Board Member who has previously voted on the prevailing side of the original action. If a Motion to Reconsider is not made on the date the action was taken, then a Board Member on the prevailing side of the action must submit a memorandum to the Secretary identifying the matter to be reconsidered and a brief description of the reason(s) for requesting reconsideration at the next regular meeting. The aforesaid shall be in compliance with the Brown Act.

Herman-Wurmfeld noted that “Mooney” should be “Mooney” and that “DUNE” should be “DONE.” Clarke noted that Nahum was Co-Chair of the Arts & Culture Committee. Sitz said that Fox was not looking for donations but, rather, looking for organizations to donate to. Neuman/Sitz moved to approve the minutes as amended. Motion passed unanimously.

congratulated SLNC for being recognized by City Council for having saved the City $20m. She announced the Silver Lake Picture Show would resume June 13, 2013, and thereafter through the summer every other Thursday. She also announced that Make Music LA would be taking place on June 21, and there would be approx. 200 free concerts throughout the City, including 10 in Silver Lake and two in Los Feliz. Dan Czech asked how to avoid getting tickets on street-cleaning days; could the street signage be changed. Ringuette gave him her card and suggested he bring it to the Transportation and Public Works Committee.

spoke against the conversion of the church at 1629 Griffith Park to a boutique hotel and bar. Over 250 people signed the petition against the project. They are against the serving of alcohol near their homes and the traffic congestion. Amy Clarke

asked for the SLNC support of the Compost Parade on May 4, starting at the Farmer’s Market where they will pick up the extra produce and ending at the Community Garden. There will be entertainment and a potluck afterwards. She also asked for support of the Big Parade LA on May 18-19. The theme is the Community Garden. Paul Neuman

said that he had been coordinating a forum re the Medical Marijuana propositions on the May 21 ballot. It is tentatively planned for May 15, from 7-9 p.m., at the Russian Orthodox Church. Clint Lukens

V. Correspondence

thanked Genelle Levin for her continued efforts to support business in Silver Lake. Her referral resulted in a new client for him who had made a deposit on a property earlier today.

Crump announced that the old PO Box at Postal Works has been closed and there is nothing left to do. The new PO Box is at Edendale postal station.

Representative ____ announced that there are many appropriations bills going to committee; if anyone wants to chime in on any of them, please contact the office. The bill to extend alcohol sales died in committee. Lukens asked about the flurry of suits re “safe” drinking water. Representative ___ responded that there is an attorney who is shaking down the restaurants and bars for failing to post warning signs re the drinking water possibly containing certain contaminants. The fine is $2,000/day. A new bill would allow time for the businesses to cure the failure. Faljean asked about AB405 re tolls on the 110/10. Representative said that the Assemblyman is not a fan of tolls. The HOV lanes in SoCal tend to be under-utilized so there is a pilot project to open all lanes during off-peak hours where the 134 and 210 go to the 57. Crump

d. Assemblyman Gomez – Representative Stephanie Wong

asked of the Assemblyman was doing anything on Medical Marijuana; response, no.

Representative Wong reported on several bills the Assemblyman has been working on. Specifically, AB803 re aligning the water recycling laws has been sent to appropriations. AB663 re cultural competency training of senior LGBT issues has also been sent to appropriations. Likewise, AB735 re creating greenways around the LA River. AB790 re mandatory reporting of any child abuse has been sent to the State Senate. The

Saturday before Earth Day, the Assembly District hosted an e-Waste Recycling Day and over 1000 pounds of e-waste was collected. Finally, there will be a Meet and Greet with the Assemblyman at the Target Plaza this coming Saturday from 9-10:30.

VII. Reports of Officers

reported that the owner of the Los Globos property has requested all records re SLNC discussion of it. Alois Philips is the City Attorney liaison on this request. Over 1000 documents have been gathered and they will be converted into a single .pdf document. He asked that they all be forwarded to the Board by Friday so it can be forwarded to Philips by Wednesday. There was much discussion re maintaining the identity of those from whom the emails had been received. Nahum said the City Attorney should be asked to protect that information; Lukens agreed. Crump reminded the Board that they do not have to disclose information that is not public. Neuman added there is nothing that requires Board Members to hold onto emails into perpetuity; they are not obligated to produce what they no longer possess. Herman-Wurmfeld said that using the SLNC is a cleaner, better way to deal with SLNC business. Lukens/Neuman moved to send an email to Lois Philips to protect the stakeholders’ personal email information. Motion passed unanimously.

a. Co-Chairs Lukens said that Dowler-Guerrero and Johnson have sent him an Excel spreadsheet of art can locations. Johnson said that they are being inventoried and their current state determined.

b. Vice-Chair Herman-Wurmfeld is planning the SLNC Board Retreat for June. This is an opportunity to get to know each other better, and to share issues, visions and goals.

c. Treasurer Crump reported that he is awaiting info from DONE re temp help. There is likely to be another round of grants in June because not all the money was spent. Also, please think about who you want to be the next Treasurer.

d. Secretary Millar had no report.

e. Webmaster Nancy (?) announced that the front page of the website is now scrolling news. That is being updated twice a month. She is also working on the History Collective; the footage would be available on YouTube and archived on the website. It will be searchable.

Clarke has resigned. Cruz announced there was a brief meeting on April 28. They are planning a regular mixer every three months, beginning June 26. They are looking for local sponsors.

c. Friends of Animals (Nahum/Berne) Nahum reported there are baby sheep around the lake and on the hill behind the car wash on Glendale.

d. Urban Design & Preservation (Plante) Re conversion of Church

e. History Collective (Masterson) USC is helping to digitize film. There is a new camera and it will be used to film Saturday’s parade.

f. Arts & Culture (Renn) Renn reported that there is one more electrical box to be painted. The community response has been positive.

g. Community Liaison (Vacant) h. Public Safety (Trujillo)

Trujillo announced there would be a meeting on May 13 at 7 p.m. at the Silver Lake Library re the Community Disaster Master Plan.

i. Governmental Affairs (Neuman/Johnson) Neuman reported that he was tentatively planning the forum on the Medical Marijuana ballot propositions on May 15.

j. Budget & Finance (Crump) Crump reported that the paperwork for the Grants would be submitted by the end of the week.

k. Youth & Families (Vacant) l. Transportation and Public Works (Millar/Ringuette)

Ringuette reported that they have done some clean-up and filled 50 bags with debris.

m. Reservoir Complex (Nahum/Masterson) Masterson reported there had been a clean-up last Saturday. The meadow’s weeds are dead because Rec & Parks is using pesticides. They have also lost 1/3 of the plants. Tom Gibson is the landscape architect for the City. They are working on signage for the Silver Lake Meadow Garden; there will be no credit given to the SLNC. He also reports they may need a shed to store things. On June 19, the DWP will unveil its plan to drain the reservoir and lay pipeline. Time and location TBA. Treanor noted that the other side of the path is not maintained by Street Services; Masterson said that SLNC gave money last year to LA Conservation Corps to maintain it. Nahum added this is where the sheep are. Crump

asked if a Ranger patrols the area because he has noticed yoga classes there; Masterson said that would be discussed in a future meeting.

n. Education Committee (Sitz/Dowler-Guerrero) Sitz announced there would be an Anti-Bullying Event held at Micheltorena School on May 14 at 6:30 p.m. Dowler-Guerrero announced there would be a Bike Rodeo on May 18. She asked that someone film it and also asked for any volunteers.

IX. Consent Agenda Items A and E remained on the Consent Agenda. Lukens/Millar so moved. Motion passed unanimously. a. Motion – Outreach Committee – Make Music LA

The Outreach Committee moves that the SLNC supports Make Music LA 2013 with neighborhood concert(s) on June 21, 2013 and encourages Silver Lake community participation in this long-running worldwide event.

b. Motion – Urban Design & Preservation – Frost Chaddock Development Based on the efforts of the Frost Chaddock team to accommodate and incorporate suggestions and concerns of the community regarding the “by rights” Sunset Junction project, the Silver Lake Urban Design and Preservation Committee recommends that the SLNC support the projects at 4000, 4100, and 301 Sunset Boulevard. Clarke had pulled this item from the Consent Agenda. Dowler-Guerrero recused herself. Clarke/Johnson moved to support the project. Motion passed 12-2-3. (Abstentions: Millar, Herman-Wurmfeld, Trujillo)

c. Motion – Plante/Jaffe – Realignment of City Departments Scott Plante and Gale Jaffe move that the Silver Lake Neighborhood Council request to be included as “stake holders” in the upcoming study of realignment of city departments. This includes a possible combining of the Department of Building and Safety and the Department of Planning. Neuman had pulled this item from the Consent Agenda. Plante/Millar so moved; motion passed unanimously.

d. Motion – Herman-Wurmfeld – Draft Minutes In an effort to expand our communications and transparency with stakeholders, [Herman-Wurmfeld] moves that the SLNC secretary send [the] note [below] to all committees (both standing and ad-hoc) reminding that the executive committee asks that all future committee agendas aspire to include DRAFT MINUTS from the prior month. Further that all committees aspire to post “draft notes” to our website as-soon-as possible after committees meet (ideally within 72 hours). Herman-Wurmfeld/____ so moved. Johnson had pulled this item from the Consent Agenda. Herman-Wurmfeld/Clark so moved. Motion failed 6-10-3. (Abstentions: Lukens, Jaffe, Luevano)

The Silver Lake Neighborhood Council acknowledges receipt of the letter issued by the Department of Neighborhood Empowerment (Department) on March 1, 2013 informing us of the outstanding reconciliation reports due for the use of the City Purchasing Card. We recognized the importance of submitting quarterly reconciliation reports in a timely manner to the Department in order to ensure accountability and transparency of the use of the public fund for the neighborhood council purposes and acknowledge that future reconciliation will be submitted in a timely manner pursuant to the Department policies and procedures.

X. New Business a. Motion – Teresa Sitz – Business Cards

The SLNC moves to order business cards for all new members, and reorder business cards for incumbent members who request them, allocating up to $500 for this purchase. Sitz/Faljean so moved; motion passed unanimously.

b. Motion – Education Committee – King Middle School-Jogathon The Silver Lake Neighborhood Council moves to approve the grant request for Friends of King Middle School in the amount of $950. Neuman asked about the copy machine SLNC had helped fund the previous year; response, SLNC shall have access to use it. Sitz/Dowler-Guerrero so moved; motion passed unanimously.

c. Motion – Sorkin – Relay for Life Silver Lake Neighborhood Council [moves] to be a sponsor of the 6th Annual American Cancer Society Relay for Life of Griffith Park Communities that will be held on June 15-16, 2013 at the $500.00 level. Crump/Johnson so moved; motion passed unanimously.

d. Motion – Robbins – Silver Lake Picture Show The Silver Lake Picture Show moves that the Neighborhood Council provide a sponsorship to the Silver Lake Picture Show in the amount of $500.00. Date May 27th, 2013 Name/Committee: Anne-Marie Johnson Text of Motion on the Agenda*: The Silver Lake Neighborhood Council will assist the LAPD, through a pilot program, with regard to notification and if warranted, identifying to the LAPD, those in the Silver Lake community who violate and/or continue to violate LAMC Section 112.04 which bans the use of gas powered leaf blower devices. FORMTEXT: Describe the event/project in detail. Include as much supplemental information as possible (background information; supporting and opposing viewpoints, if available, etc.) Attach additional sheets as necessary FORMTEXT . LAMC Section 112.04 became in effect on February 13, 1998. "No gas powered blower shall be used within 500 feet of a residence at anytime. Both the user of such a blower as well as the individual who contracted for the services of the use if any, shall be subject to the requirements of and penalty provisions for this ordinance. Violation of the provisions of this subsection shall be punishable as an infraction in an amount not to exceed $100.00 (one hundred dollars). This section does not preclude anyone from using other devices such as gas powered vacuum device or electric leaf blower. Officers enforce LAMC section 112.04(c) in the same manner as any other infraction. The LAPD has primary enforcement responsibility for this Ordinance. Community members may also register complaints with the Street Use Inspection Division, Department of Public Works. Leaf Blower Hotline Number is (800) 996-CITY." Based on several studies, including A Report To The California Legislature On The Potential Health and Environmental Impacts of Leaf Blowers", gas powered leaf blowers cause air and noise pollution and threaten the general health of all who are subjected to the unlawful use. The dust generated by leaf blowers include particulates made up of spores, dirt, bacteria, human and animal fecal matter and other harmful organisms. The gas used to power these blowers pollute the air and the noise generated by these machines not only violate noise ordinances in Los Angeles but negatively impact the quality of life for those subjected to the unlawful use. To assist residents who may feel powerless or who may be hesitant to confront a neighbor or hesitant to call the police to file a report, the SLNC will create a flyer made available to board members and Silver Lake stakeholders, which will be prominently posted on the SLNC website, providing the full text of the ordinance, the amount of any fine attached to violating the ordinance, the Leaf Blower HotLine number and the availability of the SLNC to assist Silver Laker residents in either addressing the problem with those who are violating the ordinance or assist in contacting the appropriate city agencies. The flyer can be placed in the mail box of the home/business, whose owner violates LAMC 112.04(c), on the vehicle used by the offending gardener or wherever appropriate. In 2009, the Studio City Neighborhood Council produced and distributed a public service announcement condemning the use of gas leaf powers, highlighting the damage they cause to the environment and to children, the elderly and those susceptible to lung disease. The PSA reminded the viewer that the use of gas powered leaf blowers were prohibited under most circumstances and encouraged all to obey the law. Years ago the Silver Lake Neighborhood Council passed a motion supporting the ban on gas leaf blowers but took no other pro-active action. At a minimum, it should be the responsibility of the SLNC to follow suit and reach out and educate our residence to adhere to the ban, respect the quality of life of others and protect the environment overall. What is the perceived/potential impact on the community if we adopt the motion (pro and con)?

Pro: Those who are inconvenienced, offended and concerned for of the potential health threat from the unlawful use of gas powered leaf blowers but are reluctant to file a complaint and/or confront their neighbor, will have the assistance of the SLNC to mediate and/or successfully resolve this problem. An official flyer sponsored by the SLNC, explaining LAMC 112.04(c) will help remind and educate our neighbors regarding the unlawful use of gas leaf blowers. The involvement of the SLNC will assist an already taxed, over-burdened and understaffed LAPD. Con: Some may consider this just one more aspect of a "big brother" attitude within the SLNC. Some may fear that going after gardeners who use leaf blowers will appear to be an attack on a particular community who may have no other means to perform their jobs efficiently. Some property owners may be concerned with the potential increase in gardening fees if they are prevented from using gas blowers. What is the total budget for the project? How much is the SLNC asked to commit? Are there alternate funding sources? (Please attach itemized budget.) The cost of having a flyer created and copied. Cost not to exceed $500.00

The Transgender task group will be open to the community. Meetings will be agendized and noticed in compliance with the Brown Act. The Transgender task group will complete its work by December 1, 2013. Describe the event/project in detail. According to The National Gay and Lesbian Task Force and the National Center for Transgender Equality survey,** “Transgender and gender non-conforming people face injustice at every turn: in childhood homes, in school systems that promise to shelter and educate, in harsh and exclusionary workplaces, at the grocery store, the hotel front desk, in doctors’ offices and emergency rooms, before judges and at the hands of landlords, police officers, health care workers and other service providers” The SLNC Transgender Task Group will meet with Transgender advocacy groups to determine the best ways to counter discrimination against transgender persons in Silver Lake. Policy recommendations, actions and events may include education, outreach, arts and culture, governmental affairs, youth, elders, issues of visibility, and creating a welcoming neighborhood environment. What is the perceived/potential impact on the community if we adopt the motion (pro and con)? Pro: The Silver Lake Neighborhood Council has an opportunity to confront transgender discrimination head on, increase transgender visibility, and make Silver Lake and Los Angeles a safer and more welcoming place for everyone. Con: Some people may feel that issues of transgender discrimination are adequately addressed by the Los Angeles Unified School District, the City of Los Angeles and the State of California. The project involves rehabilitation of the Micheltorena Street Steps, from Sunset Boulevard to

Larissa Drive. The project aims to replace poor street lighting with colored, low-energy street

poles to encourage safety and visibility of these steps as well as make them a noticeable

community asset.

Construction is expected in late June of 2013, coordinated with the end of the school year and a

construction project of street bulb-outs on Sunset Boulevard.

With new and vibrant lighting, the steps would become a noticeable community asset as with time

they have become a background element and often the site of homeless. Awareness of these steps

would also make them safer. Micheltorena Street Steps are on a Safe Route to School, and any

improvement in these steps' visibility would make them safer.

The permitting process with the City of Los Angeles has been tough. Agencies refer to other

agencies, and no one wants to take responsibility. Councilman Garcetti's office has been offering

help, but it has not yet been forthcoming. The project has been under review with Bureau of Street

Lighting for two months, and as of last week appears to have made some progress.

Provide overall maintenance of street surface and watering 34 planters in the Sunset Triangle Plaza, which opened March 2012. CD 13 was able to provide funding through Hollywood Beautification Team starting in June, so funding was used after that time as needed to provide additional maintenance before/after special events, namely the Silver Lake Picture Show. SLIA requested that half of the SLNC funding be transferred to another ongoing project: Sunset Underpass on Silver Lake Blvd.

2. Please detail the projected community impact and the actual outcome.

Provide esthetically pleasing area for visitors to the Plaza, which has become very popular. Yummy.com opened a full-service market this month, and a new Asian restaurant is planning a November opening, which will combine 2 presently vacant spaces. Both businesses will provide additional furniture for the Plaza, which is much needed. Events: Silver Lake Picture Show will return this summer for multiple shows; the venue will host a concert for Make Music LA, and Silver Lake Social is planning to host acoustic music the first Friday of each month starting in July. Although $1,000 grant funding was ultimately allocated for the Plaza, a total of $1,312.50 was actually spent for maintenance. (Although $1,000 funding was transferred to the Sunset Underpass, actual expenses totaled $1,125 for that project.)

We created a 3,500 square foot Native Demonstration Garden at the north end of the Silver Lake Meadow in an existing planting that was largely still empty but had some natives and 5 non-native trees (the non-native trees were relocated). 2. Please detail the projected community impact and the actual outcome. Native plants demonstrate our natural inheritance and the regional character of our landscape. They not only add beauty to the world, but are the foundation of the entire food web. This native garden, in a highly visible public space, will teach community members that native plants use one-seventh the amount of water of most non-natives, save energy (20% of all of California’s energy is used to pump and treat water), and support wildlife, because 90% of insect species can eat only plants that are native to their region. For healthy ecosystems, we need native plants, which are the foundation. With the first grant of $1,250, Theodore Payne Foundation staff researched the site and met several times with the volunteer co-coordinators, key SLNC staff and representatives from the Dept. of Recreations and Parks. They created a plant list and plan. They also laid out watering and maintenance requirements. With second grant of $708, plus $600 leftover from the first grant, Theodore Payne provided the listed plants and supervised their installation in Nov. 2012. Since

then, they have also regularly consulted with the volunteers, and staff members have led two of the monthly volunteer workdays. Theodore Payne continues to be a resource for the community efforts at the Meadow Native Garden, and has consulted on supplemental planning for fall 2013. Most plants have thrived and by spring 2014, we will really begin to see what an amazing place the Meadow Native Garden will be. 3. Please describe any challenges as well as solutions where appropriate. We have had several water breaks at the Meadow so we hand water as necessary. We are keep abreast of any problems and repairs by Rec & Parks Gardener John Garcia, as well as his supervisor Mark Jackson, both of whom have been very supportive and helpful with our work. Along with the existing irrigation, the additional hand watering that will be required through this first summer will be a big task for the volunteers. Mr. Jackson and the City’s Tom Gibson are also helping us look into a tool shed and sign for the garden. Our biggest challenge now, however, is recruiting more neighborhood volunteers for the watering, weeding and mulching necessary to maintain the garden. We have a dedicated core of 6-10 adults, plus 20-25 Marshall High students under the director of Environmental Science Head, Jay Benoit who have helped at most of the work days. However, we need more. We intend to increase volunteer participation via three ways:

1) Move our last Sat. of the month work time from early morning to late afternoon, a time when many families and visitors are out on the Meadow, so that we might attract more attention to our work;

Full Circle is an academically integrated character development and community-building program for elementary and middle school classes, providing a combination of outdoor and teambuilding activities along with a strong focus on the development of positive communication skills and conflict resolution techniques.

During the grant period, the objective was to deliver the Full Circle program to seven 5th and 6th grade classes at Mayberry Elementary School, Clifford Elementary School and the Environmental Studies Magnet Program at Thomas Starr King Middle School (approximately 245 students). This objective was met. As mentioned in the 12/1/11 motion, each participating class completes the Full Circle program by conducting a student-led community service project. The community service projects completed during the grant period included a neighborhood clean-up campaign, an anti-graffiti mural, a peer-to-peer on-campus anti-litter education program and volunteering with the Friends of the Los Angeles River for the river clean-up day.

The only real challenges faced during this project was the occasional need to reschedule a field trip to due inclement weather. Staff trained in multiple program responsibilities enabled us to shift and overlap program days when necessary.

Proposed Amendment To amend Article IV, paragraph 2, of the Silver Lake Neighborhood Council Bylaws, by inserting the term “gender identity and expression” after the words “sexual orientation.”

The SLNC and its Governing Board will encourage all Community Stakeholders to participate in its activities and will not discriminate in any of its policies, recommendations or actions against any individual or group on the basis of race, religion, color, creed, national origin, ancestry, sexual orientation, age, disability, gender, marital status, homeowner/renter status, income, or political affiliation.

The SLNC and its Governing Board will encourage all Community Stakeholders to participate in its activities and will not discriminate in any of its policies, recommendations or actions against any individual or group on the basis of race, religion, color, creed, national origin, ancestry, sexual orientation, gender identity and expression, age, disability, gender, marital status, homeowner/renter status, income, or political affiliation.

The State of California outlaws discrimination against transgender persons through the Gender Nondiscrimination Bill of 2003 (AB 196). In the law gender was redefined to include gender identity and expression. “‘Gender’ means sex, and includes a person’s gender identity and gender related appearance and behavior whether or not stereotypically associated with the person’s assigned sex at birth.” California Penal Code 422.56(c)8 The National Center for Lesbian Rights and the Transgender Law Center recommends that, “Employers who have not already done so, should bring their employment policies in line with state law by clearly defining “sex” or “gender” to include gender identity or by adding the phrase “gender identity and

expression” to their existing policy. Such modifications are important in order to put all employees on notice that transgender employees are respected and protected in the workplace.”

The Silver Lake Neighborhood Council Bylaws state that we will follow state law. This is an opportunity for us to expand our bylaws to include transgender persons in our bylaws and stand up for their rights in our neighborhood and our state.

What is the perceived/potential impact on the community if we adopt the motion (pro and con)? Pro: The change would bring the non-discrimination policy of the Silver Lake Neighborhood Council in line with California State Law. Con: Some people may think that “gender identity and expression” is implied in the terms “gender” or “sexual orientation.” What is the total budget for the project? There are no costs associated with this change. What is the timeline for the project? According to the SLNC bylaws we must do the following. By May 22, 2013 The Amendment must be distributed at least fourteen (14) days before the Governing Board meeting at which it will be agendized. May 27, 2013 The Amendment will be submitted for inclusion on the Governing Board Agenda under New Business. June 5, 2013 The Amendment will be discussed. The Secretary of the Board will prepare a summary of the discussion on the amendment for distribution to the Community. June 20, 2013 The Board will make the proposed Amendment, together with supporting or opposing arguments, available to the Community at least fourteen (14) days before a meeting to decide the matter. June 24, 2013 A motion to pass the amendment will be submitted for inclusion on the Governing Board Agenda. July 3, 2013 The Amendment must be approved by a two-thirds (2/3) vote of the Board members present. By July 16, 2013 Within fourteen (14) days after an Amendment is approved, a Bylaw Amendment Application must be submitted to the Department along with a copy of the existing Bylaws for review and approval by the Department. Name/Committee: History Collective Text of Motion on the Agenda*: The History Collective moves that the SLNC Governing Board provide funding of up to $750 to design, produce and print a brochure on the history of Silver Lake to distribute to the community at the library and events as an education and outreach vehicle. Describe the event/project in detail. Include as much supplemental information as possible (background information; supporting and opposing viewpoints, if available, etc.) Attach additional sheets as necessary. The History Collective would like to produce a keepsake brochure on the history of Silver Lake. The brochure would be an outreach tool to educate people about the rich history of our community, available at the Silver Lake Library and distributed at community events courtesy of the SLNC. The History Collective has already researched and written the copy for the brochure. We would obtain historic images from the photo archives of the Los Angeles Public Library to illustrate it. A local designer has offered to provide her services at a fraction of the normal cost to design and produce a brochure. It would be printed locally in Burbank on recycled paper. What is the perceived/potential impact on the community if we adopt the motion (pro and con)? Pro: Nothing like this has ever been produced to our knowledge, so it will be a unique introduction to Silver Lake and its history. Because the information is timeless, we expect that people will enjoy and keep the brochure for many years, a tangible reminder of our history. It will also serve as an outreach vehicle from the SLNC to the community at large. Con: The information regarding our neighborhood’s rich history will only be available online and not easily accessible by many people. What is the total budget for the project? How much is the SLNC asked to commit? Are there alternate funding sources? (Please attach itemized budget.) There are three costs associated with the project. The designer is charging $200 to create and produce the brochure to go to the printer. The LAPL does not charge usage fees to other city agencies, but we would have to pay for the high-resolution scans required for printing. We estimate needing twelve images at $10/each plus an additional $25 for a CD and shipping. The printing estimate is $388.46 to print 2500 four-color, four panel brochures on recycled stock. We will pick the brochure up in person to save shipping costs.

What is the timeline for the project? (Be sure to include deadline for Board action, major dates, etc.) We estimate 60-90 days to research and obtain the images, design the brochure and have it printed.

Name/Committee: Kathleen Johnson, Julia King, Michael Masterson, Janet Cunningham & Renee Nahum Text of Motion on the Agenda*: We move that the SLNC Governing Board provide $509.61 in additional funding to purchase additional plants and materials for the Silver Lake Meadow Native Garden project. Describe the event/project in detail. Include as much supplemental information as possible (background information; supporting and opposing viewpoints, if available, etc.) Attach additional sheets as necessary. Since the Native Meadow Garden was originally installed in 2012, there has been some loss of plants. This is natural and due to a variety of reasons (including wear and tear from children playing near the inner bed, utility vehicles catching some planted too close to the access pathways, and an extra dry winter in which some baby plants struggled). Now that we have seen which plants are thriving and have observed use patterns, we would like to replace missing plants and add some new varieties to the garden’s ecology. The Native Meadow Garden’s volunteers, working with the Theodore Payne Foundation have compiled a list of new plants and trees to be planted this fall. The plants will be purchased at cost from the Foundation. What is the perceived/potential impact on the community if we adopt the motion (pro and con)? Native plants demonstrate our natural inheritance and the regional character of our landscape. They not only add beauty to the world, but are the foundation of the entire food web. This native garden, in a highly visible public space of the Meadow, will teach community members that native plants use one-seventh the amount of water of most non-natives, save energy (20% of all of California’s energy is used to pump and treat water), and support wildlife, because 90% of insect species can eat only plants that are native to their region. For healthy ecosystems, we need native plants, which are the foundation. The Silver Lake Native Meadow Garden is a wonderful local example and teaching tool. Pro: With this funding, we will be able to replace lost plants and enhance the appearance and variety of the garden, providing a richer habitat for pollinators and other wildlife. The better the garden looks, the more it will be known, appreciated and supported by the community. Con: Without this funding, there will be some visible gaps and empty spaces in the garden, it will take longer to fill in, and it will not have as much plant diversity for wildlife. What is the total budget for the project? How much is the SLNC asked to commit? Are there alternate funding sources? (Please attach itemized budget.) The total budget is $509.61 which includes all new plants and trees as well the mulch needed for them as well as applicable taxes. An itemized plant list and budget is attached.
