Who is ASPASA
• Aggregate & Sand Producers Association of Southern Africa
• Membership – voluntary
• Represents formal quarry industry in SA
• Recognises sustainable development
• Promotes:
• Equitable and sound co-regulation and control of the aggregate and sand industry
• Consistent application of National Legislation, i.e. MPRDA, NEMA, Water, MHSA, etc.
• Optimal resource recovery and utilisation from existing facilities
• New operations to satisfy all necessary licencing and similar environmental requirements that are
applicable to existing facilities
• To work together and co-operate with related Industry and Representative Bodies.
• Assist Government in identifying illegal mining
• Lobby Government to regulate the industry in a sensible and consistent way.

• SA consumption ± 2 tons per capita
• USA consumption ± 10 tons per capita
• Aggregates 70 – 80% of concrete
90 – 95% of Asphalt mix
• Aggregates used not only for roads
• Aggregates is key indicator of economic activity in a region
• Quality is critical (affordable & durable)
Aggregate Demand
• All Mining concerns by law to submit returns detailing annual production (DMR)
• Figures are not supplied
• DMR shows 63 million tonnes of aggregates
R3.367 billion
• Aspasa shows 113 million tonnes
R6 billion
• This means DMR is 56% of industry estimate

• ASPASA views sustainability as:

• Just to develop is one thing – to ensure it is sustainable is different.
• Aspasa & members identify sustainability as the environment:

thereby ensuring long-term supply of aggregates to the society in SA.
We have too many soccer stadiums & hotels – yet we don‟t have good roads, railway
lines, etc.
Sustainability
• Borrow Pit is a mine!
• Borrow Pits mine a „mineral‟
• Mineral includes sand, stone, rock, gravel, clay & soil
• Borrow Pits have to comply with
MPRDA. MHSA, Water Act, NEMA
and now also the „Royalty Act‟
• Royalty Act counts at “muck pile”
• Royalty imposed on:
A person – who transfers– mineral resource – extracted within SA.
