    Basic Concept

    IMEI and TAC The International Mobile Equipment Identity (IMEI) is a serial number of

    15 digits. An IMEI is unique to a specific UE in the world as bellow table.

    The Type Approval Code (TAC) is a part of an IMEI. A TAC is used to

    identify the type of UE.

    Composition of the IMEI

    TAC (6bit~8bit) FAC (2bit) SNR (6bit) Spare (1bit) TACs are assigned by the

    European type approval

    center.

    The Final Assembly Code

    (FAC) specifies the

    manufacturer or the place

    where the assembly is

    completed. FAC is set by

    manufacturers.

    The Serial Number (SNR)

    is an individual serial

    number uniquely

    identifying each MS of

    each TAC and FAC.

    It indicates that the digit is

    spare.

    Basic Concept

    Fast Dormancy Fast dormancy can be enabled for electricity saving in the UEs that

    comply with the Release 8 of the 3rd Generation Partnership Project

    (3GPP R8). A UE sends a Signaling Connection Release Indication (SCRI)

    message for fast dormancy when no data is transmitted in the uplink or

    downlink for six to eight seconds. In the SCRI message, the Signaling

    Connection Release Indication Cause is UE Requested PS Data session end.

    After sending an SCRI message, the UE waits for a state transition

    instruction from the RNC. Usually after the RNC receives the SCRI

    message, the RNC immediately releases the RRC connection and the UE

    enters idle mode for power saving.

    Basic Concept

    PS Inactivity Detection Radio resources are limited and a UE is expected to release resources

    such as a dedicated channel (DCH) when there is no data transmission.

    The RNC instructs the UE to enter the CELL_PCH state or idle mode

    after the RNC detects that data transmission is unavailable for the UE for

    a certain period (20 seconds by default and refer to CFG).

    This feature is concerned with the impact of Fast Dormancy to the RNC.

    To reduce the signaling processing cost in the Fast Dormancy procedure,

    when receiving SCRI (signaling connection release indication) message

    from UE or UE inactivity timer expires, RNC can transfer UE state to

    CELL_PCH instead of IDLE mode which is in legacy Fast Dormancy

    processing.

    Some intelligent UEs support Fast dormancy function. To save the power,

    when there is no PS data transfer, UE can send a SCRI message to

    require RNC release the RRC connection and then periodically send

    heartbeat message to the core network, without implementation of this

    feature, RNC will release the RRC connection, then each of the following

    heartbeat messages will cause RRC connection setup, authentication,

    encryption and RAB setup procedures. Comparing to normal PS call

    procedure, this Fast dormancy mechanism will greatly increase the

    signaling processing cost of RNC and may cause overflow of signaling

    processing unit in RNC.

    EFD BASIC PRINCIPLE

    With this feature, when receiving SCRI from UE or UE inactivity timer

    expires, RNC will decided to transfer the state of the UE to CELL_PCH

    instead of IDLE mode. When UE periodically sends heartbeat message,

    RNC will reconfigure UE to CELL_FACH or CELL_DCH. The signaling

    procedure between UE and RNC will be limited to only a few message

    exchanges because the RRC connection keep existing, at least 40%

    signaling exchange can be reduced and RNC CPU resources can be

    saved significantly while UE battery consumption is saved as much as

    that in IDLE mode.

    When receiving SCRI message, if one of the following condition is met, RNC will look the UE as FAST DORMANCY capable, initial this feature

    and transfer UE to CELL_PCH state:

    IMEI of the UE belongs to the range of IMEIs defined by operator configuration(TAC White List).

    The cause value in SCRI message is "UE Requested PS Data session end.

    When UE inactivity timer expires, if IMEI of the UE belongs to the range of IMEIs defined by operator configuration, the UE will be transferred to

    CELL_PCH state instead of IDLE state.

    Please be aware that when SCRI without cause value was sent and smart phone will be transferred to CELL_PCH state which might have the

    risk of incompatibility. In this case, we strongly suggest providing the

    feature together with Huawei professional services.

    Influence Summary Same as CELL_PCH

    The PS call drop rate will increase. It is mainly caused by call drop in CELL_PCH state. As the call drop in CELL_PCH state will not influence the experience of UE. R&D suggest to subtract the PS call drop in

    CELL_PCH state and X2P process and using new PS call drop KPI to monitor the performance.

    some data transfer will be execute in FACH state by X2F process. The data volume in FACH will increase. Some cell will suffer FACH congestion, it is normal.

    PS RAB ATT times will decrease in evidence due to UE keep in CELL_PCH status long time. The cell update times will increase in evidence due to NE states transfer. If the strategy of multi-carrier is preferred camp on, the PS RAB setup successful rate may decrease. Because the PS RAB times failed in DRD process may almost same as CELL_PCH before, and the PS

    RAB times will reduce sharply. The ratio of PS RAB access may decrease. It do not influence the UE

    experience.

    When activating CELL_PCH, the PS user, which in idle state before, will transfer to PCH state and keep signaling connection with PS CN domain. The USER Number will increase same as CELL_PCH.

    MOD ADJMAP

    NOTE: After this feature is enabled, the number of UEs in CELL_PCH or URA_PCH state increases sharply. UEs

    in CELL_PCH or URA_PCH state consume a large number of Iu-PS resources although they do not

    transmit any data.

    To avoid the admission failure on the Iu-PS interface due to the increase of UEs in CELL_PCH or

    URA_PCH state, change the Iu-PS activation factor.

    CAUTION: The Iu-PS activation factor must be modified. Otherwise, the CPU occupancy of the SPU board will be

    raised sharply.

    The recommended value for the activation factor is 10%. If the configured Iu-PS activation factor is smaller than 10%, retain the configured value.
