Context
Renewable energy sources and energy savings are a great asset, something to take advantageof and a solution to diminish climate change. To develop sustainable energy strategiesis a main challenge for rural municipalities. Combining theuse of renewable energy sources and the adoption of energy saving practices, local communities would profit from an unique opportunity for their development and competitiveness.

The project Network of small RURal Communities for ENERgetic Neutrality(acronym RURENER) is financed by IEE (Intelligent Energy Europe) programme on behalf of the European Commission.
RURENER aims at improvingthe energetic neutrality of rural European communities and to establish a network among them.
RURENER Network brings together 2 types of members:
• Members of theRURENER Consortium from:France, Great Britain, Germany, Spain, Italy, Hungary, Greeceand Romania.
• Small European rural communities committedto reach energetic-neutrality.

• Promote energetic-neutrality and innovative local development.
• Give support to smallrural communities to
set up integrated energy policy,by providing
methodological and technical support and facilitating experience sharing and mutualisation of resources and tools.
• Stimulate energy efficiency actions in rural areas, through public and private investment for Renewable Energy Sources (RES), RationalUse of Energy (RUE),and use of local
resources.
Objectives

• Create tools and methods to achieve energetic neutrality: defining
an appropriate model to reach energetic neutrality, to be adaptedto each specific case thanks to a modular structure.
• Establish and maintain a network to enhance communities’ energetic performances: facilitating experience sharing based on on-line knowledge transfer practices; supporting twinning experiences among member communities and providing experts mentoring at European level to guide participating communities towards energetic neutrality.
• Concrete actions for participating communities: stimulate energy efficiency actions in rural areas, through public and private investment for renewable energy sources, rational use of energy, and use of local resources.
• Training and dissemination: assuring the sustainability and the capitalisation of project results through RURENER website and specific webtools, Practical Guidelines, Training in the field, European and local events and meetings.

Who can join Rurener Network?
Rural communities are defined as follows: “communities or joint communitiesin a rural area with around 350 inhabitants/km²or 15.000 inhabitants in total, who are willingto use energy in a most sustainableand efficient way”.

The main benefits for local communities are:
• Experience sharing and pooling of resources and tools;
• Access to all project information and onlinetools developed by RURENER;
• Free participation to training in the field of renewableenergy sources and rational use of energy;
• Support and participation in/organization of nationaland regional exhibition/conferences or seminars and localenergy days, organized in every country during the project lifetime;

• Model for SWOT (strengths, weaknesses, opportunities and threats) analysis of the community in terms of energy savings andimplementation of renewable energy sources;
• Support for communication inside the community, to the citizensand outside of community to the important regional and national administrative personalities that can help the community developmentin the field of RES;
• Support to identify financing sources and to obtain financial support;
• Support for planning the expansion of existing RES and/ or transitionto a new renewable energy source;

• Help to design a more efficientuse of energy;
• Presentation of communities’ activities on the project websitein English and in its national language and on the community weblog;

Roadmap
The only way to achieve an integrative energy policy at the local level is to lead an action plan.
It allows to anticipate, coordinate, share shortand long terms vision about how you can drivea comprehensive policy according to yourmeans and external support.

It allows to know where we are before planing where we want to go! You can call it a “point 0″or a State of the Art, no matter the name, it is generally you first step!

A model for SWOT analysis of the communityin terms of energy savings, implementationof renewable energy sources and socio-economic situation is available for beneficiaries .
SWOT analysis is a strategic planning methodused to evaluate the Strengths, Weaknesses, Opportunities, and Threats involved in a projector in a business venture. It involves specifyingthe objective of the business venture or projectand identifying the internal and external factorsThat are favorable and unfavorable to achieving that objective.

The Questionnaire
A Questionnaire will be submitted and theanswers will be input to the SWOT analysis.
The purpose of the Questionnaire is to initially assess not only the willingness but also the capabilities and progress so far (starting point) toward energetic neutrality at Local level.

Within RURENER the communities(network members) need to evaluatetheir starting point and progresses toward energetic-neutrality.
For this purpose, RURENER createda measure grid for the network members.

Evaluation
A basic technique of energy planningis to state of a given energy systemin a certain time and energy balanceis such a tool.
Energy balance gives a simple and clearview of different energy carriers and different stages of conversion between the energylevel and can be used for comparisonreasons from year to year
