Provided that if an officer produces a rent receipt, the HRA payable to him/her shall be the actual rent paid by him/her for the residential accommodation in

excess over 1.75% of Pay in the first Scale of Pay in which he/she is placed with a maximum of 150% of the HRA payable as per aforesaid rates mentioned in Column II above.

NOTE:

The claims of officer employees for HRA linked to the cost of their ownership accommodation shall also be restricted to 150% of HRA as hitherto.

4. CITY COMPENSATORY ALLOWANCE( R -23)

1. Major „A‟ Class cities, Area I

centres and in the state of Goa 4% of basic pay Max. Rs.540/- p.m.

2. Places with population of 5 lacs and above, State Capitals, Chandigarh, Pondicherry and Port Blair

3% of basic pay Max. Rs.375/- p.m.

5. Recovery of House/Furniture Rent

(i) House rent recovery shall be @ 1.75% of the first stage of the scale of pay

in which the officer is placed or the standard rent for the accommodation, whichever is less.

(ii) Furniture rent recovery shall be @ 0. 40% of the first stage of the scale of

pay in which the officer is placed.

6. Provident Fund

10% of pay. “Pay” for the purpose of PF shall mean basic pay including stagnation increments and PQA, increment component of FPA and officiating allowance.

7. FIXED PERSONAL PAY (FPP):

On and from 1st November 2004, Fixed Personal Pay together with House Rent

Allowance shall be at the following rates and shall remain frozen for the entire

period of service.

Note:

i) F.P.P. as indicated in “C” above shall be payable to those officer

employees who are provided with bank‟s accommodation.

ii) F.P.P. for officers eligible for House Rent Allowance shall be “A” + “B” plus House Rent Allowance drawn by the officer employees concerned when the last increment of the relevant scale of pay as specified in sub - regulation (ii) of Regulation 4 is earned.

iii) The increment component of F.P.P. shall ran k for superannuation

benefits.

8. PROFESSIONAL QUALIFICATION PAY( PQP):

A. Officers shall be eligible for professional qualification pay as under : i) Those who have passed CAIIB – Part I / JAIIB

Rs.300/- p.m. one year after reaching top of the scale.

ii) Those who have passed both parts of CAIIB – a) Rs.300- p.m. one year after reaching top of the scale. b)

Rs.750/- p.m. two years after reaching top of the scale.

B. An Officer employee acquiring JAIIB/CAIIB (either or both parts) qualifications after reaching the maximum of the scale of pay, shall be granted from the date of acquiring such qualification the first installment of PQP and the release of subsequent installments of PQP shall be with reference to the date of release of first installment of PQP.

Provided further that in a case where an officer, as on the date of this Joint Note, has already acquired any of the above said qualifications and has not earned any increment or PQP on account of acquiring such qualification/s, he may be, with effect from 1

st November 2002 or the date of acquiring such qualification/s,

whichever is later, released PQP as provided herein above.

9. CLOSING ALLOWANCE (Effective from 1.4.1997)

Rs.250/- per half-year payable at the end of September & March to all officers, other than those posted in administrative offices.

10. OFFICIATING ALLOWANCE

If an officer is required to officiate in a post in higher grade/scale for a continuous period of not less than 7 days at a time or an aggregate of 7 days during a calendar month, he/she shall receive officiating allowance

equal to 6% of his/her basic pay per month, for the period he/she officiates w.e.f. 1.11.1999). Such allowan ce will rank for P.F. and not for other

purposes. Further, officiating allowance to an officer, who comes to

officiate as a consequence of review of categorization in a grade or scale higher than the one in which he is placed, will be paid from the date of

circularization of the revised categorization. He will not be paid officiating

allowance for the period he had worked in the position between the effective date of categorization and the date of circular.

11. DEPUTATION ALLOWANCE (Effective from 1. 06.2005)

On and from 1

st June 2005, Deputation Allowance shall be at the following rates :

a) An officer deputed to serve outside the bank – 7.75% of Pay with a

maximum of Rs.1,500/ - p.m.

b) An officer deputed to an organiza tion at the same place or to the training establishment of the bank – 4% of Pay with a maximum of Rs.750/- p.m.

12. HILL & FUEL ALLOWANCE (Rule:23.x)

Provided that –

a) Where the total period of absence is less than 8 hours, but more

than 4 hours, Halting Allowance is payable @ 1/2 of the above rates.

b) Where free lodging is provided at the place of halt, 3/4th of the Halting

Allowance is payable.

c) Where free boarding is provided at the place of halt, 1/2 of the Halting Allowance is payable.

d) Where free boarding and lodging are provided at the place of halt, 1/4th of the Halting Allowance is payable.

e) When an officer claims reimbursement of actual expenses on boarding and

lodging, he will also be eligible for 1/4th of the Hal ting Allowance.

f) A supplementary Halting Allowance @ Rs. 20/- per day for halt outside headquarters on inspection duty is payable to all Inspecting Officials.

For the purpose of computing Halting Allowance, “per diem” shall mean each period of 24 hours or a ny subsequent part thereof, reckoned from the

reporting time for departure in the case of air travel and the scheduled time for departure in other cases, to the actual time of arrival. Where the total period

of absence is less than 24 hours, “per diem” sha ll mean a period of not less than 8 hours.

14. SPECIAL AREA ALLOWANCE

At places where special area allowance is payable in terms of regulation 23(ii) of Officers‟ Service Regulations, 1979/1982, the said allowance shall be payable at rates as in Schedule.

15. COMPENSATION ON TRANSFER

An officer on transfer will be eligible to draw a lump sum amount, as indicated below, for expenses connected with packaging, local transportation, insuring the baggage, etc.:-

16. Mode of Travel and Expenses on Travel

Effective the date o f the Joint Note, the following provisions shall apply wherever an officer is required to travel on duty :

(i) An officer in Junior Management Grade is entitled to travel by 1

st Class or

AC 2-tier Sleeper by train. He may, however, travel by air (economy class) if so permitted by the Competent authority, having regard to the exigencies of business or public interest.

(ii) An officer in Middle Management Grade is entitled to travel by 1

st Class or

AC 2-tier Sleeper by train. He may, however, travel by air (economy class) if the distance to be travelled is more than 1000 kms. He may, however, travel by air (economy class) even for a shorter distance if so permitted by the Competent Authority, having regard to the exigencies of business or public interest.

(iii) An officer in Senior Management or Top Executive Grade is entitled to

travel by AC 1st

Class by train or by air (economy class).

(iv) An officer in Senior Management or Top Executive Grade may travel by car between places not connected by air or rail provided that the distance does not exceed 500 km. However, when a major part of the distance between the two places can be covered by air or rail only the rest of the distance should normally be covered by car.

(v) Any other officer may be authorised by the Competent Authority not below

the rank of DGM, having regard to the exigencies of business, to travel by his own vehicle or by taxi or by the Bank‟s vehicle.

The remaining provisions as in Sub -regulations (2) & (3) of Regulation 41 of Officers‟ Servic e Regulations shall remain unchanged.

17. Leave Travel Concession :

1. During each block of 4 years, an officer shall be eligible for leave travel

concession for travel to his place of domicile once in each block of two years. Alternatively, he may travel in one block of two years to his place of domicile and in another block of two years to any place in India by the shortest route.

2. Alternatively, an officer, by exercising an option anytime during a 4 year block or two year block, as the case may be, surrender an d encash his LTC ( other than travel to place of domicile) upon which he shall be entitled to receive an amount equivalent to 75% of the eligible fare for the class of travel by train to

which he is entitled upto a distance of 4500 kms. (one way) for offic ers in JMG Scale I and MMG Scale II & III and 5500 kms (one way) for officers in SMG Scale IV and above. An officer opting to encash his LTC shall prefer the claim for himself / herself and his / her family members only once during

the block / term in whi ch such encashment is availed of. The facility of encashment of privilege leave while availing of Leave Fare Concession is

also available while encashing the facility of LFC. (Note : LTC encashment is permitted upto 75 % of the eligible train fare, .i.e., upto a distance of 9000 kms (4500 kms. X 2) for scale I, II and III officers. For scale IV and above eligibility is 75% of the eligible train fare upto a distance of 11000 kms. (5500 kms x 2). Minimum period of Leave should be

one day, including Casual L eave and Entitled class to travel is either I class or AC sleeper except in Rajadhani express. Designated place need not be mentioned for the purpose of LTC encashment. Ref: CDO/P&HRD - IR/42/2005-06 DT.23.09.2005)

3. The mode and class by which an officer may avail of Leave Travel

Concession shall be the same as the officer is normally entitled to travel on transfer and other terms and conditions subject to which the Leave Travel Concession may be availed of by an officer, shall be as decided by the Board from time-to-time.

i) Definition of family :

(i) For the purpose of Leave Travel Concession “Family” of an officer shall mean

an officer‟s spouse, wholly dependent unmarried children (including dependent step children and legally adopted children) and wholly dependent parents ordinarily residing with and wholly dependent on the officer.

(ii) The term wholly dependent child/parent shall mean such member of the family having a monthly income not exceeding Rs.2,550/ - p.m. If the income of one of the parents exceeds Rs.2,550/ - p.m. or the aggregate income of both the parents exceeds Rs.2,550/ - p.m. both the parents shall not be considered as wholly dependent on the employee.

Entitled Class:

JMGS-I Ist class or AC -II class sleeper by train. By air (economy

class) if permitted by competent authority.

MMGS-II & MMGS-III Ist class or AC-II class sleeper by train. By air (economy

class) if the distance to be traveled is more than 1000 kms.

NOTE:

While the LTC entitlement of officers in the Middle Management Grade (II & III) will be determined by 1st Class/AC Sleeper rail fare only, it has been

further decided that if the distance to be traveled is more than 1000 kms. by the most direct route, then the eligibility will be as per air (economy) class.

SMGS-IV to TEGS - AC-Ist class by train or by air (economy class).

Entitlement of class in case of travel by Steamer

JMGS-I Ist class by steamer.

MMGS-II & MMGS-III Ist class by steamer if the distance traveled is less than 500

kms. Highest class by steamer if the distance traveled is more than 500 Kms.

(i) An officer may also travel by his own car wit h prior permission and will be reimbursed at the per K .M. rate for travel on duty upto the place of domicile/designated place, subject to a maximum of the train fare by the entitled class by shortest route.

(ii) The Branch Managers, while sanctioning leave for LFC, may also permit the officials working in their Branches to hire car/taxi or use one‟s own car when on LFC. However, the above facilities for Branch Managers themselves will continue to be granted by the respective controller of the Branches. For offi cers working in administrative offices, such leave/facilities may be sanctioned by a controller not below the rank of Asstt. General Manager. However, permission to hire car/use one’s own

car for any other purpose, both for officers and clerical cadre emp loyees, will be approved by the authorities as mentioned in our

Cir.Memo.No.OP&SP:33:96 -97 dt.24.2.1997.

(iii) The time gap between the commencement of onward journey or termination of return journey by a member of the f amily and that of the officer should not be more than 3 months in the same block. Local sightseeing tours within the municipal limits of the designated place are not reimbursable.

(iv) While undertaking journey in a longer/circuitous route, an officer may break his journey at one or more points and visit one or more places nearby touching the same point more than once. However, the headquarter or the designated place cannot be touched more than once because as soon as one reaches the designated place/place of d omicile/headquarter, the journey is terminated and cannot be revived. Collie charge is, however, not eligible.

(v) Conveyance charges incurred for reaching airport/ railway station and the place of residence, both at the points of commencement and termination of the journey, including conveyance charges at connecting points between the transport terminus, may be reimbursed on actual basis.

(vi) The concession may be availed of by an officer when on leave of any kind including casual leave.

(vii) Central Office has adv ised that they do not wish to approve any carry forward/extension of the LTC block.

(viii) Helicopter service to Vaishnu Devi Temple is neither reimbursable nor being considered for notional eligibility.

The Central Board of Direct Taxes have now made certain amendments to Rule 2B of the Income Tax Rules 1962, vide their Notification No.10502 dated the 12th January 1998. The implication of the above amendments which come into effect from the 1st October 1997 for the Assessment year 1997-98 onwards in regard to exemption of Income Tax shall be as under: -

i) The Officers/employees who are eligible to avail of LTC by air are

now not required to pay tax on the amount of LTC reimbursed to them in case the journe y is performed on or after the 1st October 1997 by air by the shortest route to the place of destination provided the amount does not exceed the air economy fare of the national carrier.

ii) Where place of origin of journey and destination are connected by

rail and an officer who is eligible for LFC by air performs the journey on or after the 1st October 1997 by any mode of transport other than by air, an amount not exceeding the A.C. First Class rail fare, by the shortest route to the place of origin shall b e exempt from tax.

iii) Where the place of origin of journey and destination or part thereof

are not connected by rail and the journey is performed on or after the 1st day of October 1997, between such places, the amount eligible for exemption shall be:

a) Where recognised public transport system exists, an amount not

exceeding the Ist class or Deluxe Class fare, as the case may be on such transport by the shortest route to the place of destination; and

b) Where no recognised public transport system exists, an am ount

equivalent to the air -conditioned First Class rail fare, for the distance of the journey by the shortest route, as if the journey had been performed by rail.

The exemption referred to above shall not be available to more than two children of an indiv idual after the 1st October 1998 provided that this sub - rule shall not apply in respect of children born before 1st October 1998 and also in case of multiple births after one child.

AVAILMENT OF LTC AFTER RETIREMENT : (Amendment to rule 44 of SBIOSR): When an officer is not able to avail LTC in the last block of service before superannuation (which is normally 60 years of age) for any reason, LTC may be

permitted to be carried forward for two months beyond retirement and the retiree may be allowed to avail of the facility within that period as per the existing rules relating to the serving officers of the Bank. However , in case two LTCs are

outstanding as on the date of retirement , only one LTC shall be allowed to b e carried forward beyond retirement. The LTC in such case may be availed from the last place of posting (headquarter or from a place where the officer has settled down after retirement ) to the designated place in India. The retiree should

come back to the same place from where he has started his journey and the entitlement will be calculated accordingly. The facility will not be extended to those who are retiring under Voluntary Retirement plan. Encashment of LTC is not allowed after retirement under any ci rcumstances. The facility of LTC after retirement are not extended to such retired officers on whom Rule 19(3) of SBIOSR 1992 has been invoked.

18. PROJECT AREA ALLOWANCE :

On and from 1

st November 2002, Project Area Compensatory Allowance shall be

payable at the following rates :

Project Areas falling in Group A – Rs.210/- p.m.

Project Areas falling in Group B – Rs.185/- p.m.

19. MID-ACADEMIC YEAR TRANSFER ALLOWANCE :

On and from 1st

January 2004, mid -academic year transfer allowance shall be payable at Rs.500/- p.m. subject to other conditions.

20. SPLIT DUTY ALLOWANCE :

On and from 1 st

November 2002, Split Duty Allowance shall be payable at Rs.125/- p.m.

21. PARTICIPATION IN WORK STOPPAGE/STRIKE ACTION :

Officers manning hubs/switch centers, disaster rec overy centers or similar sensitive installations requiring round -the-clock maintenance/surveillance and Security Officers required to provide round -the-clock maintenance/surveillance shall not participate in any work stoppage/strike action.

22. DISCOMFORT ALLOWANCE (Rule:23.xi)

If an officer is required to work in shifts or has to perform onerous duties beyond normal working hours, he/she shall be paid Discomfort Allowance of Rs.75/- p.m. Such allowance will be paid to the following categories of officers:-

a. Officers who are required to work in shifts involving hardships. For

example, officers at Airport Offices, Computer Centres or Control Rooms in high rise buildings.

b. Liaison Officers whose duties include receiving dignitaries at the

airports, railway stations etc. and whose hours of duty consequently get

extended beyond the usual weekly hours as a regular feature. The

discomfort allowance for Liaison Officer and Security Officer has

been increased to Rs 1000/= (Rs One thousand only) p.m. vide

Circular No CDO/P&HRD -PM/70/2007-08 dated 29.02.2008.

23. SPECIAL COMPENSATORY ALLOWANCE (Bipartite of 1995)

All officers, who joined the Bank‟s service on or before 31.10.1993, shall be paid, w.e.f. 1.11.1993, a Special Compensatory Allowance (SCA) on a stage-to-stage basis, as under: -

ii) At Delhi, ceiling will be 125% of above rates, provided the sta y is in entitled Star category.

iii) At Mumbai, actual Hotel tariff without any ceiling, if the stay is in

entitled Star category Hotel. If stay is not in equivalent Star category or is in a higher category hotel, ceiling will be 125% of above.

Officers while on official visit to the places where Bank‟s transit houses are established, must necessarily stay in the bank‟s transit house unless accommodation is not available and the concerned circle/establishment, maintaining the transit house, advises them so. In cases where the officers are required to stay in a hotel due to non -availability of accommodation in transit

house the officers concerned will be required to certify in this regard in their T.A. bills. Officers shoul d indicate the proposed stay arrangements in their tour

JOURNEY PERIOD

Irrespective of the mode of transport, an officer should be permitted to avail of only the actual journey period and he should attend office on the same day in case he reaches at station in the morning/forenoon or say upto 2 p.m.

25. OUT - OF - POCKET EXPENSES

(i) Deputation within Municipal limits

An officer, who is deputed locally and remains away for at least 4 hours, may be permitted to claim out -of-pocket expenses @ half of halting

allowance payable to him or Rs. 275/=* per day, whichever is lower, subject

NOTE:

a. Option regarding reimbursement on receipt/certificate basis may be

exercised only once. However, option can be changed on change in type of vehicle, residence or place of posting.

b. Accumulation of permissible quota of petrol up to the end of each calendar

quarter is permitted. Where an officer proceeds on long leave, i.e. 14 days or more, it will not be permissible to carry over the un -availed quota in respect of such period of leave.

c. All journeys for official purposes made within a radius of 10 Kms. are

covered in the consolidated bill. However, for journeys beyond 10 Kms., no deduction need be made for first 10 Kms.

d. In case of diesel -run cars, the cost of prescribed quantity of diesel instead

of petrol will be reimbursed.

e. The cost of high -octane fuel may also be reimbursed to the officers on

f. Joining time cannot be treated as on duty for the purpose of

reimbursement of conveyance expenses.

g. All officers in JMGS I (including POs/T Os) on appointment and who have

put less than 5 years of service are permitted conveyance expenses on consolidated basis at the rate of Rs. 610/- per month at all centers w.e.f.01.11.2006. (CDO/P&HRD-IR/13/2006-07 dated 05.07.2006)

h. Further, it has now bee n decided that in respect of officers in JMGS -I, the revised petrol limits on receipt basis, as also certificate basis, will be applicable to those officers, who have put in at least 7 years of service only in that grade instead of the existing provision o f 5 years service in JMGS I or those drawing a Basic Pay of Rs. 9820/ - and above. However, officers in JMGS I, who were eligible for this facility and are availing the same as on 31.07.2004 and would become ineligible for it under the revised guidelines, will continue to draw the reimbursement of petrol expenses on actual/certificate basis at pre -revised level.

i. Executives in TEGS VI and above shall not be entitled to availment of this

facility because they are provided with official car with permission to use for personal purposes also.

28. TRANSFER, TRAVELLING ALLOWANCES ETC. ( w.e.f. 1.4.1997)

The Bank has entered into a corporate deal with Indian Airlines Ltd.,

whereby the Indian Airlines would pay incentives ranging from 1% to 5% to the Bank depending upon the net billing on traveling in their services. The

corporate deal is effective from 15 th

March, 2000 to 14 th

March, 2001. For the purpose of tracking the net billing/ traveling on of Indian Airlines

services for payment of incentives, the IA has assig ned code “B-028” to

the Bank. The code is required to be reflected on all the tickets issued by the IA as they will give the incentives on all tickets bearing this code. The Bank at the corporate level will claim the incentives at half yearly intervals.

Bank has entered into corporate deal with Kingfisher Airlines Ltd. whereby incentive would be paid by the Airlines to the Bank. For this code SB I 001 assigned to the Bank must invariably be mentioned on the ticket. Bank has also entered into corporate deal with Sahara Airlines up to 30.11.2007. Code SBI 002 assigned to the Bank must be in all tickets.

In terms of Rule 42(2) (ii) of SBIOSR if an o fficer eligible for full wagon avails of the “container service” by railways, he will be reimbursed actual

charges for one container if he is in the Junior or Middle Management Grade and for two containers if h e is in Senior or Top management Grade. If the baggage is transported by road between places connected by rail, the reimbursement will be limited to the actual freight charges against submission of bills subject to the cost not exceeding the cost of transp ort of the maximum permissible quantity by goods train. The maximum limit in cases where „full wagon‟ is applicable shall normally be 60 quintals (6 tonnes) by goods train. However if the expenses incurred are beyond such maximum, the Bank may, keeping in mind the hardships involved to the officer concerned, reimburse the actual expenses incurred on the basis that the minimum charges for transport of goods in an 8 wheeler wagon which could be 120 quintals (12 tonnes) provided the baggage is transported through approved transport operators.

At present, If an officer on transfer is shifting his personal effects between

the two places by approved lorry transport, even if the two places are

connected by train, the reimbursement of expenses may be made at the

following rates subject to the weight stipulation mentioned in relevant

Officers' Service Rules: (Circular reference: CDO/ P&HRD -PM/51/2007-

0/8 dated 13.12.2007 w.e.f.01.08.2006 )

(i) Hilly Terrain:

The cost may be reimbursed @ Rs 4.20 per K.M. per tonne.

If the transfer distance includes both the hilly terrain and other than hilly

terrain, then the distance covered by hilly terrain will be reimbursed as per

rate of hilly terrain and the rest of the distance will be reimbursed as per

the rate of other than hil ly terrain. Circle Management Committee shall

decide which places come under the hilly terrains in their respective

Circles and issue suitable clarifications in this regard .

(iii) Other than Hilly Terrain :

a) The cost may be reimbursed @ Rs 2.80 per KM per tonne upto 600

KMs

b) If the transfer is for a shorter distance below 300 KMs in places other

than hilly terrain s, the cost may be reimbursed @ Rs 2.80 per KM

A few centers which a re fast developing due to IT industries/ SEZ/ Project areas or of historical / religious/ tourist importance/ submersible centers, in spite of

being categorised as B or C category centers, the rental value are very high.

Circle CGMs may notify maximum thre e such centres in B & C Category put

together in each network and may increase rental ceiling upto 10% in such

centres.

Other terms and conditions:

i) The ceilings fixed are the outer limits. All efforts should be made to secure residential accommodation a t lower rates where possible.

ii) The lease rentals of the accommodation already leased to the Bank should not be revised till the contracted period expires or lease is due for renewal and enhancement is asked for by the landlord and is in accordance with the prevailing market rate in the locality for residential houses.

iii) The officers, who have their own houses/ flats constructed/ purchased under the Bank‟s Individual Housing Loan Scheme at the Centres where they are posted, should as far as possible, occupy their own houses/ flats. They may, however, be permitted leased accommodation, if they experience any difficulty in occupying their own houses. Further, if the particular assignment has a designated house, the same should be invariably occupied by the incumbent.

iv) Under the Bank‟s Cooperative Housing Loan or Individual Housing Loan Schemes, it is incumbent on the part of employees to offer the houses/ flats constructed/ purchased thereunder on lease to the Bank. It is imperative that the residential accommodatio n available under this arrangement should be effectively requisitioned and utilized in order to ensure that the expenditure on leases residential accommodation is kept to the minimum.

v) Flats/ Houses already leased to the Bank by employees/ officers on economic rent basis should not be normally released except for the occupation of the employee concerned, till the loan is fully liquidated.

vi) The Premises & Estate Department at LHO will draw up a list of residential accommodations already available (i.e. houses/ flats of employees under lease to the Bank) and those to be requisitioned in future, including particulars of accommodation available, etc. , and allot this accommodation to the eligible officer.

vii) In those centres where the Bank‟s quarters/ flats are avail able, it may be ensured by the appropriate authority, that these are occupied by concerned officials, before any private lease is permitted.

viii) Advanced rentals to land lord may be reimbursed maximum upto 10 in months in the centres where the practice of adv ance leased rental is in place. Such centres may be notified by the Circle CGMs.

The officers in scale I to III are permitted to avail leased house accommodation at a place of choice. This facility is permitted to Scale IV & V officers also on case to case basis. The officers in Scale IV & V may also be permitted to avail leased house accommodation at a place of choice as being provided to officers in Scale I to III in terms of Circular no CDO/ PM/17/ CIR/ 84 dated 03.01.2004. This facility is however available for leased accommodation within the Circle only, except for officers transferred by the Bank out of Circle on account of promotion/ administrative reasons. In such cases, the rental ceiling applicable to the centre where the leased accommodation is p rovided, will apply.

Officers, who are working in specified positions, will be provided with furnished

accommodation. Recovery will be made @ 2.5% of the first stage of basic pay of scale in which the officer is placed or standard rent, whichever is lo wer. Additional recovery of 0.5% of first stage will be made for furnished accommodation. No recovery for items of fixtures like tubelights, fans, cupboards, geyser(one), water

filter(one) and room/desert cooler in place of one cupboard.

There is no change in the norms for measuring/determining “Living Area” for the purpose of Standard Rent.(CSL No.CDO:PER:68:98 -99 dt.12.10.98) The economic rent should be calculated

i) at the time of initial lease, and ii) when the rental ceilings for leased accommodation to be

provided to officers are revised.

As long as the economic rent is lower than the rental ceilings applicable, it should be calculated as on 31

st March every year. The rent payable shall

be the lower of the economic rent and the rental ceiling applicable to the officer tenant.

32. (A) MAINTENANCE CHARGES

The maintenance charges paid to the societies by the officers who stay in flats may be reimbursed over and above the overall lease rental ceilings applicable to

them as per the rates mentioned hereunder on a case to case basis (against

production of receipt & not on certificate basis)

In case of “C” category centres, the Circle CGMs are empowered to notify maximum five centres in their Circle for payment of car parking charges upto

parking facility is not available with the leased accommodation, the officer may avail this facility in a nearby place and parking charges may be reimbursed on actual rent receipt basis subject to the maximum ceilin g of car parking charges

prevailing at the centre of leased accommodation. The provision of car parking charges is not applicable to officers who are residing in their own houses/ flats. The other terms and conditions in regards to Car parking charges stip ulated in Circular letter No CDO/PM/CIR/28 dated 18.07.1996, CDO/PM/CIR/71 dated 17.01.1997 and CDO/PM/CIR/75 dated 07.01.2000 remains unchanged.

The parking charges should relate to parking of cars/four wheelers only standing

in the name of t he officer concerned and not for two wheelers.

33 LEASED ACCOMMODATION : OFFICERS POSTED TO RURAL

CENTRES

a. Such officer may be permitted to keep his family at a place of his choice.

b. If he keeps his family at previous place of posting the rental cei ling

applicable for that centre, i.e. the previous place of posting shall be applicable.

c. If he keeps his family at a place of his convenience (other than previous

place of posting) he shall be eligible for unfurnished accommodation within the rental ceiling applicable to his present place of posting (i.e. rural centre).

d. The house can be taken on lease even from close relatives like sister/brother etc. and not from the spouse ( Letter No. CDO/PM/CIR/48 dated 22.12.2004)

35 RETENTION OF LEASED HOUSE/B ANK‟s FLAT ON RETIREMENT/ ON

TRANSFER

(i) Retention of leased house/bank‟s flat on retirement at all centres:

On retirement, the officers may retain the leased accommodation / Bank‟s

flat (including designated house) upto the maximum period of two months

from the date of normal retirement without any approval .

In cases where officers on retir ement / transfer occupy the Bank‟s flat unauthorizedly beyond the period for which auto approval is there , the rent

at the prevailing market rate is required to be recovered from the concerned officers. 50% of the Market rent should be recovered forthwith from the salary of the Officer, who continues to occupy the Bank‟s flat beyond the period for which permission was granted, so that no officer continues to occupy the Bank‟s flat, without valid permission. If the permission is granted subsequently, the o fficer would be eligible for the usual recovery only from the date from which such permission is granted. If the permission is not granted, the remaining 50% of the market rent should also be recovered for the period of unauthorized occupation.

(ii) Retention of Bank‟s flat on transfer:

At Mumbai Since a leased residential flat may not be available due to prevalent rents,

an officer who, on transfer, requests for retention of flat in Mumbai he may be allotted a flat in Belapur only (subject to availability) a nd asked to shift his

family there immediately. This will involve certain dislocation but considering all factors, no representation in this regard shall be

entertained. Such proposals will continue to be processed by the Premises Department at Corporate Centre as at present. NOTE : The additional Authority structure has been approved by ECCB at its

meeting held on 3.6.99. Accordingly for retention of residential accommodation

on account of transfer to Central Office/ C.O. establishments/Subsidiaries in

Mumbai, Central Office letter No. CDO/PM/CIR/24 dated 9.6.99 gives the details of

the Competent Authority

This should be stipulated in the sanction itself and retention of Bank‟s flat should not be allowed beyond three months.)

(There is no provision to provide two houses to any officer. In case retention of residential accommodation is permitted at the previous place of posting, no leased accommodation should be permitted at the transferee place. However, in case the residential accommod ation at the transferee

(iii) Facility of Leased Accommodation at a place of choice .

Leased accommodation at a place of choice is permitted to officers in the following cases:

a) Deputation to mobile inspection duty: all grades/ scales. b) Transfer to difficult and rural areas: all grades/ scales. c) A Trainee Officer is also permitted d uring the training period, to avail

leased accommodation at his/ her previous place of posting from where he/she was promoted or at a convenient place to keep his/ her family. The facility is extended to the Probationary Officers as well after they report at the first branch.

d) Facility of additional residential accommodation is also made available to officers who are deputed as Chairman/ General Manager to a Regional Rural Bank subject to certain conditions.

e) The facility of retaining leased accommodation in parent circle

consequent upon inter -circle transfer on promotion while posted to

deficit circles. f) Corporate Centre, at its discretion, permit officers in SMGS IV and V

the facility of leased residential accommodation at their place of choice beyond the academic session on case to case basis, depending upon the merits of such case and if the circumstances warrant. Such extension will be on the same terms and conditions as applicable to officers in JMGS I to MMGS III

g) Bank has extended the facility of leased accommodation (not Bank‟s

own flats/quarters) at a place of his/ her choice to officers in JMGS I

to MMGS III with a precondition that the officer himself/ herself will stay

at the place of his/ her posting and will not commute to the place where he/ she has been provided leased accommodation for retaining his/ her family. Accordingly, Officers in JMGS I to MMGS III may retain their family at a place of their choice (not bank‟s own flats/quarters) subject to the following terms and conditions :-

i) Submission of undertaking as per annexure I enclosed to circular.

ii) Rental ceiling is the lower of the ceiling applicable for place of

posting or place of choice

iii) Not eligible for guest house/ bank‟s accommodation at his

/her place of posting. Arrangement for his/ her s tay at the place of posting will have to be made by him/ her at his/ her own cost/expenses.

iv) All officers are required to stay at the place of their posting.

As such, if any officer, who has been permitted to avail this facility, is found commuting to the place of posting from place of leased residential accommodation, the concerned

controller will withdraw the facility without giving notice and without prejudice to the Bank‟s right for initiating appropriate disciplinary action

v) Is entitled for traveling e xpenses including transportation

charges where he/she intends to have a leased residential accommodation.

vi) If a designated house is provided at the place where the

officer is transferred and posted and he/she must occupy the same. While such officer can ex ercise his/ her choice, he/she will be subjected to recovery of usual rent for both the houses.

vii) The facility of shifting the family to the place of choice is

applicable only for leased accommodation and not Bank‟s own flat etc. The officer would be requir ed to vacate the Bank‟s flat, if occupied at his/ her previous place of posting. Bank‟s owned house/ quarters at the place of choice shall not be made available to such category officers.

36 RETENTION OF RESIDENTIAL ACCOMMODATION / TELEPHONE/

37. FURNITURE & FIXTURES

The scheme for providing furniture & fixture to eligible officers has been revised. Salient features of the scheme are as under:

I. The new scheme shall apply to all confirmed officers, including officers in specialist category, in JMGS 1 to SM GS V grade.Officers joining the Bank on contract/ CTC (Cost to Company) basis will not be eligible for availing the scheme.

II. Officers will be allowed to purchase furniture & fixture items from reputed dealers.

III. Monetary ceiling for purchase of fur niture/ fixtures has been revised as under:

Officers already provided with the Bank‟s furniture will not be permitted to surrender the same. However, their entitlement for purchase of furniture/ fixtures will be decided by redu cing the original cost of such items from their entitlement.

However, an SMGS V officer on promotion to TEGS VI, may give an option to either carry or surrender all the furniture and fixtures provided to them. (Ref: CDO/PM/18/SPL/276 dated 22.05.2007)

Furniture and Fixtures: Clarification (Ref: CDO/P&HRD -CM/80/2006-07 dated

29.03.2007)

(i) Reckoning date for calculations of years : The date of purchase

(ii) Payment of lump sum amount for repairs :

(a) Those who has already availed and will avail the scheme on or

before September 2007 : Jan 2008 and thereafter every year in

January.

(b) Those who are availing on or after September 2007 : January

2009 and thereafter every year in January.

(c) Thereafter, those who are joining the scheme afresh, the first

payment of lump sum will be made in January that falls at least 9

months after the purchase of furniture and fixtures.

(iii) Taxes: the ceiling is exclusive of taxes.

(iv) Insurance: Insurance cost will be borne by the bank however the

transit insurance cost is to be borne by the o fficial.

(v) Officers on probation : Ceiling Rs 20000/=towards fixtures and after

confirmation the balance amount as per their eligibility.

(vi) Curtains, mattresses and carpets : Book value of curtains more than

3 years old, mattresses more than 3 years old and carp ets more than 6

years old, which are purchased under old scheme , are to be treated

as nil.

(vii) Transfer of ownership (existing furniture) : The furniture and fixtures which are more than 10 years old, the ownership of those furniture and fixtures are vested wi th the officer holding those. The original cost of all these items will be reduced from the aggregate of the furniture they are presently holding to arrive at the entitlement.

(viii) Retirement / Exit option etc .: Where the date of purchase of furniture and fixtures are less than 5 years on the date of retirement the book value of the items are to be recovered from terminal dues and in case the date of purchase for such items are more than 5 years as on the date of retirement the items will be provided to the offi cer free of cost.

(ix) The officer who is retiring on or before 31 st

March 2008 are entitled

to provide an option on or before 30 th

April 2007 either to join the new scheme or to continue with the old scheme. If he joins the new scheme he shall have to purchas e all the items as book value including the old

ones as per the scheme in case the dates of purchase of such items are not more than 5 years. In case, the officer does not opt for the new scheme the old entitlement shall continue and previous instructions for purchase or return shall apply to him.

(x) Number of requests for purchase of items : Cycle of 10 years to be

maintained but not more than 3 times in the entire service career.

(xi) Supply from Godown : No item of furniture and fixtures is to be

supplied from the godown.

(xii) Reimbursement for purchases made from own sources : In exceptional cases where an officer has purchased some items from his own resources after issuance of the circular dated 25.01.2007 from a centre stipulated in that circular and if the purchases and eligibility is found in order, such reimbursement may be permitted on a case to case basis.

(xiii) IBTO/IBO: IBTOs/IBOs will also be required to keep furniture and

fixtures. During the period they remain posted abroad this scheme will

not be applicable to th em. However, if some items of furniture/ fixtures

get more than 10 years old during their posting abroad, they shall be

entitled to purchase new items in lieu thereof after their repatriation and

posted in India. (further reference is given in “more clarifications”

below)

(xiv) Verification of items when leased house is provided at a different

centre: An officer of the branch nearest to the residential

accommodation provided to the officer should be entrusted by the

controllers to verify the items.

(xv) Delegation of powers: The authority structure for sanction of advance

and passing of entries in regard to purchases of furniture/ fixtures are

as under:-

(1) IBOs/IBTOs: following guidelines may be adopted:

a) The entire set of furniture/ fixtures provided to the officers, who are going abroad on account o f their posting as IBO/ IBTO, may be surrendered to the Estate Department/ Section of concerned CC/LHO/ZO depending upon the posting of the officer, the Estate Dept/ Section may dispose of the items by way of auction. b) Their furniture account may be made “NIL” after the furniture is surrendered On return to India they may again be provided the furniture/ fixtures afresh as per their entitlement

(2) Authority to sanction the application for advance for purchase of

furniture items in respect of officers on deputation to our Associates,

Subsidiaries or any other organisation:

All the officers deputed to our subsidiaries are treated to be on Corporate Centre establishment and the authority structure applicable to Corporate Centre will also be applicable in c ase of officers on deputation. As per the scheme, AGM (OAD) at Corporate Centre is authorised to sanction the advance on recommendations from Estate Department.

Further, it has been decided that: -

a) all the officers who are on deputation to Associates/ Subsidiaries or other Organisations and have been supplied some items of furniture by the Subsidiaries/ Organisations they are on deputation with, may surrender it and may be allowed to purchase furniture/ fixture as per their entitlement in the Bank

b) All those officers who are/ will be deputed after issue of the new instructions will carry the items of furniture provided to them to their place of posting as done in case of posting within the Bank.

c) The Associates/ Subsidiaries shall not provide any furniture to the our officers deputed to them and have availed of this facility from the Bank.

(3) Verification processes :

GM (CS)/ DGM & CDO, LHO / DGM (Module) for CC/ LHO/ZO respectively are authorised to designate any officer for verification of the items as per para ( xii) of Annexure I of circular no CDO/ PM/ 16/ CIR/ 59 dated 25.01.2007.

38. SUPPLY OF CLEANSING /DISINFECTING MATERIALS :

Cleansing/disinfecting materials are supplied to officers provided with

furnished/unfurnished leased housing accommodation as well as those officers

staying in their own houses/flats (constructed/acquired with Bank’s finance under

either of the two Housing Loan Schemes) only when they are (within the Bank’s

discretion) supplied full set or part set (minimum 1/3rd of the monetary ceiling) of

furniture items. Further, if an officer requests for part supply of furniture,

cleansing materials cannot be supplied to him/her even on his/her volunteering to

pay the rent therefor at the standard rate. The eligible Bank offi cials may be

supplied with such items of cleansing materials that are considered absolutely

essential for proper upkeep and maintenance of premises and furniture/fixtures

provided in such premises. The items (specified by the Bank) are to be supplied at

a reasonable cost within the under -noted monetary ceilings w.e.f.01.06.2007 :- JMGS-I .. Rs.600/- p.m.

MMGS-II & MMGS-III .. Rs.750/- p.m.

SMGS-IV .. Rs.825/- p.m.

SMGS-V .. Rs.975/- p.m.

TEGS-VI & VII .. Rs.1200/- p.m.

Further, as the amount of reimbursement of cost of cleansing material received by the officers is now taxable in their hands, it has been decided to reimburse the said amount to the officers henceforth on certificate basis without insisting on production of bills. However, the officers will have to purchase the cleansing material strictly as per the list prescribed by the Bank for the purpose and give a declaration in their certificate in this regard every month while claiming the reimbursement . The cash memos of the items purchased by them should be preserved by the officers themselves.

expenses on the basis of actual bills/receipts be done away with in view o f the fact

that it is now covered by Fringe Benefit Tax and no perquisite value is to be added

Officers in specified positions and officers in SMGS -IV & above, may be allowed to avail the facility of joining one Club in their area. Excess of annual subscription may be borne by the officer or claimed through his Personal Entertainme nt Quota (PEQ). In addition, local Bankers‟ Club membership may be allowed. 44. REIMBURSEMENT OF MEDICAL EXPENSES INCURRED :

For Self 100% actual, subject to the ceilings of the maximum amount specified for a particular treatment, consultations etc. The rates for reimbursement of medical expenses are revised from time to time.

For Family 75% of the actual expenses incurred (Family includes wife, spouse, dependent parents, children).

Note:

1. The scheme for reimbursement of medical expenses upto 95% has now been

reviewed and undernoted improvements have been made in the scheme:

a. In case of diseases other than those listed in Annexure – I, the

additional reimbursement shall be considered as under:

Expenses incurred upto Rs. 1 lakh - 75% Expenses incurred over Rs. 1 lakh - 95%

b. In case of serious diseases detailed in Annexure – I, the reimbursement

shall be considered as under:

Expenses incurred upto Rs. 50,000/ - - 75%

Expenses incurred above Rs. 50 ,000/- and upto 1 lac 85%

Expenses incurred above Rs. 1 lac - 95%

2. Reimbursement of expenses for treatment of Psychiatric disorder in respect of

their eligible family members which will be, however, subject to the conditio n

that the expenses in respect of domiciliary treatment shall be for the period

stated in prescription; if no period is stated, the prescription for the purpose of

reimbursement shall be valid for a period not exceeding 90 days.

3. Ambulance charges or taxi/a uto rickshaw charges, where the facility of

ambulance is not established/available for removing the officer or his family

members from residence to the hospital/nursing home or from one hospital to

another hospital or from hospital/nursing home to residenc e on discharge may

be reimbursed. The officer may also be reimbursed with such charges for

shifting himself/patient for hospitalization purposes from the place of posting

to another center provided the treatment is not available at the place of duty

and it is a case of life emergency with a view to save life of the officer/patient

.treatment in respect of eligible family members, Ambulance charges.

4. Scrutiny of Medical Bills – For details refer to CC letter No. CDO/PM/16/SPL/242

dated 29.05.03

5. Executive Health Check up Scheme – Scheme is effective for a further period of

3 years. Ceiling has been increased to Rs.3500/ and Rs.3700/ - for male and

Female officers respectively at major `A’ category Centres. For other Centers

limits may be fixed by the Circles, within the above stipulated amount. The

Checkup may be at centres outside the jurisdiction of the controlling ZO/Circle.

However, no traveling expenses and leave would be sanctioned. The list of the

tests covered under the scheme has been revised and annexed to Circular No.

CDO:P&HRD-PM/69/2004-05 dated 16.03.2005.

Definition of Family - The term „Wholly dependent child/parent/‟, as the case may be, shall mean such relative having a monthly income not exceeding Rs.2550/ p.m. If the income of one of the parents exceeds Rs.2550/- p.m. or the aggregate income of both the parents Rs. 2550/-p.m., both the parents shall not be considered as wholly dependent on the officer.

The facility of Medical aid /LFC may be allowed in case of a married daughter of the employee/officer only in exceptional circumstances, such as where she has been divorced, abandoned or separated from

her husband and is residing with and is wholly dependent on the employee/officer. (CSL No.CDO:PER:28:98 -99 dated 13.6.98)

45. LEAVE

The period of current leave year in respect of Privilege Leave and Casual Leave which was hitherto calendar year, i.e. January to December, has been changed to financial year, i.e. April to March, with effect from 1

st April,

2003.

(i) Privilege Leave :

One day for every eleven days of service on duty. M ay be accumulated up to 240 days, except where leave applied for has been refused on administrative grounds. However, period of privilege leave that is allowed to be carried over should necessarily be availed as early as possible, say within 3 months of t he following year. In extreme emergent situations, such carry over of leave may be extended up to a period of 6 months. Should this not be possible and the officer is due to retire, he will be permitted to encash a maximum of 240 days only. In addition, o fficers who are retiring in the middle of the year will be allowed to encash a maximum of 240 days only.

Privilege Live (PL) will be calculate d for the year as on 31 st

March every year and accumulation o f PL shall be restricted to 240 days as per the existing instructions. However, as hitherto, in cases of refusal of PL, the accumulation of PL in excess of 240 days to the extent of leave applied and refused shall continue to be permitted as per extant ins tructions.

(ii) Casual Leave:

12 days in a year (financial year). Not more than 4 days casual leave to be availed of at any one time. May be prefixed or suffixed to or combined with Sundays/Holidays. Such Sundays/Holidays shall not be treated as part o f the casual leave.

The incumbents of the following posts are also eligible for casual leave:

Dy. General Managers at Main Branches;

Divisional Managers at Main Branches;

Branch Managers of divisionalised branches having the post of Manager (Accounts);

Divisional Managers not holding custody of security documents, valuables or locker keys etc.

(An officer may be granted casual leave for 12 days in the year of

retirement)

(iii) Unavailed Casual Leave

Casual leave not availed of in any year may be suffix ed or prefixed to sick

leave in the following three years.

(iv) Sick Leave:

(CSL No.:CDO:PER:9:98 -99 dt 6.4.98).

At the rate of 30 days (on half pay) for each completed year of service, maximum 18 months in entire service. Additional 3 mon ths for service beyond 24 years @ 30 days per year.

As a result of Karnataka High Court judgment dated 29.06.99, Bank has decided that additional sick leave of 3 months in terms of Rule 34 (4) of SBIOSR can also be sanctioned in accordance with the provis o to sub-rule 34 (2), i.e. for an absence of 45 days on sick grounds by debiting twice the number of days of absence.

(v) Special Leave/Extra Ordinary Leave (EOL) :

Study leave for a maximum period of 3 years , provided the officer has completed 5 years‟ service in the Bank and has more than 5 years residual service left after return from study leave.

Study leave will be granted only on one occasion for the above

purpose during his/her entire service;

The bond amount for study leave granted to officers in terms of instructions circulated vide CC letter no P&HRD/ CM/5/SPL/1557 dated 07.05.2002 stands as under: -

EOL may be sanctioned in the following circumstances: -

(a) Officer‟s own sickness;

(b) Sickness of officer‟s wife or children;

(c) For appearing in examinations;

(d) For prosecuting higher studies, in case of those who are not eligible for study le ave;

(e) Any other reason beyond the control of the officer.

The proposal for condonation of absence beyond 720 days (EOL) in respect of

consideration to Central Office. In suc h cases the absence of the officer should be

noted as such in his service sheet and the terminal benefits settled after recovering

dues and liabilities in the usual manner.

Restoration of seniority -

EOL may be granted when no privilege leave is due and when having regard to length of service sick leave is not considered justified. It may be granted in combination with or in contin uation of any kind of leave. Such leave will not count for pension, increment, etc. Seniority of the officer will also be affected. Competent Authority may approve restoration of seniority and to count the period of Extra -ordinary leave for the purpose of increment. It will, however, not reckon for pension.

(vi) Maternity Leave:

With effect from 1 st

April, 2000 leave up to a period of 6 months at a time may be granted to female employees by way of maternity leave including in respect of post -natal period or at the time of miscarriage or abortion, if the request is supported by sufficient medical certificate.

Maximum eligibility during the entire service - 12 months.

Maternity leave may be combined with leave of any kind unless provided otherwise .

In case of miscarriage/MTP/abortion maternity leave may be granted as a rule upto 6 weeks, on the basis of medical certificate/advice of a competent medical practitioner, i.e. a qualified Gynecologist.

In special/exceptional cases involving medical compl ications associated with miscarriage/MTP/abortion, maternity leave may be granted beyond 6 weeks if advised by a competent medical practitioner (qualified Gynecologist) but upto 6 months only on any one occasion, within the overall limit of 12 months durin g the entire period of service.

Leave for the purpose of adoption of child

With effect from 1 st

April, 2001 leave may also be granted once during service to childless female employee for legally adopting a child who is below one year of age till the chi ld reaches the age of one year, subject to a maximum period of two months on the following terms and conditions:

Leave will be granted for adoption of only one child. The adoption of a child should be through a proper legal process

and the employee should produce the adoption deed to the Bank for sanctioning such leave.

Maternity leave may be combined with leave of any other kind unless

provided otherwise.

46. ENCASHMENT OF LEAVE

One month‟s Privilege Leave can be encashed once in every block of four years at the time of availing of LTC/HTC or 15 days‟ encashment of leave in each block of 2 years while availing of LTC/HTC. For such encashment, Basic Pay, Dearness Allowance and House Rent Allowance (actual or notional), CCA and all other regular allowance s are admissible. Note:

For the purpose of computing leave encashment of an officer, who is staying in his

own house and is being paid HRA on capital cost basis, the actual HRA paid to an

officer should be taken into account for the purpose . (The concept of notional HRA is

applicable to the officers who have been provided with the residential accommodation by

the Bank (Leased/Bank‟s flats)

Encashment of Leave for Donation to Prime Minister‟s Relief Fund:

The encashment of one day‟s additional Privilege Leave for donation to Prime Minister‟s Relief Fund, subject to his giving a letter to the Bank to

that effect and authorising the Bank to remit the amount to the Fund, may be allowed only once every calendar year, without linking it to availment of leave

travel concession. (CSL No.CDO:PER:31:97 -98 dt.19.5.97)

Leave encashment to Retiring Officers:

The retiring officers are permitted to encash privilege leave to their credit up

to a maximum of 240 days. In case of officials who have resigned after 1.4.2001, after giving due notice, are permitted to encash privilege leave to the extent of half of such leave to his credit on the date of cessation of service subject to a maximum of 120 days. .

The Ministry of Finance & Company Affairs CBDT New Delhi vide their letter F.No.275/192/2002 -IT(13) Vol.U dated the 28th January, 2003 has made the following modification in the instructions in regard to leave encashment on superannuation.

"This exemption will be further limited to the maximum amount specified by the Government of India Notification NO. S.O.588(E) dated 31.5.2002 at Rs 3,00,000/- in relation to such employees who retire, whether on superannuation or otherwise, after the 1st day of April 1998".

While no tax is to be deducted on leave encashment amount paid to employees/officers upto Rs.3,00,000/ - henceforth, the amount of tax deducted, if any, in the past but after 1.4.1998, will not be refun ded to the employee and the employee concerned may be advised to seek refund thereof by filing his income tax return.

Leave encashment in res pect of Officers who die while in service:

Where an officer dies while in service, his legal representative shall get sums, which would have been payable to the officer, if he had availed of the privilege leave he had accumulated at the time of his death. The salary & allowances for the un -availed privilege leave are paid to the widow without production of legal representation where legal complications are not foreseen, on the basis of an indemnity bond with two sureties acceptable to the Bank and each b eing good for the amount involved. The Competent Authority is Dy. General Manager for officers in Scale I to V working in the Module/Zonal Office. For officers working in the Local Head Office and those in Scale VI & VII, the Chief General Manager would exercise the power to waive production of legal representation.

47. STAFF ADVANCES

PERMISSIBLE DEDUCTIONS: Personal Loan/ Vehicle Loan/ Housing

Loan: In the light of instructions from Govt. of India, upto 60% of deductions

(which included deduction toward s principal and/ or interest towards proposed

loan), excluding deductions for savings such as Insurance Premium, RD

accounts, Savings/ Welfare fund of the society, extra deductions towards

Provident Fund, Festival advance etc., may be permitted while sanct ioning loan to

the staff on public terms and conditions or under schemes for staff.

(i) INDIVIDUAL HOUSING LOAN SCHEME ( vide CDO/ P& HRD -

IR/64/2007-08 dated 05.02.2008 )

Officers are granted housing loans for the purpose of acquisition/ construction

of flat/house at concessional rate of interest on the following terms & conditions: -

Eligibility : 5 years continuous service

Quantum : For Officers in all grades – 90% of the project cost

Or Rs 20 Lacs whichever Is lower

For Clerical Staff: 90% of the project cost Or Rs 12 Lacs whichever is lower

For subordinate Staff: 90% of the project cost Or Rs 8 Lacs whichever is lower

Rate of Interest : 6% p.a (simple interest )

The interest rate @ 6% p.a( simple) is applicable to all new as well as existing housing loan sanctioned prior to 01.02.2008 w.e.f. 01.02.2008 vide para 4(i) of

CDO/ P& HRD-IR/64/2007-08 dated 05.02.2008

Margin : 10%

Recovery : In 240 installments

(168 - for Principal) (72 - for Interest)

Note: The stipulated deduction should not exceed 60% of the gross monthly salary

Instalments are in the ratio of Principal: Interest (P:I)= 7:3

The loan is repayable in 240 monthly installments from salary & allowances drawn by Officers during service or pension etc., if the repayment period is extended beyond retirement at the request of the officer. The first instalment is due on 24 months from the date of disbursement of first instalment or 6 months after completion of project whichever is earlier. In case of ready build house/ flat/ tenement recovery will commence from the month following the month in which the advance is taken. .

For loans sanctioned prior to issue of Circular CDO/ P& HRD -IR/64/2007-08

dated 05.02.2008 , the original repayment schedule (i.e 180 instalments for

principal and 60 instalments for the interest ) will continue.

Clarification contained in Circular CDO/ P& HRD-IR/64/2007-08 dated 05.02.2008 :

The employees who have raised additional housing loan from the Bank at commercial rates may request the bank for permission to avail of the housing loan upto their entitlement as per the circular under reference for repaying outstanding amount in their housing loan on commercial rate on the following terms and conditions:

a) The additional hou sing loan at commercial rate of interest should

have been raised to meet part cost of the housing project as initially advised to the Bank in the housing loan application.

b) The facility is not meant for taking up additional construction etc, by revising the cost of the project.

c) The facility is available only as a one -time measure and has to be availed of before 30

th September 2008, the facility will stand

withdrawn on 30.09.2008 . d) The amount of additional housing loan for repaying loan at

commercial rate will be to the extent of its outstanding amount subject to the ceiling of revised housing loan limit under IHLS after ensuring a margin of 10% of the entire original project cost.

e) The original housing loan should have been availed of on or after 27.04.2001 i.e. the date of last revision of limits and the officer/ employee should not have availed of similar facility earlier.

f) Repayment of additional housing loan will be fixed (P:I=7:3) over the residual tenure so as to ensure that its liquidation coincides with liquidation of the main IHL

Note :

The stipulation of obtention of encumbrance certificate for a period of 30 years be

done away with and instead it would suffice if a non -encumbrance certificate for 13

years is submitted by the employee/officers desi rous of availing of the Housing

Loan. The revised instructions would be operative with immediate effect.

MODIFICATION IN THE SCHEME: REF Circular CDO/P&HRD -IR/32/2008-09 dated

25.06.2008 (e-Circular N0 : 166/2008 -09):

(i) Employees having acquired one house after borrowing under IHLS with a part of loan on commercial rates or full loans on commercial rates and employees having acquired a new /bigger house after selling the old house by raising additional HL under IHLS a nd/ or by raising commercial loan partly/ fully are now permitted for enhancement in housing loan upto their entitlement and repay the commercial loan /can undertake

additional construction of the existing house subject to the stipulated repayment capacity. Loan raised from non -approved or non-verifiable sources are not eligible for the purpose. Even if the loan is raised from approved sources but not advised in the original loan application or raised subsequent to completion of construction/ purchase of ho use /flat with the Bank‟s loan will not qualify for the loan. The fresh loan sanctioned for the purpose needs to be liquidated within 240 months from the date of commencement of original repayment of housing loan.

(ii) Employees who had acquired one house by a vailing loan under

IHLS and have also acquired or propose to acquire a second house are now allowed to avail the difference between maximum revised

entitlement for their category and limit of initial housing loan and/ or additional housing loan for repair/ renovation/ alteration/ bigger house already availed under IHLS. The loan may be provided to acquire a

second house or to repay the borrowing on commercial rate either from the Bank or another Bank/ Financial Institution incurred to acquire a second house.

(iii) Where both the husband and wife are the employees of the Bank, only one of them can be granted loan equal to the combined amount calculated on the basis of their individual eligibility or the maximum permissible to an employee under IHLS, whichever is l ess.

(iv) Loan for repair/ renovation/alteration of the house/flat acquired

without Bank‟s finance: In cases where extension/ alteration/ renovation of the house/ flat or

apartment inherited or acquired by the employee from own resources is involved, the admi ssible amount of housing loan under IHLS has been decided to increase as under:

(a) 50 times the basic pay or Rs 10 lacs whichever is less,

in case of Officers (b) 50 times the basic pay and special pay ranking for

terminal benefits or Rs 6 lacs, whichever is les s, in respect of Clerical Staff

(c) 50 times the basic pay and special pay ranking for terminal benefits or Rs 4 lacs , whichever is less, in respect of Subordinate Staff;

Other terms and conditions for grant of HL under IHLS shall be applicable in such cases.

(v) Ceiling of 60% for maximum deduction from total emoluments : Any regular income from other sources as declared in the Income tax return may be taken into consideration to calculate percentage of deductions. The total monthly deduc tion should not exceed 60% of the gross monthly income of the employee. The instruction fo incorporate the other income for the purpose of 60% deduction is applicable only in case of Housing Loan but not for any other loans

(vi) Interest @ 5% p.a.(simple) will continue to be charged in all existing housing loans sanctioned/ disbursed under IHLS before the 5

2008 for the initial loan amount outstanding upto Rs 1.10 lacs till full and final repayment of such loan

NOTE: Second Housing Loan at Commercial rate Housing Loan

Staff members have been permitted to avail of a second housing loan from the Bank also under the Bank‟s Housing Finance Scheme for the public at commercial rate of interest and on the same terms and conditions as applicable for the publi c, subject to the following guidelines: -

a) The housing loan availed of by the staff member under the staff

housing loan scheme should have already been fully liquidated by the employee (either by sale of the house or otherwise).

b) Loan may be extended to the employee even if the employee/spouse of the employee already owns a house and the employee has not availed of any loan under our staff housing loan scheme.

c) Confirmed employees having put in five years of total service (including probationary period but not temporary service) would only be eligible for the loan.

d) Total deductions from salary on account of all borrowings from the Bank as well as other sources, provident fund, income tax, etc., do not exceed 60% of gross emoluments. In other words, loans shall not be granted if the take home pay of any employee falls below 40% of gross emoluments. For calculation of 60%, the income from other sources as detailed in last acknowledged Income Tax Return may by taken into consideration for the purpose of Housing Loa n

only (Reference: CDO/P&HRD -IR/30/2008-09 dated 25.06.2008)

e) The loan would be sanctioned as per discretionary powers for sanction of housing loans under Personal Banking Advances for public.

f) All other terms and conditions of the Housing Loans Scheme as applicable for public viz. Margin, quantum of loan, repayment norms, rate of interest etc. would be applicable for these loans also.

g ) Staff members can avail Housing Loan at commercial rate of interest for period of 2 5 years as in the case of public.

h) Loans can be granted when the property is in the name of spouse of employees also, with certain conditions (CDO/P&HRD/IR/44/ 2005/06 dt.17.10.05)

i) The family member, who is a joint owner of the proposed property, will be co-borrower. He/ she should preferably have his/ her salary

account at the branch from where the housing loan is proposed to be availed and check off facility for his share of installment should be

available. If, however, it is not possible/ feasible to have the salary account at the branch, th e family member shall provide sufficient

j) The lien on PF balance of the employee for the amount of the loan will not be noted, irrespective of whether the loan is in single name of the employee or jointly with the family members, as the mortgage of the house to be acquired/ constructed alone will be sufficient to

k) It will, however, be ensured that at least one of the housing loan is repaid in the residual service period of the staff member or at the time of his/ her retirement, the Loan to Value (LTV) Ratio for both the loans i.e. the loa n under Individual housing Loan scheme and the loan on commercial terms under publ ic scheme is less than 75% (Ref: CDO/ P&HRD-IR/48/2007-08 dated 278.11.2007)

ADDITIONAL HOUSING LOAN AT COMMERCIAL RATE OF INTEREST TO STAFF

Additional Housing Loan can be g ranted to the staff members at commercial rate to meet the additional requirements, in case the amount permissible under IHLS is not sufficient to complete the project. Employees who are not eligible under Individual Housing Loan Scheme for any reason, lik e for acquisition of a second house, can raise home loan on commercial terms under public housing loan scheme. The interest on such housing loan raised by the employees on commercial terms are chargeable at 4.75% below SBAR subject to a minimum of 8% p.a. w.e.f 01.02.2008 with compounding at monthly intervals. The rate are also applicable to loans raised by employees, singly or jointly with a family member, under public scheme on commercial terms and conditions which will be determined by the cost of the pr oject and the condition that the total deductions on account of all borrowings from the Bank and other sources including deductions on account of all borrowings from the Bank and other sources including deductions PF, IT etc. do not exceed 60% of the gross emoluments.

Second additional housing loan at commercial rate of interest

A second additional housing loan upto the enhanced ceiling can be sanctioned if the sanctioning authority is satisfied about the genu ineness of the claim of the officer with regard to increase in project cost .

Housing loan to employee on his promotion to officers grade

An employee, on his promotion in officers grade, may be permitted to avail housing loan upto entitlement of the grade /scale to which he is promoted for repayment of approved outside borrowings from sources like, LIC Housing Finance, HDFC, Staff Co -operative Credit Society etc. and/ or loan from our Bank at commercial rate of interest. The benefit may be extended from th e date of such promotion, whichever is later. The loan will be repaid as per original repayment schedule by suitably stepping up the amount of instalment The mortgage should be extended to cover the outstandings being taken over by recording a supplementar y recital in the books of the Bank.( Ref:CC Letter No. CDO/IR/CIR/28 dated 11.09.2003)

e) Lien on PF balance of the employee will be noted. The unencumbered balance in PF (both Bank‟s and employee‟s share) must be equal to or more than the Personal Loan Limit as the last PF statement of the employee. For the purpose of calculating unencumbered balance in PF

account, lien on account of Car loan/ Vehicle Loan for 2 wheelers should

not be reckoned for calculating the unencumbered balance for sanction of

f) For calculating the unencumbered balance in PF account for noting lien, Lien to the extent of Housing Loan may not be reckoned as housing loan is primarily secured by way of EM of the house.

g) Existing Consumer Loa n needs to be liquidated from personal loan limit or from own sources. No new Consumer Loan accounts will be opened.

h) The revised interest rate is effective to all new Personal Loans and to the existing loans with effect from 01.02.2008

NOTE:

a) The outstanding , if any, in the loan account in respect of retiring

employees shall have to be fully recovered from the superannuation dues.

c) The loan will be granted provided total deductions from salary on account

of all borrowings from the Bank as well as other sources, Provident Fund and

Income Tax etc. do not exceed 60% of gross emoluments.

The personal loan scheme has been modified vide CDO/IR/CIR/53 dated 7h August,

2002.

The other terms:

(i.) The loan will be sanctioned on written undertaking that he/she will not

avail any loan from outside sources including co -operative credit societies without prior written permission of the Bank and/or request the Bank to deduct instalments from his/her salary and remit to external agencies.

(ii.) The loan and interest will be serviced from the sa lary and allowance of the employee which will be credited every month in the loan account.

(iii.) Undertaking will be given to adjust dues from the Bank‟s and member‟s contribution to PF, Gratuity and Leave Encashment etc. payable to him. There will be extension of charge on the house/property, if any, acquired from the Bank‟s loan.

(vi) ADVANCE AGAINST PROVIDENT FUND:

Purpose : Prolonged illness of himself/dependents, to meet obligatory

expenses like marriage, funeral s or other ceremonies.

Quantum : 3 months Basic Pay (as a special case up to 6 months Basic Pay) or half the amount of own contribution and interest thereon,

whichever is less.

(b) The employee has the option to choose the number of installments within the range of 36 to 60 months

(c) For employees retiring in less than 36 months, the number/ amount of monthly installments should be suitably adjusted so as to ensure liquidation of the entire loan outstanding before the employees retires

(d) In case of cessation of service, the outstanding loan will be recovered from the terminal benefits

48. RETIREMENT

In terms of guidelines issued by the Government of India regarding age of retirement of the Officers/Employees in the Bank, the age of retirement of all the Officers and Award Staff employees in the Bank henceforth will be 60 years instead of 58 years as hit herto. No extension shall be given to any

officer/award staff employee beyond 60 years of age. (CSL

49. VOLUNTARY RETIREMENT

An officer can opt for voluntary retirement after putting in 20 years pensionable service. Such officer will be eligible for proportionate pension

50. PRESENTATION OF MEMENTO ON RETIREMENT

Presentation of a memento, preferably a silver salver/article wi th suitable inscription/ legend is to be given in a get together of staff at the time of retirement on superannuation (excluding voluntary retirement or compulsory retirement etc.). This will be in addition to the memento given on completion of 25 years of service. The monetary ceilings are as under:

51. REVISION OF PENSION SCHEME

The salient features of the amendments to the Pension Fund Rules w .e.f. 1.11.1993 are as under: -

i) Officers and Award Staff, who have completed a minimum of ten years pensionable service at the time they attained the age of 58 years, shall be eligible for pension.

ii) Service for the purpose of pensionary benefits will b e recorded till

the age of retirement.

iii) Dearness relief to pensioners will be at the rate agreed at the

industry level. The amount of such relief will be debited to the Pension Fund instead of the Charges Account.

iv) Commutation of 1/3 of pension has been a pproved. However,

employees who retired on or after the 1st January 1986, shall also be eligible to commute their pension w.e.f.1st November 1994 at

the above rate.

v) POs who had worked as clerks prior to their current appointment are

eligible for reckoning of pensionable service of the clerical cadre. *

The employees / officers of SBI who retire or retired while in service or otherwise cease to be in employment on or after 01.05.2005, the pension would be determined with reference to the pay scales effective from 01.11.2002 as under: -

(a) Employees/ Officers having pensionable pay upto Rs 21040 /=+ Professional Qualification Pay (PQP), if any + FPP

50% of the average pay of last 12 months + ½ of PQP + ½ of FPP

(b) Employees/ Officer having pensionable pay exceeding Rs 21040/=+ Professional Qualification Pay (PQP) + FPP

40% of the average pay of last 12 months , subject to a minimum of Rs 10,520/= + ½ of PQP + ½ of FPP

(ii) The pension of the retirees for the period from 01.11.2002 to 30.04.2005 on the same basis as stated above but no arrears of pension and commuted value of pension is payable on account of such refixation of Pension prior to 01.05.2005. However, arrears in pension payable w.e.f.01.05.2005 onwards shall be released.

(iii) Dearness relief on pension may be granted at the same rate as is applicable in the industry i,e in respect of employees/ offi cers who retired on or after 01.11.2002, dearness relief shall be payable for every rise or be recoverable for every fall, as the case may be, of every four points over over 2288 points in the quarterly average of the All India Average Consumer Price Index for industrial workers in the series 1960=100, at the rate of 0.18% of the basic pension. This dearness relief shall be payable w.e.f.01.05.2005 and not prior to that.

(iv) Commutation of pension : It has also been decided to give effect to the

following provisions for commutation of pension.

(a) The pensioners who had opted for commutation prior to 01.05.2005, shall not be eligible for additional commutation on account of increase in pension.

(b) The pensioners who have opted for commutation on or aft er 01.05.2005, shall be eligible for commutation upto lumpsum payment of the fraction not exceeding

1/3rd

of the revised pension. However, if a pensioner had availed of commutation upto a particular fraction of the pension within the overall ceilings, as a bove, he

will be entitled to avail of the additional amount of commutation to the extent of the difference on the basis of the fraction so specified earlier. Accordingly, the

pensioners eligible for additional commutation value would be advised of their eligibility and shall be asked to inform the bank about their opinion for such

commutation within 90 days from the date of receipt of the advice about their eligibility. If the pensioner does not inform the Bank about his option within the stipulated period as above, he will forgo his right to claim commutation.

(v) Prorata of pension : For the purpose of calculation of basic pension, an average of the salary for 12 months immediately proceeding the date of retirement is taken into consideration. Several pens ioners have retired drawing partly pre-revised (pre 01.11.2002 salary scales) and partly revised pay (effective from 01.11.2002) during the 12 months immediately proceeding their retirement. For these pensioners it has been decided to abide by the IBA form ula on the same pattern as advised in Bank‟s Circular letter no CDO/PM/CIR/45 dated 28.01.1998 for updation of pension subject to pension ceiling specified above.

52. FAMILY PENSION SCHEME

Spouse and children of officers who die in service or after retirement are eligible for family pension on the following basis: -

The family pension is revised w.e.f. 1.5.2005 (Ref: CDO/P&HRD -PM/62/2007-08 dated

28.01.08) as under:

Substantive salary p.m. Rate of family pension p.m.

Rs 5720.00 and below 30% of the substantive salary subject to minimum of Rs. 1435.00 p.m.

Rs. 5720.00 to Rs.11440.00 20% of the substantive salary subject to a minimum of Rs. 1 715.00 p.m.

Above Rs. 11440.00 15% of the substantive salary to a minimum of Rs. 2292.00 p.m. and maximum of Rs. 4784.00 p.m.

NOTE: In the case of part time employees, the minimum and maximum amount of family pension shall be in proportion to the rate of scale wages drawn by the employee.

Other relevant information as per pension rule:

i) If death occurs after one year of pensionable service but before the

completion of 20 years of pensionable service : As per clause (D) above

ii) If death occurs after 10 years of pensionable service :

a) For a period of 5 years from the date of death, full pension to which the employee/officer would have been eligible for, if he had retired from service.

b) Family pension at the rates mentioned in Clause (D) above, from the month following the completion of 5 years.

iii) If death occurs after retirement but before expiry of 5 years:

a) For the balance period till the employee would have completed 5 years after retirement full pension that the of ficer was drawing immediately before his death.

b) Thereafter family pension at the rates mentioned in clause ( D) above.

iv) If death occurs after 5 years of retirement ;

Family pension shall be payable to : -

a) The widow during her lifetime provide d she does not remarry.

b) If the wife has predeceased the pensioner to children in the order of dates of Birth. Son till he attains age of 25 years or is gainfully employed. To daughter till she attains 25 years of age or is gainfully employed or marri ed whichever occurs first.

If the income from the employment in the case mentioned in (b) above is less than the family pension, which was being paid or would have become payable, the family pension to the extent of the shortfall will be payable.

53. GRATUITY (Rule 46.2)

The various provisions of the Gratuity payment are as under: -

a) For an employee who is eligible for pension and has put in a minimum of 5 years service, Gratuity is payable under the Payment of Gratuity Act, 1972. The amount will be payable @ 15 days wages for each completed year of service on the basis of 26 working days in a month, subject to a ceiling of Rs.3.5 lacs to those employees who have retired on

or after the 24th

September 1997. For the purpose of Gratuity, wages include the following:-

i) For Award Staff :

Basic Pay + D.A. + Personal Allowance + Fixed Personal Allowance +

Professional Qualification Allowance + Special Pay + Acting Allowance

ii) For Officers

Basic Pay + D.A. + Personal Allowance + Fixed Personal A llowance +

Professional Qualification Allowance .

b) For an employee who is not eligible for pension and who has put in a minimum 10 years of service, Gratuity is payable as per the Award/Service Rules. The amount will be payable @ one month‟s basic pay for each completed year of service subject to a maximum of 15 months pay + further additional gratuity @1/2 month‟s pay for each completed year of service beyond 30 years of service. No monetary ceiling is fixed. c) In the case of a deceased empl oyee, gratuity is payable to the family/nominee, as the case may be as follows: -

For Award Staff as per Award :

(i) No Service criteria is stipulated for sanction of this Gratuity.

(ii) The amount will be payable @ one month pay for each completed year of service subject to a maximum of 15 months pay + additional gratuity @ ½ month‟s pay for each completed year of service beyond 30 years of service + further additional gratuity @ ¼ month‟s pay for each completed year of service between 16th and 30th year.

For officers as per Compassionate Gratuity Rules

(i) No service criteria is stipulated for sanction of this Gratuity.

(ii) The amount will be payable @ one month pay for each completed

year of service subject to a maximum of 15 months pay + additional gratuity @ 1/2 month‟s pay for each completed year of service beyond 30 years + Further additional gratuity @ ¼ month‟s pay for each completed year of service between 16th and 30th year subject to a maximum of Rs.3.50 lacs.[ CO LETTER NO. OVERDUE INTEREST ON DELAYED PAYMENT OF GRATUITY

If the amount of gratuity is not paid by the employer within the period specified, the employer shall pay simple interest @ 10% p.a. from the day gratuity becomes payable to the date of its act ual payment. No overdue interest is payable where the delay is due to the fault of the employee or his legal heirs/nominees.

54. LEAVE ENCASHMENT ON SUPERANNUATION OF EMPLOYEE

The cash equivalent of leave salary payable to a government employee for leave standing to his credit at the time he retires or superannuated or otherwise is tax free. For other employees, this exemption is subject to the least of :

8 months‟ average salary ( calculated on the basis of average salary during 10 months precedi ng the employees‟ retirement or superannuation ).

Cash equivalent of leave salary on respect of the period of earned leave standing to the credit of the employee.

The amount of leave encashment actually received.

Rs. 3,00,000/- (revised from Rs 2,40,000/ -).

55. SBIOSRS 1992 - RULE 5 : RECEIPT AND RETENTION OF HONORARIUM/

56. SBIOSRS 1992 - RULE 59 (V) : PERSONAL GUARANTEES FOR LOANS

TO RELATIVES/OTHERS

On further review of the matter, it has been decided that the competent authority for granting permission to officers to stand as guarantor s for loans involving commercial transactions, the powers are now vested with the CGMs of the Circles and CGM (P&HRD) in case of staff working in Corporate Centre and at its establishments." This supersedes the earlier Central Office circular PER/58/99 - 2000 dated 02.03.2000 and PER -31/99-2000 dated 01.09.1999.

57. SHARES HELD UNDER EMPLOYEES QUOTA - RULE 61(i)

Under the extant instructions Bank has prohibited acquisition of shares under Employees Quota by our officers/employees.

Under the new instructions acquisition of shares of ot her companies would be violative of Rule 61(i) of SBIOSRs – 1992, even if the officer had acquired the same while being on deputation to that company. This will constitute as misconduct under Rule 66 of the above rules.

58. SBI Scheme for payment of Ex -gratia lump-sum Amount in lieu of

compassionate appointment

1. Eligible Employee:

a. Employees dying in harness b. Employees seeking premature retirement due to incapacitation before reaching the age of 55 years c. Service records are not blemished on account of disciplinary action

2. Ex-gratia Amount :

a. Maximum: Rs. 8.00 lac Subject to monthly income of the family from all sources is less than 60% of the last drawn gross salary (net of tax) (Calculation as per paragraph 9 (b) of aforesaid circular ).
