1. Introduction 1.1. This report results from a Stage 3 Road Safety Audit carried out on the new A222 Croydon Road /

A214 Elmer’s End Road signalised junction and access to the public transport interchange.

1.2. The Audit Team Membership was as follows:

Gillian Blaney - (Audit Team Member)

1.3. Ken Bradford attended the daylight hour’s site visit on behalf of the overseeing organisation London Borough of Bromley. In addition Catherine Linney also attended the daylight hour’s site visit on behalf of the Metropolitan Police.

1.4. Members of this Audit Team act fully independently from the Design Team and have no other connections with the scheme.

1.5. The daylight and night time site visit took place on site on the 7th June 2011. The Audit also comprised an examination of the following drawings provided by the design team:

1.6. During the daylight hours visit with the weather was sunny and dry and again dry for the night time site visit.

1.7. The terms of reference of the Audit are as described in HD 19/03. The Audit Team has examined and reported only on the road safety implications of the scheme as presented and has not examined or verified the compliance of the design to any other criteria.

1.8. All problems and recommendations are referenced to the design and the locations have been indicated on the plan supplied with the brief and attached at Appendix A of this report.

1.9. The Design Team should, in addition to providing the requested information, prepare a response to each problem highlighted in this report.

2. General

Problem (Not Location Specific)

Description: 2.1. It was observed on site that there are a number of statutory undertakers apparatus located within

the carriageway and anti-skid surfacing on the approaches to the signals and on bends where road users will be braking on bends. The Statutory boxes are provided with cast iron covers which will have a reduced level of skid resistance (Polished stone value) than the surrounding carriageway. It is considered that during times of hard braking or cornering, the changes in skid resistance between the carriageway and the stat box covers may leave in particular powered two wheeled vehicles vulnerable to skidding and loss of control type collisions. In addition a number of stat boxes have sunk or the carriageway has broken away from the edges which may represent a further hazard for two wheeled vehicles. The series of photos below provide examples of the above description.

Recommendation:

2.2. Ideally the stat boxes would benefit from being relocated out of the carriageway on the approach to the signals. However, if this is not possible the covers should be replaced with an anti skid cover for example ‘Grip Top Covers’. The provision of such covers would provide a more consistent carriageway surface for two wheel vehicles and reduce the likely hood of loss of control type collisions. In addition any sunken stat box covers should be repaired and the carriageway made good around any which are breaking up.
