1. INTRODUCTION

Te sun had yet not risen when the sirens beganto sound. It was the morning o Wednesday, April18, 1906 and the city o San Francisco was shakenawake by an earthquake measuring 8.25 on theRichter scale.

Having received the strong quake shocks or overa minute, the city was badly damaged and theresidents rushed out to check the condition o theirproperty, to protect their amilies and control thedamage. But the worst was yet to come.

More than 30 res were reported throughoutthe city as a result o gas leaks caused by theearthquake. San Francisco began to burn, andwould continue to do so or our days andour nights.

Te water network had also been seriouslydamaged by the quake, preventing reghters romcontrolling the re by the usual means. Yet thisdid not prevent them in their attempt to save thecity, and they resorted to using all the tools at theirdisposal. Tey dynamited entire blocks in hopeso creating a rewal l, ought the ames with hoses

where the supply hadnt been cut and instal led waterpumps to use water rom the bay to control rescloser to the coast.

As we all know the reghters attempts to savethe city were unsuccessul and 80% o the city wasreduced to ashes beore the re was extinguished.Ater the disaster and over the subsequent years,some o the measures taken by reghters werestrongly criticized, but what nobody orgets is thatthey remained active during the our days o thetragedy, risking their lives at all times to try to savethe city and citizens they served.

Many a survivor have told their story o a lawenorcement ocer entering their homes when

they were about to collapse and taking them toopen areas or guiding them to sae shelter rom the

ames that kept advancing.Te American people will not orget the courage oall those men who aced what even today, ater 100years is remembered as the worst natural disaster inU.S. history.

2. PROPOSAL

San Francisco today has one o the most

prestigious and well equipped re departmentso the United States and the world. Every day itresponds to dozens o calls and acts quickly in allits interventions to prevent the catastrophe romhappening again.

Tis elite group ensures the saety o the city andmore than 800,000 o its residents through 51diferent stations scattered throughout the city toensure quick arrival at any place where an incidentmay occur.

However, the department misses a central stationrom where one can coordinate all operationsand act on those operations which require specialequipment that are not available at every station,such as helicopters, boats, hydraulic presses orrelease victims o trac accidents, etc.

ARCHmedium proposes the creation o this restation or the city o San Francisco that serves notonly to centralize and improve the service but alsoas a git and token o appreciation rom the city tothis department.

Te new center should not only be a practical spacedesigned to respond to the needs o reghters, but

must become an icon o the city which rose romthe ashes and a reminder o the tragedy, a buildingthat not only the people o San Francisco but the

entire world associates with the image o the redepartment.

2.1 The Site

Te site chosen to locate the project is situated onthe currently unused docks 30-32 o the bay oSan Francisco.

Tis is a particularly suitable location or this usebecause it is uniquely linked to the main roadso the city, allowing re trucks to move quicklyand efectively to almost anywhere in the city. At

although the proposed program is extensive, andrequires plenty o outdoor space, this may notcover the entire area o work. It is, thereore, at thediscretion o the participants to choose the specic

point to place the building. Its also allowed to cutthe area o the dock to best t each project.

the same time it is located on the bay, near thewater and away rom tall buildings, allowing thereghters to act via sea and air when needed.

From a social point o view, the site is ullyintegrated with the skyline o the city, on thesouthern end o the searont and has a dominantpresence when entering the city through the SanFrancisco Bay Bridge, the main access route ortrac to town. In this sense the building plannedhere will not go unnoticed and will be present in the

daily l ives o thousands o people.

*Since this is a n ideas competition, the proposed areas must beunderstood as a good starting point or what could be a complete andproperly proportioned project, but does not imply that participants can

not suggest new areas, or eliminate or combine some o those alreadymentioned above.

1. Entrance area to the building. Tis is notan area where public or clients are receivedbut a private area or use o acility workers.

2. Area where reghters can rest, study,watch V, play cards, etc. during theirduty hours.

3. Storage place or reghter outts. Mustbe easily accessible as on receiving the orderto leave, the reghters should be able tochange and get on the truck in a mattero minutes.

4. Rooms where specialized equipmentis stored, such as oxygen cylinders orunderwater activities, hydraulic presses ortrac accidents, etc.

5. Historically, re stations had a highpoint rom where they could spot potentialsources o res. oday, it is still a useultool (although not indispensable) whichalso houses the control units and monitorswhich are responsible or receiving andcoordinating emergency cal ls.

6. Parking area where the station workerspark their private vehicles.

7. Fire trucks need to be washed, hoseschecked regularly, etc. so it is necessary thateach truck should be provided with bothindoor and outdoor space to carry out al lthese tasks.

8. Outdoor rack or exercise where onecan practice various sports like ootball orbasketball and other less specicphysical activities.

9. Te training tower is a vertical structurewhere reghters can perorm simulations onstairs, elevators, perorm descents on verticalplanes, etc.

3. Organization Criteria

3.1 Eligibility

Tis competition is public and open to al larchitecture and related elds undergraduatestudents that can prove their student status withsome ocial document (student ID orenrolment papers).

Graduate, masters, and PhD students who arecurrently enrolled in some ocial course can

also participate, but only i they obtained theirundergraduate degree less than 3 years ago.

Participants are required to meet the eligibilitycriteria during at least one day o thecompetition calendar.

Young proessional architects who graduatedless than 7 years ago (according to their degreeexpedition date) can also join the competition andopt to win the young proessionals prize whichwil l be awarded separately rom the student prizes.

eams can be ormed by just one member or up to

six (6). Members o a team dont necessarily haveto be students at the same university or live in thesame country.

It is not necessary that al l members o a team arearchitecture special ists. Having a photographer,artist, philosopher, etc. on a team can help to seethe project in a new way, thus enriching the nalresult. However, it is recommended that at least onemember o the team has some experiencein architecture.

Under no circumstances will members o the jury,members o the organization, or persons with adirect personal or proessional relationship withmembers o the jury or the organization be al lowedto participate in this competition.

For a project to be accepted the team must

Ater completing the registration orm each teamwill be assigned with a registration code. 3.7 FAQ

During the competition, all participants are

permitted to ask questions which help them betterunderstand the project description and/or any otheraspect o the competition.

Any questions that are not resolved in thisdocument or in the FAQ section on our websitemust be made through the ARCHmediumsFacebook page. Tis ensures that all participantshave access to the same amount o inormation.

3.8 Documentation

All the necessary documentation to developthe project, such as pictures o the site, videos,AutoCad drawings, etc. wil l be available atthe ARCHmedium website so that anyonecan download them beore or ater joining thecompetition. Tey may access and downloadthe materials as many times as they need to. Noadditional inormation or working material will beprovided to teams ater registering.

Participants are ree to use all this material in thecontext o this competition. Tey are also allowed tocreate their own graphic documents or to nd new

ones rom other sources.

3.9 Presentation

Each team will submit only one din-A1 size (59,4,84,1cm), landscape or portrait panel withtheir proposal.

Tis panel must be identied with the registrationcode o the team and the registration code ONLY;any panel including team names or personal names

might be disqualied without reund.

Each team is responsible or choosing whichinormation they include in their panel so that thejury may gain the clearest understanding otheir project.

Te representation technique is completely ree (2Ddrawings, pictures o models, sketches, renders,collages, etc.). Te jury will not only evaluate thequality o the project but also the clarity and qualityo the presentation.

We do not recommend including large amounts otext on the panel. Te project should be explanatoryenough through the graphic material. However,certain notes might be acceptable. Tese notes mustbe written in English ONLYany text written ina diferent language will not be taken into accountand may lead to a teams disqualication.

3.10 Submission

Submissions must be done through theARCHmediums intranet only, beore the dateindicated on the competition calendar. You must log

in with your username and password and ollow theupload process. No submissions will be accepted bye-mail or any other medium. Te submission pagewil l be automatically closed ater the submission

date and time are reached, not allowing anymodications or aggregations ater that, so please,try to upload your project 24 hours in advance sothat you have time to solve any issues that mightcome up along the way (they always do!).

Te panel must be no other size than Din-A1 andbe in no other ormat than JPG. Te maximumweight o the le is 12MB.

3.11 Evalutation Criteria

Te jury wil l be in charge o establishing the keypoints that this project needed to address based onthe site, brie, etc. and evaluate eachproject accordingly.

As par t o the design process we recommend thateach team takes the necessary time to research theworking site as well as other case study projects thatmight relate to the brie in hand to determinatewhat aspects o the project are the most uniqueand thereore need to be addressed and successully

solved to achieve a good result.

Remember that this is an ideas competition, anopportunity or experiment and explore the limitso architecture. Te jury reserves the right to awardany proposal that ails at any o the parametersmentioned in these rules, as long as it justiesthe breach o the rule in avor o the architecturaldesign o the proposal.

3.12 Voting SystemSistema de votacin

Te voting system to choose the winning projects isas ollows:

1. ARCHmedium team, ollowing the jurysinstructions, will make an initial selection o 50projects in response to the above criteria.

2. Te members o the jury wil l study both thepre-selected projects and al l others privatley andinclude, i they consider it necessary, any o thenon-selected projects in the initial list o 50.

3. At the meeting, the jurors will discuss all thepre-selected projects (Te ARCHmediums

selected 50 projects plus the projects added bythe jury) to decide the winner, second and thirdprize and honorable mentions.

3.13 Intellectual Property

All the material submitted to the competitionwil l become part o ARCHmediums les.ARCHmedium will have ull rights to publishand promote this material, always making propermention o their authors. For any other purposesthe authors o the projects will keep ull rights overtheir design.

By submitting a proposal you are givingARCHmedium the right to use the receivedmaterial in both printed and on-line publications.ARCHmedium will a lso have the r ight to modiyany o the mentioned material at its will in order to

better adapt it to the diferent ormats and layoutsthat diferent publications might have.

3.14 Additional Notes

ARCHmedium reserves the right to makeany changes to this document (dates,deadlines, requirements, etc.) as longas the changes benet a majority o thecompetition participants. Any modicationswil l be announced on the ARCHmediums

Facebook page. It is each teamsresponsibility to check the ARCHmediumsFacebook page on a regular basis to ollowand incorporate all changes.

Te project o this competition is a ctitiousjob and will not be built. Te provideddocumentation has been modied to bettermeet the goals o this competition and, as aresult, the provided documents do not ul lycorrespond with reality.

Tis project is only an exercise, and thereoreit will not necessarily ollow any existing

building or urban planning regulations. No one has hired or contacted

ARCHmedium in order to organize thiscompetition. Te idea and program o thiscompetition have been ully developedby ARCHmedium to serve solely as anacademic exercise.

ARCHmedium has no relation to the ownerso the site where this exercise is proposedto be and thereore cannot guarantee thatparticipants will have any access tothe property.
