    a.. Manufacturing sales rebounded 1.7% in July, well-above market ex-pectations for a 0.5% gain, following a revised 0.1% decline (was -0.5%) in June.

    b.. Strength was relatively broadly-based in July with 15 of 21 industries reporting an increase. This marked a reversal of the broadly-based weakness seen in June.

    c.. Controlling for prices, the volume of sales rose 1.1%. This more-than-retraced a revised 0.9% decline in June that, while sizeable, was still smaller than the previously reported 1.3% decline.

    d.. Regionally, a 2.1% gain in sales in Alberta may have reflected some reversal of negative flood impacts in June; however, this appeared to be a relatively small part of the story with sales also rising solidly in the rest of the country, led by a 3.2% rebound in sales in Ontario.

    e.. The rebound in the volume of manufacturing sales in July is encour-aging and suggests that, while not sig-

    nificantly related to flooding in Alberta, weakness in June was nonetheless tem-porary. The jump in sales in the sector in July, along with stronger inventory growth, points to manufacturing out-put providing a significant support to GDP growth in the month after acting as a sizeable drag in June. In addition to stronger manufacturing output, we expect a rebound in other areas of the economy, like mining and transporta-tion, which were more significantly impacted by June flooding as well as a bounce-back in July construction activ-ity after a drop in June related to a strike in Quebec. As a result, todays report remains consistent with our expectation that July GDP rose 0.7% to more-than-retrace the 0.5% drop reported in June.

    Implications

    Canadian manufacturing sales jumped a stronger-than-expected 1.7% in July following a revised 0.1% decline (pre-viously was -0.5%) in June. The gain in July reflected relatively broadly-based strength that more-than-offset the broadly-based weakness seen in June. Sales of petroleum and coal (2.4%),

    miscellaneous products (23.9%), fabricated metal products (5.9%) and motor vehicles (3.5%) all provided sol-id support. The main source of partial offset came from the volatile aerospace sector, where sales dropped by 17.3% following an 11.6% jump in June.

    Controlling for the impact of prices, the volume of sales rose 1.1% in July to more-than-retrace a revised 0.9% drop in June that, while still sizeable, was smaller than the previously re-ported 1.3% decline. Inventories rose 0.4% following a 0.1% dip in June and suggesting that improving sales were drawn from new production rather than being pulled from inventories.

In addition to stronger manufac-turing output, we expect a rebound in other sectors, like mining and trans-portation, that were more significantly impacted by June flooding as well as a bounce-back in construction activity after a drop in June related to a strike in Quebec. As a result, todays report remains consistent with our expectation that July GDP rose 0.7% to more-than-retrace the 0.5% drop reported in June.

    Prime Minister Stephen Harper today announced additional new legislation that will be introduced this fall to bet-ter protect children against child sexual exploitation in Canada and abroad. The Prime Minister was joined by Steven Blaney, Minister of Public Safety and Emergency Preparedness, and Alice Wong, Minister of State (Seniors).

    Our Government is taking strong action to keep our streets and com-munities safe for families, and above all, for our most vulnerable citizens, said Prime Minister Harper. We will ensure that Canadas justice system is on the side of victims, and take further action to protect our own children, as well as those in other countries, from sex offenders.

    The proposed amendments to Canadian law include:

    New notification requirements

    for offenders on the National Sex Of-fender Registry who travel outside of Canada; and,

    Better information-sharing mea-sures between the police and border security to keep track of travelling sex offenders.

    Furthermore, new legislation will also be introduced to establish a publicly accessible national database that con-tains information on high-risk child sex offenders who have been subject to public notification by the provinces

    and territories.

    These reforms build on the proposed measures announced on August 29, 2013 which will also be introduced this fall that would strengthen penal-ties against child predators.

    Micro loans make a difference for new immigrants!

    Summer 2013- Over a quarter of Ab-botsfords population is foreign born. Im-migrants arrive in Canada with dreams of building a new life. Many find employment outside of their fields at first but aspire to contribute their expertise within their own field in Canada. A great challenge many face is that their credentials are not recognized here. Often, they will need to take a course to upgrade and the cost of the course can be a deterrent. DIVERSEcity Community Resources Societys micro-loan program offers support for immigrants in this situation.

    Maria Cazorla is the microloans program coordinator at DIVERSEcity, a not-for-profit agency that helps new immigrants make a successful transition to life in Canada. Shes responsible for letting newcomers know about the program and, if theyre a good fit, encouraging them to apply for a loan. I was an underwriter and I understand what it takes to get a loan, she says. I know that financial institutions want to see two years of employment his-tory, assets and a good credit history. New immigrants often dont have those things.

    DIVERSEcity has been running the pro-gram for several years and has helped

    scores of immigrants obtain funding. Un-like traditional loans, Vancitys Back to Work loans are based primarily on char-acter. Its not a typical loan application form, Maria says. The only two financial questions are What are your assets? and What are your liabilities? Vancity wants to know about your career goals, the pro-gram you want to study, how the training will help you achieve your goals and the job opportunities in the field.

    One of the largest groups DIVERSEcity has supported through this program is newcomers from India. Many have ac-cessed Back to Work loans of 500-5,000$ that support upgrading costs so newcom-ers can return to their field of expertise. These Hands loans have also been popular. They assist individuals in buying tools or equipment for their positions or in order for them to start a self-employed business. Finally, the Be My Own Boss Business loan is designed for those who want to open their own business. These loans are up to 35,000$ but require a business plan and budget.     Super Scholarship Society launches with media and arts scholarship for South

    Asian studentsFinding a scholarship is about to get a lot easier with the launch of a new website that raises funds, takes in applications and distributes scholarships. The site is launching with a campaign to raise funds for a media and arts scholarship for students of South Asian backgrounds.

    Dana Johl, founder, explains that she created the scholarship as a way to con-nect with the community. I am half East Indian and have never really reached out to participate or get to know those who share the culture, and I wanted that to change. Im in media and have quite a network of colleagues who are excited to participate in raising funds and po-tentially mentoring students. Making this a media and arts scholarship was a natural fit.

    The scholarship will be made available to students pursuing all types of media including web and digital, film, TV, jour-nalism, photography, and more.

    The society has an advisory board made up of prominent members of the South

    Asian community with backgrounds in media, communications and education. The goal is to build upon the first scholar-ship with the creation of many more in the future. Anyone can come to us and create their own scholarship. Someone may wish to start one in memory of someone, or for a particular educational stream or community group.     These are tough times, as far as the question of providing high-er educating to our children is concerned. As a community we have to find ways to safeguard the future of our children. Ad-mittedly many of us worry too much about amassing wealth for the next generation, and do not care much about the quality of life our children must lead. For being positively contributing members of the Canadian society, they need the knowledge and problem-solving skills to develop new energy technologies, and pro-tect our environment. They need the insights and critical thinking skills to fight poverty, crime and discrimination, and make Canada more fair and more free. And, as president Obama once said, they need the creativity and ingenuity to build new companies, thatll create new jobs and boost our economy. Thus, as parents it is our duty to empower them with the necessary tools to perform. And for better performance of the above mentioned tasks. they definitely need higher education. And that brings into focus our role as parents - we must invest in their education.

    The impact of investment in education is profound: educa-tion results in raising income, improving health, promoting gender equality, mitigating climate change.

    It is extremely disheartening for a low-income Canadian parent, especially for a Indo-Canadian parent, to learn, from a recently released report by Canadian Centre for Policy Alternatives, that the cost of university degree in Canada is getting steeper, with tuition and other compulsory fees expected to have about tripled from 1990 to 2017, and in 2016-2017, it will hit $7,437. Adjusted for inflation, fees across the country were $2,243 in 1990-91, and are predicted to rise to $6,842 in 2016-17, according to the centre. For 2013-2014, the tuition for a BC student is about $5,639, which is the highest in Canada. When I graduated in 19966, I only paid $322. The report also suggests that getting a university degree is necessity to keep pace with jobs in this global economy, and quotes federal government estimates that indicate 75 per cent of new

    jobs in the coming decade will require post-secondary educa-tion. AUCC (Association of Universities and Colleges of Canada) also estimates that between 2010 and 2020, 2.1 million jobs will be created for university graduates, who also earn much higher incomes and experience more stable em-ployment than workers without a post-secondary education.

    Why 11 times more students from Chinese community, are graduating from UBC than Indo-Canadian students are? Why, after grade 12 an Indo-Canadian boy is driving a truck, when his Chinese friend is studying in a prestigious University North American University? Both of these boys were born with the same number of neurons in their brain. However, the further development of their brains, took place in contrasting envi-ronments at home. One of them developed self-confidence and self-discipline and the other did not.

    We must raise the profile of the community. And that can only be done though provid-

    ing higher education to our children. It is not an easy task, when traditionally we are ac-customed to spend lots of money on wedding receptions, rather than on the education of our children. We ignore the fact that investment in higher education is the only way we can ensure that our children lead a satisfied and contented life. Investing on education, a sacrifice, will be hard but , in this age of technology, it is ab-solutely necessary. The price tag for a university degree is significant: when books, living expenses and transportation costs are added to tuition and other compulsory fees, the cost of a four-year univer-sity education is estimated to reach over $80,000; of that, residence is estimated at about $31,000, the write the authors of the report. As a parent,, am I willing to support my child in his/her pursuit for higher education or let the child go for a student loan? Canadian Centre for Policy Alternatives researchers note that a number of provincial governments have implemented debt caps that limit the amount of public debt that students can accumu-

    late. However, students are still accumulating more personal debt by borrowing from other means to fund their educations, and end up owing an average of $37,000 by the time they graduate. Obviously, I would hate to see my grandchild car-rying such a high debt.

    Can we make sacrifices for the future of our next gen-eration? If you can afford, spend hundreds of dollars on the wedding reception of your son, if you have, first, invested heavily on his educa-tion to prepare him for meeting the challenges of .the ever growing global competitive economy. There is the great law of the Iroquois Nation that is a shared Philosophy of the Indigenous people around the globe: In every deliberation we must consider the impact on the Seventh Generation. Indigenous people believe it is appropriate and necessary to think seven generations ahead and decide whether the deci-sions they make benefits their children seven generations into the future. For all of us, this is a core question about the kind of society that we should

    be building and the type of decisions we will be making. Thus, our actions and decisions for the future of our children, are crucial. In a globalized world we want our children to be the leaders, and entrepre-neurs. There is nothing which they cannot achieve. Let us encourage them to dream, and help them in realizing those dreams. Abraham Maslow, an American psychologist, said, If you deliberately plan to be less than you are capable of being, you will be unhappy for the rest of your life.

  • Distracted driving: keep your mind on the roadSeptember can be a busy time. With kids back to school and most people back from vacation, our roads like our schedules are much busier.

    It can be tempting to multi-task by talking, texting or emailing while in traffic or at a stoplight, but when youre distracted behind the wheel, your reaction time is significantly reduced and the consequences can be devastating.

    Distracted driving is the third lead-ing cause of fatal car crashes in B.C., with 91 people killed each year due to driver distractions. The reality is youre four times more likely to get in a crash when talking on a hand-held phone while driving, and texting while driving increases that likelihood 23 times.

    Distracted driving is also a com-mon cause of rear-end crashes and injuries theres no safe following distance when your mind is not on the road.

    ICBC and police have launched a month-long cam-paign to highlight the impact of dis-tracted driving and to remind the public that driv-ing is a complex task that requires our full attention.

    A 2012 Ipsos Reid survey, conduct-ed on behalf of ICBC, revealed that 44 per cent of respondents believe that driving is a complex task and yet 40 per cent of those who own cell phones admit theyve used their hand-held phone while driving.

    Here are some tips to help you avoid distractions behind the wheel:

    Let your phone pick up your calls and text messages. Its easier and much safer to retrieve your mes-sages when youre not behind the wheel.

    Ask your passengers to make or receive calls and texts for you.

    If you have to take a call, stay fo-cused on the road, keep the conver-sation brief and try to pull over if its safe to do so. And remember you can only use a hands-free electronic device behind the wheel. Hands-free means a Bluetooth, wired headset or even a speakerphone but the de-vice must be securely attached to the car you cant have it in your

    lap or loose on the seat beside you. Also, GLP drivers are not allowed to use hands-free electronic devices behind the wheel.

    And, as a pedestrian or cyclist, dont assume drivers can see you. Remove your headphones and put away your mobile device so you can see, hear and respond safely to whats going on around you.

    Whether youre driving the kids to school or cycling or walking to work, we want you to reach your destination safely. We can all do our part to create a culture where people encourage each other to avoid distractions behind the wheel so that our roads are safer for everyone.

  • Moodys reconfirms B.C.s triple-A credit rating

    Moodys Investors Service has reconfirmed British Columbias Aaa credit rating, noting the Provinces reputation for prudent fiscal management, Finance Minister Michael de Jong announced today.

    Moodys notes: British Columbias Aaa... ratings are supported by the Provinces strong fiscal flexibility and track record of prudent financial management.

    The report also says: strong fiscal manage-ment and performance in recent years enabled British Columbia to reduce its debt burden to a level that is below the median of Canadian provinces, supporting an even higher degree of fiscal flexibility than most other provinces.

    The Moodys assessment of B.C.s debt con-cludes that the amount remains manageable, given the Provinces credit strengths and high debt affordability in the current low interest-rate environment. British Columbias large and diversified economy is another source of credit strength that supports the Aaa rating.

    British Columbia continues to maintain the highest credit rating possible. Standard & Poors affirmed its AAA rating in April fol-lowing Budget 2013. Dominion Bond Rating Service affirmed the Province at a rating of AA (high) at the same time. Moodys applied

    a negative outlook to B.C.s rating in 2012, prompted by a recognition of a softening of B.C.s economic outlook on top of the estab-lished risks of the global economic outlook.

    Moodys Aaa rating confirmation follows the first quarterly report, issued Sept. 10, 2013, which confirmed that B.C. is on track to balance the 2013-14 budget.

    Since November of 2004, the Province has received seven credit rating upgrades.

It has been serving as a central gathering place for its neighbouring places of worship. The latest get together took place on Wednesday, September 11.

    The meeting included representatives of most of the places of worship along #5 Road as well as Mayor Malcom Brodie and Councillors Steves, Dang, Barnes and McPhail. Also, India Cultural Centres chairman, Asa Johal as well as key members of the execu-tive graced the occasion. The meeting, following a delicious vegetarian lunch hosted by the Gurdwara, was very amicable. The fate of the backlands, possibility of a joint seniors long term care facility as well as celebrating the religious diversity along the Highway to Heaven were some of the issues discussed. It was a very pleasant environ-ment which spoke volumes of the spirit of co-operation between the City of Richmond and the diversity of religious institutions all along this unique special Wonder of Canada. Dialogues like this go a long way in bringing the community closer together.

  • BC Jobs Plan 24-month progress report outlines achievementsand looks to future growth

    Significant headway has been made in meet-ing the B.C. governments economic goals as laid out in The BC Jobs Plan 24-Month Progress Report, released today.

    Im tremendously proud of the progress B.C. has made over the past two years, said Premier Christy Clark. Today, we stand on the threshold of one of the biggest economic growth cycles in our generation. From the rapid growth of our technology sector to the unprecedented opportunity presented in liquefied natural gas, we are already achiev-ing great things together. But we have much more to do. Through the BC Jobs Plan, our government will continue to seek new ways to grow our economy and support job creation.

    Launched in September 2011, the plan focuses on B.C.s unique competitive ad-vantages and identifies a series of targets and government actions that help drive new investment and job opportunity. The BC Jobs Plan prioritizes eight key growth sectors identified as having the biggest potential for contributing to job creation throughout the province. These are: natural gas, technology, mining, forestry, agrifoods, international education, transportation and tourism.Since the 18-Month Report, considerable progress has been made toward key BC Jobs Plan commitments and targets, including:

    Four additional companies have applied to the National Energy Board for liquefied natural gas (LNG) export licences, bringing the total to seven (three export li-cences already have been issued).

    Construction has begun on the Road, Rail and Utility Corridor at Ridley Terminal in Prince Rupert.

    China Eastern Airlines started a new direct flight to Vancouver International Air-port (YVR) in July.

    Further reductions have been made in turnaround time for Mining Notice of Work applications from 79 days in March 2013 to 63 days today.

    In addition, some completed actions have progressed beyond their original targets:

    The Major Investments Office (MIO) has successfully aided in the progress of 14 major projects, with an additional 17 projects currently under consideration. In total, the MIOs project portfolio represents approxi-mately $35 billion in prospective investment, as well as 29,000 jobs.

    New direct international flights the target was for two new flights to Vancouver International Airport by 2013. That target was met within one year. Additionally, China

    Eastern Airlines expanded their service in July.

    Overseas trade representation the target was to double the number of trade and investment representatives (TIRs) on the ground in key international markets. That target has been exceeded with the total number increasing to 62 TIRs from 29.

    Non-treaty agreements the target was 10 agreements with First Nations. Cur-rently, there are 21 agreements and a goal of achieving an additional seven.

    Of the 19 targets originally set in the BC Jobs Plan, 11 have been achieved on time or ahead of schedule. The remaining eight are on track for their timed completion deadlines of between 2014 and 2020.

    In addition to detailing achievements and activities to date, The BC Jobs Plan 24-Month Progress Report also provides a glance at some of the initiatives government is considering to move our economy and the BC Jobs Plan forward. Some specific actions being taken to broaden the plan already are in the early working stages, while many more will be developed and implemented in the years ahead.

    The 24-month progress report shows that our plan is working and were going to con-

    tinue our efforts to reach all of the targets in our eight key growth sectors, said Jobs, Tourism and Skills Training Minister Shirley Bond. This report is more than an update. It also looks ahead at the additional work we need to do to advance our agenda and fur-ther grow our economy. British Columbians expect us to capitalize on the unprecedented opportunities we have and that is exactly what we intend to do.

    Thanks in part to the priorities laid out in the BC Jobs Plan 24 months ago, we live in one of the most economically secure places in the world, said Parliamentary Secretary for the BC Jobs Plan Greg Kyllo. We must be relentless as we continue to ensure economic and job stability. While we add new initia-tives for each sector, well also be working to attract new investment, building a skilled workforce, engaging with First Nations, as well as supporting small business and manufacturers.

    Over the next year, the B.C. government will be working to update the BC Jobs Plan targets and commitments as part of keeping the plan aligned with our dynamic economy. The next update to British Columbians on progress will be presented in September 2014.
