Revision of ISCO-88

The perspective of Eurostat

ISCO 88, ISCO 2008 and the Development of the ESeC, BUDAPEST 9 DECEMBER 2005

Topics

• General objectives of the revision– General aim of Eurostat– Include new jobs– Increase the reliability of the classification

• Peek at the EU-LFS data– ISCO and skill levels

ISCO 88, ISCO 2008 and the Development of the ESeC, BUDAPEST 9 DECEMBER 2005

General objectives of the revision

• Aim of Eurostat– Revised ISCO should supplant ISCO-88

(COM)– Major differences of the two systems:

• Operational guidelines for classification of managers

– Size of enterprise vs number of managers

• Jobs in public administration – 1110 and 1120 merged, 2470

• Jobs in the agriculture– Simplification

ISCO 88, ISCO 2008 and the Development of the ESeC, BUDAPEST 9 DECEMBER 2005

General objectives of the revision

• The revised ISCO should reflect developments in the occupational structure since 1988

• Expanding occupations– Information, communication and

technology

• Declining occupations– Industrial sector– Agriculture

ISCO 88, ISCO 2008 and the Development of the ESeC, BUDAPEST 9 DECEMBER 2005

General objectives of the revision

• Increased operational reliability– Clearer guidelines– New titles– Closer correspondence of the classification

dimensions (skill levels, specialisation) to reality

ISCO 88, ISCO 2008 and the Development of the ESeC, BUDAPEST 9 DECEMBER 2005

Peek at the data

• Comparison of ISCED97 and ISCO-88 (COM) using the EU-LFS (EU-25) in spring 2004.

• Sometimes used to find mismatch between skills and occupation

• Can also be used the other way around,

• Test the validity of the ISCO-88 classification

ISCO 88, ISCO 2008 and the Development of the ESeC, BUDAPEST 9 DECEMBER 2005

Conclusions (Eurostat’s wish-list?)

• Need to make adjustments to the ISCO-88 in order to adapt to changes in the occupational structure.

• Need to make corrections to the structure and definitions and descriptions in order to improve the validity and the reliability

• Major overhaul is neither desirable nor feasible

• Revised ISCO that could also serve unchanged for EU statistics

Thank you
