MissionThe mission of the ERIC system is to improve American education by increasing and facilitat-ing the use of educational research and information to improve practice in learning, teaching,educational decision making, and research, wherever and whenever these activities take place.

AudienceThe ERIC audience includes teachers, professors, and librarians; school and college administrators,counselors, instructional media staff, and support personnel; educational researchers; educationalpolicymakers at every level; students and nonformal learners at every age and level, including adultlearners; parents; health and social services personnel and caregivers who support families, parents,students, and children; and the media and business communities as they relate to education.

GoalsFive years ago, the ERIC system established goals to provide easy, affordable access to ERICbibliographic and full -text resources from every school, library, household, and point of educa-tional decision making; expand ERIC's database and services to make useful information avail-able to all categories of Users; expand the ERIC information-synthesizing function to include agreater number and variety of publications and to use a greater variety ofdissemination meth-ods; deliver documents in various full-text electronic formats as well as in microfiche and paperforms; and further develop electronic access to ERIC, including the development of virtuallibraries and Web sites.

The ERIC program recently commissioned five papers to collect and analyze research and infor-mation on the ERIC system in five areas: mission, structure, and resources; database and opera-tional processes; tedmology; user services; and products and information dissemination. Theauthors of these- papers, who are experts in their field, were asked to recommend changes to theERIC system. and to highlight important issues to be addressed in a forthcoming evaluation.The authors' recommendation's and the results from the forthcoming evaluation will be used toformulate goals for the next phase of ERIC and to help ERIC meet current and future needs.

What Is ERIC?

The Educational Resources InformationCenter (ERIC) is a federally funded, nation-wide information network designed to provideyou with ready access to education literature.

At the heart of ERIC is the largest educationdatabase in the worldcontaining morethan 1 million bibliographic recordsof journal articles, research reports,curriculum and teaching guides,conference papers, and books. Eachyear approximately 32,000 newrecords are added.

ERIC is accessible to everyone who needsit: by mail, toll-free phone numbers, fax,e-mail, and the Internet. Thousands of

libraries around the worldoffer access to the ERICdatabase, the ERIC micro-

fiche collection, andvarious ERIC

publications.

The ERIC system is part of the U.S. Depart-ment of Education's National Library ofEducation and consists of 16 subject-specificclearinghouses, 9 adjunct clearinghouses,1 affiliate clearinghouse, and additional sup-port components.

The ERIC Clearinghouses collect, abstract,and index education materials for the ERICdatabase; respond to requests for informationin their subject areas; and produce specialpublications on current research, programs,and practices.

The ERIC Processing and ReferenceFacility is the technical hub of the ERICsystem. It produces and maintains theERIC database and support productsfor the ERIC system.

The ERIC Document ReproductionService (EDRS) produces and sellselectronic, paper, and microfichecopies of documents listed inthe ERIC database.

ACCESS ERIC coordinatesERIC's outreach, dissemination, andmarketing activities; develops systemwideERIC publications; and provides generalreference and referral services.

This publication will help you understandhow you can use the resources availablefrom ERIC to meet your needs.

Who Uses ERIC?1 Teachers use ERIC to find research and

explore best practice ideas in areas suchas teaching with technology, professionaldevelopment, and lesson plans.

Students use ERIC to gather informationon education-related topics for graduateand undergraduate course requirements.

Principals turn to ERIC for practicalinformation on topics such as class size,school vouchers, school leadership,school safety, and whole-school reform.

A Word About the National Library of Education

ERIC is administered by the National libraryof Education (NLE)the largest federallyfunded library in the world devoted solely to

education. NLE serves as thehub of a national network oflibraries, archives, and otherinformation providers in thefield of education. NLE usesmodern technology to linkpartners in diverse locationswith the goal of creating avirtual library, serving as aone-stop information centerfor customers seeking high-

quality education information.

As the federal government's main resourcecenter for education information, NLEprovides three types of services:

Collection and technical services

Resource sharing

The physical collection at NLE includesmicrofiche collections; CD-ROM databases;and a vast collection of printed resources,

including more than 100,000 books and850 periodical subscriptions. The servicesprovided by NLE include a telephone referenceservice, specialized subject searches, electronicdatabase search and retrieval, documentdelivery, bibliographic instruction, trainingservices, interlibrary loans, legislative refer-ence services, and selective informationdissemination.

NLE is located in the main U.S. Departmentof Education building in Washington, D.C.,near the Mall across from the Smithsonian'sAir and Space Museum. This location pro-vides convenient access for walk-in patrons.

The ERIC Database

ERIC is the largest education database in theworldcontaining more than 1 million bibli-ographic records of journal articles, researchreports, curriculum and teaching guides, con-ference papers, and books. Each year approxi-mately 32,000 new records are added. TheERIC database is available in many formats(including printed indexes, CD-ROM, andonline) at thousands of locations. Wherever

you choose to run a com-puter search of the ERICdatabase, the result ofthe search will be an

annotated bibliographyof document and

journal literatureon your topic.

ERIC documents constitute about 40 percentof the ERIC database. Of the more than440,000 ERIC document (ED) resumesin the database, 96 percent are research/technical reports, conference papers/speeches,project/program descriptions, =opinion papers/essays, or teach- -7-7ing guides. More than 18,000published books have beenabstracted in ERIC. ERIC hasarrangements with more than2,300 organizations to receivetheir publications for the database.

These organizations include universities,research centers, state departments of educa-tion, professional associations, commercialpublishers, and more than 25 federal depart-ments and agencies. ERIC document resumesappear in the monthly issues of Resources inEducation (RIE), available from the U.S.Government Printing Office, and in onlineand CD-ROM versions of the ERIC data-base. Figure 1 (see page 4) shows a typicalERIC document resume.

ERIC Journal ArticleJournal articles constitute about 60 percentof the ERIC database and currently totalabout 600,000. ERIC indexes more than1,000 journals, some cover to cover andothers on a more selective basis. ERICClearinghouses subscribe to journals withintheir scope of interest areas, select the articlesto be listed in ERIC, catalog and index them,and write brief annotations. ERIC journalarticle resumes appear in the monthly issuesof Current Index to Journals in Education(CUE), published.by Oryx Press, and inonline and CD-ROMversions of the ERICdatabase. Figure 2 (seepage 5) shows a typicalERIC journal articleresume.

packages in the Workplace Literacy Teacher Trainingseries that provides information and skills necessary forthe user to become a successful instructor in an effectiveworkplace literacy program. The guides in this packagelook at the unique environment and culture involved inproviding education and training to adults in a work-place. Each guide consists of these components: intro-duction, objectives, list of activities to help meet theobjectives, readings followed by questions for reflection,application activity, evaluation guidelines, and annotatedbibliography. The first guide focuses on the workplaceand how to design workplace literacy programs to fit itsspecific needs. It explains how such programs differ fromother literacy programs, presents examples, and identifiesfactors in the workplace that must be considered indeveloping an appropriate literacy program. The charac-teristics of learners in such programs are addressed in thesecond guide. It describes characteristics of adult learn-ers, provides information on how to develop a learningenvironment appropriate for those characteristics, andpresents instructional strategies for serving the widerange of individuals within the adult population. Thethird guide looks at the role of the instructor. It presentthe skills, qualities, and ethics of an effective workplaceliteracy, instructor and helps the instructor analyze his orher readiness to assume the instructional role. (YLB)

Use the Thesaurus of ERIC Descriptors

Locations that offer ERIC searches shouldhave reference copies of the Thesaurus ofERIC Descriptors, and some search systemsallow online access to the Thesaurus whilerunning your search. Each of the more than1 million abstracts of articles and documentsin the ERIC database has been assigned sub-ject indexing terms called descriptors. Beforeyou run. an ERIC search, it is important totake a few minutes to find the ERIC descrip-tors that best capture your topic. For e,.nple,articles and documents about the develop-ment of children's social skills are likely tobe indexed under the ERIC descriptorsinterpersonal competence or social develop-ment. The ERIC descriptor for children atrisk is at risk persons. When you search forinformation about high school students, youcan use the descriptor high school students,but you might miss a lot of material if youdo not also use the descriptor secondaryeducation.

Consider sharing your work with others bysubmitting it to ERIC. If you have recentlyauthored a research report, program descriptionor evaluation, literature review, teaching guide,conference paper, or other education-relatedwork, you can make it permanently availableand accessible to others through ERIC.

Inclusion of submitted documents in theERIC database is not automatic. All docu-ments submitted to ERIC are evaluated bysubject experts according to the followingcriteria: education-relatedness, legibility,reproducibility, and quality of content (forexample, contribution to knowledge, signifi-cance, relevance, innovativeness, effectivenessof presentation, thoroughness of reporting,relation to current priorities, timeliness,authority of source, intended audience, andcomprehensiveness).

Organizations that want to sell copies of theiroriginal documents can have this information(together with address and price information)listed in the ERIC bibliographic record. Studieshave shown that availability from ERIC doesnot reduce sales from the original sourcebecause purchasers prefer original documents

over reproductions from microfiche. After thedocument is sold out at the original source,it will still be available through the ERICDocument Reproduction Service (EDRS) ifpermission to reproduce it has been grantedto ERIC.

To submit your document, send ERIC onelegible copy of your report, speech, paper, orother education-related work to be consid-ered (laser-printer quality; no diskettes) and a

Special ProjectsThe Department of Education and the ERICsystem arc always looking for new ways to meetyour information needs. There are currently anumber of special projects hosted by ERICcomponents. Some receive ERIC funding, andmany receive funding from other sponsors.

Dan O'Brien Goal-Setting Program

The ERIC Clearinghouse on EducationalManagement created this program in 1993to introduce students to the process of settinggoals and working to achieve them.The program is designed for students ingrades 3 through 6 and features a 24-pageteachers' curriculum guide titled Go for theGoal that contains five goal-setting lessons.Other program materials include brochures;handouts; work sheets; and goal cards, whichstudents can use to record their goals and marktheir progress. The role model for this programis Dan O'Brien, an athlete who holds the worldrecord in the decathlon and won the goldmedal in that event at the 1996 Olympics.He overcame many obstacles to becomea successful athlete, and he attributes his suc-cess to the goal-setting strategies he learnedin school. VRD is creating the foundation for a nationalcooperative digital reference service. The pro-ject is sponsored by NLE and the ERICClearinghouse on Information & Technology,with support from the White. House Office ofScience and Technology Policy.

Digital reference services, also called "Ask-An-Expert" (or "AskA") services, are Internet-based question-and-answer services thatconnect userswith individuals who possessspecialized subject or skill expertise.

How To Start an ERICResource Collection

Libraries and other resource centers can makeERIC available on even a modest budget.The ERIC database is available on CD-ROM,online, and in print indexes. Full-text copiesof most ERIC documents can be ordered inthree formats: paper, microfiche, and elec-tronically via the Internet.

Computer Searching

CD-ROM

CD-ROM versions of the ERIC databaseare updated quarterly and are sold on a set-fee subscription basis, which makes them acost-effective option for libraries that offeropen access. Advances in networking tech-nology allow multiple users to access a sin-gle CD-ROM database simultaneously; askany vendor about a multiuse license.

Several vendors currently produce ERIC onCD-ROM for both PC and Macintosh plat-

forms. The CD-ROMsare designed to be userfriendly (requiring mini-mal instruction), yet theyoffer powerful searchfeatures. For a list of

Online Access ThroughCommercial Services

Online access to ERIC is available throughseveral commercial vendors. Most of thesevendors offer sophisticated search capabilities,the ability to access the entire ERIC database(from 1966 to the present), and access toa host of other databases that may interestusers. However, users must be trained in thevendor's search language to effectively use

the most powerful search capabilities; there-fore, this type of searching is usually per-formed by librarians and other professionals.Costs include a membership fee and chargesbased on the number of minutes that the useris connected to the service and the number ofcitations that are downloaded. Commercialonline vendors' addresses and phone numbersare listed on page 28.

Locally Mounted Systems

Some institutions, especially universities andstate university systems, mount ERIC data ontheir mainframe computers for their users.The host institutions bear the cost of main-taining the database, select the search software,and determine their own access policies. Insome cases, the ERIC database is linked tothe library's online public access catalog(OPAC) and is searched with the same inter-face. To buy the ERIC database tapes forprogramming and mounting, contact theERIC Processing and Reference Facility at1-800-799ERIC (or see the Facility's othercontact information on page 24).

Electronic DocumenStibscription Service

In response to the growing need thatresearch institutions and their patrons havefor immediate access to ERIC materials,EDRS has created ESubscribe, an electronicdocument subscription service. This servicefeatures access to the ERIC database via twolevels of searching, links to electronic docu-ment images for downloading in Adobe PDFformat, and ordering capability for documentsnot available electronically. ERIC MicroficheApproximately 92 percent of the documentslisted in the ERIC database are availableon microfiche from the ERIC DocumentReproduction Service (EDRS). Nearly 1,000organizations subscribe to the completeERIC microfiche collection, and others sub-scribe to partial or subject-specific collections.

Libraries and other resource centers withsubstantial budgets will want to invest in theentire ERIC microfiche collection, but youcan purchase specialized collections that suityour budget and your specific areas of inter-est. Subject-specific collections are availablein each of the 16 areas covered by the ERICClearinghouses. For example, you can pur-chase a microfiche collection on elementaryand early childhood education or on readingand communication skills.

Clearinghouses that are associated with and contribute to the ERIC systemand that have narrower scopes than the 16 major ERIC Clearinghouses.Almost all adjuncts have funding from sources other than the Office ofEducational Research and Improvement. Adjuncts are usually affiliatedwith one of the major clearinghouses and perform many of the samefunctions.

A system, named after the English mathematician George Boole, forsymbolizing logical statements by using the operators AND, OR, and NOT.Boolean logic is often used in information retrieval to define the limits of acomputer search. The Boolean operator AND finds records containing bothterms; OR finds records containing either one or both terms; and NOTfinds records containing the first term but not the second.

Acronym for "compact disk read only memory." These disks can holdup to 250,000 pages of text that can be searched and retrieved usingmicrocomputers. The ERIC database is available in this format fromseveral vendors.

Components of the ERIC system that are funded to collect, abstract, andindex education materials for the ERIC database; respond to requests forinformation in their subject areas; and produce special publications oncurrent research, programs, and practices.

Subject terms used to index and search for documents and journal articlesin the ERIC database.

Two-page research syntheses or overviews of education topics.

Research reports, program descriptions, teaching guides, and othereducation-related publications that have been abstracted and indexedin Resources in Education (RIE) and the ERIC database.
