1. INTRODUCTION
1.1 This report details the results of a Stage 1 / 2 Road Safety Audit undertaken in
January 2018 on proposed cycling improvements (forming part of the Central
London Cycle Grid) to Baylis Road and Waterloo Road, in the London Borough
of Lambeth.
1.2 The Road Safety Audit Team consists of:

1.5 The report has been prepared in response to a brief provided by the Client
organisation in November 2017.
1.6 The Audit took place at the Slough office of Project Centre in January 2018
and comprised of an examination of the drawings and documents as listed in
Appendix A of this report. The Audit Team visited the site on Thursday 5th
January between 11:30am – 12:30pm. The weather was cold and clear.
1.7 The terms of reference of the Road Safety Audit are generally as described in
HD 19/15. The Road Safety Audit Team has examined and reported only on
the road safety implications of the scheme as presented and has not
examined or verified the compliance of the designs to any other criteria.
1.8 Personal Injury Collision Data was obtained from Transport for London. A
review of the data indicated that there has been 21 personal injury collisions
recorded at this location in the last 5 years which resulted in one fatal, four
serious and 16 slight injuries.
1.9 No details of any departures from standards have been provided.
1.10 All comments and recommendations are referenced to the design drawings
and A3 location plans in Appendix B of this report.

3. STAGE 1/2 ROAD SAFETY AUDIT
3.1 GENERAL
3.1.1 No issues identified at this stage.
3.2 LOCAL ALIGNMENT
3.2.1 PROBLEM:
Location: Various approaches into the junction of Baylis Road and Waterloo
Road
Summary: Risk of side-swipe or shunt type collisions due to inadequate lane
widths on approach to the junction.
Detail: Lane widths of between 3.0m and 3.18m have been proposed on some
of the approaches to the junction. The Audit Team is concerned that this is
below the minimum 3.25m recommended by Transport for London for a bus
route. The high frequency bus movements through the junction increases the
likelihood of side-swipe or shunt type collisions.
Recommendation: Revisit the design to ensure lane widths are adequate on all
approaches to the junction.
3.3 JUNCTIONS
3.3.1 No issues identified at this stage.
3.4 NON MOTORISED USERS
3.4.1 PROBLEM:
Location: Baylis Road
Summary: Risk of collisions due to road users ‘seeing through’ a red signal at the
vehicle stopline and only noticing a green signal at the reservoir stopline.
Detail: The Audit Team is concerned the distance between the vehicle stopline
and the reservoir stopline is not sufficient enough, which could result in road
users ‘seeing through’ a red signal at the vehicle stopline , and only noticing a
green signal at the reservoir stopline.
Recommendation: Ensure the two stoplines are separated to the recommended
minimum distance and signals are clearly associated with each stopline.
3.5 ROAD SIGNS, CARRIAGEWAY MARKING AND LIGHTING
3.5.1 No issues identified at this stage.

4. ISSUES OUTSIDE THE TERMS OF REFERENCE
4.1 Any issues that the Audit Team wish to bring to the attention of the Client
Officer which are not covered by the road safety implications of this audit
have been included in the following section. These issues could include
maintenance items, operational issues or poor existing provision. It should be
understood however, that in raising these issues, the Audit Team do not
warrant that a full review of the existing highway environment has been
undertaken beyond the scope of the Audit.
4.2 No issues were noted.

5. AUDIT TEAM STATEMENT
The Audit has been carried out with the sole purpose of identifying any features
of the design that could be removed or modified in order to improve the safety
of the scheme. The problems identified have been noted in this report together
with suggestions for safety improvements, which we recommend should be
studied for implementation.
No member of the Road Safety Audit Team has been involved with the design of
the measures
