Meet the CandidatesPage 9

The Executive of Nelson Grey Power Inc met with Hon. Chris Tremain over breakfast during the time the Minister was in town for the National Party Conference. The meeting was arranged to discuss the concerns that Nelson Grey Power has had since the introduc-tion of the Local Govern-ment Act in 2012 which requires local bodies to refocus their attention on core issues and to give pri-ority to providing essential services in a much more fi-nancially prudent way. With both of our local Councils having huge long term debt the introduction of the new legislation was welcomed and has the full support of this association and most, if not all, rate-payers. The concerns that

Nelson Grey Power have had related to statements made by some councillors since the new legislation came into force and dur-ing the recent Annual Plan process where comments like “it will be business as usual” were being made.

We see that the require-ments under the new leg-islation definitely do not provide for a business as usual approach and Chris allayed our worst fears in this respect. He advised that council performance would be monitored and

there would be government regulations introduced soon to address council financial management re-sponsibilities. Chris said the door would always be open to raise any concerns we might have in the future directly with him.

Neville MalePresidentWith the Local Body Elec-tions taking place between September 20 and October 12, it is most important that all members of Nelson Grey Power take the time to vote for candidates who will represent the concerns of our older population over the next three years. As an advocacy group for the many issues be-ing faced by older persons in Nelson and Richmond our strength is in the large number of members we have (presently 9600 and growing) and the local body elections gives us the opportunity to really have an important say in who should be elected on to our two councils. Traditionally the voter turnout for local body elec-tions has been very poor (in 2010 less than 50%) and unfortunately there is much apathy and disin-terest in what councils do. This has come about on the one hand due largely to the

prevailing attitude of most ratepayers that “they take no notice of what I have to say” and on the other to council having the lack of a community car-ing profile.Unless there is a willingness to get beyond this com-placency and to see change take place at the coun-cil table the dis-satisfaction with council performance will continue. This is the very reason why all ratepayers should ensure that they complete the voting papers that they receive and cast a vote for a new council. It is only through the ballot box that ratepayers will have the opportunity to make that change and you only get that opportunity once every three years. One of the questions I am often asked is “who should we vote for?” Most ratepayers do not have a good knowledge of how well sitting council-

lors have performed and for new candidates it is equally perplexing. Unfor-tunately we do not have a performance measurement

system for sitting councillors which would help voters get a better under-standing of those that have per-formed well and those that haven’t. I am strongly of the view that

councillors should not be continually re-elected and at the election every at-tempt should be made to get “new blood” around the council table. There can be some exceptions to this where the skills of sitting councillors are of continuing value to the community. However, no councillor should expect his or her time on council to be indefinite. There are some councillors who have been there far too long. Re-member you don’t have to vote for all twelve. Just se-lect those you think will do

a good job.We will be hosting two Meet the Candidates fo-rums for the local body elections, one for NCC and one for TDC and all inter-ested Nelson Grey Power members are invited to at-tend to hear what the can-didates have to say about addressing the issues fac-ing our older population. The details for dates and venues for the forums are on page 9 of this magazine. We look forward to seeing you there. Finally to let you know we are making slow but sure progress on the drafting of a Strategic Plan for an Age-ing Community. We hope to have a framework final-ised to take to the regions major organisations, with the plan of hosting a forum for those organisations in October. Meantime if you have any views that you would like the draft strategy to em-brace then do not hesitate to contact me personally to discuss.

Are you sick of telemarketers and pushy salesmen endless harassing you at all hours to put in a heat recovery system? Don’t be fooled, flashy ads and a celebrity spokesman doesn’t mean you are getting the best for your dollar, in fact you could be spending thousands more than you have to. Breaking the Myth, what is a heat recovery system? Positive Pressure ventilation systems draw fresher, drier air into your home from either the roof cavity or outside. This air is then passed through a high efficiency filter and introduced into your home. This introduced air forces out the moist, stale air that causes condensation, mould and mildew. This dryer air is then easier to heat, making your existing heating more efficient. There are a range of options when choosing a system, from basic to elaborate systems that include heat transfer systems or even intergrated heat pumps. This Spring why not talk to Rowan Dron Electrical first? Rowan and the team have been installing positive ventilation systems for years and will give you straight up, honest advice about what will suit your house best. Ask about their hypo allergenic filters that reduce pollen in the air.

Members will be aware that the Kiwi Energy Trust has for the past four months been inviting in-terested power consum-ers to register their details on the Kiwi Energy Trust website with the target of achieving 20,000 house-holds.Behind the scenes the trust has been conducting negotiations with power supply companies and good progress is being made.Because the New Zealand Grey Power Federation

has also been negotiating a discounted power sup-ply deal for its members a decision was taken by the Kiwi Energy Trust to not compromise the National Grey Power initiative and to provide a fall back if that initiative should be unsuccessful. To this end the National Grey Power Federation AGM in May endorsed a remit for the Kiwi Energy Trust initiative to be sup-ported by all New Zealand Grey Power Associations if that became necessary.

Nelson Grey Power made a comprehensive submis-sion to the Nelson City Council Annual Plan pro-cess giving an emphasis to concerns about increasing rates and the effect of long term debt on our mem-bers.Council has given assur-ances that the rate increase will be at around 2% and to achieve this adjust-ments have been made to the draft Annual Plan as a result of concerns ex-pressed by many during the council deliberations. This we are also being told will be the likely level of rate increase for at least the 2014/15 financial year. We did raise a number of

matters about what we saw as non essential items in the Annual Plan budget and when presenting our submissions asked council to apply an “is it essential or is it desirable” approach to decision making during these tight financially dif-ficult times. We also com-mented that we saw coun-cil being dysfunctional and not united for the good of its ratepayers on many is-sues and asked for this to be put right as ratepayers deserved better.Council has now con-firmed it has a monitoring system in place to gauge the utilisation of disabled car parks within the CBD and will in future adjust

numbers and locations as demand increases. We will continue to closely watch how council manages this in the future. We also raised our concerns about items of capital expendi-ture proposed for trans-port, wastewater, an after hours answering service, earthquake prone build-ings, the School of Music and the Theatre Royal. In general adjustments to reprioritise expenditure against the affordability of these items has been un-dertaken. We will however be raising some further matters with council as a follow up to our submis-sions once a new council is elected later this year.

During the last few weeks Nelson City Council may-oral candidates have publicly stated they will support a re-view of the highly restrictive, draconian and unfair regula-tion that apply to the use of wood burners. Our President Neville Male who has led the charge in this would like to thank all Nelson Grey Power mem-bers for their support on this issue, which does show that we are an organisation that is being listened to. We will continue to represent your interests on this and other is-sues with the utmost vigour.

It is important for you all to remember when casting your vote for your preferred candidates for the DHB that the voting system that operates is on a STV (Single Transferable Vote) basis and that means that you must rank your preferred candi-dates numerically ie by number 1 2 3 etc. If you put a tick and not a number in the candidates box then your vote becomes invalid. Please note that being an apolitical organ-isation we do not individually support any of the candidates standing for election the DHB.

Neville MalePresidentThe recently com-pleted review has clearly shown that the Consumer Price Index does not ac-curately reflect the real cost of living increases and is letting superan-nuitants and poor people down. Di-ana Crossan, the former Retirement Commissioner who headed the review process, has stated that “Lower income households had the highest price change and higher

income households had the lowest price change” The review found that the real experi-ence of price infla-tion for superannu-itants and the poor is not reflected in the current Con-sumer Price Index as it is skewed to re-flect the experience of white middle in-come New Zealand-ers. It was found that the differences came because of the higher proportion of income that old-er people spend on their health, hous-

ing, utilities and food all of which are high inflation areas. Work is now under way by Statis-tics NZ to create in-flation indexes that will more accurate-ly track cost of liv-ing for superannui-tants and the poor after recommen-dations to do that fell by the wayside in 1996 and 2004. Nelson Grey Power Inc will be keeping a close eye on this and will be making submissions to our local MPs and Gov-ernment.

What sort of qualities make for a good councillor? Do you just need to be a well known and intentioned citizen? I will have a go at proposing what I think makes the grade. Mayors are the chairperson of the council and these com-ments include them as far as I am concerned. Re-member no candidate can promise any outcome, they are each just one vote at the table.Councillors are there to make decisions. If you are not decisive you will really struggle. Strongly devel-oped personal values will

help. You must have a thick skin. Sadly once you are elected everything becomes your fault. A small but vocal group will inevitably sud-denly regard you as stupid and probably corrupt or at the very least self serv-ing. Commonly they are against everything the council does. You need to be able to lis-ten, to change your mind when evidence says you should, and also be able to support majority deci-sions. Ideology and dogma need to be seen for what they are; evidence and strategy should be the ba-

sis of decisions. You need a good reason to stand. Lowering rates is not enough. You need to know what you are for more than what you are against. A passion for the future of your region and an idea of what sort of place you wish to see your children grow up in is the key. This is called vision. Your passion will see you through the negative stuff and keep you alert in bor-ing meetings! It is also important to have read the council’s Long Term Plan which sets out the direction your Council has already agreed. If you

can get behind this document things should go well for you. The Annual Plan is a small subset of this and is pretty much the budget for the year which determines the rates.Patience is a virtue they say. You will need lots of it. You will try hard to get citizens involved with the Long Term Plan. No mat-ter how hard you try peo-ple will still complain that they haven’t been consult-ed. Such is life.Candidates ideally should understand the main role of Council. It is to confirm the Long Term Plan or Strategy and be respon-sible for the development of policies that will sup-

port the outcomes of the Plan. Confirming through the Chief Executive’s re-ports that Council Of-ficers (Management) are doing what they said they would, i.e. implementing the Annual Plan is the au-dit role. Rate setting is the way you ensure that there are adequate resources for the CE to do the job.It is the Council’s job then to set direction, provide resources and audit out-comes. That is Govern-ance.Becoming familiar with all the Local Body legisla-tion is a tedious require-ment and is important, but nothing like as impor-tant as the other qualities I mentioned. Being a law-

yer, accountant or business-man is not in itself a quali-fication for Council. If the Council needs professional advice it can get it.Finally, I would like to em-

phasise again that long term vision is the most impor-tant quality to look for in a candidate. It is sadly one of the rarest qualities on many Boards and Councils.

What a great response to our membership survey in our March magazine. Over 1000 responses, with many making very good sug-gestions and comments. A total of 55% from single members and 45% from households with two or more members. Many mentioned the dis-count book and wanted a wider range of businesses in Nelson and Richmond. We had already started on this and the latest discount book we hope reflects our ongoing efforts to continue to build on it. Rates, electricity, food, op-tical and dental costs and the cost of living in gen-eral were major issues as was the call for a free blood

testing station for Stoke, which we will pursue im-mediately.Rest home care, regular district nurse visits – espe-cially to outlying areas like Tapawera, prescription and medical costs were high-lighted.Suggestions to improve the magazine included more jokes, guest contributors, buy sell swap section and and the option of sending it online.Regular surveys, meetings with guest speakers – al-though poorly supported in the past and more in-volvement of members was suggested and our new President does have this as a priority. Statistics from the specific

questions were very inter-esting:

80% made use of the dis-count book. Using the book is a way of recovering the cost of your sub.

65% of members have access to a computer

70% have a cell phone.

95% have working smoke alarms. And we do hope the 5% who don’t, make ar-rangements to have smoke alarms in their home.

25% of members also have an emergency alarm i.e. medical such as St John

85% use eftpos and of these 70% would make use of eft-pos to pay their subs.

90% hold a driver’s licence

and 89% of those drive a motor vehicle

Only 5% of members sur-veyed have a mobility scooter

60% have a Gold Card

95% find our quarterly magazine of value, while 35% did not consider the Federation magazine to be of great value.

A total of 20 members re-sponded with ‘yes’ to our question regarding volun-teering to assist with pro-jects, and to the executive this is a very good response. We have a strong family of long standing volunteers at present but we will be invit-ing more members to vol-unteer from time to time.

Great response

Recent offers of long-term supply contracts by some electricity supply compa-nies should be carefully considered.Electricity is now one of the biggest household items, particularly for families on low or fixed incomes. Any opportunity to reduce that cost can be tempting, but people should be wary of offers that sound almost too good to be true. Moving from solid fuel

winter heating to a greater reliance on electricity will see consumption for most people go up, even with modern heat pumps and other energy efficient ap-pliances.With that in mind the Na-tional Grey Power Federa-tion has been negotiating with power companies, seeking significant price concessions for its 60,000 plus members throughout the country.

In recent weeks however, some power companies have launched campaigns to sign consumers up to long-term contracts that would prevent them from changing suppliers if a special deal for Grey Pow-er is eventually reached. These campaigns have included telephone calls in the evenings and even house calls, and suggest the companies involved are trying to prevent cus-tomers from changing suppliers for significant lengths of time. This aggressive market-ing technique is unusual in New Zealand, and un-

fair on many people, par-ticularly the elderly, who could be talked into ac-cepting offers that fail to disclose all the facts such as line charges. They could also miss out on the Grey Power deal, if and when it is settled. The Kiwi Energy Trust, which is based in Nelson, is another possible option for Grey Power members to consider if the Grey Power Federation initia-tives do not come to frui-tion or are considered un-attractive. More information about the Kiwi Energy Trust can be found on page 3.

Eric Davy TransportSpring is fast approach-ing and I hope you all had a safe winter while driv-ing. I can advise that a park-ing review is being con-ducted by Nelson City Council and I have asked that an increase in Disa-bled Parks be allowed for in each block of Trafalgar St. This will improve the current numbers. The NBus is getting good pa-tronage of persons using Gold Cards and this is to be encouraged. There has also been a review asked for to see if there can be changes to routes etc to better attract more per-

sons to use the services. There have been some issues about the timing from one bus arriving 5 minutes after the bus has left heading for the hospi-tal. That has caused some consternation as the de-lay for the next hospital bus was too long. I would ask that if you have concerns about the condition of footpaths, kerb crossings for mo-bility scooters etc you should let me know. You can address the concerns personally to me via the Greypower Office. So with the warmer weather approaching you, get out and about and enjoy your life.

Do you have breathing difficulties? Is the idea of exercising off putting? The BBC (Better Breath-ers Club) may be the place for you!We all know that regu-lar exercise is good for health, but it can be dif-ficult if you can’t breathe well. Nelson Asthma Society’s Better Breath-ers Club can help you learn how to practice and perform appropriate exercise specific to peo-ple with conditions such as emphysema, chronic bronchitis, COPD and asthma. At the BBC we’ll teach you how to breathe correctly and show you movements you can do at home anytime that are

proven to help with mobi-lising your mid-body and help ‘get things moving’ around your chest, shoul-ders, back and lungs. Regular attendance means you have a better chance of improving your breathing and daily man-agement of tasks, get to know your classmates and hear from some interest-ing visiting speakers. The BBC classes are held on Wednesdays: twice a month in Nelson, once a month in Richmond and at the hospital hydrother-apy pool on Mondays. Classes are also held in Motueka. For more in-formation please contact Hilary at Nelson Asthma Society on 03 546 7675.

As you know the topic of wood burners is a very hot issue with our two coun-cils, and although we have had many members con-tact our office we would welcome more feedback on this.If you have replaced your old wood burner with a certified Clean Air rated wood burner, we want to hear from you whether or not your home heating has improved, stayed the same or worsened. Have your health concerns with the enforced Clean Air compliance decreased? In-creased? Or not changed? These are important ques-

tions we need the answers to in order to advocate on your behalf on this issue.Let’s talk about the overall performance of your new approved wood burner. Does smoke billow into the room when the fire door is opened? Is your fire more difficult to light?Once lit does your fire burn sluggishly with lower heat output than specified? In your opinion has the amount of smoke emis-sions from your fire re-duced?Overall do you feel that your fire has downgraded in quality rather than up-graded?

We want to hear from you if you have any comments to make on the above, so we can continue to offer feedback on the new Clean Air requirements. We would also like to know if you have complained to either the council or retail-ers about your new fire’s poor performance, and if you have been satisfied with the solutions offered to you. When you complained of problems, were you told that it was due to incorrect installation and not due to the new wood burner? When you complained, were you told it was due to

unseasoned or wet wood even though in your opin-ion it was correctly sea-soned and dry?Send us your written feed-back including your name, where in Nelson you live, any health issues you have, the number of people liv-ing in your home, and the range of ages living there. You should also specify an approximate amount of how much the Clean Air compliance laws have cost you so far.Send all feedback to Nel-son Grey Power Associa-tion, 33 Putaitai St, Stoke. Save money on your new home when you build with Jennian Nelson Bays. We’ll give you on average over $2,000 off a typical build

Hello, my name is Joy Beggs, and I am a vol-unteer with Nelson Grey Power. I have been doing this for about 4-5 years. I really enjoy my time there, it is great fun, and I have met many lovely people.

I have been living in Nelson for the last sev-en years, shifting from Christchurch, after liv-ing there all my life, and I have never regretted the move.I am a widow, with three grown up sons. Terry

lives here in Nelson, Pe-ter lives in Wellington, after living in Scotland and Australia (he mar-ried a Scottish girl) and Kevin lives in Ireland, married to an Irish girl. See what happens when your family travel around the world. Kevin and Maria live in a small town called Ratoath, just north of Dublin which is where I am writing this letter from.I am having such a great time, I was lucky to ar-rive just as the country was having a really lovely

summer. It is apparently a lot hotter than it has been for many years. My son here is out on the road a lot with his work so I go with him most days, and am lucky enough to see a lot of the country. We were in Donegal a few weeks ago, stayed in their famous B&B’s, where their breakfasts are leg-endary. The scenery is amazing. We have just arrived home having spent three days in England. We were lucky enough to be offered a holiday home

belonging to Maria’s brother in the New Forest, which is not far from Southamp-ton. I did not know just what to expect but was blown away by the scenery. It is true that many animals roam about free. I saw, hors-es, cows, pigs, ponies and donkeys, all just outside the cottage. This cottage is about 150 years old. Driving around, we would come to lovely old hotels, very old, just everywhere. We spent a day at Salisbury, about two or three hours just in the cathedral. I must ad-mit, I did help the Eng-

lish economy a little, as all the shops were beautifully stocked with lovely clothes! We went over to Christchurch the next day. The history of all these places blows me away. I have seen so many Cathedrals, Monasteries, Priory’s, etc. It makes one think of the life these people had, and what made so many leave their homes and had the courage to travel to other lands.I have only two more weeks here, and then I will be home to Nelson, which in my opinion is still the best place in the world to live.

Currently an elected Board Member of the NMDHB, the last three years on the Board have been interesting. There were some major challenges, while some of the decisions made have not found favour with the public the future is now shaping up to being very positive. I am passionate about the health requirements of our Senior Citizens and at the same time ensure there is a first class health and disability service available to people of all ages.

THE TAHUNANUI AMALGAMATION

1924, the Tahuna Town Board sought amalgamation with Nelson City - it received a cold response. Tahuna was regarded as a “Cinderella” with nothing but debt to contribute to such a partnership. The Nelson City Council demanded the 600 Tahunanui residents meet full city rates, plus funding all the costs of introducing gas and water supplies, a drainage system and improved streets, costs way beyond their purse.

In spite of medical ad-vances, members of the baby boomer generation are in worse health than their parents were at the same stage of life, with obesity and lack of exer-cise taking a toll, accord-ing to a U.S study.About 13% of baby boom-ers – the generation born in the two decades after World War Two report-ed being in “excellent” health in middle age, compared to 32% of the previous generation who said the same thing at the same stage of life, say re-searchers in JAMA Inter-nal Medicine.

Overall, about 39% of boomers were obese, compared to about 29% of the previous gen-eration. Baby boomers were also less likely to get regular exercise.About 16% of baby boomers had diabetes, compared to 12% of the previous generation. And baby boomers were more likely to have high cho-lesterol and high blood pressure. But the news wasn’t all bad. The study found that boomers don’t smoke as much as the previous generation, and are less likely to have the lung

disease emphysema. They were also less likely to have a heart attack. Previous research has shown that baby boomers are known to live longer than earlier generations, but that may be a mixed blessing.“From a public health standpoint we’ve actually got a bad scenario. You live longer, but in thoseextra years you bought – you’re sick,” the research-ers said. “That’s not a good public health out-come.”While the study can’t ex-plain why baby boomers seem to be in worse shape

than their predecessors, the researchers think it shows they sit more and don’t exercise.“What’s important for the individual reader to understand is that it’s not too late to adopt new healthy lifestyle habits and make a big difference in your health,” the report said.“It really needs to have a high priority in your per-sonal life. People should just do everything they can to be active and eat healthily. It would make such a dramatic differ-ence.”Reuters

Experts let you in on the secrets of getting the right travel cover at the best price – From The Smart Con-sumer’s Guide.Don’t book travel insurance with a travel agent or tour operator.Or rather, don’t book it un-til you’ve compared their offer with a few others that you have obtained in-

dependently. Some travel agents or tour operators have financial agreements with specific insurance providers to promote their product exclusively and this might result in your paying premium prices for your insurance. The cover might also be inferior compared with policies obtained di-rectly through an insurance

company, broker or other financial intermediary. Of course, this isn’t always the case and any reputable travel agent should be more than happy for you to shop around in order to compare prices. You should at least get a rough idea of what the insurance should cost be-fore you accept any offer.

Think about an annual policy If you’re likely to travel abroad more than once a year, buying annual travel insurance could save you considerable money. This will cover multiple trips at

little more than the cost of a single trip policy – and de-pending on the destination, it could be cheaper.

Get the right medical cover Medical insurance is an absolute must when you travel abroad, or you could be faced with a huge bill if you have an accident or fall ill. The policy should cover transport home by air am-bulance if necessary – you don’t want to be stranded abroad if a serious prob-lem occurs. Always declare all pre-existing conditions, even if you think they’re

While on a road trip, an elderly couple, stopped at a roadside restaurant for lunch. After finishing their meal, they left the restaurant, and resumed their trip. When leaving, the elderly woman unknowingly left her glasses on the table, and she didn’t miss them until they had been driv-ing for about forty min-utes.By then, to add to the ag-gravation, they had to travel quite a distance before they could find a place to turn around, in order to return to the restaurant to retrieve her

glasses. All the way back, the el-derly husband became the classic grumpy old man. He fussed and com-plained, and scolded his wife relentlessly during the entire return drive. The more he chided her, the more agitated he be-came. He just wouldn’t let up for a single minute. To her relief, they finally arrived at the restaurant. As the woman got out of the car, and hurried inside to retrieve her glasses, the old geezer yelled to her; “While you’re in there, you might as well get my hat and walking stick!”

What memory?unlikely to flare up while you’re away, or your entire policy could be invalidated. Which is bad news if you break a leg and the insurer asks for a report from your GP that mentions recent bypass surgery or angina medicines that you didn’t declare.

Read the small print It might seem like boring detail, but it’s vital to know exactly what is and what is not covered by your policy. For Medical Emergencies and Evacuation, are you actually covered for evacua-tion? Can a relative accom-pany you? Is your cover un-limited, especially in the US? Is emergency dental work included? Does the cancel-lation policy include illness (yours or a family member), jury duty, natural disasters or terrorist activity, for ex-ample? If your luggage is in-sured, is there a single-item limit? Are you covered for hotel theft? Is cash loss in-cluded? Does your personal liability insurance cover car accidents? Are you insured against the costs incurred

as a result of delayed flights? Insurance can be one of the things that people some-times think they can skip to make a saving – and if you arrive home unscathed, you might certainly have saved a couple of hundred dollars. But, if your medical evacu-ation costs a small fortune, it might come to seem like a small saving.

Don’t over-insure Before getting travel insur-ance, check your house-contents insurance – it may cover you for personal property abroad as well. Don’t forget that sometimes your bank or card company will throw in travel insur-ance if you pay for your holiday with a credit card – but check that it includes full medical cover.

Carry the details with youYou’ll need your insurance details to hand if you have an accident and require emergency treatment. Re-member also that insurers often insist that any losses or thefts are reported within a set time, often 24 hours.

First 2013 census results will be released on Decem-ber 3. Results from the 2013 cen-sus, revealing how many people there were in New Zealand on census night, will be released on Tues-day, December 3, 2013.At the time of the last cen-sus in 2006, there were 4.03 million people residing in New Zealand. Includ-ing overseas visitors, there were 4.14 million people. Due to the seven-year gap since the last census, the update of information will be highly anticipated by many people and organisa-tions.

The initial release of infor-mation in December will be followed by regular re-leases over the following 18 months, all of which will be freely available on the Statistics NZ website www.stats.govt.nzFinal statistics released from the 2012 Agricultural Production Census.Final statistics from the Agricultural Production Statistics: June 2012, are now available. The final re-lease includes national and regional figures for land use, livestock, forestry, ara-ble and horticulture crops, and farm practices.Notable findings include: Dairy cattle numbers were 6.4 million, up 1.2 million from 2007. Sheep numbers were 31.3 million, down 7.2

million from 2007. Beef numbers were 3.7 million, down 660,000 from 2007. The planted area of wine grapes increased to 34,560 hectares, up 17 percent from 2007. The survey was conducted in partnership with the Ministry for Pri-mary Industries.Disability Survey From July to October of this year, Statistics NZ will be collecting data as part of the 2013 Disability survey. Conducted in each census year, the Disability survey is the most comprehensive source of data on disabled people living in New Zea-land.The Disability survey was last held in 2006, after the survey planned for 2011 was postponed due to the

decision not to proceed with the census follow-ing the Canterbury earth-quake. The Disability sur-vey requires census data for sample selection.Disability data is used for: supporting policy analysis, programme development, and service delivery, ad-vocating for the rights of disabled people, reporting against the New Zealand Disability Strategy, meet-ing obligations for report-ing and monitoring under the UN Convention on the Rights of Person with Disabilities, enabling the development of a health expectancy measure by the Ministry of Health.Initial outputs from the survey are planned for mid-2014.

exorbitantly expensive that printer ink, costs far more drop for drop than fine Champagne, Vintage Port or Chanel 5.A typical family running a busy printer can easily spend $400 -Grey Power North Shore spends up to $700 a year on ink. That is just the start of the rip off.If you think that you are getting through ink car-tridges more quickly than ever, you are prob-ably right. Over the past decade, manufacturers have actually reduced the amount of ink inside them.

Some brands of printers use up far more ink because they keep on run-ning pointless ‘cleaning cycles’.If you are buy-ing a printer, check the cost of the refills and Avoid printers that have ‘three-in-one’ colour cartridges – It’s cheaper to buy the three colours, cyan, magenta and yellow as separate re-fills. It’s also cheaper to get

Max for Mayor I am locally educated, have lived most of my life in Richmond and I am a member of Grey Power. I have seen our district grow dramatically especially in the last ten years. As a local business owner and Managing Director of MediMax for more than fifteen years I have developed an extensive working network throughout the district and have a strong sense of what the people of Tasman want from their Council.

The people of Tasman are saying it is time for a change.

Rates must be affordable and fair – we cannot have another Headingly Lane. Core services must again become our priority. We need a flexible policy, however, so that funds can be reallocated should we

again face circumstances such as the recent flooding of homes and businesses. The majority of Tasman residents are opposed to amalgamation. It is possible to work co-operatively without amalgamating. The current Council has borrowed $100 million in the last 6 years. Borrowing currently stands at $159 million and is expected to

rise to $311 Million. We must regain control over this excessive spending. The proposed Lee Valley Dam must not go ahead. The only capacity it has is to financially ruin our district. Other safer and more

affordable options for irrigation and water supply are available – let’s investigate them first before spending even more money. We must balance the growth of our local industries with protecting our unique and beautiful environment.

The people of Tasman must be listened to – I am prepared to listen.

Disability allowance for medicinesIf you have an on-going medical condition and you need to pay for pre-scription medicines and other costs not covered by other agencies you may be eligible for a dis-ability allowance. A dis-ability allowance, up to a maximum of $60 a week, can be paid to help you with your costs. This can include costs in addition to your prescription fees, such as the costs of visit-ing your GP. To qualify for an allow-ance you must have a

disability that is likely to last at least six months for which you have to pay costs. You have to be a New Zealand citi-zen or permanent resi-dent and normally live in New Zealand. Individu-als of any age can apply for a disability allowance. It will also depend on how much you and your spouse earn.If you are already receiv-ing a disability allowance make sure WINZ or Sen-ior Services are aware of any increased costs you have to meet, like higher prescription fees, so that

these can be assessed. To find out if you qualify for a disability allowance or if all of your costs have been assessed contact Senior Services on 0800 552 002 - if you are over 65 years old, or WINZ on 0800 559 009 if you are under 65, or visit the WINZ web site.

Helping Pay For Your Medicines The normal prescription fee for subsidised medi-cines is $5 per item. Pre-scriptions for children under 6 years old are free. You may be able to re-

duce the money you pay for medicines if you have:• more than 20 items dis-pensed in a year• on-going medical condition(s) and costs• an emergency and have no money to pay for medicines you need

Emergency BenefitsIf you have no money but still have to pay for medicines that you need or you may be eligible for a special services grant if you are over 65 or an emergency benefit. Con-tact Senior Services on 0800 552 002

Prescription Subsidy CardIf you get more than 20 prescription items in a year you should be eli-gible for a Prescription Subsidy CardThe Prescription Subsi-dy Card (PSC) is to help individuals, families or family units who have more than 20 prescrip-tion items dispensed in a year. By using the PSC these people and their families will pay a maxi-mum of $100 on pre-scription charges in any one year. After you have reached 20 items you will not need to pay further pre-scription charges until

February the following year. There is no income testing for the PSC.

• How can I get a Pre-scription Subsidy Card?Your pharmacist will au-tomatically keep a pre-scription count for you from the beginning of February each year. Once your family unit has paid for 20 subsidised pre-scription items you will be issued with a card. You need to make sure the pharmacist knows the names and ages of all the people who may be eligible to receive a sub-sidy from the card.If you go to different pharmacies you will need

to keep your prescription receipts and give these to your usual pharmacy or, when you have collected 20 receipts, to any phar-macy that can then issue your card to you.The pharmacy will not charge you for this ser-vice.

• How can I use my Pre-scription Subsidy Card?Your usual pharmacy will have recorded that you have a PSC and automat-ically reduce the amount you have to pay for your subsidised prescription medicines. If you go to different pharmacies you will need to have a record of your PSC number or

show your card to the pharmacist to be exempt from your prescription fee for subsidised medi-cines.Your pharmacist can tell you more about the PSC and explain about the cost of your prescription medicines if you have any further questions.

• Community Service and High Use Health CardsHolding a Community Service card or High Use Health Card will not en-title you to any reduction in the cost of subsidised prescriptions but may reduce the costs of some other health services.

With responsibility for the portfolio of Housing, at Nelson Greypower, I get numerous calls regarding the plight of those with regards to the rating of their property, together with restrictions on the woodburner issue in what has been their family home for many a year.

Both of these are major issues that will have to be addressed by the incoming council as people are struggling to meet increasing heating and rating costs each year, especially those on fixed incomes.

In the past 3 years council land values rose 5.95% and rates rose 22% - it can’t go on.

To associate a hospice ser-vice with good times may feel like an alien concept. However, be a fly on the wall on a raffle volunteer meeting day and you’ll see a group of friendly faces,

hear the odd giggle and catch a waft of mighty strong coffee. So what at-tracts a group of more than 400 people to donate their time and talents to a char-ity? Mary Garner, Volun-

teer Manager who started 25 years ago with a hardy team of 12 brave souls keen to give it a go, shares her thoughts. “As with all charities the trigger to get involved is often a very personal thing. There are generally two main themes – a de-sire to contribute to their community, and some personal exposure to hos-pice that has generated a desire to give something back”. In all cases there is a genuine desire to “give”, and in Mary’s experience volunteers are all too often apologetic about not being able to do or give more. In her eyes looking after the volunteer service has therefore been incredibly humbling.Three volunteers recently joined Mary in celebrating their 25 year milestone. So what keeps people in-

volved over such a long period of time? Mary tells us that real care is taken to try and get to know each person and to take note of what’s going on in their lives – many vol-unteers have been known to describe it as a “fam-ily”. It is not uncommon for volunteers to duck in and out of the service based on what’s happen-ing with their lives – ex-tended overseas travels or a change in health can lead to someone taking some time out but when things are on an even keel again they “bounce back” in to action again. There’s also not a week that goes by without a greeting card landing on the doormat of a volunteer to say “hello, we’re thinking of you”.So what do volunteers actually do? There are currently more than 35

volunteer “jobs” on the go covering everything from patient massage to home visits, delivering flowers, cutting hair, driving patients, writing a life story, selling raffle tickets or working in one of the many charity shops. There really is something for everybody and this might be why so many people continue to knock on the hospice volunteer door keen to play their part.Nelson Tasman Hospice is eternally thankful to these willing individu-als – the services they provide are vital to help-ing raise over $1million which is needed each year to provide the hos-

pice service across Nel-son and Tasman regions. Raising money is just one side of the coin – the ser-vices volunteers provide enable hospice to do that much more for patients, and this at the end of the day is what it’s all about.Feeling fired up to get in-volved and do your bit? There are a few volun-teer opportunities cur-rently available and full training is provided to set people up for success. As a former Mayor of Nelson City and current City Coun-cillor, I am again seeking your support for another term.

Nelson City continues to grow and change and we must be conscious of the impact this has in our decision making on your behalf. Your Council has a responsibility to manage your rates to benefit all of Nelson and deliver the core services as a matter of first priority.

I have represented this city in many capacities over the years and have always considered it a privilege and hon-our. I have worked hard to meet your concerns and un-derstand your aspirations.

Recent events in our City have highlighted the need to reconnect with our communities. It is vital Council lis-ten and act in this area.

Council affects each and every citizen in some form every day of their lives and I wish to continue to be part of that ongoing process.
