I. SUMMARY

Marinette County, a governmental entity, is requesting Proposals for the purchase and installation of a digital video recording (DVR) system and security cameras for the Marinette County Jail at 2161 University Dr., Marinette, Wisconsin and a limited number of cameras at the Courthouse at 1926 Hall Ave., Marinette, Wisconsin.

Marinette County reserves the right to reject any or all Proposals, to waive any irregularity or informality in a Proposal, and to accept or reject any item or a combination of items, when to do so would be to the advantage of Marinette County or its taxpayers. It is further within the right of Marinette County to reject Proposals that do not contain all elements and information requested in this document. Marinette County shall not be liable for any losses or costs incurred by the proposer throughout this process.

II. OBJECTIVE

Marinette County desires to purchase DVR systems equipment, security cameras, and installation for the Marinette County Jail at 2161 University Dr., Marinette, Wisconsin and the Courthouse at 1926 Hall Ave., Marinette, Wisconsin. The project will not be a total replacement of the system, but a scalable hybrid approach to enable migration gradually from analog to digital. The Proposal submitted will include a unit/system capable of maintaining at least one hundred twenty (120) cameras located in the Marinette County Jail across existing fiber optical cabling which ties the aforementioned buildings together and several at the Courthouse location. Several cameras will be added and at least one with sound recording. The purpose of this RFP is to identify and select the most competent and qualified firm, individual, or entity capable of providing the equipment and services requested. Work to be quoted: Replace existing DVR system with a stackable or expandable system capable of recording both analog and digital cameras. System must have ability to retain a minimum of 120 days of video. Replacement of Matrix switching system with ability to handle both analog and digital cameras and all necessary programming to integrate with existing control software. Mux evaluation and integration that supports both analog and digital solutions. Ability to incorporate sound to the DVR System for the Booking area at the Marinette County Jail delivering seamless sound without delay from the video images. Ability to send camera feeds from the Courthouse to the Jail through County owned fiber optic. Addition of up to 24 fixed cameras and cabling for inmate-housing units at the County Jail and 6 fixed cameras at the Courthouse and some cabling in both locations.

Relocation of existing cameras, door access controls, and updates existing system control software and programming. Ability to subcontract wiring and cabling services and perform project management. Elements of the completed project will include: A scalable hybrid approach from analog with head end encoding to IP Operator Station with conversion to digital recording. Virtual switching solution and storage area network. IP switching equipment hardware that matches with software and encoder. All viewing stations will be set up to record to DVD. Full system redundancy. The DVR’s will be configured according to Marinette County Information Services Director’s & Jail Administrator’s specifications. Training will be completed with the various end user groups. This training will be video taped for future training needs. Also DVR administrators will be trained as to how to set times and permissions on cameras. All project areas will be cleaned and clear of contractor debris as it relates to the project install. The sign off from the Marinette County Information Services Director and the Marinette County Jail Administrator will determine project completion.

III. SCOPE OF SERVICES

The vendor shall list specifications and capabilities of proposed DVR equipment, detail aspects of system support/maintenance warranties, and be held responsible for installation and verification of initial equipment operation. Summary of Scope: The proposal shall be for completely assembled and tested additions to the existing security automation system. In addition, the proposal should include the following: A. All costs for any specialty back boxes including camera housings. B. Submittal development, project coordination, engineering and programming.

C. Head end termination at equipment rack locations

D. Camera lens adjustments.

E. Operator station setup, system start-up, system testing, owner training and final documentation.

F. Freight to the project site.

When the vendor does the mandatory pre-proposal site inspection of the various facilities in which the DVR equipment will be installed, the vendor shall bear all expenses. Advance scheduling with the Information Services Director and the Marinette County Jail Administrator will be required.

IV. SPECIFICATIONS

A. Control and recording of at least hundred twenty (120) cameras and be stackable or expandable.

The system will record and control at least hundred twenty (120) cameras located at both the County Jail, 2161 University Drive, Marinette, WI and at the Courthouse, 1926 Hall Ave., Marinette, WI. The cameras located at both the Marinette County Jail and the Courthouse will require an upgrade to the new DVR hardware. These cameras will record information no less than 24 hours a day at various CIF settings maximum being 2 CIF. The DVR equipment must be able to store those images for a minimum of one hundred and twenty (120 days) in a fully featured RAID 5 disk array storage with a redundant recording system. Additional or replacement cameras at the County Jail and at the Courthouse will require complete installation. This element of the install will require some cable runs, installation of a booking microphone and cameras. Cameras supplied shall be minimum of 480 TVL or equivalent.

B. Equipment & Services.

Matrix switching system, with sufficient camera inputs and monitor outputs to handle at least one hundred twenty (120) cameras and looping configuration. DVR units to include a minimum of120 days of recording capability, all cameras at medium resolution at a rate of 7.5 IPS on motion, at least 2MP, 4CIF & 30 IPS Cameras shall be detention grade interior high resolution color camera replacements or new installs as follows:

Jail - up to 24 camera additions

Courthouse- 6 camera additions (requires some cabling):

1 camera replaced in holding hall

1 camera in elevator

1 camera 2nd floor outside elevator

2 cameras outside Sally Port

1 camera outside Judge’s office

Replace all existing CCTV monitors with LCD Monitors, minimum of 19”.

Reprogram door A129 to reflect card reader that was moved. Update programming to reflect needs of the facility. Relocation of cameras for viewing in pods. Synchronize the touch screen system clocks and CCTV system (DRV units). C. Cabling.

All cabling will be clearly labeled and run in cable races where appropriate. All power cords will be detention grade and secured in the pods to the various outlets and labeled. Cabling will be detention grade and secured in pods. Reterminate cables and proper management of current cabling.

D. Recording devices.

The DVR system will have NAS type device capabilities for additional storage space if needed. All drives will be “hot swappable” to facilitate repairs and or replacements.

E. Warranty.

One year (from the time of sign off) no cost warranty (travel, parts & labor) will be provided for the entire system and components.

F. Control.

Viewing/recording access will be from several network points within the Marinette County Law Enforcement Center while maintaining segregation from County’s Data network.

The Cameras within the Jail setting will be programmed as deemed appropriate by the Marinette County Jail Administrator and Information Services Director.

Only administrative level access to the DVR equipment will allow for changes made to the camera control and recording levels.

Each Access point will be programmed to record only. No deletion will be allowed with the exception of routine maintenance. Each point will be able to copy and utilize records made at that point. This must be done in a 1 or 2 step process.

An event log will be kept to allow audit of access, which will include time date and user accessing information and what information was requested.

G. Mapping.

All cameras cable runs, fiber links and any other equipment must be mapped using VISIO, CAD, or a similar network mapping software. The labeling on the map will be consistent with the labeling on the cabling. This product will be turned over to Marinette County for final approval of the project.

H. Training.

After installation is complete there will be a total of twenty-five (25) hours of training at no cost to the County. Fifteen (15) hours for end users and ten (10) hours for DVR administration. The total number of hours twenty-five (25) will not include travel time. Fifteen (15) hours end user training: This training will focus on end user questions and usage. This training will be held on two different days to minimize scheduling conflicts at times determined by the Jail Administrator.

Ten (10) hours end administrator training: This training will focus on the administrative elements to maintaining and trouble shooting a DVR system.

V. QUALITY ASSURANCE

A. The only change orders that will be considered or accepted are those initiated by the COUNTY.

B. All items of equipment including wire and cable requirements shall be designed by

the vendor to function as a complete system and shall be accompanied by the vendor's complete service notes and drawings detailing all interconnections.

C. Supply only non-proprietary equipment. For equipment to be considered non-

proprietary it shall be manufactured by a company that has produced a product line of compatible products for at least ten years and shall have a minimum of two Wisconsin distributors with annual sales over one hundred thousand dollars.

D. Provide only non-proprietary software. For software and software vendors to be

considered non-proprietary it must have a minimum of five system integrators proficient in the programming, integration and maintenance of the manufactured software. All software logic shall be developed in the Wonderware environment and not developed in third party software or provided in compiled DLL, EXE files or other encrypted files. Any software approach that is found to be provided with this approach shall not be considered and all cost shall be the responsibility of the vendor.

E. The vendor supplying the equipment shall show satisfactory evidence, upon request,

that he maintains a fully equipped service organization capable of furnishing adequate inspection and service to the system, including replacement parts. The vendor shall be prepared to offer a service contract for the maintenance of the system after the guarantee period. The vendor shall produce evidence that he/she has had a fully experienced and established service organization with at least five years operation and proven satisfactory installations during that time.

F. Furnish and install only new equipment and materials required (less than 1 year from

manufacturer), unused without blemish or defect. G. All equipment of the same type shall be the product of one manufacturer.

H. Submit all items necessary to obtain all required permits and licenses to the

appropriate Regulatory Agencies. I. All work shall conform to the National Electrical Code (NEC) and to applicable

National Fire Protection Association (NFPA) codes. J. All work shall conform to all federal, state and local ordinances. K. Where applicable, all fixtures, equipment, and materials shall be as approved or

listed by the following:

1. Factory Mutual Laboratories (FM) 2. Underwriters Laboratories (UL) 3. National Electrical Manufacturers Association (NEMA). 4. Include all items of labor and material required to comply with such standards

and codes. Where quantity, sizes or other requirements indicated on drawings or herein specified are in excess of the standard or code requirements, the specifications or drawings respectively, shall govern.

5. In addition all equipment cabinets and racks shall be labeled with an UL508A listing mark. This labeling must be provided by the VENDOR at their assembly facility. No third party listings shall be considered.

VI. GENERAL INFORMATION FOR PROPOSERS

A. Vendor Questions

Vendors are reminded to carefully examine the RFP and Scope of Work upon receipt. If the Vendor does not fully understand the RFP or is in doubt as to the County's ideas or intentions concerning any portion of the services required, questions shall be submitted in writing to Robert Majewski, Jail Administrator, by August 15, 2012 at 4:30 p.m. local time either by fax or e-mail for interpretation or correction of any printed material.

Answers to questions will be sent via email to Vendors registered for an onsite tour in the form of an addendum via email as soon as is reasonably practicable.

B. Proposal and Presentation Costs

Marinette County will not be liable for any costs incurred by the vendors in the preparation of proposals in response to this RFP, for any oral presentations/interviews or participation in any discussions or negotiations.

C. Addenda

Any changes made as a result of a written request will be issued as RFP addenda via email to all vendors that attend a required onsite facility tour and, if necessary, an

extension will be made to the RFP opening date. All addenda must be signed and returned with your bid as specified in the addenda. Vendors who do not return the addenda may have their bids rejected. Contact Robert Majewski, Jail Administrator 715-732-7630.

If the Vendor receives a proposal packet from any source or entity other than the Marinette County Jail Administrator, the vendor is solely responsible for contacting Robert Majewski, Marinette County Jail Administrator to provide company information and to submit a timely Vendor Letter of Registration for required on-site Meeting. Failure to do so will result in the proposal package being rejected.

D. Due Date

Proposals are to be received by 12:00 noon local time on Friday, September 21, 2012 by the Marinette County Jail Administrator. Sealed proposals received after 12:00 noon local time on Friday, September 21, 2012 central time will be considered late, not accepted, and returned unopened. The proposals will then be publicly opened and the names of the proposers read aloud Friday, September 21, 2012, 1:15 p.m. in the Law Enforcement Center lobby at 2161 University Drive, Marinette, WI.

E. Addressing of Proposals

Proposals shall be submitted in a sealed envelope/container. The sealed envelope/container shall be marked with proposer’s name, return address and addressed as follows:

F. Late Proposals

Formal proposals, amendments thereto, or requests for withdrawal of proposals received by Marinette County after time specified for opening will not be considered.

G. Vendor Supplied Information

All vendor-supplied materials, including the vendors’ proposals, become the property of Marinette County. All vendor confidential or proprietary material must be marked confidential or proprietary. Wisconsin Open Records Laws apply.

Any proposal may be withdrawn up until the date and time set for the deadline for the proposals, 12:00 noon local time on Friday, September 21, 2012. Any proposals not so withdrawn shall constitute an irrevocable offer for a period of 180 days or until one of the proposals has been duly accepted and Marinette County executes a contract, whichever occurs first.

I. Proposals Binding-180 Days

Unless otherwise specified, all proposals submitted shall be binding for One hundred eighty (180) calendar days following bid opening.

J. Oral Presentations

Marinette County may require oral presentations from selected vendors. If presentations are needed, the vendor will be contacted to arrange a date and time. All presentation costs, including travel, will be at the vendor’s expense.

VI. TERMS AND CONDITIONS

A. Responsibility of Vendor

It is the responsibility of the vendor to make a site visit. Arrangements must be scheduled with the Jail Administrator by 4:30 p.m., August 15, 2012.

The successful vendor, at their expense, shall be responsible for providing any and all equipment deemed necessary by the vendor to fulfill the requirements of service under this RFP.

B. Contract

The successful vendor shall execute a contract with Marinette County incorporating the terms of this RFP and all or part of the vendor’s proposal. Any Contract will be executed and delivered in the State of Wisconsin and in accordance with the laws of the State of Wisconsin that shall govern the construction, interpretation and performance of the Agreement. Any dispute relating to the contract shall be limited to the jurisdiction of the Marinette County Circuit Court, Marinette, Wisconsin.

C. Termination by County for Cause If the vendor fails to fulfill its obligations under the contract resulting from this RFP in

a timely and proper manner, or violates any of its provisions, County may thereupon have the right to terminate the agreement. In the event of termination, Marinette County will only be liable for equipment expenses, at the price invoiced the vendor, incurred through the date of termination. Work completed and deemed without functional value, as determined by the Marinette County Jail Administrator and IS Director, shall not be paid.

D. Cooperation upon Termination The vendor must cooperate with Marinette County in the event of termination so as to

ensure that Marinette County can maintain continuity of service delivery.

E. Contractor’s Responsibility To the fullest extent permitted by law, the Contractor shall indemnify, keep and save

harmless the County, their agents, officials and employees, against all injuries, deaths, loss, damages, claims, suits, liabilities, judgments, costs and expenses, which may arise directly or indirectly from any negligence or from the reckless or willful misconduct of the Contractor or his employees, or of any Subcontractors, or any of their Material Suppliers, or employees. The Contractor shall at his own expense, appear, defend and pay all charges of attorneys and any other expenses arising there from or incurred in connection therewith. If any judgment shall be rendered against the County in any such action, the Contractor shall, at his own expense, satisfy and discharge the same. The Contractor shall indemnify and hold harmless the County against any liens filed for nonpayment of his bills in connection with the project.

F. Insurance Requirements

The vendor further agrees that in order to protect itself and Marinette County, it will at all times during the term of this agreement maintain at least the following insurance coverage and limits:

This insurance shall name the vendor, its employees, officers, agents, and independent vendors within the coverage and limits stated above. Said insurance coverage shall provide it will survive the termination of this Agreement and will provide coverage at any date a claim is made against any of the insured whether or not any relationship exists between Marinette County and the vendor. The vendor and its subcontractors shall also maintain, at their expense, Worker’s Compensation for all employees in the statutory amounts.

Changes in Insurance Coverage: The vendor shall notify Marinette County of changes in insurance coverage in writing within thirty (30) days, but under no circumstances will the types or amounts of coverage be changed without the prior written consent of Marinette County.

Insurance Rating: All of the above-specified types of insurance shall be obtained from companies that have at least a triple “A” rating in Best’s Guide or the equivalent.

G. Billing / Payments

Vendor’s payment terms shall be as follows:

Total cost of the digital recording equipment proposal shall be made within a 30-day period from completion of installation of the system. Installation will be deemed complete when the system is fully operational as deemed by County and sign off occurs.

H. Affirmative Action

I. Non-Discrimination

VII. PROCESS FOR SUBMITTING PROPOSALS A. Preparation of Proposal.

Each Proposal shall be prepared simply and economically, avoiding the use of elaborate promotional materials beyond those sufficient to provide a complete, accurate and reliable presentation.

B. Packaging of Proposal.

The Proposal must be enclosed in a sealed envelope or box, plainly marked in the lower left corner as “Proposal for Marinette County-Digital Video Recording (DVR).” The firm’s name and address must be identified on the outside of the envelope or box.

C. Number of Proposal Copies.

Please submit one original and four (4) copies of the Proposal to the attention of the Jail Administrator.

D. Submission of Proposals.

F. Opening Proposals.

Proposals will be opened at the lobby of the Marinette County Law Enforcement Center, located at 2161 University Dr., Marinette, WI on Friday, September 21, 2012 at 1:15 p.m. All pertinent DVR Project members, as defined by the Marinette County Sheriff’s Office, will evaluate and make a recommendation, in order of preference, to the Law Enforcement Committee, as soon is practically feasible. The Law Enforcement Committee will make a recommendation at that time that will be subject to County Board approval.

G. Notifications.

Notifications of the Law Enforcement Committee’s decision will be mailed to each vendor, who appropriately submitted a proposal.

VIII. QUALIFICATION PROCESS

A. Show that the principal members and key personnel to be assigned to the project

shall each have a minimum of 5 years experience in completing projects of equal scope, quality, type and complexity to that required herein.

B. The company shall have a minimum of 5 years experience in the field of integrated

security and communication systems under the same company name. C. The County reserves the right to contact any past project references of the submitting

vendor even if the references are not listed as part of the proposal. D. The evaluation of the prospective vendor will be based on the following qualifications:

1. A history of the company that reflects the length of time the vendor has performed services similar to those required for this project.

2. Financial statements, Balance Sheet & Income Statement for the previous

year. 3. Name, address and telephone number of organization’s current Bonding

Company and level of bonding capacity. 4. Evidence that the principal members and key personnel of the organization

have a minimum of 5 years experience each in successfully completing detention projects of equal scope, quality, type and complexity to that required herein. Include resume(s) of personnel in the employ of the organization that have at least 5 years experience in the design, fabrication, and installation of comparable systems.

A list of completed projects similar to this project. Include the following:

IX. EVALUATION OF CRITERIA

The factors to be used by Marinette County in evaluating the Proposals will include, but are not limited to, the following: A. Knowledge of proposed equipment and services. B. Additional benefits and services.

C. Proposed cost. Marinette County is not bound by the lowest Proposal, although a

factor, the acceptance or rejection of any Proposal is ultimately determined by what will be to the advantage of Marinette County or its taxpayers.

X. CONTENT OF PROPOSAL
