School Start Times Surveys for Parents, Staff, and Students
New Paltz Central School District
November 29 – December 15, 2016

Project Overview
This school year, New Paltz Central School District opened a discussion with parents, students, and staff members to determine whether changes should be made to school day start and end times. Potential changes include starting the elementary school day earlier and starting the middle and high school days later.
Surveys were administered to parents, students, and staff members to gather feedback about the potential schedule changes. Results will be used to inform future decisions on school start and end times.
K12 Insight partnered with Superintendent Maria Rice to develop the School Start Times Survey. Focus groups were conducted with parents, staff members, and students to develop the content of the surveys, which addressed the following topics:
• Change in elementary school start time• Change in middle school start time• Change in high school start time

Details of the Study
Email invitations with unique survey links were sent to parents and staff members. Paper surveys were available on request. Students accessed the survey through a unique ID.
The survey was open from Nov. 29 to Dec. 15, 2016.
Reminders were sent Dec. 5, 9, and 14 for parents; Dec. 6, 12, and 14 for staff.
The survey was translated into Spanish for parents.
This report summarizes survey results and breaks them down by parents, staff members, and students.
Results do not reflect random sampling; therefore, they should not be generalized to all New Paltz Central School District parents, staff members, and students. Rather, results reflect only the perceptions and opinions of survey participants.
Findings for each item in the report exclude participants who did not answer. In charts and graphs, data labels less than 5 percent are not shown. Percentages may not total 100 due to rounding.

What We Heard — Results from the Focus Groups
• Parents, staff members, and students describe their current routine before and after school as stressful and chaotic. Dinner and bed time often occur later as a result of after-school activities.
• Students shared that their commitments after school make it difficult for them to have adequate time to complete their homework without going to bed later at night.
• There were mixed opinions among parents and staff members about whether or not the school times should change. High school students supported a later school start time, but some expressed concern about the impact a change in school times would have ontheir ability to care for younger siblings.
• Parents, staff members, and students expressed concerns that later middle school and high school start times would result in later end times. Later end times would have a negative impact on students’ abilities to engage in both school-sponsored and independent activities after school.
• The benefits to students listed for later middle and high school start times were decreased stress, increased wakefulness andattentiveness during first period, and time to eat breakfast before school.
• Several parents and staff members expressed concerns about both how early buses pick up students in the morning and the length of bus rides.

Key Insights
• Students’ health and sleep and students’ academic performance received the highest and second highest weighted scores from parents, staff members, and students as the most important factors to consider when reviewing the school schedule. Timing of after-school activities had the third highest weighted score at the middle and high school levels and the sixth highest score at the elementary level.
• The current start times were selected with the most frequency when parents, staff members, and students were asked to select theideal start times for elementary, middle, and high schools. The exception was Duzine Elementary School staff, who selected 9:15 a.m. as the ideal start time with greater frequency than the current start time of 9:25 a.m.
• At least 38% of participating parents, staff members, and students indicated a change in school end times would have a negative impact on students’ after-school activities.
• 49% of participating parents indicated that a change in school start and end times would have a positive impact on students’ general health and well-being, whereas 50% indicated the change would have a negative impact on students’ ability to spend time with family.
• 71% of high school students agreed or strongly agreed that a later school start time would have a positive impact on their sleep.
