SECTION 024119 - SELECTIVE DEMOLITION

PART 1 - GENERAL

1.1 SUMMARY

A. Section Includes:

1. Demolition and removal of selected portions of building or structure.

B. Related Requirements:

1. Section 011000 "Summary" for restrictions on the use of the premises, Owner-occupancy requirements, and phasing requirements.

2. Section 017300 "Execution" for cutting and patching procedures. 3. Section 028200 "Asbestos Abatement" for the abatement of asbestos-containing materials

(ACM) and lead based paint (LBP.)

1.2 DEFINITIONS

A. Remove: Detach items from existing construction and legally dispose of them off-site unless indicated to be removed and salvaged or removed and reinstalled.

B. Remove and Reinstall: Detach items from existing construction, prepare for reuse, and reinstall where indicated.

C. Existing to Remain: Existing items of construction that are not to be permanently removed and that are not otherwise indicated to be removed, removed and salvaged, or removed and reinstalled.

1.3 MATERIALS OWNERSHIP

A. Unless otherwise indicated, demolition waste becomes property of Contractor.

1.4 PREINSTALLATION MEETINGS

A. Predemolition Conference: Conduct conference at Project site.

1. Inspect and discuss condition of construction to be selectively demolished. 2. Review and finalize selective demolition schedule and verify availability of materials,

demolition personnel, equipment, and facilities needed to make progress and avoid delays.

3. Review requirements of work performed by other trades that rely on substrates exposed by selective demolition operations.

4. Review areas where existing construction is to remain and requires protection.

1.5 SUBMITTALS

A. Proposed Protection Measures: Submit report, including drawings, that indicates the measures proposed for protecting individuals and property , for environmental protection , for dust control and , for noise control. Indicate proposed locations and construction of barriers.

B. Schedule of Selective Demolition Activities: Indicate the following:

1. Detailed sequence of selective demolition and removal work, with starting and ending dates for each activity. Ensure Owner's on-site operations are uninterrupted.

2. Interruption of utility services. Indicate how long utility services will be interrupted. 3. Coordination for shutoff, capping, and continuation of utility services. 4. Coordination of Owner's continuing occupancy of portions of existing building and of

Owner's partial occupancy of completed Work.

C. Predemolition Photographs: Submit before Work begins.

D. Warranties: Documentation indicated that existing warranties are still in effect after completion of selective demolition.

1.6 FIELD CONDITIONS

A. Owner will occupy portions of building immediately adjacent to selective demolition area. Conduct selective demolition so Owner's operations will not be disrupted.

B. Conditions existing at time of inspection for bidding purpose will be maintained by Owner as far as practical.

C. Notify Architect of discrepancies between existing conditions and Drawings before proceeding with selective demolition.

D. Hazardous Materials: Present in buildings and structures to be selectively demolished. A report on the presence of hazardous materials is attached to Section 028200 for review and use. Examine report to become aware of locations where hazardous materials are present.

1. Hazardous material remediation is specified in Section 028200. 2. Do not disturb hazardous materials or items suspected of containing hazardous

materials except under procedures specified elsewhere in the Contract Documents. 3. Owner will provide material safety data sheets for suspected hazardous materials

that are known to be present in buildings and structures to be selectively demolished because of building operations or processes performed there.

E. Storage or sale of removed items or materials on-site is not permitted.

1.7 WARRANTY

A. Existing Warranties: Remove, replace, patch, and repair materials and surfaces cut or damaged during selective demolition, by methods and with materials so as not to void existing warranties. Notify warrantor before proceeding.

B. Notify warrantor on completion of selective demolition, and obtain documentation verifying that existing system has been inspected and warranty remains in effect. Submit documentation at Project closeout.

PART 2 - PRODUCTS

2.1 PEFORMANCE REQUIREMENTS

A. Regulatory Requirements: Comply with governing EPA notification regulations before beginning selective demolition. Comply with hauling and disposal regulations of authorities having jurisdiction.

B. Standards: Comply with ANSI/ASSE A10.6 and NFPA 241.

PART 3 - EXECUTION

3.1 EXAMINATION

A. Verify that utilities have been disconnected and capped before starting selective demolition operations.

B. Review record documents of existing construction provided by Owner. Owner does not guarantee that existing conditions are same as those indicated in record documents.

C. Survey existing conditions and correlate with requirements indicated to determine extent of selective demolition required.

D. When unanticipated mechanical, electrical, or structural elements that conflict with intended function or design are encountered, investigate and measure the nature and extent of conflict. Promptly submit a written report to Architect.

E. Survey of Existing Conditions: Record existing conditions by use of preconstruction photographs.

3.2 PREPARATION

A. Site Access and Temporary Controls: Conduct selective demolition and debris-removal operations to ensure minimum interference with roads, streets, walks, walkways, and other adjacent occupied and used facilities.

1. Comply with requirements for access and protection specified in Section 015000 "Temporary Facilities and Controls."

B. Temporary Facilities: Provide temporary barricades and other protection required to prevent injury to people and damage to adjacent buildings and facilities to remain.

1. Provide protection to ensure safe passage of people around selective demolition area and to and from occupied portions of building.

2. Provide temporary weather protection, during interval between selective demolition of existing construction on exterior surfaces and new construction, to prevent water leakage and damage to structure and interior areas.

3. Protect walls, ceilings, floors, and other existing finish work that are to remain or that are exposed during selective demolition operations.

4. Cover and protect furniture, furnishings, and equipment that have not been removed. 5. Comply with requirements for temporary enclosures, dust control, heating, and cooling

specified in Section 015000 "Temporary Facilities and Controls."

3.3 SELECTIVE DEMOLITION, GENERAL

A. General: Demolish and remove existing construction only to the extent required by new construction and as indicated. Use methods required to complete the Work within limitations of governing regulations and as follows:

1. Proceed with selective demolition systematically, from higher to lower level. Complete selective demolition operations above each floor or tier before disturbing supporting members on the next lower level.

2. Neatly cut openings and holes plumb, square, and true to dimensions required. Use cutting methods least likely to damage construction to remain or adjoining construction. Use hand tools or small power tools designed for sawing or grinding, not hammering and chopping, to minimize disturbance of adjacent surfaces. Temporarily cover openings to remain.

3. Cut or drill from the exposed or finished side into concealed surfaces to avoid marring existing finished surfaces.

4. Do not use cutting torches until work area is cleared of flammable materials. At concealed spaces, such as duct and pipe interiors, verify condition and contents of hidden space before starting flame-cutting operations. Maintain fire watch and portable fire-suppression devices during flame-cutting operations.

5. Maintain adequate ventilation when using cutting torches. 6. Remove decayed, vermin-infested, or otherwise dangerous or unsuitable materials and

promptly dispose of off-site. 7. Remove structural framing members and lower to ground by method suitable to avoid

free fall and to prevent ground impact or dust generation. 8. Locate selective demolition equipment and remove debris and materials so as not to

impose excessive loads on supporting walls, floors, or framing. 9. Dispose of demolished items and materials promptly.

B. Removed and Reinstalled Items:

1. Clean and repair items to functional condition adequate for intended reuse. 2. Pack or crate items after cleaning and repairing. Identify contents of containers. 3. Protect items from damage during transport and storage. 4. Reinstall items in locations indicated. Comply with installation requirements for new

materials and equipment. Provide connections, supports, and miscellaneous materials necessary to make item functional for use indicated.

C. Existing Items to Remain: Protect construction indicated to remain against damage and soiling during selective demolition. When permitted by Architect, items may be removed to a suitable, protected storage location during selective demolition and cleaned and reinstalled in their original locations after selective demolition operations are complete.

3.4 DISPOSAL OF DEMOLISHED MATERIALS

A. General: Except for items or materials indicated to be reused, salvaged, reinstalled, or otherwise indicated to remain Owner's property, remove demolished materials from Project site.

1. Do not allow demolished materials to accumulate on-site. 2. Remove and transport debris in a manner that will prevent spillage on adjacent surfaces

and areas. 3. Remove debris from elevated portions of building by chute, hoist, or other device that

will convey debris to grade level in a controlled descent.

B. Burning: Do not burn demolished materials.

C. Disposal: Transport demolished materials off Owner's property and legally dispose of them.

3.5 CLEANING

A. Clean adjacent structures and improvements of dust, dirt, and debris caused by selective demolition operations. Return adjacent areas to condition existing before selective demolition operations began.

ASBESTOS ABATEMENT 028200 - 1

SECTION 028200 - ASBESTOS ABATEMENT INSTRUCTIONS TO BIDDER 1.0 PROJECT LOCATION

Project is located at the following facility: McCracken County Courthouse 300 South 7th Street Paducah, Kentucky 42001

2.0 EXAMINATION OF SITE, AND TECHNICAL SPECIFICATIONS 2.1 Each Bidder shall visit the site of the proposed work and fully acquaint himself with

conditions as they exist, so that he may fully understand the facilities, difficulties and restrictions attending the execution of the work under his contract. Bidders shall also thoroughly examine and be familiar with the Technical Specifications. The failure or omission of any Bidder to receive or examine any form, instrument or document, or to visit the site and acquaint himself with conditions there existing, shall in no way relieve any Bidder from any obligation with respect to his bid. By submitting a bid, the Bidder agrees that he has examined the site, the Technical Specifications and drawings, and further agrees that where the Technical Specifications require a given result to be produced, that the Technical Specifications are adequate and the required result can be produced under the Technical Specifications. No claim for any extra will be allowed because of alleged impossibilities in the production of results specified, or because of inadequate or improper plans and Technical Specifications, and wherever a result is required, the successful Bidder shall furnish any and all extras and make any changes needed to produce, to the satisfaction of the Owner's Representative, the required result.

2.2 Bidder shall accept the conditions of site and complete the work as per requirements of

the Technical Specifications. 3.0 INTERPRETATION

If the Bidder does not understand any part of the Technical Specifications, he shall notify the Owner's Representative. The Owner's Representative shall issue an addendum to all Bidders as to the correct interpretation. Failure to comply with the above requirements shall not relieve the Bidder from accepting the later interpretation of the Owner's Representative at no increase on contract price.

4.0 PROJECT DESCRIPTION

Base Bid No. 1 (Replacement): The base bid for this project shall consist of the removal of ninety-six (96) window units which contain asbestos-containing materials (ACM) and lead based paint (LBP). The window opening shall be sealed on the interior side of the opening with two layers of polyethylene and a rigid barrier. The entire window unit and all associated trim shall be removed leaving only the rough opening. Prior to the window removal the asbestos-containing grout on the muntins shall be covered with duct tape to seal the ACM. Plastic shall be placed on the ground and attached to the building 24” up

from the base. All material shall be wrapped or placed in bags for disposal. Twelve (12) windows have bars on the interior and can not be removed prior to window removal. Base Bid No. 2 (Restoration):For this option, ninety-five (95) window units will be refurbished and reinstalled. The stop will be removed and disposed in order to remove both of the sashes which will be taken off site to hav ethe ACM removed and the paint sanded to get a paintable surface for reinstallation. The trim shall have all loose paint removed in order to get a repaintable surface. All Federal, State and Local regulations shall be followed when removing the ACM and the LBP at the off site location. When removing paint from the substrate in construction projects the waste stream must be tested to determine if the waste stream is hazerdous. This shall be included in the contractors price for this option as well as the associated cost of disposal if the waste is deemed hazardous.

5.0 GENERAL INFORMATION 5.1 Contents of this section are intended as a summary of general information for Bidders

and do not amend or change the Technical Specifications. Refer to the Technical Specifications for all detailed work practices and procedures.

5.2 All work is to be performed in accordance with local, state and federal standards. In

additon to monitoring by the appropriate agencies, all operations during preparation, removal, clean-up, and disposal will be monitored by Summit Environmental Services, Inc. Summit Environmental Services, Inc. will be responsible for monitoring air quality during these operations anD for determining when work activities have met specified clearance requirements.

5.3 Estimates of quantities of ACM are provided to assist the Contractor in preparing his

quotation. The contractor is responsible for obtaining accurate quantities prior to submitting a bid. There will be no additions for the removal due to inaccurate quantities provided in these Technical Specifications. The Contractor is responsible for the removal of all ACM as directed by these Technical Specifications.

5.4 General work area shall be made inaccessible to occupants and building maintenance

during all abatement and clean-up operations. Black plastic barriers shall be erected and maintained to separate the abatement areas from occupied building areas

5.5 Waste containers shall be stored in work areas or waste storage areas. 5.6 Contractor shall be certified as a qualified asbestos abatement entity in the

Commonwealth of Kentucky under requirements of 401 KAR 58:040, and all asbestos abatement shall proceed in accordance with that rule as well as all other applicable federal, state and local regulations.

5.7 ALL workers on the job site shall meet the OSHA 1926.1101 worker training

requirements for asbestos and lead. Certificates of compliance shall be submitted to the Owner's Representative prior to beginning work.

5.8 All workers must sign waiver of liability forms and certificates of worker's

acknowledgment prior to commencement of work.

5.9 Evidence of worker medical examinations must be submitted to the Owner’s Representative at the Pre-Construction Conference.

The Contractor shall submit a Hazard Communication Plan to the Owner’s

Representative at the Pre-Construction Conference. 5.10 The Contractor shall meet all Kentucky certification requirements of 401 KAR 58:005

and 401 KAR 58:040. All workers hall have valid certification cards and must provide such cards upon request.

5.11 All removal activities shall proceed in proper respiratory protection. Respiratory

Program documentation shall be submitted at the pre-construction meeting. 5.12 All asbestos Danger signs must be properly posted. 1.0 GENERAL 1.1 SPECIAL CONDITIONS 1.1.1 Special Conditions are intended to supplement or amend the Instructions to Bidders and

General Conditions. In case of conflict, these conditions shall govern. 1.2 DEFINITIONS 1.2.1 The term Owner as used in these documents refers to McCracken County Fiscal Court. 1.2.2 The term Owner's Representative as used in these documents refers to Summit

Environmental Services, Inc., as the Administrator of the Technical Specifications. 1.3 PRE-CONSTRUCTION 1.3.1 Prior to beginning construction, there shall be a conference at the site with representatives

of the Contractor, Owner, regulatory agencies, and the Owner's Representative. This conference will confirm provisions for access to the site and the procedures to be followed by the Contractor during this contract. Also, if there are any clarification's or questions required as to the work, the Contractor shall bring them up at this meeting.

1.4 EXISTING CONDITIONS 1.4.1 It is the intent of these documents that the Contractor perform all work described in the

Contract Documents, including but not limited to these Technical Specifications, as well as all work which an inspection of the building would reveal to be reasonably necessary to protect the building and the fixtures therein. 1.5.2 Certain areas of the facility are currently occupied and will be occupied at the time of asbestos abatement. The sequence of the work will be such that it minimizes any inconvenience to the building occupants. 1.6 CONSTRUCTION SCHEDULE 1.6.1 The contractor shall submit a WRITTEN and GRAPHIC plan of operation and day-

by-day schedule for approval by the owner prior to beginning work. This plan will be reviewed at the Pre-Construction Conference.

ASBESTOS REMOVAL

2.0 GENERAL REQUIREMENTS 2.1 SCOPE This Technical Specifications & Drawings covers requirements, regulations, work

practices, and procedures to be followed by asbestos abatement Contractors when performing asbestos-related abatement activities for the McCracken County Fiscal Court.

2.2 DEFINITIONS Abatement - procedures to control fiber release from asbestos-containing materials. For

this project, abatement means the removal from the building of all asbestos-containing materials in areas identified by the Owner.

Air Monitoring - the process of measuring the fiber content of a specific volume of air in

a stated period of time. Air Monitoring Technician - worker who is employed by the Owner's Representative and

has been properly trained and certified by OSHA to conduct air monitoring and sample analysis for asbestos abatement activities.

Airlock - a system for permitting ingress or egress without permitting air movement

between a contaminated area and an uncontaminated area, typically consisting of two curtained doorways at least 3 feet apart.

ACM – Asbestos-Containing Materials Authorized Visitor - the Building Owner, the Building Owner's Representative, the

Architect/Engineer, or a representative of any regulatory of other agency having jurisdiction over the project.

Clean Room - an uncontaminated area or room which is part of the worker

decontamination enclosure system, with provision for storage of worker's street clothes and protective equipment.

Contractor – Asbestos Abatement Contractor which is certified in Kentucky to remove asbestos.

Curtained Doorway - device to allow ingress or egress from one room to another while

permitting minimal air movement between the rooms, typically constructed by placing two overlapping sheets of polyethylene over an existing or temporarily framed doorway, securing each along the top of the doorway, securing the vertical edge of one sheet along one vertical side of the doorway, and securing one sheet along the opposite side of the doorway. Two curtained doorways spaced a minimum of 3 feet (1 meter) apart form an airlock.

Decontamination Enclosure System - a series of connected rooms, with curtained

doorways between any two adjacent rooms, for the decontamination of workers or of materials and equipment. A decontamination enclosure system always contains at least one airlock.

Encapsulant (Sealant) - a liquid material which can be applied to asbestos-containing materials and which controls the possible release of asbestos fibers from the material either by creating a membrane over the surface (bridging encapsulant) or by penetrating into the material and binding its components together (penetrating encapsulant).

Equipment Decontamination Enclosure System - a decontamination enclosure system for

materials and equipment, typically consisting of a designated section of the work area, a washroom, a holding area, and an uncontaminated area.

Equipment Room - a contaminated area or room which is part of the worker

decontamination enclosure system, with provisions for storage of contaminated clothing and equipment.

Fixed Object - a unit of equipment or furniture in the work area which cannot be removed

from the work area. HEPA Filter - a high efficiency particulate absolute (HEPA) filter capable of trapping

and retaining 99.97% of asbestos fibers greater than 0.3 micron in length. HEPA Vacuum Equipment - high efficiency particulate absolute filtered vacuuming

equipment with a filter system capable of collecting and retaining asbestos fibers. Filters should be 99.97% efficient for retaining fiber greater than 0.3 micron in length.

NIOSH - National Institute for Occupational Safety and Health. Negative Air Pressure Equipment - a local exhaust system capable of maintaining a

constant, low velocity air flow into the Decontamination Enclosure Systems and Work Area from adjacent unsealed areas and exhausting that air outside the Decontamination Enclosure.

Removal - all herein specified procedures necessary to strip all asbestos-containing materials from the designated areas and to dispose of these materials at an acceptable site in an acceptable and legal manner.

Shower Room - a room between the clean room and the equipment room in the worker

decontamination enclosure system, with hot and cold or warm running water and suitably arranged for complete showering during decontamination. The shower room comprises an airlock between contaminated and clean areas.

Surfactant - a chemical wetting agent added to water to improve penetration, thus

reducing the quantity of water required for a given operation or area. Thermal System Insulation - material applied to pipes, fittings, boilers, breeching, tanks,

ducts, or other interior structural components to prevent heat loss or gain, or water condensation, or for other purposes.

Washroom - a room between the work area and the holding area in the equipment

decontamination enclosure system. The washroom comprises an airlock.

Wet Cleaning - the process of eliminating asbestos contamination from surfaces and objects by using cloths, mops, or other cleaning tools which have been dampened with water, and by afterwards disposing of these cleaning tools as asbestos-contaminated waste.

Worker Decontamination Enclosure System - a decontamination enclosure for workers,

typically consisting of a clean room, shower room, and equipment room. 2.3 CODES AND REGULATIONS General Applicability of Codes, Regulations and Standards:

Except to the extent that more explicit or more stringent requirements are written directly into the contract documents, all applicable codes, regulations, and standards have the same force and effect (and are made a part of the contract documents by reference) as if copied directly into the contract documents, or as if published copies are bound herewith.

Contractor Responsibility: The Contractor shall assume full responsibility and liability

for the compliance with all applicable Federal, State, and Local regulations pertaining in any way to the removal to be performed, including but not limited to work practices, hauling, disposal, and protection of workers, visitors to the site, and persons occupying areas adjacent to the site.

The list of codes, regulations and standards set forth below is intended to assist the

Contractor in determining which laws may be applicable. It is the responsibility of the Contractor to ultimately determine which laws govern the particular work to be performed, and to determine if there are any other laws or standards applicable to the job. The Contractor is also responsible for providing medical examinations and maintaining medical records of personnel as required by the applicable Federal, State, and Local

building and amount of friable asbestos material present (sq. ft.). Scheduled starting and completion dates for removal. Nature of planned abatement and method(s) to be used. Name and address of the waste disposal site where the asbestos waste will be deposited.

Submit documentation that the site is an approved EPA landfill disposal site. Documentation that the job will be supervised by a person who has completed a training

program endorsed or conducted by EPA. Procedures to be used to comply with the requirements of USEPA National Emission

Standards for Hazardous Air Pollutants (NESHAPS) Asbestos Regulations (40 CFR 61 Subpart M).

Documentation from manufacturers that vacuum, negative air pressure and other

ventilation equipment conform to ANSI Z9.2. Description of the plans for construction of decontamination enclosure systems and for

isolation of the work areas in compliance with these Technical Specifications and applicable regulations.

2.7 LICENSES AND PERMITS Removal Contractor shall obtain and maintain current any licenses or permits required by

federal, state or local authorities for all work to be performed. 2.7.1 Contractor shall be expressly licensed in the Commonwealth of Kentucky as an Asbestos

Abatement Entity. This license shall be current and in effect during the term of the project.

Before Start of Work: Submit the following to the Owner's Representative for review. No

work shall begin until these submittals are returned with Owner's Representative's action stamp indicating that the submittal is returned for unrestricted use or final-but-restricted use.

Permits, Licenses, and Certificates: For the Owner's records, submit copies of permits,

licenses, certifications, inspection reports, releases, jurisdictional settlements, notices, receipts for fee payments, judgments, and similar documents, correspondence and records established in conjunction with compliance with standards and regulations bearing upon performance of the work including:

State and Local Regulations: Submit copies of codes and regulations

applicable to the work.

Notices: Submit notices required by Federal, State and local regulations together with proof of timely transmittal to agency requiring the notice.

Permits: Submit copies of current valid permits required by state and

local regulations.

Licenses: Submit copies of all State and local licenses and permits necessary to carry out the work of this contract.

2.9 FURTHER REQUIREMENTS

Removal Contractor shall submit documentation to the Owner indicating that each removal employee has had instruction on the hazards of asbestos exposure, on use and fitting of respirators, on protective dress, on use of showers, on entry and exit from work areas, and on all aspects of work procedures and protective measures and forms and respirator training certificates must be signed by all workers and maintained as permanent records.

Post warning signs in and around the work area to comply with OSHA Regulation 29

CFR 1926.1101 and in compliance with all other Federal, State, and Local requirements. The Owner and Removal Contractor must agree in writing on building and fixture

condition prior to commencement of work. It shall be the Removal Contractor's responsibility to replace or repair to the Owner's satisfaction, prior to close out of the project, all items identified by the Owner as missing or having been damaged by the Removal Contractor and not proven otherwise.

Submit documentation to the Owner that all required permits, site location, and

arrangements for transport and disposal of asbestos-containing or contaminated materials, supplies, and like have been obtained.

Submit to the Owner drawings for construction of decontamination enclosure systems

and for isolation of the work areas in compliance with these Technical Specifications and all applicable regulations.

2.10 ADMINISTRATIVE AND SUPERVISORY PERSONNEL General Superintendent: Removal Contractor shall provide a full-time General

Superintendent who is experienced in administration and supervision of asbestos abatement projects including work practices, protective measures for building and personnel, disposal procedures, etc. This person is the Competent Person as required by OSHA in 29 CFR 1926 for the Contractor and is the Contractor's representative responsible for compliance with all applicable federal, state and local regulations, particularly those relating to asbestos-containing materials. This person must have completed a course at an EPA Training Center or equivalent certificate course in asbestos abatement procedures, have had a minimum of two (2) years on-the-job training and meet any additional requirements set forth in 29 CFR 1926 for Competent Person. Contractor shall, before work commences, provide the owner with written documentation that Removal Contractor has such a person and that such person will be used at the job site at all times. Upon review of the written documentation, the Owner reserves the right to approve the Contractor’s competent person for this project.

2.11 SPECIAL REPORTS General: Except as otherwise indicated, Contractor shall submit special reports directly

to the Owner within one day of occurrence requiring special report, with copy to the Owner's Representative and others affected by occurrence.

Reporting Accidents: Removal Contractor shall prepare and submit reports of significant

accidents, at site and anywhere else work is in progress. Record and document date and actions; comply with industry standards. For this purpose, a significant accident is defined to include events where personal injury is sustained, or property loss of substance is sustained, or where the event posed a significant threat of loss or personal injury.

2.12 CONTINGENCY PLAN Contingency Plan: Contractor shall prepare a contingency plan for emergencies

including fire, accident, power failure, negative air system failure, supplied air system failure, or any other event that may require modification or abridgment of decontamination or work area isolation procedures. Include in plan specific procedures for decontamination or work area isolation. Note that nothing in these Technical Specifications should impede safe exiting or providing of adequate medical attention in the event of an emergency.

Removal Contractor Shall Post: In clean room of Personnel Decontamination Unit

telephone numbers and locations of emergency services including but not limited to fire, ambulance, doctor, hospital, police, power company, and telephone company.

2.13 NOTIFICATIONS Removal Contractor shall notify other entities at the job site of the nature of the asbestos

abatement activities, location of asbestos containing materials, requirements relative to asbestos set forth in these Technical Specifications and applicable regulations.

2.14 PERSONNEL PROTECTION The disturbance or dislocation of asbestos-containing materials may cause asbestos fibers

to be released into the building's atmosphere, thereby creating a potential health hazard to workers and building occupants. Removal Contractor shall apprise all workers, supervisory personnel, subcontractors and Owner's Representative who will be at the job site of the seriousness of the hazard and of proper work procedure which must be followed.

Where in the performance of the work, workers, supervisory personnel, subcontractors,

or Owner's Representatives may encounter, disturb, or otherwise function in the immediate vicinity of any identified asbestos-containing materials, Removal Contractor shall take appropriate continuous measures as necessary to protect all building occupants from the potential hazard of exposure to airborne asbestos. Such measures shall include the procedures and methods described herein, and compliance with regulations of applicable federal, state and local agencies.

Prior to commencement of work, the workers shall be instructed by the Contractor and

shall be knowledgeable of the dangers of asbestos exposure, respirator use and decontamination.

Contractor shall provide workers with personally issued and marked respiratory

equipment approved by NIOSH and Mine Safety and Health Administration (MSHA) and suitable for the asbestos exposure level in the work area according to OSHA Standard 29 CFR 1926.1101 and/or other applicable laws. Where respirators with disposable filters are employed, provide sufficient filters for replacement as required by the worker or applicable regulation.

In addition to other legal requirements, the Contractor shall ensure that its respirator

program is in accordance with American National Standards Practices for Respiratory Protection ANSI Z88.2-1980, with the exception of Appendix A5, Suggested Procedures for Carrying Out Qualitative Respiratory-Filtering Tests, and Appendix A6, Suggested Procedures for Carrying Out

Respiratory protection procedures shall be in accordance with recognized industry

standards, such as those described in the National Institute of Building Science "Model Asbestos Abatement Guide Specification" 01562. A copy of the Contractor’s respiratory program, including current fit testing records, shall be submitted to the Owner’s Representative at the Pre-Construction Conference.

Contractor shall provide workers and qualified visitors with sufficient sets of protective

full body clothing. Such clothing shall consist of full body coveralls and headgear. Provide eye protection and hard hats as required by applicable safety regulations. Reusable type protective clothing and footwear shall be left in the Contaminated Equipment Room until the end of the asbestos abatement work, at which time such items shall be disposed of as asbestos waste, or shall be thoroughly cleaned of all asbestos or asbestos-containing material. Disposable type protective clothing, headgear, and footwear may be provided.

Contractor shall provide and post in the Equipment Room and the Clean Room, the decontamination and work procedures to be followed by workers, as described in these Technical Specifications.

2.16 WORKER PROTECTION PROCEDURES Each worker entering the regulated area shall be dressed in full body protective suits and

gloves and appropriate respiratory protection. 3.1 PREPARATION Provide temporary power and lighting and ensure safe installation of temporary power

sources and equipment per applicable electrical code requirements. Comply with OSHA requirements for temporary lighting.

Preclean movable objects within the proposed work areas using High Efficiency

Particulate Absolute (HEPA) Vacuum equipment and/or wet cleaning methods as appropriate. Remove such objects from work areas to a temporary location as designated by the Owner. Protection of and accounting for the stored materials is the sole responsibility of the Contractor.

Preclean fixed objects within the proposed work areas, using High Efficiency Particulate

Absolute (HEPA) vacuum equipment and/or wet cleaning methods as appropriate, and enclosure with minimum 6 mil. polyethylene sealed with tape.

Clean the proposed work areas using High Efficiency Particulate Absolute (HEPA)

vacuum equipment or wet cleaning methods as appropriate. Do not use methods that raise dust, such as dry sweeping or vacuuming with equipment not equipped with HEPA filters.

3.2 EXECUTION 3.2.1 SEQUENCE OF WORK: Carry out work of this section sequentially. Complete each activity before proceeding to

the next. 3.2.2 GENERAL: Work Area: Is the location where asbestos-abatement work occurs. It is a variable of the

extent of work of the contract. It may be a portion of a room, a single room, or a complex of rooms. A "work area" is considered contaminated during the work, and must be isolated from the balance of the building, and decontaminated at the completion of the asbestos-control work.

Completely Isolate the work area from other parts of the building so as to prevent

asbestos-containing dust or debris from passing beyond the isolated area. Should the area beyond the work area(s) become contaminated with asbestos-containing dust or debris as a consequence of the work, clean those areas in accordance with recognized procedures. All such required cleaning or decontamination shall be at no additional cost to Owner.

3.2.3 CONTROL ACCESS: Provide Warning Signs at each visual and physical barrier reading as follows: DANGER ASBESTOS AUTHORIZED PERSONNEL ONLY CANCER AND LUNG DISEASE HAZARD RESPIRATORS AND PROTECTIVE CLOTHING ARE REQUIRED IN THIS AREA Provide and display any other caution signs required in accordance with Federal

Regulations or State and Local Regulations. Warning signs shall be of a vertical format measuring twenty (20) inches in length and sufficient size and contrast as to be readily visible and legible. Signs shall be posted at such a distance from regulated areas that an employee may read the signs and take necessary protective steps before entering the area marked by the signs.

3.2.4 DECONTAMINATION UNITS

The Contractor shall construct a Remote Worker Decontamination Enclosure System outside of the regulated work area. The system shall consist of three separate enclosed chambers, each protected by plastic sheets.

An equipment room with two curtained doorways, one to the work area and one to the

shower room of sufficient size to accommodate at least one worker, shall be constructed. The equipment room shall conform to the requirements of applicable regulations.

A shower room shall be constructed. The shower room shall conform to the requirements of applicable regulations and shall contain a minimum of one shower with hot and cold water. Water may be attained from the facility. Careful attention shall be paid to the shower to ensure against leaking of the shower at all time. Furnish soap at all times in the shower room. Shower drains must be filtered through a drainage system capable of filtration to 0.3 microns or less. The area shall be used for transit by cleanly dressed workers going to work area, or for showering by workers heading out of the work areas after undressing in Equipment Room.

A changing room or "clean room" with one entrance or exit to non-contaminated areas of

the building shall be constructed. The clean room shall provide sufficient space for storage of the workers' street clothes, towels, and other non-contaminated items. Construct in accordance with applicable regulations using polyethylene sheeting, at least 6 mil. in thickness, to provide an airtight seal between the changing room and the rest of the building. Locate so that access to work area from changing room is through shower room. Require workers to dress in clean disposable coveralls, and don respiratory equipment. Contractor shall require all persons without exception to pass through this decontamination unit for entry into and exiting from the work area for any purpose. Do not allow parallel routes for entry or exit. Do not remove equipment or materials through Personnel Decontamination Unit. Do not allow asbestos contaminated items to enter this room.

Final Cleaning: Carry out a cleaning of all surfaces of the work area including items of remaining sheeting, tools, and/or staging by use of damp-cleaning and mopping, and/or a High Efficiency Particulate Absolute (HEPA) filtered vacuum. (Note: A HEPA vacuum will fail if used with wet material.) Do not perform dry dusting or dry sweeping. Use each surface of a cleaning cloth one time only and then dispose of as contaminated waste. Continue this cleaning until there is no visible debris from removed materials or residue on plastic sheeting or other surfaces.

3.4.4 COMPLETION OF ABATEMENT WORK Asbestos Abatement Work is Complete upon fulfilling the following: Remove all equipment, materials, debris from the work site.

Dispose of all asbestos containing waste material as required by law. (See also Section on Disposal of Asbestos-Containing Waste Material.)

Dispose of all sheeting, seals or other debris as contaminated matter as required

by Regulations.

Repair or replace all interior finishes damaged during the course of asbestos abatement work.

Fulfill Project Closeout Requirements.

3.5 DISPOSAL OF ASBESTOS-CONTAINING MATERIAL PART I - GENERAL 3.5.1 DESCRIPTION OF WORK This section describes the disposal of asbestos-containing materials (ACM). Disposal

includes packaging of asbestos-containing waste materials. Asbestos-containing waste materials and debris which are packaged and labeled in

accordance with applicable regulations shall be disposed of at the designated, approved landfill by the Contractor.

3.5.2 SUBMITTALS Before Start of Work: Submit the following to the Owner's Representative for review.

Do not start work until these submittals are returned with the Owner's Representative's approval.

Copy of state or local license for waste hauler.

Name and address of landfill where asbestos-containing waste materials are to be

buried.

Two 6 mil disposal bags, with prior approval of the Owner's Representative.

Protect interior of truck or dumpster with Critical and Primary Barriers. Carefully load containerized waste in fully-enclosed dumpsters, trucks, or other

appropriate vehicles for transport. Exercise care before and during transport, to insure that no unauthorized persons have access to the material.

Designated waste load out areas shall be approved by the owner’s designee. Do not store

containerized materials outside of work area. Take containers from work area directly to a sealed truck or dumpster. Do not transport disposal bagged material on open trucks. Label drums (if used) with same warning labels as bags. Treat drums and/or bags that have been contaminated as asbestos-containing waste and dispose of in accordance with these Technical Specifications.

At disposal site unload containerized waste:

At a disposal site, sealed plastic bags may be carefully unloaded from the truck. If bags are broken or damaged, immediately repair or reseal in containers. Clean entire truck and contents using procedures set forth in section Project Decontamination.

Retain receipts from landfill or processor for materials disposed of.

At completion of hauling and disposal of each load submit copy of waste manifest, chain

of custody form, and landfill receipt to Owner's Representative.

Retain receipts from landfill for materials disposed of. RE-ESTABLISHMENT OF OBJECTS AND SYSTEMS When clean-up is complete, it shall be the responsibility of the CONTRACTOR to:

Relocate objects moved to temporary locations in the course of the work to their proper positions. Reclean objects after they are in position.

Re-secure mounted objects removed in the course of the work in their former

position. Reclean objects after they are re-secured.

Re-establish HVAC, mechanical, and electrical systems in proper working order.

3.5.5 LEAD WASTE All waste generated under Alternated Bid # 1 is subject to testing requirements to

determine if the waste stream is to be considered a Hazardous Waste. If the waste is hazardous material, the contractor shall properly dispose at an appropriate facility.

3.5.6 STANDARDS, DOCUMENTS, REFERENCES, AND REGULATIONS Compliance by the Contractor with all applicable Federal, State, and Local regulations

and use of the best available technology procedures and methods for preparation, execution, clean-up, disposal, and safety is absolutely required.
