Services Required 1.1 The Consultant may be required to provide cost estimation and cost planning services at various stages of the Project. 1.2 The Services may include any or all of the following: (a) development and refinement of Net Personnel Operating Costs throughout the Milestones; (b) development and refinement of Tender Schedules relating to cost and price  based on those included in the Project contract; (c) development of Cost Plans for relevant Milestones; (d) review and assessment of Cost Plans provided by Project Contractors (e) development of Pre-tender cost estimates for the Project; and (f) valuation of proposed Variations under Project Contracts. 2. Development and refinement of Net Personnel Operating Costs (NPOC) throughout the Milestones. 2.1 The Consultant will develop or refine NPOC estimates as required by each Milestone. 2.2 The Consultant will identify broad levels of investment for the proposal based on the following considerations as applicable: (g) staff numbers in facility; (h) capability to be accommodated; (i) building footprint; (j) remediation costs; (k) net operating costs; (l) ecologically sustainable development; and (m) specialist consultancies. 2.3 The Consultant will liaise with relevant Commonwealth officers to obtain sufficient data relating to the development or refinement of NPOC. 2.4 In the absence of applicable relevant data, the Consultant will use accepted industry rates and practice to determine the NPOC. 2.5 In developing or refining NPOC, the Consultant will provide recommendations on suitable allowances for items including: (n) energy consumption; (o) tariffs; (p) square metre rates for applicable garrison support services; (q) major maintenance; and

SCOPE OF SERVICES - COST PLANNING/

QUANTITY SURVEYOR SERVICES

1. Services Required

1.1 The Consultant may be required to provide cost estimation and cost planning services atvarious stages of the Project.

1.2 The Services may include any or all of the following:

(d) review and assessment of Cost Plans provided by Project Contractors

(f) valuation of proposed Variations under Project Contracts.

the Milestones.

2.6 The Consultant acknowledges and agrees that the final NPOC estimates requireendorsement by the relevant approving authority.

3. Development and refinement of Tender Schedules relating to cost and price

3.1 The Consultant will develop uniform tender schedules for Requests for tender 

documentation and provide outline cost estimates for the cost associated with constructionof the Works as required.

4. Development of Pre-tender cost estimates for the Project

4.1 The Consultant will produce and provide a pre-tender estimate of the out-turned cost of the

works which will take into account the following items at a minimum:

(s) Labour;

(t) Preliminaries;

(u) Materials; and

(v) Construction costs.

5. Development of Cost Plans throughout the Milestones

5.1 The Consultant will develop a Cost Plan for the Project that addresses at a minimum:

(w) Elemental Breakdown of costs by Building;

(x) Trade Cost Breakdown;

(y) Professional fees;

(z) Escalation; and

(aa) Risk/contingency.

6. Review and assessment of Cost Plans provided by Project Contractors

6.1 The Consultant will provide analysis of the Project Contractor’s Cost Plan including:

(bb) Adequacy of the allowance to achieve the Works; and

(cc) Appropriateness of rates used to develop the Cost Plan.

6.2 After completing the analysis, the Consultant will provide recommendations to theCommonwealth regarding:

(dd) opportunities to obtain efficiency;

(ee) suggested alternatives the Commonwealth could reasonably put forward as a

 basis of negotiation, and

(ff) key areas of risk in relation to the Cost Plan.

7. Cost Plan Report

7.1 The Consultant will document the Services in a Cost Plan Report.

7.2 The Consultant acknowledges and agrees that the Commonwealth may provide the CostPlan Report to Other Contractors.

8. Attendance

8.1 The Consultant may be required to attend on the Commonwealth to discuss the analysis

and recommendations contained in the Cost Plan Report.

8.2 The Consultant will attend design meetings in accordance with the Milestones described

for the Project.

8.3 The Consultant will attend value management meetings in accordance with the Milestones

for the Project.

8.4 The Consultant may be required to attend on the Project Contractor to collaborate on issues

for resolutions agreed between the Commonwealth and the Project Contractor.

9. Support to Planning Phase Negotiations

9.1 The Consultant will provide all necessary Cost Plan support to the Commonwealth toachieve Planning Phase Agreement.

10. Valuation of proposed Variations under Project Contracts

10.1 The Consultant will provide advice and assessments of Project Contractor’s claims for:

(gg) proposed price changes in response to Variation Price Request or VariationOrders; and

(hh) claims for payment by Project Contractors.

11. Skills

11.1 The Consultant will ensure the Services are undertaken by Resources who hold aqualification in an appropriate tertiary degree course in Quantity Surveying, however 

described, and who have undertaken work experience which qualifies them for 

membership of the Australian Institute of Quantity Surveyors.

11.2 The Consultant will carry out the Services based on accepted practices and its knowledgeand understanding of the building and construction industry.

11.3 In making its assessments and estimations, the Consultant will have regard to:

(ii) local market conditions and risks that may account for fluctuations;

(jj) proposed material selection and opportunities to manage value in the design;

(kk) the design against the functional requirements for opportunities to manage

value; and

(ll) whole of life performance and alternatives that may assist to manage value.

12. Interpretation

Unless the context otherwise requires, capitalised terms in the Scope of Services or Brief 

will have the meaning given to them by the Defence Infrastructure Panel 2010 - 2014Terms of Engagement, Panel Conditions, Letter of Acceptance, or the meaning given to

them by the Commonwealth as published on the IM website
