The people of the Shawnee County Sheriff’s Office which was established in 1855, in recognition of our mission to the community, do hereby adopt and establish this philosophy of service to the benefit of the citizens we serve.

On March 14, 2000, Richard W. Barta became the 41st Sheriff of Shawnee County after being selected by the Republican Central Committee to fill a vacancy. Governor Bill Graves officially appointed him Sheriff. Sheriff Barta was born in Ellsworth, Kansas and raised on a farm outside of Lucas. Upon graduation from Lucas High School in 1964 he enlisted in the United States Navy and served on the “Swift Boats” during the Vietnam War. Upon discharge from the Navy (1967), Richard Barta attended Fort Hays State University (where he played football), before being accepted for a “Trooper” position with the Kansas Highway Patrol in 1968. Sheriff Barta would earn an Associates of Arts Degree from Barton County Community College in 1973 and later a Bachelor of Arts Degree from Washburn University in 1987. Barta completed his 29-year career with the Kansas Highway Patrol, retiring at the rank of Major in 1997 and immediately went to work for the

Kansas Lottery as an enforcement officer before being selected Sheriff of Shawnee County in 2000. Barta ran for Sheriff in 2000, winning the primary and general election and has been re-elected for a second term in 2004 and a third term in 2008. Sheriff Barta, a 2002 graduate of the FBI National Academy, is proud of his many accomplishments throughout his personal life and his 43-year law enforcement career. During the Barta administration the agency became the first Sheriff’s Office in Kansas to be accredited through the “The Commission on Accreditation of Law Enforcement Agencies (CALEA), first in 2006, again in 2009, and currently working towards earning accreditation for a third consecutive time in 2012. Other improvements and programs started at SNSO include: re-creating the General Counsel position, creating an Inventory clerk position, hiring an experienced accountant, upgrading deputy’s firearms, enhancing the vehicle fleet maintenance, equipping patrol units with mobile computers, radar and video cameras, obtaining rifles for officers, making improvements to the property room, starting a Victim Assistance Program, compiling citizen surveys, publishing an agency monthly newsletters and annual reports, and attending the various events throughout the community. In 2010, a state of the art Firearms Range and Training facility was opened in an effort to improve training opportunities for SNSO personnel and others. 5

Undersheriff

Herman T. Jones was introduced to the citizens of Topeka and Shawnee County during a formal ceremony held at the Sheriff’s Office on April 6, 2011 and sworn in as the new Undersheriff of Shawnee County. Sheriff Richard Barta made the new appointment after the retirement of Undersheriff Scott Holladay, who served Shawnee County Sheriff’s Office since October 1977. Undersheriff Jones began his law enforcement career in 1977 while attending Emporia State University and working as a dispatcher for the campus police. After college, Jones became a police officer and later a patrol Sergeant with the Emporia Police Department in 1981 before

accepting a Trooper position (1982) with the Kansas Highway Patrol where he remained for ten years. Undersheriff Jones then became an Instructor of Police at the University of Kansas, Kansas Law Enforcement Center (KLETC) from 1992 to 2000. In 2000, Undersheriff Jones returned to the Kansas Highway Patrol as the Director of Administrations and Records Custodian. In March 2011, Sheriff Richard Barta appointed Herman Jones to become the 48th Undersheriff of Shawnee County. Undersheriff Jones, originally from the Kansas City, Missouri area, is a graduate of Emporia State University, Kansas Law Enforcement Training Academy, Kansas Highway Patrol Academy, and is scheduled to attend the Federal Bureau of Investigation National Academy in 2012.

Shawnee County Sheriff, Richard W. Barta, announced the promotion of Philip E. Blume to the rank of Major in June of 2011. Major Phil Blume is the senior uniformed officer (non-elected or appointed) in the Agency. He oversees the Operations, Investigations, Support Services and Communications Divisions and serves as the overall operations manager for the agency which includes all uniformed officers, civilian employees and emergency communications personnel. Major Blume is a Washburn University graduate and shortly after earning his college degree began his career with the Shawnee County Sheriff’s Office on September 25, 1989. Early in his career he served in the patrol division with stints in the civil process unit, drug enforcement unit and as a school resource officer. He was promoted to Sergeant in 2000 serving in the patrol division and civil process unit. In 2004 he was promoted to Lieutenant and assigned to the Uniformed Operations Division / Patrol and then transitioned to the Criminal Investigations Division. In 2007 he was promoted to Captain

and served as the Division Commander for several years in the Criminal Investigations Division and in the Uniformed Operations Division until being promoted to Major. His career has been marked by many accomplishments during the last 23 years. He has been recognized on numerous occasions through letters of commendations from the FBI, AT&F and U.S. Attorney’s Office for special assignment work on federal task forces. In 2000 he was awarded the Life-Saving certificate from the American Red Cross. He is a graduate of the FBI National Academy, Session 244 (2011), the FBI Law Enforcement Executive Development Seminar (2008) and the University of Kansas Certified Public Manager program (2007). He has attended the DEA basic investigators course, numerous supervisory training courses and the American International Institute of Polygraph, serving as the agency polygraph examiner for the last 10 years.

Tom Bronaugh is a 1994 graduate of Washburn University with a bachelor’s degree in chemistry. He began his law enforcement career at SNSO on November 27, 1995.

Bronaugh served in the Uniformed Operations Division / Patrol from 1995 to 1999. From 1997 to 1999 he served on the agency S.W.A.T. team. He was assigned as the School Resource Officer for Washburn Rural High School from 1999 to 2001. He was promoted to Corporal on April 14, 2001 and later to Sergeant on November 15, 2001. He joined the command staff after his promotion to Lieutenant in the Uniformed Operations Division / Patrol Division on October 15, 2005.

In April 2006, Tom Bronaugh accepted a staff position in the Support Services Division responsible for Warrants, Process, Courthouse Security, Records, Accounting, Front Desk, Fleet Services, Purchasing and Inventory.

Tom Bronaugh, who is a graduate of the FBI Law Enforcement Executive Development School (2007) and the University of Kansas Certified Public Managers (CPM) Course (2008), was assigned to the Professional Standards

Justin Vest Lieutenant

Justin Vest officially started his law enforcement career at SNSO on May 20, 2002, after first completing his college internship at SNSO and receiving his Bachelor of Arts degree in Criminal Justice, Washburn University (2002). Vest attended the 14-week law enforcement training academy (KLETC), graduating in September 2002 and was selected President of the 170th Basic Class by his peers. Justin Vest completed the agencies FTO-new recruit program while assigned to the Uniformed Operations Division (Patrol). He continued his

duties in Patrol and worked a variety of shifts before being selected as a Field Training Officer (FTO) in 2004. In 2006, Vest was promoted to Corporal in Patrol, and continued his FTO duties. Justin Vest was promoted to Sergeant in December 2008 and remained in Patrol as one of the 2nd shift supervisors. In August 2010, Justin Vest (Sergeant) accepted an assignment in the Services Division to be become the Accreditation (CALEA) Manager and SNSO Training coordinator. Justin Vest joined the command staff in July 2011 after being promoted to Lieutenant and continued to oversee Accreditation, Training, and managed all activities at the Shawnee County Sheriff’s Office Training Complex and Firearms Range. Lieutenant Vest has become a valuable training instructor for the agency in the areas of: Firearms, Defensive Tactics, Crisis Negotiation, and Law Enforcement Physical Fitness Training. He is responsible for development of the annual in-service training and ensures that all SNSO law enforcement officers complete the required 40-hours of continued education each year. Lieutenant Vest holds a Masters Degree in Criminal Justice Administration (2005) from Washburn University.

The Community Services Unit consists of a Lieutenant, Sergeant, Crime Prevention Officer, D.A.R.E. Officer, and five School Resource Officers. Sergeant Stallbaumer supervises the Community Services Unit and organizes special events for the Shawnee County Sheriff’s Office. Some of these events include the annual Volunteer Dinner, Employee Appreciation Lunch, Awards Ceremonies, Retirement Ceremonies, and Press Conferences. Sgt. Stallbaumer conducts various safety talks to different groups throughout Shawnee County, sits on various committees and mentors a 5th grade student at Highland Park Central through the Big Brothers and Big Sisters program. In addition, Sergeant Stallbaumer assists Lieutenant Simecka with Public Information Officer duties. Deputy Justin Boyles, the Crime Prevention Officer, conducted Crime Prevention Through Environmental Design (CPTED) surveys at various organizations in 2011. He organized the 2011 Citizen’s Academy. In addition, he provided safety presentations to businesses, civic groups, and other organizations. Deputy Boyles taught D.A.R.E. to 10 sixth grade classes in 3 different schools in 2011. Deputy Anderson was selected as the D.A.R.E. Officer in April, 2011. She taught D.A.R.E. at three elementary schools in the fall of 2011. She conducts safety presentations to citizens at a variety of events. She assists with social media for the Shawnee County Sheriff’s Office. In addition, Deputy Anderson assists with walk in reports, fingerprinting, and

special events at the Law Enforcement Center. The School Resource Officers presented a variety of topics to high school students this past year. They conducted traffic enforcement around the school campuses. In addition, they took a variety of reports related to student issues both on and off campus. School Resource Officers organized youth academies at Seaman and Shawnee Heights high schools. The School Resource Officers continued the Seat belts Are For Everyone (S.A.F.E.) program in the area high schools in 2011. S.A.F.E. is a cooperative effort between students and law enforcement for the purpose of increasing teen restraint compliance through positive rewards and enforcement. In 2011, area high school students increased seat belt usage by 4%. This equals approximately 90 additional students in Shawnee County that started using their seatbelts throughout the S.A.F.E. campaign.

The Shawnee County Sheriff’s Office Youth Academy is a program established to promote a positive interaction between the Shawnee County Sheriff’s Office and the youth of Shawnee County. The purpose is to build life skills, instill confidence and develop self-esteem. The curriculum will include a wide variety of activities that will incorporate teamwork, physical fitness, and general law enforcement information. We will emphasize the importance of good decision making skills and teach good citizenship. The Shawnee County Sheriff’s Office strives to provide a positive learning experience for our youth during their summer break. This program is structured to be fun, informative and challenging.

Captain Lance W. T. Royer

Lance W. T. Royer began his law enforcement career in 1979 as a dispatcher with the Abilene (Ks) Police Department. He also dispatched for the Dickinson County (Ks) Sheriff’s Office for several years before accepting a Telecommunications Officer position with the Kansas Bureau of Investigations (for approx 1-year).

On March 7, 1988, Lance Royer started his employment with SNSO and was assigned to Communications (Dispatch). In 1997, when dispatch became an independent county unit, Captain Royer remained as the SNSO Communications Unit liaison, while assigned to the Uniformed Operations Division, Patrol.

In 2001, Capt. Royer was awarded Officer of the Year by Kansas Attorney General Carla Stovall for his commitment to crime victims, and AG Stovall again recognized him 2002 for his work in the area of violence against women and children.

Captain Royer has been a member of the Association of Public-Safety Communications Officials (APCO) throughout his career and has served on all board positions and as President for the Kansas APCO Board. He received the Lt. Col. Carl Gray Memorial Award in 2003 for exceptional service to the Kansas Chapter of APCO.

In September 2008, when the Shawnee County Emergency Communications Center was transferred under the management of SNSO, Captain Royer was named Director of the Communications Division, a position he continues to hold. He has been the SNSO NCIC Terminal Agency Coordinator and NCIC Law Enforcement Security Officer for more than a dozen years, and is currently the SNSO Negotiating Team coordinator.

Captain Royer has been a member of the Capitol Area Major Case Squad since 1994 and represents the Kansas Sheriff’s Association on the Kansas Criminal Justice Information System Advisory Board. He also serves on the boards of several Topeka community organizations.

Captain Royer is a graduate of the FBI National Academy (2006) and holds a Bachelor of Arts Degree in Criminal Justice from Washburn University.

Nancy Ganson has been the Assistant Director of the Shawnee county Emergency Communications Center (SCECC) since March 2010. In November 1976, Ms. Ganson began her career in Emergency Communications as a Topeka Police Department dispatcher. She was promoted in 1978 to the newly-created position of Dispatcher II (now Communications Specialist II), and to Dispatch Supervisor in 1992. Management of the Emergency Communications Unit transferred from TPD to Shawnee County in 1996 and was renamed the Consolidated Emergency Communications Center (CECC), and then to the Shawnee County Sheriff’s Office in 2008 under the title of the SCECC. Over the course of those management changes, Ms. Ganson was promoted to Floor Supervisor in August, 2008, and to Acting Assistant Director in October 2009. Ms. Ganson holds a Bachelor of Arts Degree in Communications from Washburn University and completed 30 graduate hours in Journalism at the University of Kansas.

The Shawnee County Emergency Communications Center (SCECC) is Shawnee County’s 911 Center and in 2008, along with Radio Services, became part of the SNSO Communications Division and Radio Services.

SCECC Communications Specialists receive and handle all 911 calls in Shawnee County and answer many administrative lines for the following agencies:

Radio Services is responsible for maintenance of Shawnee County’s 800 MHz radio system. Personnel repair and maintain mobile and handheld radios for area law enforcement, city and county fire departments, and for numerous local agencies on the 800 MHz system that are not connected to city or county emergency services. They also maintain three 800 MHz radio tower sites and contained equipment.

In 2011, Capt. Royer, Senior Communications Systems Engineer Stan Blanchard and the SCECC Management Board, along with County Counselor Rich Eckert, worked throughout the year to develop plans for a new public safety P25 digital radio system to replace the aging 800 MHz analog system. The group worked to become educated on P25 radio system needs, develop specifications, and examined various vendor options.

Radio Services was busy with radio and equipment installation and repair. The Shawnee County 800 MHz radio system

is 15 years old and is out of support by Motorola. Other completed projects included repairs on the tornado siren base station at Burnett’s Mound after a major outage occurred, re-installation of the radio and fire alerting systems at Topeka Fire Department Station 5 at 21st and Western after the station was extensively remodeled, and radio installation on newly-acquired TFD fire engine. Radio Services also installed ADP encryption on Rossville Police Department radios, so Rossville officers are now able to be encrypted on the state radio system.

Additionally, Radio Services completed a major rebanding project in 2011 but was unable to begin the second phase as planned. The “first touch”, during which all radios in Shawnee County on the 800 MHz system were rebanded, was completed in late February. The “second touch” for Shawnee County, which included rebanding the radio system infrastructure and removing unneeded frequencies from the field radios, could not begin until the State of Kansas completed its “first touch,” which was still in progress by the end of 2011.

Lloyd Trimble, with Shawnee County Information Technology, is assigned to the SCECC. He assisted with installing all new computers at SNSO in 2011. Lloyd and John Goldsmith, City of Topeka Informational Technology, also worked throughout 2011 testing and debugging “New World Mobile 9X” Mobile Data Terminal (MDT) software for “Toughbook” MDT.

Captain Michael Kolbek

Captain Kolbek began his career at the Shawnee County Sheriff’s Office on December 5, 1994. He attended the Kansas Law Enforcement Training Center 135th Basic course and became a certified law enforcement officer in May 1995. He has served in various assignments since beginning his career including, Uniformed Operations Deputy December 1994 to April 1997, Special Services Deputy April 1997 to July 1997, Uniformed Operations Corporal July 1997 to December 1998, Uniformed Operations Sergeant December 1998 to July 2000, Narcotics Sergeant July 2000 to August 2001, Detective Sergeant August 2001 to February 2004, Uniformed Operations Lieutenant February 2004 to February 2006, Professional Standards Unit & Recruiting Lieutenant February 2006 to July 2007, Uniformed Operations Captain July 2007 to December 2010, and his current assignment as the Criminal Investigations Division Captain beginning in December 2010. Captain Kolbek has served as a member of the Special Weapons and Tactics Team June 1996 to July 2003 and was a team commander February 2002 to October 2002. He was also the agency

Field Training Officer Program Coordinator July 1997 to January 2000. He serves as a member of the Juvenile Corrections Advisory Board, Community Corrections Advisory Board, and the Safe Streets Underage Drinking Task Force. He is active in the American Legion and served as the Topeka Post 421 Commander in 2011. Captain Kolbek is retired from the U.S. Naval Reserve (2005). He has a Bachelor of Science degree in Criminal Justice from Washburn University (2006), a Graduate Certificate from the University of Virginia (2010), University of Kansas Certified Public Manager graduate (2005), and is a graduate of the Federal Bureau of Investigation National Academy 243rd session (2010).

Sam Leone Lieutenant

Lieutenant Leone hails from Buffalo, New York, and came to Kansas via Fort Riley in 1991. He separated from military service and eventually began his law enforcement career as a Reserve Deputy with Shawnee County Sheriff’s Office in January of 1994. In July of that year he became a full time deputy with the Sheriff’s Office. 22

Lieutenant Leone has served as a K9 handler, SWAT Team member, SWAT Commander, and has been promoted through the ranks of Corporal, Sergeant, and Lieutenant while serving in the Uniformed Operations Division. On October 1, 2007 Lieutenant Leone transferred to the Criminal Investigations Division. Lieutenant Leone is a 2006 graduate of the Certified Public Manager Course offered through the University of Kansas and the Federal Bureau of Investigation (FBI) Law Enforcement Executive Development Seminar (LEEDS) in 2010.

Deputies Brian Rhodd and Tracey Trammel make up our Criminal Interdiction Unit and are tasked

with conducting criminal interdiction on the highways traveling through Topeka and Shawnee County. Additionally, knowing that the criminals are using the parcel services and bus lines to transport contraband, they broadened their interdiction efforts to also include these means of smuggling. These combined efforts led to the seizures listed.

Of the arrests made, while some were related directly to the transporting of illegal narcotics, contraband, or drug proceeds, some of their arrests were the result of felony warrants and fugitives from justice. They also had contact on car stops with individuals who are on the FBI’s Terror Watch List. This helps illustrate the fact that the criminal element shares the use of our highway system and having highly trained, watchful, and attentive deputies focusing their attention on this criminal activity contributes to a safer community, county, and state. Deputies Trammel and Rhodd are very much respected in the field of Criminal Interdiction and are invited to instruct on the subject throughout the state and the nation.

CSI Deputy Rice has been in the unit for nearly four years and holds a Bachelors Degree from Fort Hays State University. Rice served in the Operations Division as a patrolman and the Montara Community Officer while sustaining membership in the Bike Patrol.

Deputy Dicken is assigned as the second shift CSI Deputy, holds a Bachelor Degree in Criminal Justice from Washburn University and formal training in Chemistry from KU. Deputy Dicken served in the Operations Division in posts consisting of Court Security and Patrol.

Property Tech J. Heinrich has served the citizen’s of Shawnee County for a total of 23 years in various capacities. She has brought her years of organization and leadership to the Sheriff’s Office and has served as a Property Technician for nearly 12 years with the Sheriff’s Office and attended Washburn University.

Property Tech Therese Hodges has served the Sheriff’s Office and Citizens of Shawnee County for nearly 12 years. She has extensive experience in the

administration and management of the Salvation Army Day Care Program and the Emergency Services Cantina. She has experience and training in Security Operations and supervision as an employee of the Kansas Expo Centre Security Division.

Office Assistant Barnes has been an employee with SNSO for 15 years with 14 of it within the CSI unit overseeing its daily grind of records keeping, digital imaging, and maintaining valuable liaisons with outside agencies and the courts. Her previous experience stems from her years of service with Topeka Police Department in the Records Division and the Shawnee Heights School District in Special Education.

Sergeant Lewis (Supervisor) has served SNSO for nearly 16 years with a brief assignment in the Operations Division at posts consisting of Court Security and Patrol. He transferred to CSIU in 1998 and served as a CSI Deputy until 2009 when he was promoted to Sergeant and supervises CSIU and the Property Room. Sgt. Lewis holds an Undergraduate Degree in Sociology, a minor in Anthropology, with a Graduate Degree in Criminal Justice Administration.

The Detectives Unit investigates any and all types of crimes, which include homicides, rapes, other person crimes against adults and children, burglary, theft, other property crimes, financial crimes, and Identity theft. In 2011, the detectives investigated 1138 cases - an average of 162 cases per detective, which might not sound like a large number, but keep in mind that some of those cases require as much as forty (40) to eighty (80) hours to investigate before being presented to the Shawnee County District Attorney’s Office requesting criminal prosecution.

The 2011 detectives are an excellent group of investigators that know their job, are very goal oriented and extremely professional in their approach to investigating crime. The current group of detectives (each) average fourteen (14) years of overall law enforcement experience.

The SNSO Offender Registration Unit is constantly changing and making the necessary adjustments to meet the needs, guidelines, and requirements established by the State of Kansas Offender Registration laws. Since the initial law enacted back in 1993, to the present day laws, the SNSO ORU continues to fulfill all mandated requirements and works closely with local law enforcement agencies and the Kansas Bureau of Investigation to make the Shawnee County community a safer place to live.

In June (2011), the Offender Registration Unit joined forces with the United States Marshals Office and completed an “address sweep” of all 826 offenders in Shawnee County. The sweep proved worthwhile in maintaining accurate records and generated some follow up investigations to assure compliance by all offenders.

Construction began for a new office area at SNSO for the ORU which once completed will allow for a new registration process and address some safety concerns for SNSO personnel when dealing with the offenders.

Division Commander

Captain Shane Hoobler

Shane Hoobler began his Law Enforcement career at SNSO on June 5, 1989, after serving his country in the United States Air Force. After spending time in the Uniformed Operations Division (Patrol), Hoobler transferred to the Fugitive / Warrants Unit. In October 1995, Hoobler was promoted to Corporal, and after a short stint in Patrol, transferred to the Community Services Division. In May 1997, Hoobler was promoted to Sergeant and accepted a position in Fugitive / Warrants Unit where he remained until 2004. Shane Hoobler joined the command staff as a Lieutenant in July 2004, and briefly returned to Patrol before transferring to the Support Services Division in October 2005. In February 2007, Hoobler was promoted to Captain and became Commander of the Support Services Division. Captain Hoobler is the SNSO coordinator of the Mounted Posse and currently the Special Weapons And

Tactical (SWAT) team administrative officer. Captain Hoobler is a 2005 graduate of the University of Kansas Certified Public Managers Course (CPM) and the Federal Bureau of Investigation (FBI) National Academy 232nd Session in 2008.

John Ostenson

Lieutenant

John Ostenson started his law enforcement career at SNSO on March 25, 1994, after receiving his Bachelor of Arts degree in Criminal Justice from Washburn University. He was assigned to the Patrol Division and completed his basic law enforcement training in the 130th Basic class at KLETC. In 1997, John Ostenson accepted a Crime Scene Investigative Unit deputy position in the Criminal Investigations Division and then promoted to Detective in 1998 where he primarily investigated crimes against children. Ostenson was promoted to Sergeant (2004), to oversee the Process Unit, before transferring to the Courthouse to supervise Court Security Unit (2006).

In 2007, Ostenson was promoted to Lieutenant, assigned to the Support Services Division and responsible for Accreditation, Training, Records, Process, Warrants, and Community Services. He continues to oversee the Internship Program and is the alternate Public Information Officer for SNSO. Lieutenant Ostenson is a 2008 graduate of the Certified Public Managers Program (Kansas University) and a 2011 graduate of the Law Enforcement Executive Development Seminar (LEEDS), Federal Bureau of Investigation.

Scott Askew Lieutenant

Scott Askew joined SNSO on February 24, 1997, after working several years with Kansas Highway Patrol (graduate of 29th Basic Academy, August 1995) and the Shawnee County Department of Corrections / Jail. Askew was initially assigned to road patrol, but quickly advanced receiving a detective position in March 1999. Scott Askew was promoted to Sergeant in September 2006 and supervised 2nd shift personnel in the Criminal Investigations Division. On October 12, 2007, Askew accepted the position of Professional Standard Unit (PSU) and SNSO Recruitment.

In October 2010, Askew was promoted to Lieutenant, continued his PSU & Recruitment duties, and added an important responsibility - oversight of the newly completed SNSO Training Center & Firearms Range. Currently, Lieutenant Askew supervises the Accounting Unit, Process Unit, Front Desk, Fleet Services, and Inventory Control. Lieutenant Askew received his Bachelor of Arts degree (Marketing) from Emporia State University in 1992 and became the first SNSO officer to graduate from the 10-week, “School of Police Staff & Command” (SPSC) course, Northwestern University in November 2011.

Deputy Abby Pipkin The Shawnee County Sheriff’s Office Court Security Unit is in charge of providing security and law enforcement functions for the Shawnee County Courthouse. The Shawnee County Courthouse houses many County entities along with being home of the 3rd Judicial District Courts. Officers are charged with providing courtroom security and protecting witnesses during high profile cases or whenever the need arises. Officers take people into custody on Arrest Letters, Warrants, and Custody Slips. Officers also respond to “alarm” calls and disturbances that may occur during daily dockets and hearings. In combination with their daily law enforcement duties, the Court Security Unit is also tasked with screening every person and package that enters the Shawnee County Courthouse. This is done through restricted access. Everyone must successfully pass through security checkpoints (similar to those used in major airports) prior to proceeding throughout the Courthouse to perform their business.

Serving process papers is one of the very few statutory required duties of Sheriff Offices in the State of Kansas. Due to the volume of process papers to serve in Shawnee County the Sheriff’s Office has a unit dedicated solely to this function. The Process Unit is comprised of four sworn Officers (Sergeant, Corporal & two (2) Deputies) and ten 10

civilians (4 clerks & 6 process servers).

The year was one of great change and transition in the Process Unit with three (3) different sergeants supervising in 2011. The veteran Process Sergeant retired in June and his replacement, Sgt. Lotridge, was promoted to Lieutenant shortly after his transfer to the unit which then led to Sgt. Keys filling the position in July. The other major transition was the moving of the entire Process Unit to a new location in the Sheriff’s Office.

Division Commander Captain Philip Higdon

Phil Higdon began his law enforcement career in 1985 working as a patrolman with the Hutchinson Police Department (Ks) and later as a deputy with the Osage County Sheriff’s Office (Ks).

Higdon attended Hutchinson Community Junior College (1981-1983) and completed his college career by earning a Bachelor of Arts degree in Administration of Justice from Wichita State University in August 1985

Phil Higdon joined the Shawnee County Sheriff’s Office on December 22, 1997 and was assigned to the Criminal Investigations Division to continue his law enforcement specialty – narcotics investigation, in the SNSO drug enforcement unit.

In 2003, Phil Higdon received the prestigious “Top Cop” award (National Association of Police Organizations) which recognizes law enforcement officers for “actions above and beyond the call of duty”.

On October 4, 2004, Phil Higdon was promoted to Sergeant (supervised 2nd

shift detectives and narcotics personnel) and then to Lieutenant on December 6, 2008 in the Criminal Investigations Division.

Phil Higdon was promoted to Captain on June 18, 2011 and assigned Commander of the Uniformed Operations Division.

Captain Higdon is a graduate of the Certified Public Managers Course (2008) and the Law Enforcement Executive Development School in 2009.

Jay Simecka Lieutenant

1st Shift

Lieutenant Simecka began his career at the Shawnee County Sheriff’s Office on March 28, 1994. He has served in various units and assignments since beginning his career, including: Patrol, Warrants, Court Security, Community Services and Administration. He currently serves as a Lieutenant in the Operations Division and is the agency’s Public Information Officer.

Lieutenant Simecka holds a Bachelor of Arts degree in Criminal Justice from Washburn University (1992) and a Master of Arts degree in Education from the University of Saint Mary (2012). He is a graduate of the University of Kansas Certified Public Manager Program (2011). Lieutenant Simecka served 8 years in the United States Marine Corps Reserve (1988-1996). He is a Commissioned Officer in the US Army and currently serves in the Kansas Army National Guard as the Commander of the 731st Transportation Company.

Dan Lotridge Lieutenant 2nd Shift

Lieutenant Lotridge began his career at the Shawnee County Sheriff’s Office on March 1, 1999. He has served in various units and assignments since beginning his career, including: Patrol, Investigations, Services and Community Services. During his career he has served the agency as a field training officer in Patrol, worked in the undercover narcotics unit, served as the Public Information Officer and supervised the Process Unit. Lieutenant Lotridge earned a Bachelor of Science degree in Business Management from Friends University (2005) and is a 2012 graduate of the Certified Public Managers Program (CPM), University of Kansas. He

currently serves as a Lieutenant in the Uniformed Operations Division / Patrol in charge of 2nd shift operations. He is the agency’s coordinator for the Field Training Officer Program.

Akim Reynolds

Lieutenant Akim Reynolds spent six years active duty in the United States Marine Corps, returned to Kansas and attended Kansas State University where he earned a BA in Psychology and then completed his Masters of Administration of Justice from Wichita State University. After spending about a year and a half with the Wabaunsee and Osage County Sheriff’s Offices (Ks), Reynolds joined the Shawnee County Sheriff’s Office on June 7, 1996. Lieutenant Reynolds’ tenure with SNSO includes working in Narcotics, Computer Forensics, Victim Assistance, Offender Registration Unit, and Patrol and was member of the SNSO SWAT team from 2001 to 2009. Lieutenant Reynolds is a 2008 graduate of the Certified Public Managers Course (CPM), University of Kansas and continues his assignment as a Lieutenant in the Uniformed Operations Division / Patrol in charge of 3rd shift operations. 35

The Shawnee County Sheriff’s Office traffic enforcement and sobriety efforts continue to be enhanced by the Kansas Department of Transportation “grant” programs, “STEP” (Special Traffic Enforcement Program) and “IDDP” (Impaired Driving Deterrence Program), as well as the strong commitment by the many SNSO officers participating to achieve overall success in 2011. There were eleven (11) organized activities / events in 2011 that focused on identifying impaired drivers, adult and child restraint (seatbelts) violations, under aged drinkers and more general traffic enforcement. The results of those efforts during the various DUI Saturations Patrols, Check Lanes, and STEP Enforcement campaigns are detailed below.

The Shawnee County Sheriff’s Office SWAT Team was established in 1972. It is comprised of specially trained deputies coming from various units within the agency giving the Team a wide variety of backgrounds and experience. The SWAT Team is called upon to assist in a variety of situations including hostage or barricade situations, dignitary protection, warrant service, and other special assignments. The SWAT Team works closely with the Drug Enforcement Unit serving narcotics search warrants and also with the Negotiation Team. The SWAT Team has monthly training to prepare for tactical situations and to practice new techniques. Team members also attend regional and national training. The SWAT Team holds an active membership in the National Tactical Officers Association. Sergeant Andrew Dale is the Team Commander and Corporal Steve Evans is Second in Command. Captain Shane Hoobler provides team oversight. Additionally, the SWAT Team takes part in several volunteer activities throughout the year to help foster a positive relationship with the community.

Allen Moran was formally appointed Commander of the SNSO Reserves by Sheriff Richard Barta on November 16, 2001 and has been a member of the volunteer organization since 1980. His duties through the years has primarily been in Patrol, but has had the opportunity to assist in Narcotics and Warrants Units at various times. During his 32-year career, Captain Moran has always been willing to assist SNSO in any capacity necessary and his experiences in the private sector have made him a natural when it comes to being involved in the Administration of the Reserves organization.

Otto Anderson Goes Out

He Will No Longer Be a Deputy Sheriff

The present force of active deputies in Sheriff Jonathan D. Norton’s office will be continued with the exception of Otto Anderson, who resigned a few days ago to go to the bedside of his sick brother, Gus Anderson, in Denver, Colo., Colonel Norton announced yesterday that for the present at least no one will be appointed in Anderson’s place. Henry M. Bayless was re-appointed Undersheriff and jailer. Bennett Judkins, R. H. Norton and Henry I. Monroe were re-appointed deputies. Colonel Norton thinks this force is sufficient to handle the work, it being the same size as has been kept by former sheriffs.

Sheriff’s Force Deputy Sheriff Bennett Judkins yesterday presented his resignation to Colonel Jonathan D. Norton, to take effect March 1. City Detective Josiah Ross probably will be appointed in his place by Colonel Norton, and it is likely no appointment will be made to fill the vacancy left by Officer Ross. Deputy Judkins is leaving the sheriff’s office on his own accord after eighteen months of service. He says he is proud of his record while a deputy, and has no apologies to make to anyone for his work. He has the reputation of being one of the best detectives in this part of the country, and during his accumbency of the office of deputy sheriff he has handled optimal work almost exclusively, spending the greater part of his time chasing down criminal, brining them to justice, and securing enough of the right kind of evidence against them to secure convictions. “I am very sorry to lose my deputy,” declared Colonel Norton. “He has been a good man, and I shall miss him. I understand he has something else in view, however.” Previous to going into the Sheriff’s Office a year and a half ago Mr. Judkins was a special agent for the Rock Island about 16 months and previous to that was on the local police force about 13 months.

Bundy Will Be Assistant Jailer

Sheriff Jonathan D. Norton yesterday announced the appointment of Mitchell Bundy, at present an officer of the police force, to the position of deputy sheriff to act as assistant jailer at the county jail. The selection was made after Colonel Norton had consulted with Undersheriff Henry M. Bayless, whose immediate assistant officer Bundy will be when he takes his new position. The new appointment is necessary to fill the sheriff’s local force of deputies. Deputy Sheriff Hal Norton having resigned to accept the appointment of Deputy County tax assessor under Assessor S. H. Haynes, to take effect with the end of this week. Officer Bundy will report for duty as assistant jailer as soon as he can secure release from the police force, which probably will be in the next few days. The office force working under Sheriff Norton has undergone a complete change with the exception of Undersehriff Bayless in the last month. Deputies Henry I. Monroe, Bennett Judkins and Hal Norton have resigned their places have been supplied by Charles Lytle, Josiah Ross and the last appointment, Mitchell Bundy, which completes the force. Officer Bundy was jailer under the administration of ex-Sheriff John M. Wilkerson and is said to have made good in the position. He therefore is qualified for the place.

Physical agility – test includes scaling 4’ wall, running, trigger pull and ability to carry specific amount of weight. Written Exam – each category require a minimum of 70% to pass. Interview & Background Process – includes a thorough background check and in-person interviews with the Professional Standards Unit, Sheriff’s staff review and polygraph. Additional procedures – will include drug screening, physical and psychological testing and personal interview with the Sheriff.
