RECUE PLAN FOR POWER TOOLING & TOUCH UP PAINTING USING ROPE ACCESS METHOD. 1. Rescue plan. When planning any work at height the job Method Statement shall include rescue plan. Work at height shell not commence until the rescue plan is in place. For working at height activities, the rescue plan shall be approved by the appropriate approving authority. The personnel caring out the work shall demonstrate that they can conduct the rescue plan prior to commencing any work. The Rescue plan should identify all potential incident and emergency procedures shall be established to deal with all such events. The rescue plan should consider; The location of the workplace. Any special risks at the work place. The height of any rescue. Where the rescue will be conducted from. The number of personnel who may need to be rescued. Change of team’s work positions. How personnel will be rescued from any fall protection equipment used (air bags, netting, safety harness, etc.) Potential risk to the rescuers. Number of rescuers required Availability of rescue equipment. Time for the rescue to be conducted. Access for the emergency services. Communication between the Rope Access Team leader and platform In charge (PIC) / Radio Operator (Channel 2) Where the rescue is complex i.e from a combined space, from a non permanent working platform, here multiple personnel may require rescue, work is a remote location etc..professional advice shall be sought.

2. Type of Rescue for the job taskLower only by accompanying Rescue.

Victim held by his stop, with free ropes below.

Abseil or prussic to the victim, if abseiling, an independent rope will probably required for the rescue.

On reaching the victim attach yourself to his ascender using the short cowstail or karabiners. Transfer your weight to it. Pass his descender rope through, and take a turn around an extra friction crab. Abseil down together using his descender.

Climb or abseil down to the victim. For short distance it is also practical to prussic down his work rope. Arrange yourself just above him ready for prussiking.

Attached his harness to yours using preferably, his cowstail. Put both feet into your foot loop(full frog system) and prussic upwards to take his weight. Disconnect his equipment from his rope and keep it in case you need it.

Prussik upwards using both legs and both arms. This method is very tiring so it only practical over a short distance and as a last resort.

A more practical method involves the use of a pulley / foot loop system where the rescuer acts a counterweight to a victim.

Attached a small pully to a victims jumar karabiner, as high up his work rope as possible. Pass the rope foot loop through the pulley and attach the small loop to the victims harness. Use a large loop as a foot loop to step in, thus using the rescuers weight as a counterbalance.

NOTE 1; A pulley and rope foot loop set is included in each recovery kit.

NOTE 2; If pulley and rope foot loop are not available, the victims foot loop can be used and the shunt karabiner used directly.

NOTE 3; This method is also very useful for taking the weight of the victim off his croll when it necessary to transfer him from ascending to descending mode.

The job task also requires overboard activities which expose the rope access personnel to drown in the event of emergency. Some additional precautionary measures shall be taken for the event if take place.

The precautionary measure to considered;

a) Wind speed and weather factor.b) To coordinate with daily operation activities.c) If working over board Rope Access personnel shall be substituted by a life vest of life jacket.d) As for the work required to be performed on the critical line/piping, gas test need to be test by CHESS gas tester before proceed the job.
