SBCAG STAFF REPORT SUBJECT: Measure A South Coast Bicycle and Pedestrian and Safe Routes to School Programs MEETING DATE: November 17, 2016 AGENDA ITEM: 5B STAFF CONTACT: Anne Jensen RECOMMENDATION: Authorize the Chair to sign a cooperative agreement with the City of Goleta for Cycle 3 of the South Coast Measure A Bicycle and Pedestrian and Safe Routes to School Programs. SUMMARY: To begin reimbursable work on projects recently awarded Measure A cycle 3 funds, SBCAG must enter into a cooperative agreement outlining the responsibilities and obligations for the use of Measure A funds with any agency awarded funds. The City of Goleta is one such agency. The proposed agreement covers four projects approved by the SBCAG board for cycle 3. The City of Goleta was awarded funds for a fifth project: a mid-block crosswalk controlled by a HAWK signal and a refuge median on Calle Real 500’ east of Encina Lane. The City is researching this project further; at this time, it will not be included in the cooperative agreement for funding. It can be amended into the agreement at a later time. DISCUSSION: In March, the board approved $3.5 million in Measure A funding for 19 projects form Cycle 3 of the South Coast Measure A Bicycle & Pedestrian and Safe Routes to School programs. Attachment B is a summary of the approved projects. The next step in the process for delivering the projects is for SBCAG and each local agency to execute a cooperative agreement. The attachments specify details such as the amount of Measure A funding allocated to each project, matching fund commitments, responsibilities for notifying the public that a project is Measure A funded (including Measure A construction signage), liabilities and indemnifications for the project, and timely use of funds deadlines. The Cycle 3 cooperative agreement format is similar to the one executed for Cycles 1 and 2; there are no substantial program changes. The City of Goleta Staffs at the City of Goleta and SBCAG have drafted the attached agreement (Attachment A) covering the City’s projects allocated funding. • RRFB Improvements at School Crosswalks Project

A fifth project, the mid-block crosswalk controlled by a HAWK signal and refuge median project, at Calle Real east of Encina Lane, is not being included at this time. Once the City approves the project to proceed, SBCAG will amend the cooperative agreement to include the project (this will require SBCAG board action). The agreement was approved by the Goleta City Council on October 18. Approval of the agreement by both SBCAG and the City Council is required before reimbursable work can commence on the projects. North La Cumbre Sidewalk and Pedestrian Enhancement Project - completes a continuous sidewalk link on La Cumbre Road between State St. and State Highway 192. An enhanced crosswalk is proposed on La Cumbre Road at Calle Cita, which will include curb extensions, pedestrian activated rectangular rapid flashing beacons, and crosswalk illumination.
