Road Safety Expertise

Vectos has a dedicated, experienced and qualified Road Safety Team, with the ability to undertake Road Safety Audits (RSAs) throughout the UK and provide general road safety advice. Alastair Pike is the Head of Road Safety and is responsible for the management of Road Safety across the country. Asa Plant is the Director of Road Safety and his experience brings valuable knowledge in an oversight role. Patrick West brings extensive knowledge as a qualified Team Leader and Ben Brogan is currently an Observer, progressing to a Team Member in coming months. We also engage Ian Medd to assist on some projects. He is the Former Chair and current committee member of the CIHT Society of Road Safety Auditors and a member of CIHT Road Safety Panel.

Road Safety AuditsUndertaking a Road Safety Audit is good practice for all new roads or where a significant change to the existing highway network is proposed. It is an independent assessment carried out throughout the design process and following construction. The process identifies potential road safety issues that may affect any users of the highway and recommends measures to eliminate or mitigate those problems. An audit considers all potential road users, including the most vulnerable.

Our auditors are experienced in road safety engineering and collision investigation, and are fully qualified to the relevant Design Manual for Roads and Bridges (DMRB) Highways England requirements as set out in HD 19/15. They are all members of the Society of Road Safety Auditors (SoRSA), hold the Highways England Approved Certificate of Competency in Road Safety Audit, and are experienced in all stages of the Audit process, as outlined below:

• Stage 1 – Preliminary Design• Stage 2 – Detailed Design• Stage 3 – Completion of Construction• Stage 4a – 12 Months Post-Operation• Stage 4b – 36 Months Post-Operation

Road Safety Engineering and DesignVectos has extensive experience in road safety engineering, including the detailed design and implementation of a wide variety of highway link, junction design, access design, traffic calming and urban/rural safety management for a wide range of developments. These schemes range from the introduction of simple low-cost remedial solutions to the design and implementation of major highway safety measures on signalised junctions and urban corridor projects.

Collision Investigation and PreventionUnderstanding how collisions occur and their outcome is a significant part of road safety engineering and helps us develop ways in which to reduce incidents and casualty severity. Vectos regularly completes studies requiring detailed collision investigation on a wide range of schemes, from small development schemes to major route studies of the urban network required for Transport Assessments relating to large-scale development projects. We also perform site specific studies such as investigations into the effect of digital advertising on motorways to identify the risks and propose mitigation measures to remedy any impacts.

Collision AnalysisAs part of Transport Assessments we are often required to design of a number of junctions and highway layouts as part of wider development proposals. Many of these projects require highway safety to be addressed as part of the design process, for example completion of RRRAP assessment and provision of road restraint systems and pedestrian restraint barriers, high friction surfacing, pedestrian and cyclist facilities, appropriate servicing arrangements, etc. These projects receive the in-depth analysis of Personal Injury Collision (PIC) data to identify clusters of collisions, so that we can determine the type and frequency of collisions recorded. This informs our recommendations for suitable remedial work options for site specific and route action treatments, predominantly by making changes to the existing highway design, the implementation of traffic calming measures or making recommendations within RSAs or NMU Audits.

Road Safety Project Experience

Former Cemex Cement works, Barrington – Stage 1CEMEX UK Properties Ltd appointed Vectos to advise on the transport aspects of a planning application for a new residential development of up to 220 residential dwellings with associated access, landscaping and open space located on the Former CEMEX Cement Works, Barrington.We undertook a Stage 1 RSA of the proposed highways improvement works, consisting of 3 new access points on Haslingfield Road and a proposed traffic calming scheme adjacent to Barrington C of E Primary School. The Audit Team visited the site and reviewed the highways proposals for road safety implications, producing a Stage 1 Road Safety Audit report. The RSA was undertaken in accordance with HD19/03 requirements.

Henley Gate, Ipswich – Stage 1Crest Strategic Projects is proposing a mixed-use development known as Henley Gate, comprising up to 1,100 residential units, a local centre, commercial units, a primary school and sports facilities. Henley Gate is one of three Ipswich Garden Suburb neighbourhoods proposed which could see up to 3,500 new homes built over a 10-year period, along with schools, shops, and business premises.We undertook a Stage 1 RSA for the proposals consisting of two new signalised junctions on Henley Road, footway/cycleway amendments on Valley Road, a new signalised crossing on Valley Road, the signalisation of the Valley Road/Westerfield Road roundabout, the signalisation of the Valley Road/Tuddenham Road roundabout and a new car park on Westerfield Road.

Orbital Shopping Park, Swindon – Stage 3British Land is undertaking a range of improvements at the Orbital Shopping Park to improve the experience for its customers. It is currently enhancing pedestrian areas and crossing points, improving the flow of pedestrians and cars around the shopping centre, introducing new street furniture, providing new toilets, modernising the car park to include enlarged parking bays, creating a new road access for delivery lorries and adding a customer services centre and ATM. Vectos was engaged to undertake a Stage 3 RSA. We were responsible for checking as-built works for the complete scheme. It was mandatory that we waited until darkness to assess the night time scheme details, such as street lighting and illuminated signage, were all functioning correctly.

Taylor Wimpey appointed us to undertake a peer review of the surface water drainage and access strategies for 250 dwellings in Wiltshire. Vectos consulted with the Lead Local Flood Authority (LLFA), resulting in an improved and amended drainage strategy, increasing the developable area of the scheme. In principle agreement has been reached on amended access arrangement for the site, removing the risk of third party ransom and heads of terms have been agreed on likely s106 transport requirements. Vectos successfully identified and resolved areas of risk.We undertook a Stage 1 / 2 RSA for the project. We utilised observed speed to recommend a visibility splay be maintained due to the way the road is used at present. The design was aspirational.

Woking Town Centre (Victoria Square), Woking – Stage 1 / 2The proposals deliver 11,000 sqm of retail, 392 apartments, a 190 bed hotel, a medical centre, 380 parking spaces and two public plazas. It will change how people and vehicles move in the town centre through realignment of Cawsey Way and changing the High Street to one way. We are retained to provide transport input, through planning and detailed design, including transport infrastructure design, such as a revised highway layout, new bus infrastructure and taxi facilities, and improved facilities for pedestrians and cyclists. We undertook a Stage 1 / 2 RSA for the revised arrangement along High Street; one-way westbound along High Street; a new access junction at the western end of High Street; restricting northbound movements on Church Street West at Victoria Way junction; and reversal of Duke Street’s one-way operation.

Ashton Road, Trowbridge – Stage 1 / 2

Heathrow Logistics Park, Bedfont – Stage 3This project was a redevelopment of an old industrial estate in the Green Belt. Following a call in inquiry, the Secretary of State granted permission for 28,000m² of warehousing and industrial space. Vectos was engaged to undertake a Stage 3 RSA. The major issue was the removal of trees from an embankment which naturally protected a railway line. The trees prevented cars travelling over the railway bridge from leaving the carriageway on to the railway track. Once removed they were not shown to be replaced with a vehicle restraint system (VRS), so we insisted that this was rectified. A VRS system was subsequently designed and installed and we revisited the site to ensure it was done correctly and made further recommendations regarding the installation arrangement.

Summary of ExperienceAlastair is a Technical Associate and is Head of Road Safety. He has 15 years’ experience in the field of highway engineering design and road safety engineering within both the private sector and with local authorities. Alastair has worked on a number of varied projects, including large mixed use schemes, masterplanning design, residential and retail schemes throughout UK, and will always add value to any project that he is involved in. He has a passion for road safety and wants to provide real, tangible benefits to road users and create spaces that are not only safe in operation, but also desirable for occupants.

Alastair regularly acts as a Team Leader on the preparation of Road Safety Audit Reports for clients in both the public and private sectors. He is fully capable of completing detailed analysis in the field of Accident Investigation and Prevention. He has completed the RoSPA Road Safety and Accident Investigation and Prevention Course run by TMS and has maintained his CPD in this field. He is a member of the Chartered Institution of Highways and Transportation (MCIHT), a member of the Institution of Civil Engineers (MICE) and of the Society of Road Safety Auditors (MSoRSA). Summary of ExperienceBen is a Transport Planner based in the London office. He provides project support in the form of junction modelling, trip generation and distribution analysis, site reconnaissance work and report writing. He has a Bachelor of Engineering (Hons) in Civil Engineering from Dublin Institute of Technology and a Master of Science in Transport Planning and Management at the University of Westminster.

Ben has recently joined the Road Safety team. He has completed the Road Safety Engineering Accident Investigation and Prevention (10 day course) run by TMS. He is currently acting as an Observer, progressing to a Team Member in the coming months.

Ben is responsible for project management and advising clients in regard to highways, traffic, transportation and road safety matters relating to various land use development proposals, highway schemes and safety studies. This encompasses the following:
