VOL. 51 NO. 2 SERVING 2000 ENGINEERS & LAND SURVEYORS APRIL, 2015 RESULTS OF THE 2015 HAWAII MATHCOUNTS 32nd STATE COMPETITION U.S. Army Corps of Engineer volunteers The Hawaii Society of Professional Engineers (HSPE) announced the Hawaii State Team going to the 2015 Raytheon MATHCOUNTS National Competition at the Sheraton Boston Hotel, Boston, MA, to be held May 7-10, 2015. They are Kent Kiyama, Kenso Kume, and Haeri Kim all of Washington Middle School, and Steven Doan of Seabury Hall School. They are listed in order of placement in the determining Countdown Round competition. The team coach is Sung Park of Washington. The Hawaii State Team was determined Saturday, March 7, 2015, at the Hawaii State MATHCOUNTS Competition held and hosted by Kamehameha Schools. The top state teams competing included from Oahu, Washington Middle School, Punahou School, Mililani Middle School, Kawananakoa Middle School, Iolani School, and Highlands Intermediate; from Maui, Seabury Hall School; and from Hawaii Island, Waiakea Intermediate School. The Oahu school/team are listed in order of placement at the February 7, 2015 Oahu Chapter Competition. There were an additional six mathletes competing individually due to their high scores at the chapter competitions. As a result of their total scores from the Sprint and Target Rounds, the top ten Mathletes mov- ing on to the Countdown Round included in the following order first Kenso Kume, Kent Kiyama, Steven Doan, Ryan Park of Punahou, Haeri Kim, David Shiraki of Seabury, Jacinda Chen of Kawananakoa, Kenny Thai of Washington, Seobeen Chang of Washington, and tenth Akshay Chekuri of Punahou. For the Team honors, first place went to Washington Middle School, followed in order by Seabury Hall, Punahou, Highlands, Mililani Middle, Waiakea, Iolani and Kawananakoa. Washington Middle School again has the honor of proudly displaying the Hawaii State First Place Perpetual Trophy at their school, until the 2016 competition. The Hawaii Team will be competing against teams from the 50 states, U.S. territories, State Department schools and Department of Defense schools. Up to 224 final Mathletes will be competing for the top honors. Once again, MATHCOUNTS will present the 2015 Raytheon MATHCOUNTS National Competition live via webcast on www.mathcounts.org. On Friday, May 8, 2015 starting at 9:00 AM Hawaii time, you’ll have the opportunity to watch the nation’s top middle school Mathletes in action. During the awards ceremony, recognitions were made to Hawaiian Electric Company for their generous sponsorship of Hawaii MATH- COUNTS, the Hawaii Society of Professional Engineers Education Foundation, the Hawaii MATH- COUNTS Committee, and volunteers from Hawaiian Electric Company and the U.S. Army Corps of Engineers. The Hawaii MATH- COUNTS Coordinator is Barry Nakamoto of HSPE and Hawaiian Electric Company. He is assisted by Nathan Yuen. The competi- tion moderator and event master of ceremonies was Lou Muzzarini, retired U.S. Army Corps of Engineer. The Hawaii Society of Professional Engineers(HSPE) announced the Hawaii State Teamgoing to the 2015 Raytheon MATHCOUNTSNational Competition at the Sheraton BostonHotel, Boston, MA, to be held May 7-10, 2015.They are Kent Kiyama, Kenso Kume, and HaeriKim all of Washington Middle School, andSteven Doan of Seabury Hall School. CMAA Hawaii News:2015 is continuing to be a very busy year for

our chapter at CMAA Hawaii. At our JanuaryLuncheon, Sandy Hamby, AIA, CCM –President of MOCA Systems and a member ofthe CMAA National Board of Directors gave apresentation on the increasing recognition onthe part of owners of using CertifiedConstruction Managers on Capital improve-ment projects. Mr. Robert Kroning; the Directorof the Department of Design and Constructionfor the City and County of Honolulu, followedthis with his own presentation outlining theCity’s upcoming Capital Improvement plan.

In March, Tony Macias of AECOM, aConstruction Manager for HDOT’s AirportDivision gave a presentation on 3 status ofupcoming and ongoing projects at theHonolulu Airport and the New Day WorkProgram.

CMAA Community Service Event- In May of2015, CMAA Hawaii will continue its work inpartnership with the Hawaii Judiciary, continu-ing the transformation of the Honolulu boy’shome into Hale Hilina’i- a place of hope andsafety for Oahu’s at risk youth. This is a veryrewarding project that we are fortunate to havethe opportunity to be involved with. If youwould be interested in joining us (all are wel-come), please let us know.

On Monday, March 2, 2015, ASCE YMFHawaii hosted their Fourth Annual BBQ Socialat Kamamalu Park against CommunityPlanning & Engineering (CPE). Over 45 peoplewere in attendance, playing and cheering onboth teams. Pushing through a friendly rivalry,the ASCE YMF Team prevailed for the win.Afterwards everyone gathered for the polishdogs, fresh veggies, chips, dip, and greatcompany! Thanks for all who came out.

On January 25, 2014, ten YMF membersenjoyed a practice session at Newtown DrivingRange. Newtown Driving Range is centrallylocated in Aiea, with the range itself extendingover 300 yards allowing golfers of all levels towhack it with no fear. YMF members of all skilllevels were present and everyone helped eachother out with tips to improve their game.Appetizers were enjoyed at the driving rangerestaurant. Overall, everyone had a great timepracticing their golf game, socializing and net-working with other engineers, and spendingthe beautiful afternoon outdoors.

Section MeetingOn Wednesday, February 18, 2015, the ITE

Hawaii Section lunch meeting was held at theFasi Municipal Building, Honolulu.

President Pete Pascua opened the meetingwith everyone introducing themselves. Heannounced that the District meeting will be inLas Vegas this year, and that the deadline forthe call for abstracts is coming up soon.

Western District Secretary-Treasurer CathyLeong made the announcement that WesternDistrict Elections are coming up, and that sheis running unopposed for President.

Vice President Natasha Soriano thankedDanny Smoot with Phoenix Pacific, Inc. forhelping to coordinate the featured speaker,and introduced speaker Nathan Welch, visitingfrom California. He is the Director of Sales forMcCain, Inc., who actively participates in stan-dard committees such as NEMA 3YS,Sustainable Traffic Signals Development, andITE standards working group for the ATC.

Nathan gave a PowerPoint presentationIntroducing the ATC Cabinet Series. He spokeabout how the ATC Cabinet Series has a mod-ern design for Safety, Efficiency, andEnvironmental awareness. Its high-densitycomponents optimize cabinet space, providingthe same equipment in ½ the space, capableof managing multiple and complex intersectionwith 32-channel outputs. The ATC CabinetSeries are fully LED compatible, supporting theuse of ultra low power LEDs. Nathan talkedabout there are now 2 watt LED’s and are push-ing vendors to go to 1 watt, looking towards theopportunity to make traffic signals solar pow-ered and off grid. Looking to the future, thesesmaller eco-friendly devices are providingmore data providing for the possibility of con-nected vehicles with HUD’s in windshield, traf-fic signal red/yellow/green in vehicles, or nointersections at all.

The 2015 Legislative Session has startedand I wanted to bring you up to speed on whatACECH is doing.

The ACECH Legislative Committee com-prised of Ms. Janice Marsters, Mr. LesterFukuda, Ms. Sandie Wong, Ms. Sheryl Nojima,Mr. Robin Lim and myself have been workinghard at the State Legislature on behalf of themember firms. Although we took a break fromintroducing our own bill this year, there hasbeen a lot of activity on a number of procure-ment and other regulatory bills. In the past twomonths, we have spent substantial time andeffort on the following bills:

A bill that would require a tax clearancebefore renewing your PE license. We arguedthat there should be ways, other than holdingup individual professional licenses, to check onbusiness tax compliance. We managed tohave this bill deferred after the first hearing.

A bill eroding the QBS law (HRS §103D-304).Changes proposed by the State’s ChiefProcurement Officer (CPO) would negate QBS.We are still working with the CPO to revise thebill to address the State’s concerns, while leav-ing the QBS process intact. We are also coor-dinating with the CPO on several other pro-curement bills that would impact our industry.

A bill that would require drilling services tobe removed from the geotechnical or environ-mental scope and separately bid as construc-tion services. We managed to have this billdeferred before hearing.

The Montgomery Design Competition isplanned for May 1, 2015 on the University ofHawaii at Manoa (UHM) campus. The competi-tion runs from 12 noon to about 5:00 PM. Thisannual event co-sponsored by the UHMDepartment of Mechanical Engineering andASME-Hawaii Section is seeking judging volun-teers from the engineering community. Thesevolunteers will judge ME482 Senior Designcourse projects for the monetary awards. In thepast, projects included Baja-type race cars,small airplanes, solar-powered apparatus,healthcare equipment, and more.
