Highlights from April - July 2017

ECMI kicks off new Projects in Macedonia

and Kosovo

In June the ECMI kicked off new projects in

Macedonia and Kosovo The projects are a follow-up

to last yearrsquos project on Minorities in the Western

Balkans The projects are supported by the

Schlewsig-Holstein State Chancellery and are

ECMISuS17 Participants selected ECMI

Summer School 2017 preparations advance

Applicants for the ECMI Summer School 2017 are

now selected We are looking forward to hosting 20

international participants in Flensburg between 9 and

The Final EPP Conferences

The ECMI Eastern Partnership Programme activities

were concluded with the final conferences in May in

Kyiv Ukraine

Along with unveiling the project reports the two

conferences once again gathered international and

local experts as well as representatives of public

authorities to discuss anti-discrimination instruments

on international and local levels Theeventsfeatured

over 70 presentations and impulse interventions by

the experts involved throughout the implementation of

the EPP

Indigenous Peoples and Roma Mediation

the ECMI EPP activities in Ukraine

The ECMI EPP team organised two seminars

focusing on indigenous peoples and Roma mediation

in the beginning of April

Seminar on ldquoExchange of experience in

Roma mediation Ukraine Belarus and

Moldovardquo and

Seminar on ldquoIndigenous people political

participation and conflict resolutionrdquo

In the both events local stakeholders and partners

from three target countries as well as the invited

thematic visit

ECMI was part of the CAHROM thematic visit in

Georgia between 21 and 23 June 2017 Our team

shared the ECMI expertise on Roma issues during

the CAHROM meetings and with the local media in

Highlights from July to November 2017

On 5 October President of German Federal Republic Mr

Frank-Walter Steinmeier conducted a meeting with the

representatives of minority organizations and minority

groups in Flensburg

ECMI Director Prof Dr Tove Malloy took part in the meeting

and presented recent activities of the ECMI She spoke about

the findings of the research project on Bridge Building and

Integration in Diverse Societies and highlighted the

importance of ldquominority protection as an integral part of

ECMI Director Prof Tove Malloy held her inaugural

lecture at the Europa-Universitaumlt-Flensburg

To mark her appointment as an Honorary Professor Prof

Malloy delivered an inaugural lecture on the 2nd of

November at the Europa-Universitaet Flensburg The lecture

entitled ldquoThe dynamics of minority-majority relations in

Europe Emerging paradigm shift or old wine in new

bottlesrdquo focused on ethno-cultural groups linked to the

formation of the lsquonation-statersquo system in Europe

ECMI Director Prof Dr Tove H Malloy participated in the

roundtable discussion at the conference Europe in

Transition at the European University of Flensburg on 15

September

On 25 September Prof Malloy met with

the DialogForumNorden at the Academy of Sankelmark

On 10 and 11 October the ECMI Director

attended the HCNM workshop on new guidelines on media in

During this winter semester the ECMI organizes a

series of Public Lectures in addition to its annual

semester course on European Minority Rights and

Minority Protection Regime

As a part of the Minorities in Western Balkans

Project the ECMI completed a new round of

trainings in Kosovo

Visiting the communities of Prizen and Ferizaj to meet

local actors on Roma issues the ECMI conducted

trainings desingned for municipal officials

They focused on the Action Plan for the Inclusion of

Roma and Ashkhali Communities in the region

During the two-day trainings the participants were

introduced to practices from Schleswig-Holstein on

monitoring and implementation of national and

regional actions plans

Ms Linda Pieper representing the State Chancellery

of Schleswig-Holstein outlined the primary approach

of Schleswig-Holstein to minority issues ldquoIt is crucial

for us to work not for minorities but with them as

equal partnersrdquo

The ECMI Summer School 2017 took place in

Flensburg and attracted participants from Georgia

Germany Ethiopia Ukraine and India Along with

the dynamic group discussions lectures and

interactive activities the participants also visited Kiel

Landtag and Dybbol Museum in Denmark The ECMI

Summer School team would also like to thank the

participants for their active engagement the ECMI

staff for the support the Danish Central Library for

hosting us and the guest speakers for interesting

lectures

history in the German speaking realmrdquo as well as a

ECMI and the ECMI Kosovo in cooperation with

the Europa-Universitaumlt Flensburg organized a

study visit for the University in Mitrovica-North

Headed by the Vice-Rector of the University a

delegation from the University in Mitrovica-

North visited Flensburg and conducted a study visit

at the local university

The study visit was organized in the framework of a

larger scale project on support to education in the

Serbian language in Kosovo The project aims to help

From 03 to 07 September a delegation from

Ukraine visited ECMI and the minority institutions

in Flensburg Kiel and Berlin

With the aim of transferring knowledge and sharing

experiences between Germany and Ukraine a

delegation of six officials from the Ministries of

Culture Education and Science and Foreign Affairs

along with an official from the Presidentrsquos Office of

Ukraine visited Berlin Kiel and Flensburg The ECMI

organized a study visit on Best Practices in

Supporting Cultural Religious and Linguistic Needs of

Ethnic Groups in cooperation with the TAIEX

On 17 August the Latvian delegation visited the

ECMI The visit was organized by the Goethe

Institute

On 27 September during the study visit organized by

the FUEN a delegation from Albania Bosnia and

Herzegovina Kosovo Macedonia and Serbia visited
