WELCOME / CONFERENCE THEME

Dear Participants, Welcome to the International Annual Conference of TRIALOG 2018: Resilient Urban Development versus the Right to the City? Actors, Risks and Conflicts in the Light of International Agreements (SDG and NUA) – What can the academia contribute? We are delighted to host so many of you who have been engaged in resilient urban development around the world. Albeit both Sustainable Development Goals (SDG) and New Urban Agenda (NUA) will shape future urban development and thus influence the international research and planning education, little is known so far on the operationalisation and unintended outcomes. Therefore, the conference will create a unique opportunity for you as researchers or practitioners to discuss risks and positive elements of both agendas; hence to define potential research topics. The comprehensive critical review of the agreements based on concepts of Good Governance, the goal of Resilient Urban Development and claims for the Right to the City will provide a solid theoretical ground. We are grateful to DFG (die Deutsche Forschungsgemeinschaft) to avail us this chance to present four high level keynotes and 32 abstracts that we selected worldwide. However, we thank you all, the participants as discussants, for your enthusiasm and active engagement in making 2018 TRIALOG Conference in this scale and quality as a truly exciting and influential event. The two-day conference is structured with two main foci: Day I targets at the goals and interventions to achieve resilient urban planning; and Day II focuses on goals and programmes of SDG and NUA. Overall, with all of you, we expect lively multidisciplinary discussions to explore how these international agreements can be put into practice, what unintended consequences the implementation can have and which contradictions do exist. Both conference days start with keynotes on resilient urban planning, the right to the city and insightful reflections of SDG and NUA. The best abstracts will be selected for publication in a special issue of Trialog Journal. We hope that you will enjoy sharing your rich knowledge and experience and thereby join our commitment to reinvigorating the discussions on resilient urban development. Department of International Planning Studies (IPS)

TU Dortmund University holds the largest school of spatial planning in Europe. The department of International Planning Studies deals with urban planning processes in rapidly urbanising areas, especially in the Global South. Topics are urban planning and urban design, planning legislation and land law. These urbanisation and transformation processes are discussed in relation to planning theory and history of planning. The department with its international focus is covering both planning cities and regions in an integrating manner. It offers courses in the bachelor- and master programs at the faculty of spatial planning especially in modules with international focus and provides inputs in the master study program SPRING. TRIALOG - A Journal for Planning and Building in a Global Context A journal for professionals in the fields of architecture, urban and regional planning, geography, sociology, anthropology, and economics. Dedicated to global issues and development cooperation, TRIALOG assists the assessment of research relevance as well as the exchange of professional experiences in the fields of planning and building, with a focus on Asia, Africa, and Latin America. It aims for the open, independent and interdisciplinary discussion and documentation of trend-setting and alternative approaches. TRIALOG has published field and assessment reports, research work, theoretical essays, conference reports, and reviews of relevant books and magazines continuously since 1987. LIPSINDAR is a network project of three BMBF financed projects: GOPLAREA (TU Dortmund University), ECOSOLA (Carl von Ossietzky University Oldenburg), AFRICITY (University of Erlangen-Nuremberg). The project deals with development and implementation of research based strategy for the governance and planning of resilient cities in East Africa. This will be carried out through the approaches of the networked projects from different disciplines and thematic perspectives on risk, resilience, sustainable lifestyle and food security, process of governance, planning and inclusion as well as green infrastructure and adaptability of societies.

INTRODUCTION OF KEYNOTE SPEAKERS Day I Prof. Dr. Mario de Los Reyes School of Urban and Regional Planning, University of the Philippines Keynotes: Mainstreaming Resilience into Local Development Planning Towards Sustainable Urban Communities Prof. Reyes is specialised on environmental planning and policy analysis, urban resilient planning, climate change and disaster risk management. He is a member of the Advisory Board for the United Nations Human Settlements Programme (UN HABITAT) Philippines and is also the Regional Node Coordinator for Southeast Asia and the Pacific of the United Nations’ Public-Private Partnership for the Urban Environment - Collaborative Learning Course in Johannesburg, South Africa.

Prof. Dr. Susan Parnell, University of Cape Town, South Africa Keynotes: Planning – the crunch-point for implementing conflicting utopian urban visions of rights and resilience Prof. Parnell is specialised on contemporary urban policy research (local government, poverty reduction and urban environmental justice). Her research has involved liaising with local and national government and international donors. Prof. Parnell is also on the boards of several local NGOs concerned with poverty alleviation, sustainability and gender equity in post-apartheid South Africa. She serves on a number of national and international advisory research panels relating to urban reconstruction.

Day II Prof. Dr. Marie Huchzermeyer, University of the Witwatersrand, South Africa Keynotes: Rights or commodities; process or product: the normative base of the New Urban Agenda Prof. Huchzermeyer's current research interests are in informal settlement policy on post-illennial drive globally to eradicate informal settlements; persistent misunderstanding and miscommunication on informal settlement upgrading; private tenement investment as a poorly recognised form of affordable housing supply and theoretically how Henri Lefebvre’s work addresses these challenges in context of growing urban inequality and what this means for underpinnings of urban planning and rights.

Prof. Dr. Wilbard Kombe, Ardhi University, Tanzania Keynotes: The Agenda and Aspirations of the SDGs and NUA: Are African Cities Set to Deliver? Prof. Kombe‘s research focuses on land management, governance of informal urbanization; governance of water and sanitation in peri-urban areas; measuring service delivery versus the Millennium Development Goals (MDGs) and Environmental Planning and Management. Prof. Kombe has worked with cities in Tanzania to promote good governance and accumulated extensive international experience consulting with UN-Habitat, World Bank.

GUIDELINES FOR PARTICIPANTS The conference takes place in Campus Süd of TU Dortmund. If you arrive at the bus station Eichlinghofen’, you may take the H-Bahn (hanging train) directly to Campus Süd. If you arrive with Bus 440, you may walk directly to the conference venue Rudolf-Chaudoire-Pavillion.

Plan of conference venue As shown in this plan, the main conference venue is in Campus Süd, Rudolf-Chaudoire-Pavillon (building 41). GBI Room 301 (building 32) will also accommodate Parallel Sessions on both days. You can take lunch at Architeria (building 38) at a reasonable price.

Public transport and plans – Dortmund and surroundings

On this Website http://www.deutschebahn.com/en/start/ you can check the connection (Just enter Airport, Dortmund or Düsseldorf Airport to Campus Süd, Dortmund). Otherwise you can download the „DB Navigator“ application for your smartphone. Purchase your ticket from the Airport to Campus Süd, Dortmund or Dortmund Universität. If you arrive from Düsseldorf Airport to Dortmund you have to select price level D (in German: Preisstufe D valid for 180 min; 15,30€) and if you arrive from Dortmund Airport you have to select price level A valid for 90 min (in German: Preisstufe A; 2,80€). This ticket is valid for all trains and busses between Düsseldorf/Dortmund Airport and TU Dortmund University or your hotel in Dortmund, except for the trains EC, IC and ICE. For further information on the public transport system visit https://www.vrr.de/en/index.html From Düsseldorf Airport to Dortmund Hauptbahnhof (main station) 1.When you arrive at Düsseldorf Airport take the Skytrain to “Düsseldorf Flughafen” railway station 2.You can reach Dortmund Hauptbahnhof (main station) by regional trains (RE 1,6,11) ("Regional Express") towards "Paderborn Hbf", "Minden (Westf)" or "Hamm (Westf)" (!!Don ́t take IC or ICE!! Since it is more expensive and not much faster) From Dortmund Airport to Dortmund City and Dortmund University 1. From Dortmund Airport bus station "Dortmund Airport/Terminal" you can reach "Dortmund Hauptbahnhof" (main station/city) directly by Bus AirportExpress (every hour) (Price: 7,50€; Traveltime: 22 min.) or by Bus 440 (every 30 min) towards "Dortmund Germania S". Leave the bus at "Aplerbeck" and from there take U47 towards "Dortmund Westerfilde S" (Price: 2,80€; at the ticket vending machine take "Preisstufe A“(Price Level A); travel time: 43 min.) 2. From Dortmund Airport bus station "Dortmund Airport/Terminal" you can reach the conference venue directly "Dortmund Campus Süd" by Bus 440 (every 30 min) towards Dortmund "Oespel S" or "Germania S". Leave the Bus at the station "Eichlinghofen". From here you can take the H-Bahn towards "Campus Süd"

Wifi access on the venue You can use your eduroam Wifi access from your home university or request for individual password and username on the registration desk.

You may find our four facilitators on conference venue Rudolf-Chaudoire-Pavillon and Parallel Session venue GB I, Room 301 (in the above plan building 41 and 32) for the Parallel Sessions on both days.
