Preface to the 2015 Report
Dear Reader,
During recent years you have been used to ECTA’s Annual & RC Report of the previous year being issued in
the summer of the next year. The information that is normally presented to you in the report includes the
data that is consolidated by ECTA based on the cumulative KPI reports of all members that participate in our
Responsible Care program.
As you are probably aware of, in July 2016 our Managing Director / Responsible Care Coordinator Marc
Twisk passed away. His death was suddenly and completely unexpected to all of us. Of course the personal
aspects are most important and our expressions of sorrow and respect were communicated to Marc’s
closest family.
The situation regarding the progress of data consolidation was such that Marc Twisk had prepared most
information that you now find back in the report. Much of the same information was shown by the ECTA
presentations shown at the SQAS General Assembly at Cefic on the 2nd of June 2016 and during ECTA’s
Responsible Care Workshop on the 22nd of September 2016.
Integrating all the charts, data and text and updating the overall information that makes up the report
inevitably took longer than you normally would expect. We apologize for this delay.

ECTA Mission Statement
ECTA‘s mission is to improve the standards of efficiency, safety and security as well as the environmental and
social impacts of transport logistics, tank cleaning and the warehousing of chemical goods in Europe.
To that effect:
ECTA develops Best Practices in the transport logistics, tank cleaning and warehousing activities of
chemical goods in Europe. This objective is reached via :
Joint studies in co-operation between its members, other associations having related interests,
authorities and institutions within Europe at a regional, national, European or international level,
and the chemical industry.
The ECTA Responsible Care Program for the European chemical land transport sector, tank cleaning
and warehousing. ECTA was the first association to launch a European wide Responsible Care
program in the logistics and associated sectors field, bringing the principles of Responsible Care
applied by the Chemical Industry out of the factory gate into the European supply chain and
logistics operations.
ECTA provides the Chemical Transport Industry with an authoritative voice at European level. Within
that scope
It ensures that the Industry's views are effectively communicated to key audiences, authorities
and institutions within Europe at regional, national, international and European level. ECTA co-
operates and participates in the dialogue between logistics service providers, the Chemical
Industry, the authorities and the institutions to pro-actively improve the health, safety, security
and the environmental performance of chemical goods transport, tank cleaning and warehousing
operations in Europe.
ECTA exchanges information on its activities with its members and stakeholders in the chemical
industry in an open and transparent manner.
ECTA respects the EU competition rules in all its activities, and promotes such respect of competition
rules amongst its members.
ECTA since becoming a standalone association with a strategy of increasing the membership to
a) raise the profile of ECTA within the European logistics arena but also to
b) become a larger voice within the transport logistics field.

ECTA Responsible Care Mission Statement
One of ECTA’s objectives is reached via the application of Responsible Care throughout the membership and
the gathering and monitoring of energy, activity and emission data.
Joint studies in co-operation with other bodies have developed a protocol/formula for measuring of all
modes CO2 factors.

The structure of ECTA has been developed to reflect greater demands from both internal and external
stakeholders.

Objectives and specificities
The ECTA RC Scheme is based on the RC ethics and fundamental features that are put forward under the
guidance of the International Council of Chemical Associations (ICCA). The ECTA RC scheme has been
established under the RC Agreement that ECTA signed with the European Chemical Council (Cefic). This
contract represented a new approach, as for the first time Cefic allowed RC to be managed directly by a
European Association in the whole European territory, instead of the traditional method that national
chemical industry associations manage RC in their respective territory. ECTA members indeed operate cross-
border transport services all over Europe and the ECTA RC Scheme integrates this specificity. Meanwhile it
does not only address the transportation activities of ECTA members but can also be applied to cleaning and
warehousing activities of the RC members. The launch of the ECTA RC Scheme can be downloaded from the

RC Organization at ECTA level 1. The Board is the RC decision organ within ECTA.
2. An ECTA Technical & Responsible Care Committee, comprising of leading ECTA experts in health, safety
and environment (HSE) management was set up to provide input and advice to the ECTA Board on
the more specific and technical HSSE issues of the ECTA RC scheme. The ECTA Technical & Responsible
Care Committee met twice during 2015. The ECTA Technical & Responsible Care Committee is chaired
by the ECTA Responsible Care Coordinator.
3. Furthermore, the ECTA Technical & Responsible Care Committee has revised the RC questions within
the SQAS questionnaire (issue 2015). This was due to the necessity to improve the RC performance
of the RC members but also due to the revision of the questionnaire. Some questions in relation to
Corporate Social Responsibility were included in the RC package.
The improvement plans when received along with the KPI forms are “reviewed” by the Technical & Responsible
Care committee to give an overview of where members see their improvements taking place. ECTA are then
able to collate the CO2 emissions factor for inclusion in the final RC report which is made available to internal
and external stakeholders.
RC 2015 It should be noted that ECTA do not consider the measurement of CO2 emissions to be the sole area of
Responsible Care. ECTA have over the past years developed a set of KPI’s that measure < 20 KPI’s related to
not only CO2, but also HSSE measurement. See below a set of graphs detailing the main areas of HSSE
measurement.
2015 KPI returns from RC members show an ongoing improvement although a continuing support from the
RC coordinator to receive the exact data on time is proven necessary.
The ECTA Improvement Plan was updated for 2015 and an ECTA Improvement Plan compiled for 2015, has
been sent to all RC members. See below:

RC PLAN 2016
1. Continue to look at ways of increasing RC membership with a focus on Transport, Tank Cleaning and
Warehousing. Ensure strong and continued consolidation of the RC Programme for the European
chemical transport logistics and associated sectors.
2. Summary of items for the ECTA RC Plan 2016 which is a continuation of the 2015 plan and will include :-
Continuing efforts to improve HSSE performance and now to include CSR, by collection, analysis
and reporting of ECTA members consolidated RC KPI data for 2015. Monitor usage of agreed
mode emission factors for KPI compilation;
Develop and finalise measurement factors for EN 16258 as soon as an agreement was reached
amongst the GLEC members to a mutual calculation method
Focus on Near Misses, Lost Time Accidents and Personal Injuries in ECTA/Company R C Plans
Prepare consolidated proposals on KPI improvements to internal and external stakeholders,
including the further application of additional KPI’s for overall CO2 factors.
ECTA to hold a RC seminar during 2016 to promote RC; ECTA RC members and Chemical company
representatives will actively participate as presenters in this seminar, provisional points being:
Roll out of new ECTA-CEFIC Guidelines
Chemical industry input and requirements
3. Inform RC members of SQAS assessment questionnaires (2015) based on RC and RC Improvement
dedicated questions as detailed in the SQAS overlay matrix. This should also include the controls
exercised on Sub Contractors by ECTA members.
4. Promote ED (chemical Expert Driver) to each stakeholder in the chemical supply chain to increase the
involvement of each to a safer way of working.
5. Promote the reporting of near-misses to each ECTA member to achieve a larger awareness of the potential
dangers at (un)loading sites and to obtain some clear data on the issue.
6. Maintain working relationship of CEFIC/ECTA working groups including the reviewing of SQAS
assessment documentation when applicable.
7. Develop ECTA working groups as suggested to and agreed by the Board looking at all aspects of creating
a safer supply chain.

Incidents In Transit, at Loading Points and at Unloading Points
The statistics below show the following 2 items of particular interest:
2014 saw an increase compared to 2013. The decrease in the 2015 total brings us
almost back to the 2013 level. The totals are in absolute figures and do not reflect
the steadily increasing tonnage the RC members carried.
Lost time injuries in transit, at loading and unloading points remain a very
worrying matter. The Technical & Responsible Care Committee will certainly
increase their efforts during the coming years to create better safety awareness,
We shall also support further actions of our customers to improve the safety
performance at loading and unloading sites.

ECTA actively pursued:
Increased membership of both sectors to gain consensus across Europe. Promoted the wider acceptance of Responsible Care as a “Tool for overall improvement and Carbon
Footprint monitoring”. Modal shift in conjunction with the Chemical industry. Better use of available technology for equipment usage monitoring. Input into Sustainability and Logistics working groups.
Use of SQAS to measure RC compliance
Input into SQAS revisions for Transport, Tank Cleaning and Warehousing.
Involvement into introducing Corporate Social Responsibility (CSR) into SQAS revisions.
KPI forms received detailing RC commitment and CO2 figures.
Now able to report to internal/external stakeholders with meaningful statistics
SQAS 2015 and Corporate Social Responsibility
The UN Global Compact asks companies to embrace, support and enact a set of core values in the areas of
human rights, labor standards, the environment and anti-corruption.
ECTA and Cefic believe that the best way to show such commitment for the chemical transport companies
was to incorporate the CSR principles in the SQAS questionnaires.
During 2014 and 2015 several of our members (especially the members of the Technical & Responsible Care
Committee) have contributed to the revision of the SQAS which was released early 2015. ECTA members’
representatives continue to be members of Cefic’s Technical & Accreditation committee, thus showing our
willingness to share our knowledge and experience in that gremium as well.

REPORT OF THE BOARD OF DIRECTORS In 2015 the transport sector has again shown by its ongoing initiatives to overcome the economic situation.
In an ever changing world ECTA remains committed to provide the best efforts in support of all its members.
We are always looking as an association for opportunities that may benefit our industry, in areas of both
efficiency, health, safety and environmental care.
Challenges are still there for our industry:
Continued difficulties in creating a level playing field.
Continued shortages of experienced Drivers.
Increasing Health & Safety risks for our drivers and indeed our members regarding the difficult
situation created by the heavy refugee flows across Europe.
No clear coordinated approach from the authorities to enhance integrated supply chains.
Once again, the impact of the downturn has not detracted completely from the continuing efforts of ECTA to
promote all aspects of ECTA activities as well as ECTA membership and the Responsible Care scheme.

ECTA continues as an official partner to the Healthy Workplaces campaign on Risk Assessment organized by
the European Agency for Safety and Health at Work (EU-OSHA). The campaign aims at reducing work-related
accidents and illness, by promoting risk assessment as the first step to a sustainable prevention culture. ECTA
have contributed by sending both the completed guideline documents to EU-OSHA for publishing on their
web site.
The ECTA member companies that have committed to the RC scheme are of diverse nature, some are
European transport companies of very large size whilst others are family owned SME’s, some transport
dangerous goods and others never transport any dangerous/hazardous products.
The ECTA Technical & Responsible Care committee meetings during the year were held to promote the ethos
and implementation of the 2015 ECTA RC Plan.
The ECTA RC Plan 2015 was progressed during the year and the RC plan for 2015 has been developed and issued
to all members. All the important steps to implement the ECTA RC scheme, as reported above under the
heading ECTA RC Committee, have been addressed.
It is anticipated that greater focus will be placed on this area during 2016, with a Workshop on RC being run
by ECTA but with full involvement and participation of members. This is possible now that an ECTA
organizational structure is in place.
COMMUNICATION ACTIVITIES

In 2015 the website did not undergo any major changes. It needs to be further developed in 2016 and 2017
to become more user friendly for our members, particularly regarding the tools and documents the Technical
& Responsible Care committee has developed for Responsible Care implementation.

ECTA FINANCIALS
The ECTA President presented the accounts for 2015 at 31 December 2015 showing a balance of income
over expenditure for the year 2015 of +/- €63 K.
Total assets now standing at +/- € 149K this being a further consolidation of ECTA’s position. See Auditor’s
report on the next page.
The accounts as presented were accepted by the attendees. The budget for 2016 projects a positive figure
that is attainable, coupled with additional members in both areas e.g. Ordinary and RC members.
More detailed figures can be asked on simple request at the ECTA secretariat.
