SENIOR DEPUTY COUNTY COMMISSIONER – TEN (10) POSTS - V/No. 52/2015
Basic Salary Scale: Ksh.109,089 – Ksh.144,928 p.m. (Job Group ‘R’)
For appointment to this grade, a candidate must have:
(i) served in the grade of Deputy County Commissioner I/Deputy Secretary, Job
Group ‘Q’, for at least two (2) years in the Public Service;
(ii) a Bachelors Degree in any Social Science or its equivalent qualification from a
university recognized in Kenya;
(iii) attended a Strategic Leadership Development Programme in a recognized
institution;
(iv) a clear understanding of the National Development Goals, Vision 2030,

Duties and Responsibilities
An officer at this level will be deployed to Head a Sub-County with highly complex
development activities and diverse social-economic and political background. The officer
will be responsible for the efficient management and co-ordination of Government
functions in the Sub-County where work will involve general administration and co-
ordination of development activities such as:
(i) leading disaster management and emergency response activities;
(ii) mobilizing resources for development;
(iii) promoting peace and security;
(iv) promoting conflict resolution and peace building;
(v) interpreting, disseminating and overseeing implementation of National
Government policies and giving feedback to the Government on policies for
review; and

COMMISSIONER FOR REFUGEE AFFAIRS – ONE (1) POST – V/NO. 53/2015
Basic Salary Scale: Kshs.120,270– 180,660 p.m (Job Group ‘S’)
For appointment to this grade, a candidate must have:
(i) at least eighteen (18) years cumulative service at senior Management level, three
(3) of which must have been at the level of Job Group ‘Q’ or equivalent in the Civil

An officer at the level will be responsible to the Principal Secretary for providing
leadership in the department. Specific duties and responsibilities include:
(i) formulation, implementation and reviewing refugee strategy, policy and program;
(ii) providing facilities and services for the protection of refugees and asylum seekers;
(iii) promoting durable solutions for refugees granted asylum in Kenya;
(iv) implementing the decisions of the Refugee Affairs Committee;

(v) advising on the care and welfare of refugees and the rehabilitation of refugee
hosting areas;
(vi) ensuring that refugee economic and productive activities do not have a negative
impact on the host communities, natural resources or the local environment;

(viii) facilitating safe return of Kenyans living in other countries as refugees; and

Duties and Responsibilities
An officer at this level will be answerable to the Director, Registration of Persons for
effective and efficient management of Fingerprint Identification Services. Specific duties
and responsibilities will include:
(i) implementing and reviewing strategies, policies and programmes relating to
fingerprint services;
(ii) interpreting, administering and enforcing the provision of the fingerprint services
as stipulated in the Registration of Persons Act (Cap 107) of the Laws of Kenya and
other related to authentication of national identity cards;
(iii) providing guidance to analysis and comparison of fingerprint marks for individual
identification;
(iv) providing expert advice relating to fingerprints in courts of law and to other
stakeholders; and
(v) overseeing the formulation and implementation of fingerprint programs.

(ii) overseeing cross referencing of detected double, multiple and illegal registration of
national identity cards;
(iii) combating and controlling illegal entry of persons into the country in collaboration
with security agencies and other stakeholders;
(iv) planning, designing, implementing, monitoring and evaluating training
programmes for fingerprints personnel in collaboration with relevant training
institutions/stakeholders;
(v) initiating the adoption of new technologies in the provision of fingerprint services;
and
(vi) designing public outreach programmes in fingerprint.

(i) served in the grade of Senior Assistant Director of Immigration Services, Job

Duties and Responsibilities
An officer at this level will be responsible to the Director, Immigration services for
providing strategic leadership in the department. Specific duties and responsibilities
include:

law enforcement and citizenship;

(i) served in the grade of Deputy Government Printer for a minimum period of three
(3) years or in a comparable and relevant position in the public Service;
(ii) a Bachelors degree in any of the following disciplines: Technology in Printing,
Philosophy in Printing, Printing Administration, Printing Technology, Engineering
and Printing Technology, Print Media Management, Security Printing Technology
or Publishing from a university recognized in Kenya;

Duties and Responsibilities
An officer at this level will be responsible to the Cabinet Secretary through the Principal
Secretary for providing leadership in the Department. Specific duties and responsibilities
include:
(i) formulating, implementing and reviewing printing strategies, policies and
programmes;
(ii) ensuring adoption of new printing technology;
(iii) undertaking monitoring and evaluation of printing operations;
(iv) ensuring custody of Government Press house style;
(v) enforcing health and safety standards;
(vi) being in charge of editorial responsibility for the Kenya Gazette;
(vii) planning and developing financial and cost controls;
(viii) managing and accounting for the finances and assets of the Department; and

(i) formulating, implementing and reviewing policies and programmes relating to
lotteries and gaming;
(ii) monitoring and evaluating licensing of betting lotteries and gaming activities;
(iii) regulating and authorizing National and public lotteries; and
(iv) liaising with Local, Regional and International gaming regulatory bodies and law
