Shenzhen is located on a southern tip of the Chinese mainland and on the eastern bank of the Pearl River. It neighbors Hong Kong. Occupying 1,991.64 square kilometers, the city has a subtropical marine climate with plenty of rain and sunshine and is rich in tropical fruit. By the end of 2012, there were 10.55 million permanent residents.

The country's first special economic zone — the brainchild of late Chinese leader Deng Xiaoping — was established here in 1980. Shenzhen has been a touchstone for China's reform and opening-up policy since then.

In merely 33 years, Shenzhen, once a tiny border town of just over 30,000 people, has grown into a modern metropolis. It established many firsts in the history of world industrialization, urbanization and modernization.

In 2012, Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone was fully launched. The zone will explore innovations in modern service industries, pilot cooperation between Hong Kong and the Chinese mainland, and lead the industrial upgrading of the Pearl River Delta area. Shenzhen will continue its historic role as a pioneer in China's development.

One of China's gateways to the world, Shenzhen is one of the country's most developed cities and one of the fastest-growing cities in the world.

The city is the high-tech and manufacturing hub of southern China, home to the world's fourth-busiest container port, and the fourth-busiest airport on the Chinese mainland. It is one of the country's most popular tourist destinations. It was also elected one of the top 10 Chinese cities popular with expats in 2012. The high-tech, financial services, modern logistics and cultural industries are mainstays of the city. New industries of strategic importance and modern service industries are quickly becoming new engines for the city's economic growth.

As a State-level innovative city, Shenzhen has chosen independent innovation as the dominant strategy for its future development. The number of Shenzhen's PCT

(Patent Cooperation Treaty) applications has topped Chinese cities for nine consecutive years. Shenzhen ranked second in Forbes' 2012 list of innovative mainland cities.

The city is also well-known for design, with more than 6,000 design companies employing more than 60,000 people. On Nov. 19, 2008, UNESCO named Shenzhen a member of its Creative Cities Network and awarded Shenzhen the title of City of Design.

Shenzhen has unique cultural charm. The city has a network of first-class public cultural facilities that allow residents to enjoy thousands of cultural performances. Since 2003, when Shenzhen took the national lead in establishing the strategy for a “culture-based city,” its cultural and creative industries have achieved robust expansion with annual growth rates of more than 20% and become important engines for the city's economic development.

Shenzhen is an ecological garden city, with half of its total area under a form of environmental protection that bans construction. The urban greenbelt coverage in developed areas is 45.1%. Shenzhen is China's first city to win the Nations in Bloom Award, and named on the United Nations Environment Program's Global 500 Laureate Roll of Honor.

A picturesque coastal city, Shenzhen is a popular tourist destination in South China and has been listed by the Chinese Government as an Excellent Tourist City. It was named one of the world's 31 must-see tourist destinations in 2010 by The New York Times.

Shenzhen is a city of compassion, with a deep-rooted volunteer culture. Voted the City Most Favored by Migrant Workers, it promotes Project Care each year to help disadvantaged groups, and has thus been called “a city with no winter.”

The 33-year-old city is stepping up to change modes of economic development and build an innovative and environmentally friendly city where people can live happily.

Geographic LocationShenzhen is a coastal city in South China, adjoining Hong Kong. Its longitude lies between 113.46 and 114.37 degrees east, and its latitude between 22.27 and 22.52 degrees north. Sitting south of the Tropic of Cancer, it is in southern Guangdong Province. Demarcated from Hong Kong by the Shenzhen River in the south, it is bordered by Dongguan and Huizhou in the north, Daya Bay and Dapeng Bay in the east and the Lingding Sea and the mouth of the Pearl River in the west.

Natural ResourcesThe total area of Shenzhen is 1,991.64 square kilometers.

Shenzhen has more than 310 rivers and streams, which are associated with the hydrographic systems of the Dongjiang River, coastal bays and the Pearl River. There are 171 water conservation projects in the city, storing a total volume of 610 million cubic meters. Shenzhen Reservoir in the east has a total volume of 44.96 million cubic meters, and is the main water source for Shenzhen and Hong Kong.

Shenzhen has 230 kilometers of coastline rich in marine life and products. Deep-water ports have been built at various locations in the city. Several scenic mountains surround Shenzhen, the highest of which is Wutong Mountain, with a peak at 943.7 meters above sea level. The city has rich natural attractions that are ideal for developing tourism. In the east lie the popular beach resorts of Dameisha, Xiaomeisha and Dapeng Bay. In the west are scenic areas including the Mangrove Nature Reserve, Inner Lingding Island and Waterlands Resort.

HistoryThe earliest-known records bearing the name “Shenzhen” date from 1410, during the Ming Dynasty (1368-1644). Shenzhen became a township at the beginning of the Qing Dynasty (1644-1911). Local people called the drains in paddy fields “zhen” or “chong.” Shenzhen literally means “deep drains” because the area used to be crisscrossed by rivers and streams — and still is, today — with deep drains in the paddy fields. Shenzhen is also known as “Roc City” because maps of the city's outline resemble a flying roc with its wings spread.

The city of Shenzhen was established in 1979. In August of the following year, the country's first special economic zone was established here.

Human activity in the area dates back more than 6,700 years. The area was founded as a county 1,700 years ago and is home to 600-year-old cultural relics such as Nantou Ancient City and Dapeng Fortress. The Hakka people migrated to the area from central China about 300 years ago.

Administrative DivisionsShenzhen is a sub-provincial city. It has direct jurisdiction over six districts and four new areas: Luohu, Futian, Nanshan, Yantian, Bao'an and Longgang districts, and Guangming, Pingshan, Longhua and Dapeng new areas. The Central Government expanded the special economic zone to cover the whole city on July 1, 2010.

DemographicsThere has been migration to southern Guangdong and what is now Shenzhen since the late Southern Song Dynasty (1127-1279) but the population increased dramatically after the city of Shenzhen was established. By the end of 2012, the permanent resident population reached 10.55 million, of which 2.87 million had permanent hukou.

Migrant CultureAs a city of migrants, Shenzhen is open-minded, tolerant and innovative. It is an ideal place for domestic and international talent to start businesses. It has been voted as China's Most Dynamic City and City Most Favored by Migrant Workers. In 2012, Shenzhen was ranked by Forbes' Chinese version as second among 25 most innovative cities on the Chinese mainland. According to the 2013 Chinese City Competitiveness Blue Book, released in May 2013 by the Chinese Academy of Social Sciences, Shenzhen was the second-most competitive city in China after Hong Kong.

LanguagesShenzhen is the only city in Guangdong where Mandarin is the dominant language, because of its huge migrant population from all over China. Many public service employees, professionals and businesspeople speak English too. Most of the young people speak English and Cantonese. The “Shenzhen Speaks Foreign Languages” campaign is conducted across the city to encourage more residents and government employees to learn to speak foreign languages.

ClimateShenzhen has a subtropical marine climate. The weather is generally temperate to mild, with plenty of rain and sunshine. The annual average temperature is 22.4 degrees Celsius. A total of 355 days a year are frost-free. The yearly rainfall totals 1,933 millimeters and the average annual number of hours of sunshine is 2,120.

Development GoalShenzhen will be a pilot zone for a national comprehensive reform program and will be built into a national economic hub, State-level innovative city, model city with Chinese characteristics and an international metropolis.

The development of Shenzhen, China's gateway to the outside world, is regarded as the epitome of the country's drive toward reform and modernization.

Economic GrowthIn 2012, Shenzhen's economy maintained a healthy momentum of growth. GDP grew by 10% to 1.3 trillion yuan, ranking fourth on the Chinese mainland.

Its total retail sales of consumer goods increased by 16.5% to 400.88 billion yuan. Foreign trade volume increased by 12.8% to US$466.8 billion. Export volume has stayed at top of the nation's large and medium-sized cities for the 20th consecutive year.

Economic PowerShenzhen is fourth on the Chinese mainland in terms of economic power and is one of the country's top cities for economic returns. Shenzhen placed second in global rankings of economic strength compiled by the U.K. Economist Intelligence Unit in March 2012.

Fiscal RevenueShenzhen reported 148.21 billion yuan in local revenue in 2012, up 10.6% from 2011.

Economic StatusShenzhen is a link between the Chinese mainland and Hong Kong and a transport hub for coastal southern China. The city leads in high-tech development, financial services, foreign trade, shipping, and creative and cultural industries. It has undertaken a mission to pilot China's structural reform and continuous opening up to the outside world.

CheckpointsShenzhen has 15 checkpoints that allow the flow of both Chinese and foreign nationals. Luohu Checkpoint is China's busiest land passenger checkpoint, while Huanggang Checkpoint offers around-the-clock service. Futian Checkpoint offers seamless transfer by Metro to Hong Kong.

CustomsShenzhen Customs is under the direct leadership of the General Administration of Customs of China. Shenzhen and Huizhou are both under the jurisdiction of Shenzhen Customs, one of China's busiest customs agencies. It provides around-the-clock customs declarations for enterprises. In 2012, 219 million people and 15.78 million vehicles crossed the border through Shenzhen checkpoints. Shenzhen Port handled 22.94 million TEUs and 177.33 million tons of imported and exported cargo.

ShippingIn 2012, Shenzhen Port handled 228 million tons of cargo and 22.94 million TEUs, or twentyfoot equivalent units, of containers, up 2.16% and 1.64% respectively from 2011. Shenzhen ranked fourth in container throughput worldwide in 2012, for the 10th consecutive year. A total of 243 international container routes go through Shenzhen, giving the city one of China's highest densities of international liners. A network of barge service connects the city with 51 ports in the Pearl River Delta region. It also has 15 train-ferry service lines and 11 sister ports.

Civil AviationShenzhen Bao'an International Airport is China's first modern airport that opened to all transport modes — road, waterborne and air. As of today, it operates 137 air routes to 97 cities, and has nine locally based airlines. In 2012, the airport handled 29.57 million passengers, 850,000 tons of cargo and 240,000 takeoffs and landings, up 4.7%, 3.1% and 7% respectively from the previous year. A second runway has been put into service. The third terminal will be put into use at the airport in the latter half of 2013, which will enable the airport to handle 45 million passengers, 2.4 million tons of cargo and 375,000 takeoffs and landings a year.

Railway NetworkTwo arterial railways cutting across the Chinese continent, the Beijing-Guangzhou railway and the Beijing-Kowloon railway, meet in Shenzhen. In terms of long-distance transportation, Shenzhen has regular train service to Beijing, Shanghai, Changsha, Fuzhou, Guilin, Jiujiang, Wuchang, Yueyang, Zhengzhou, Changde, Xi'an and Shenyang.

By the end of 2012, 233.5 pairs of trains commuted between Shenzhen and Guangzhou. Among them, 105 pairs were the Harmony Express trains, which ran at 10-minute intervals between Shenzhen and Guangzhou in peak hours. The Guangzhou-Shenzhen section of the Guangzhou-Shenzhen-Hong Kong Railway has started

operation and the Xiamen-Shenzhen Railway is expected to start operation by the end of 2013. Shenzhen North Railway Station in Longhua Subdistrict and Shenzhen East Railway Station are becoming regional rail transport hubs in southern China. Construction of transfer hubs at Xincheng, Qianhai, Futian, and the airport is under way.

Road NetworkRoads and expressways in Shenzhen form a network that connects the rest of the Pearl River Delta region.

By the end of 2012, Shenzhen had opened long-distance buses to all major counties and cities in Guangdong, Hong Kong and Macao, along with more than 20 provinces and regions in China. Shenzhen will play a bigger role as a road transport hub in the pan-Pearl River Delta area with the integration of delta cities and the expansion of the expressway network.

Shenzhen Metro By 2012, five Metro lines were operating in Shenzhen, forming a 178-km Metro network. There are 118 stations along the lines, including 13 transfer stations. In 2012, Shenzhen Metro transported an average of 2.13 million people each day, with the maximum daily passenger flow reaching 3 million. Transporting 780 million passengers a year, Metro is an important part of public transport in the city.

Bus Transportation By the end of 2012, the city became the fourth Chinese city and 11th in the world where 10 million passengers used public buses daily. Residents of Futian, Luohu, Nanshan and Yantian districts all could walk to a bus stop within 500 meters of their home, as could 90% of residents in Bao'an and Longgang.

Imports and ExportsTotal exports and imports reached US$466.79 billion in 2012, up 12.8% from 2011 and comprising 12.1% of the national total. The figure was 47.4% of the total of Guangdong Province. Exports reached US$271.37 billion, or an increase of 10.6%, comprising 13.2% of the national total and 47.3% of the Guangdong total. Imports reached US$195.42 billion, accounting for 10.8% of the national total.

Actual Use of Foreign InvestmentIn 2012, actual use of foreign investment in Shenzhen reached US$5.23 billion, up 13.7% from the previous year. Of that figure, investment from Hong Kong reached US$3.79 billion, up 17.11% from the previous year.

Outbound InvestmentIn 2012, local companies actively invested abroad. They set up 543 enterprises and organizations outside the mainland, up 64.55% from a year ago. The agreed investments amounted to US$2.82 billion, up 207.46% from a year ago. Of that total, US$2.21 billion was contributed by Chinese enterprises, up 155.5% from a year ago.

Output ValueThe total output value of high-tech products made in Shenzhen reached 1.29 trillion yuan in 2012, up 8.9% from the previous year. That accounted for 58.5% of the total output value of industrial enterprises each with an annual income of 20 million yuan and above, up 2.5 percentage points over a year ago.

Input in R&DIn 2012, Shenzhen spent 48.21 billion yuan, or 3.81% of its GDP, on R&D, leading the Chinese mainland.

R&D PowerIn 2012, 73,130 patent applications were filed, up 15.13% from the previous year. Of these, 31,075 invention patents were applied for, up 7.81% from the previous year and comprising 42.49% of all patents applied for. A total of 13,068 invention patents were authorized, up 10.5% from the previous year and comprising 26.85% of all patents authorized. A total of 12,374 computer software copyrights were registered in 2012, up 29.86% from the previous year and ranking third in China.

Shenzhen's PCT (Patent Cooperation Treaty) applications numbered 8,024 last year, topping China for the ninth consecutive year and comprising 40.3% of 19,926 PCT applications of all China. ZTE Corporation was the world champion with 3,906 PCT applications in 2012. Panasonic, which came second, had only 2,961 PCT applications. By the end of 2012, 52,768 Chinese patents had been registered. Every 10,000 residents in Shenzhen owned 50 patents, far above the national goal of 3.3 patents for every 10,000 residents for year 2015. By the end of 2012, more than 2,800 firms were recognized as State-level high-tech companies.

The neutrino result published in March 2012 by the members of the Daya Bay experiment was named one of the top 10 scientific breakthroughs of the year by U.S. journal Science. Then, on Dec. 20, 2012, Nature announced Ten People Who Mattered This Year. Wang Jun, 36-year-old BGI executive director, was the only Chinese on the list.

High-Tech Industrial ParkConstruction of the Shenzhen High-Tech Industrial Park, known as SHIP, started in September 1996, with a planned area of 11.5 square kilometers. It was one of six national pilots to build world-class high-tech parks. Today, SHIP is home to numerous firms, forming mature industrial chains in telecommunications, computer services, software and medicine. Learn more at: www.shipsc.org/.

In 2012, the total industrial output value realized by firms located in SHIP was 470.09 billion yuan, up 15.94% from the previous year. The park's output value per square kilometer is 40.88 billion yuan, among the highest of all high-tech parks in China.

Virtual University ParkShenzhen Virtual University Park was built in 1999. The park's major functions are to train and introduce first-class professional talent, integrate industrial and research resources, establish key research labs and doctoral workshops, and promote cooperation between Hong Kong and Shenzhen research centers. So far, the park has pooled the strength of 55 prestigious universities from home and abroad. It has educated more than 162,600 professionals, including 35,000 master's degree and doctorate holders as well as 104 postdoctoral researchers, and fostered 704 start-up companies and 151 research centers. BGI-ShenzhenBeijing Genomics Institute in Shenzhen (BGI-Shenzhen), established in 2007, is engaged in scientific research of public interest. With a team of world-class young scientists, BGI-Shenzhen has become a world leader in gene sequencing. It has achieved breakthroughs in the large-scale discovery of gene resources, in the sequencing of complicated genomes of higher forms of life, and in the research of inherited diseases. Shenzhen Institute of Advanced Technology of CASThe Shenzhen Institute of Advanced Technology of CAS was established in 2006 by the Chinese Academy of Sciences (CAS), the Shenzhen Municipal Government, and The Chinese University of Hong Kong. The State-funded research institute combines education, basic research, investment and industrialization. With a talent pool of 1,800 scientists, the institute focuses on fields including robotics, healthcare and medicine, new energies and new materials, cloud computing and the Internet of Things. Kuang-Chi Institute of Advanced Technology The Kuang-Chi Institute of Advanced Technology is a research institute sponsored in 2010 by industries, government and venture capitalists. Kuang-Chi Institute attracts distinguished scientists from different countries and territories and features collaborative cross-disciplinary research on metamaterials. National Supercomputing Center The National Supercomputing Center in Shenzhen (Shenzhen Cloud Computing Center) is the city's largest scientific infrastructure facility, established at a cost of 1.23 billion yuan and of strategic importance to the whole nation. It's the largest scientific infrastructure facility in Shenzhen's history and a key project for Guangdong and China as well. The Dawn 6000 supercomputer system can perform 1.27 quadrillion calculations per second, certified in 2010 as the second-fastest system in the world. The center was put into use in November 2011, processing massive data for scientific research, technological and engineering projects as well as serving as a cloud computing center for the whole society. Shenzhen-HK Innovation Circle The establishment of the Shenzhen-Hong Kong Innovation Circle fosters technological collaboration between Shenzhen and Hong Kong to create a global innovation center across the region. Since Shenzhen and Hong Kong SAR governments signed an agreement promoting the Innovation Circle in 2007, a five-year plan had sponsored 45 joint research projects, with a total investment of more than 300 million yuan. Shenzhen independently sponsored 222 projects.

High-tech Talent PoolBy the end of 2012, Shenzhen was home to 1.16 million professional technicians. Of those technicians, 325,600 were engaged in scientific research and development, and 50,000 had studied abroad. The Peacock Plan, aiming to attract high-end talent from overseas, helped 184 professionals settle in the city in 2012.

Consumption of Energy and ResourcesIn 2012, the energy consumed in producing every 10,000 yuan of GDP dropped by 4.25% compared with the previous year, and the volume of water consumed dropped 11.7%. For the first time in the city's history, the total consumption of water, diesel and gas, and electricity for industrial use dropped respectively by 0.61%, 1.79% and 1.06%, which was evidence of the progress in economic restructuring.

Saving Energy and Reducing EmissionIn 2012, the city more than fulfilled its goal of emission reduction of sulphur dioxide, nitrogen oxides and ammonia nitrogen. Improved design helped the city's buildings save energy equivalent to 480,000 tons of coal. A total of 323 kilometers of new sewage pipeline was installed, enabling the recycling of 1.36 million tons of sewage daily, up 13.3% from the previous year. The city recycled 3.5 million tons of construction wastes, up 16.6% from the previous year. Garbage incineration produced 450 million kwh of electricity, ranking top in China. Waste sorting was piloted in 500 housing estates.

Green LifestyleIn 2012, 9.21 million square meters of energy-efficient buildings were completed in Shenzhen, adding up to 70.5 million square meters. Environmentally friendly buildings totaling 4.91 million square meters were constructed in the same year. By the end of 2012, there were 110 environmentally friendly building projects completed or under construction in the city, totaling 12.65 million square meters. A green low-carbon town project, listed as a flagship project of Sino-European cooperation in sustainable industrialization, was launched in Pingdi, Longgang District.

Shenzhen is also speeding up its efforts in building an ecological livable city by planting more trees and upgrading its environment. Landscape forests measuring 142 kilometers and 2,933 hectares will be added, 64 parks will be built and renovated, and 101 kilometers of bike lanes are planned. With due efforts, Shenzhen is keen to keep its title of National Model City for Environmental Protection.

Financial Services

Shenzhen is a financial hub of China, with the financial industry comprising a hefty portion of the city's GDP. Shenzhen has 278 financial institutions. Since London's Global Financial Centers Index (GFCI) began to rate and rank mainland cities in 2009, Shenzhen has been among the top financial centers with Shanghai and Beijing. Shenzhen is the 19th most competitive financial center worldwide based on the Xinhua-Dow Jones International Financial Centers Development Index (IFCD) — the first time for Shenzhen to ascend to the top 20. Shenzhen ranked third by the 2012 Annual Report on China's Headquarters Economy released by the Beijing Academy of Social Sciences.

Financial IndustryShenzhen has 278 financial institutions. The amount of banks and securities and insurance firms, and the ratio of their employees to the total population of Shenzhen are among the top cities in China. In 2012, the total assets of local financial firms in Shenzhen reached 5.11 trillion yuan, which ranked third among mainland cities, realizing added value of 181.92 billion yuan and comprising a record high of 14% of the city's GDP.

BankingBy the end of 2012, total savings deposits in Shenzhen banks reached 2.97 trillion yuan, up 18.2% from the previous year and ranking fourth in the country. Loans reached 2.18 trillion yuan, up 13.3% from 2011 and ranking third in China.

Securities IndustryAs one of the centers of China's securities markets, Shenzhen is home to the Shenzhen Stock Exchange (SSE) — one of the two stock exchanges on the Chinese mainland. By the end of 2012, 1,540 firms were listed at the SSE. The SSE saw 129 listings, ranking top in the world for the third consecutive year. The Small and Medium Enterprises Board was launched in 2004 and the NASDAQ-style growth board ChiNext was launched in 2009. There are 17 securities companies in Shenzhen, which ranks third in China. The total assets, net assets and net capital of the city's securities companies continued to top the country. Shenzhen has 20 fund companies, which managed one-third of the net assets of China's total stock funds. The number of fund companies, the funds they managed, the total scale of the fund, and the net value of fund assets ranked second in China. Shenzhen has 13 futures companies, ranking third in China.

InsuranceShenzhen insurance firms saw robust growth in 2012. The total premium income reached 40.1 billion yuan, growing 11.5% from 2011 and ranking fourth in the country. The number of insurance companies amounted to 17, ranking third in China.

Equity InvestmentShenzhen's equity investment industry leads China. In 2012, the number of equity fund companies in Shenzhen amounted to 3,544. One-third of the country's venture capital enterprises have their headquarters in Shenzhen. In 2012, five of the country's top 10 venture capital enterprises were based in Shenzhen, with Fortune Venture Capital and Shenzhen Capital Group in the first and second places respectively, according to a ranking released by Zore2IPO.

Financial Environment Shenzhen is one of the financial centers in China. The status of the financial industry as a pillar of its economy has been enhanced with cluster development. The financial clusters include Futian, Luohu and Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone. Representative enterprises include China Merchants Bank and Ping An Insurance Company of China. On June 27, the State Council approved the pilot policies for Qianhai to conduct cross-border RMB services and serve as a demonstration window of China opening up its financial industry.

Basics of LogisticsThe logistics industry in 2012 yielded 127.96 billion yuan of added value, with an annual growth rate of 17.46% and accounting for 9.88% of the city's GDP. Shenzhen has become one of the few Chinese cities with an output value of more than 100 billion yuan.

Logistics CompaniesMore than 15,000 logistics companies have settled in Shenzhen. The traditional logistics service has transformed to third-part logistics and supply chain management service. Many leading enterprises, such as South China City, S.F. Express, Asia One Logistics, Pegasus, YH Logistics and Tempu, have set up offices in Shenzhen. The Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone (hereafter referred to as Qianhai), covering an area of 15 square kilometers, is located on Nanshan Peninsula and borders Hong Kong and Macao. As a paragon of innovative cooperation between Shenzhen and Hong Kong, Qianhai focuses on the development of finance, modern logistics, information service, science and technology and other professional service industries, among which finance is the most prominent. Qianhai is approved to explore the innovation of financial reform, and serve as a demonstration window of China opening up its financial industry. Specifically, Qianhai is permitted to explore the expansion of backflow channels of overseas RMB funds and the grant of cross-border RMB loans, to support Qianhai-based enterprises to issue RMB bonds in Hong Kong, and to set up Qianhai equity investment fund of funds.

Location Qianhai is close to both Shenzhen and Hong Kong airports and has formed a convenient transportation network that connects the Pearl River Delta, Hong Kong and Macao with Hong Kong-Shenzhen West High-speed Railway, Guangzhou-Dongguan-Shenzhen Intercity Railway, Shenzhen Metro Line 1, 5 and 11, Guangzhou-Shenzhen Riverside Expressway, Nanping Expressway Phase II, Haibin Boulevard, and other railway and expressway networks.

Orientation As one of the strategic platforms of deepening the economic cooperation between the mainland, Hong Kong and Macao, Qianhai has been set up as an innovation area for modern service industry, a cluster area for the development of modern service industry, a pilot area of close cooperation between the mainland and Hong Kong, and a leading industrial upgrade area in the Pearl River Delta region.

Development Goal By 2015, the regional GDP will reach 50 billion yuan. The infrastructure construction will be completed; the policy environment of industrial development and the public service system will be further opened and improved; the industrial development will begin to take shape, and a first-class business environment will be created.

By 2020, the regional GDP will reach 150 billion yuan. An international first-class modern service industry cooperation zone, with institutional mechanism and legal environment catering to the modern service industry, will be established. Current Situation Preliminary Plan World-famed design agencies and top designers have joined the planning for Qianhai. Currently, 22 special planning projects have been completed and detailed planning projects for 15 development units have achieved midterm goals, resulting in a planning system with a scientific structure, comprehensive levels and practical implementation. Cooperation with Hong Kong Qianhai has signed cooperation agreements with more than 40 well-known Hong Kong-based enterprises. A large number of influential Hong Kong corporations have also finished preliminary talks on the development and cooperation of Qianhai projects. Attracting Talents Qianhai is exploring a development mode of integrating Shenzhen and Hong Kong talents by introducing various talent training and intermediary agencies, setting up a policy-making team for Shenzhen and Hong Kong talents, conducting research on policies for talents, and shortening the time for Hong Kong professionals to start businesses in Qianhai. Qianhai strives to upgrade the soft environment for the development of talents and create an excellent policy environment, a fair legal environment and a livable environment for both career and life.Projects With Government Support So far, the first batch of projects that will get support from the government has been chosen, and the second batch of projects is in the process of application and appraisal. A total of 546 enterprises, of which 80% are financial companies, have been permitted to settle in Qianhai, with investment amounting to 100 billion yuan. Nineteen Fortune Global 500 companies have inked cooperation agreements with Qianhai. Basic EducationIn 2012, Shenzhen had 1,186 preschool institutions, serving 316,900 preschool-aged children. There were 333 primary schools with 683,100 pupils. All school-age children went to school. The number of junior and senior high schools increased by three and reached 302, with 359,600 students, an enrollment increase of 3.7% from the previous year.

Higher EducationShenzhen has 10 full-time institutes of higher learning and one part-time institute. In 2012, Shenzhen's full-time higher learning institutes had a total of 76,000 students. More than 678,000 students registered for self-study exams. Among numerous prestigious higher institutions, The Chinese University of Hong Kong Shenzhen Campus is under construction. Shenzhen University Shenzhen University is a full-time comprehensive university. It was established in 1983 and accredited by the Academic Degree Evaluation Committee of the State Council for doctoral programs in 2006. The university now offers three accredited primary doctoral programs and nine secondary disciplines under its supervision; three centers for postdoctoral studies; one postdoctoral center; 34 accredited primary master's programs and 142 secondary disciplines under its supervision; 10 secondary disciplines; and nine accredited professional master's programs. University Town of Shenzhen University Town of Shenzhen was jointly established by the Shenzhen Municipal Government and prominent Chinese universities as a teaching and research base to cultivate full-time postgraduates. Famous universities such as Tsinghua University, Peking University and Harbin Institute of Technology have already set up bases there. University Town of Shenzhen has so far enrolled 7,556 full-time students, including 980 pursuing doctorates and 6,426 pursuing master's degrees.

Vocational EducationShenzhen boasts a unique and modern vocational education system which is adapted to economic and social development and tightly combines market demands with employment. The city has 22 secondary vocational schools with 60,100 students, 4,466 faculty members, and 30 State-level vocational education training bases. A City of Travelers With Shenzhen's constantly improving living standard, Shenzhen people like to travel. 3 to 4 million people choose to travel during the "Golden Weeks" in October and Chinese New Year holidays every year. For several years, it has been ranked as one of the top five "cities with the highest number of people traveling outside the city in Golden Weeks" by Ctrip.com, one of China's most popular websites specialized in travel information and services. A Travelers' Hub Being China's largest port city and window of opening up to the outside world, Shenzhen saw 218 million people traveling across the border in 2012. Scenic SpotsThere are more than 100 scenic spots around the city, including man-made theme parks, natural ecological parks, coastal resorts, shopping plazas and historic sites. Overseas Chinese Town is one of China's first 5A-rated scenic spots, the highest national level.

Theme Park Capital Shenzhen is famed as a theme park capital. The Window of the World, Splendid China, China Folk Culture Villages, Happy Valley and OCT East theme parks are the epitome of blending Chinese and world cultures. Among them, Happy Valley has seen branches set up in Beijing, Chengdu and Shanghai. City of LibrariesLibrary Network The Shenzhen government began to implement its strategy of building a city of libraries in 2003. Since then, a pioneer library network with rich resources, modern facilities and convenient service has taken shape and expanded. There were 641 public libraries in the city by the end of 2012, including three city-level libraries, eight district-level libraries and 630 branches of city- and district-level libraries and community reading rooms. There also are 200 self-service book-lending machines offering 24-hour service on city streets. The goal of establishing one community library for every 15,000 people has been realized. A citywide library network led by the city-level Shenzhen Library, formed by district-level libraries, and completed by community reading rooms and 24-hour automatic book-lending machines has been formed. Unified Service Platform All 175 public libraries in the city and the 200 self-service book-lending machines are connected by a network that provides unified service to readers citywide. The network is being expanded to include other public libraries. These public libraries, carrying the logo of "City of Libraries," share resources within the network. Through this network, readers can access the resources of all libraries with one library card.Shenzhen Library As the center of library materials collection and utilization and of information resources development in the city, Shenzhen Library holds more than 6 million volumes of books and periodicals. City of PianosLed by Shenzhen Arts School, Shenzhen's piano education level tops the nation. Talented pianists including Li Yundi, Chen Sa, Zhang Haochen, Gu Jingdan and Pan Linzi, all instructed by Professor Dan Zhaoyi, have won awards in prestigious international contests. Piano education is growing more popular among Shenzhen primary and middle school students. There are 8.2 pianos for every 100 Shenzhen families. Shenzhen has a complete public cultural service network, with fully developed cultural facilities including 28 museums and memorial halls at the district level or above. Museums, Art Galleries and Entertainment Venues Museums There are 28 museums (including memorial halls) around the city, housing more than 50,000 cultural relics. The Shenzhen Museum broke ground in February 1984, opened in November 1988 and now houses more than 35,000 pieces. The New Shenzhen Museum, the country's first museum featuring the history of reform and opening up, opened on Dec. 25, 2008, in the east wing of the Civic Center. With floor space of more than 30,000 square meters, the new museum also displays examples of ancient local relics and folk customs.Art Galleries There are 11 public art galleries in the city. Safety and SecurityIn recent years, Shenzhen has significantly increased its police force and taken a series of measures to improve public safety. All police officers — including those who formerly had desk jobs — were required to conduct regular street patrols as of April 1, 2012, in an effort to further increase the number of police officers on city streets and police interaction with the community.

TelecommunicationsShenzhen has 800 post offices and a developed telecommunications system. Shenzhen is the center for express mail on the southern mainland, with an efficient and comprehensive network reaching every household. Many local companies are engaged in fixed and mobile telephones and Internet services. The fixed telephone users numbered 5.59 million in 2012 and mobile users 23.8 million. The number of broadband users was 3.26 million in 2012, making the city not only a leader in national broadband business but also advanced by world standards. Shenzhen is now pushing four projects: construction of increased telecommunications infrastructure; trial integration of telecommunications networks, cable TV networks and the Internet; development of a wireless city; and application of Internet of Things. A plan to build an "intelligent Shenzhen" is being implemented to build a modern, multimedia city with new lifestyles, industrial structures and management models.

Average Income The annual average salary paid to Shenzhen workers was 59,010 yuan in 2012, up 7% from the previous year.

ConsumptionThe per capita annual disposable income was 40,742 yuan in 2012, up 11.6% from the previous year. The per capita annual living expenditure last year was 26,728 yuan, up 11% from the previous year. The Engel coefficient, or proportion of income spent on food, was 36.3% for urban residents.

EmploymentSince March 1, 2013, the city's minimum wage has increased to 1,600 yuan per month and 14.5 yuan per hour.

Social SecurityThe city has established a public health insurance system that covers almost every resident. In 2012, 11.39 million residents were included in the public health insurance system, an increase of 5.6% from 2011. A total of 7.92 million people bought the basic old-age pension and 3.41 million people bought unemployment insurance, up 5.4% and 13.5% respectively from the previous year.

Social WelfareShenzhen will take the national lead to reform the present social welfare system and build a fair network that benefits most residents. By the end of 2012, Shenzhen had 34 welfare houses. There were 5,894 beds in the welfare houses, up 11.3% from the previous year. A total of 8,598 people received minimum-living assistance in 2012, down 19.8% from the previous year. The total minimum-living assistance released in 2012 was 41.54 million yuan, down 9.1% from the previous year.

Welfare and Community OrganizationsThere were 5,656 NGOs in the city in 2012, among which 1,182 were welfare organizations, accounting for 20.1% of the city's social organizations and up 34.8% from the previous year. In April 2013, there were 3,179 part-time social workers, 4,000 professional social workers, 460,000 registered volunteers and 214 community service centers.

About half of Shenzhen's total area is within a nature protection zone for suburban parks. Forests cover 41.48% of the city's total land.

Environmental ProtectionIn 2012, the city's air quality reached Level 2 of the national standards. All of 365 days were rated as "good" or "basically good." Statistics from the Ministry of Environmental Protection showed Shenzhen's air quality ranked the seventh and 11th among 74 mainland cities in January and February of 2013, respectively. Drinking water quality reached the national standards. Standards were met for 100% of the drinking water in the city's major reservoirs. The non-hazardous treatment rate of urban waste was 95.13%. Energy and water consumption rates per 10,000 yuan GDP were the lowest in the country.

Shenzhen has built a comparatively complete system to monitor environmental quality and pollution sources. The city has 57 stations automatically monitoring air, water and noise polluters. The city's online monitoring system has included 646 enterprises and 260 sites. The city is speeding up efforts to develop as China's pilot ecological city and as a model city of low-carbon living. Ecological Garden CityShenzhen, dubbed City of Parks, has a pleasant natural environment. It has 841 parks totaling 21,948 hectares. The urban greenbelt coverage in developed areas is about 45.1%. Nature reserves cover 30.7% of the city's area. The area within the ecological protection line, 974 square kilometers in total, is under effective protection. Shenzhen has won domestic and international awards and recognitions including Nations in Bloom, UNEP's Global 500 Laureate Roll of Honor, National Hygienic City, National Model City for Environmental Protection, Model City for Protection of the Ozone Layer, National Greenery Model City and National Brilliant Tourism City.

Greenways In June 2010, Shenzhen launched a plan to build a greenway network. Shenzhen will build greenways totaling 2,000 kilometers in length by 2015, and all residents will have access to a greenway within a five-minute walk. By the end of 2012, 2,210 kilometers of greenway had been completed and opened to the public.

OCT East Covering 9 square kilometers, OCT East was built by Overseas Chinese Town Group with an investment of 3.5 billion yuan. It was named a "national ecological tourism zone" by the National Tourism Administration and Ministry of Environmental Protection. There are two theme parks, two golf courses, three towns, four hotels and a temple.

Window of the World Window of the World is a must-see attraction that displays the essence of thousand-year-old human civilizations and worldwide cultures.

Splendid China • China Folk Culture Villages Splendid China • China Folk Culture Villages features miniatures of scenic spots around China. The 100 miniatures are located according to China's geography. Within hours, visitors can enjoy the whole China landscape.

Happy Valley Happy Valley is one of the best theme parks in China and a modern, entertaining attraction for all ages.

Shenzhen Safari Park Shenzhen Safari Park is China's first zoo that lets animals live in natural habitats. There are nearly 10,000 wild animals of more than 300 species, most of which are rare and protected species, including eight tigons and ligers.

Xiaomeisha Sea World Covering 100,000 square meters, Xiaomeisha Sea World is located on the city's eastern coast. It features undersea performances and maritime culture.

Diwang Mansion The 69th floor of the 384-meter Diwang Mansion is one of Shenzhen's landmarks and a famous scenic spot.

Mangrove Nature Reserve Located on Shenzhen Bay, Mangrove Nature Reserve is the smallest national-level nature reserve in the country. It's been labeled an internationally protected place by the International Union for Conservation of Nature and Natural Resources.

Mission Hills Golf Club Mission Hills Golf Club is the only Asian club recognized by both the PGA and TPC. Covering 20 square kilometers in Shenzhen and Dongguan, Mission Hills Golf Club is China's largest and most well-equipped golf resort.

Shenzhen Museum Shenzhen Museum is a multifunctional museum featuring ancient collections, research, education and archaeology. It displays historic relics, crafts and folk products of south Guangdong.

Green Porcelain Museum As China's biggest privately owned green porcelain museum, it is located in Luohu District and houses more than 2,000 pieces from the Shang to Qing Dynasty, fully presenting ancient China's porcelain history.
