Purpose

To inform Council of an offer of one-off grants from the Department of Employment and Workplace Relations (DEEWR) to assist Long Day Care services with the transition to the new Long Day Care National Quality Framework, which will be implemented by the Australian Government by 1 January 2012.

History

Council at the meeting of 6 April 2010, Community Services Committee was advised of the NSW Government Council of Australian Governments (COAG) reforms for child care services. In December 2009, COAG signed the National Partnership Agreement on the National Quality Agenda for Early Childhood Education and Care. This new framework will deliver better quality services and promote good educational and social outcomes for more than one million children attending long day care, family day care, outside school hours care and preschool. Under this agreement, COAG endorsed a National Quality Framework for early childhood education and care and outside school hours care services. The National Quality Framework will replace separate licensing systems in each state and territory with a unified national system, with a set of national quality standards. This new national approach will replace the current licensing and accreditation processes undertaken by States and the Commonwealth. Individual services will now only deal with one organisation for quality assessment, reducing the regulatory burden. In June 2010, Council's Parklands Early Learning Centre was included in the trial of the new assessment and ratings process for the implementation of the National Quality Framework.

Report

The Long Day Care Centres National Quality Framework Transition Support Grant is a one-off discretionary grant of up to $5,000 (GST excl) for each eligible service. Total funding available under this program is $5m over the 2011-2012 financial year. The grant will support approved Long Day Care centres operating in low socio-economic areas with some of the costs of transitioning to the National Quality Framework, which commences on 1 January 2012. The funding recognises that Long Day Care services operating in disadvantaged areas may face greater challenges in moving to the new system as a result of ratio and qualification changes. Approved existing Long Day Care services with an Australian Bureau of Statistics Socio-Economic Indexes for Areas score below the 25th percentile are eligible for assistance. The Federal Member for Werriwa has written to Council advising that Eagles Nest, Kabbarli, Minto, Parklands, Waratah Cottage and Wombat Willows Early Learning Centres meet the eligibility requirements under this program and will shortly receive an offer from DEEWR to take up a one-off grant of $5,000 per service, for use this financial year. The grant can be used to assist services manage the transition to the National Quality Framework, by helping in the provision of relief staff so educators can attend professional development to upgrade their qualifications; to purchase learning and play materials, additional equipment or engage professional advice.

Purpose

To seek Council's endorsement of one-off funding from the NSW Department of Family and Community Services to expand the Mobile Toy and Book Library (MTBL) service for the current financial year.

Report

The NSW Department of Family and Community Services have offered one-off funding of $10,000 for 2011-2012 from the Aboriginal Child and Youth Family Strategy project. Council has submitted a funding proposal to the Department for funding to enable the MTBL to provide a specific program for the Aboriginal community within the Local Government Area. The funds would allow the MTBL to visit one to two Aboriginal specific playgroups including support for the Campbelltown Aboriginal Child and Family Centre as one of these groups, in its interim service delivery mode. The MTBL would provide a selection of educational toys and books that are culturally relevant to Aboriginal children and families, resources for educators, parent training sessions as well as resources for families to keep. The MTBL service has been successful in linking into other existing programs operating within the Campbelltown Local Government Area and continues to build on partnerships with The Benevolent Society, Housing NSW, Uniting Care Burnside and other non-government agencies to reinforce the links for families and the services that are available to them.

Purpose

To provide Council with information regarding local activities for White Ribbon Day 2011.

Report

White Ribbon Day has been the international day for the elimination of violence against women since 1999. The white ribbon is the symbol for the day, which is celebrated annually on 25 November. It is traditionally coordinated by men to increase public awareness of domestic violence in the community. Activities aim to specifically engage males in the cause by asking them to wear a white ribbon to show their support for ending violence against women.

Local activities to mark White Ribbon Day 2011 will be conducted in partnership with Council, St Vincent de Paul, the University of Western Sydney and the Campbelltown Domestic Violence Liaison Committee. The Campbelltown Domestic Violence Liaison Committee will be selling ribbons at targeted locations on Friday 25 November 2011. Men’s groups and males with a high community profile within the Campbelltown community will also be invited to assist with the initiative. White ribbons and information on the initiative will be offered to Councillors and Council staff to help promote the cause within Council and in the local area.

Sub Committee Note: Ben Gilholme presented to Sub Committee members an update on the issues raised at the Community Safety Sub Committee meeting held on 16 June 2011. Sub Committee's Recommendation (Gilholme/Sharma) That the information be noted. CARRIED 7.2 Midnight Basketball Purpose To update Council’s Youth Advisory Sub Committee on the progress of Tournament 6 of Campbelltown’s Midnight Basketball Program. History Midnight Basketball is a program that focuses on crime reduction through a combination of life skills education and competitive basketball. At the core of the concept is the notion of life skills education of young people through carefully designed and delivered workshops. Each night, in order to play, participants must attend a workshop dealing with topics such as drugs and alcohol, getting a job, staying healthy and anger management. The slogan “No Workshop, No Jumpshot” is used. Campbelltown’s Midnight Basketball Program has been running since Term 1 2009 and five tournaments have now been successfully run and the program continues to build momentum each year. Report Campbelltown’s sixth Midnight Basketball program will be held following on from the success of previous tournaments. An overwhelmingly positive response has been received from the local community and service providers to become involved in this tournament. The sixth tournament of Midnight Basketball will start on Friday 21 October and will conclude on Friday 9 December. Members of the Youth Advisory Sub Committee are invited to volunteer for this program. If interested, please advise Council’s Strategic Youth Development Officer. 7.3 Fisher’s Gig Purpose To provide the Youth Advisory Sub Committee with the information on planning for Fisher’s Gig 2011. Report Fisher's Gig will be held at Bradbury Oval on 5 November 2011 from 2pm to 9pm as part of the Festival of Fisher’s Ghost. The event will feature two to three headline music acts performing with six local bands. Heats will be held on 27 August and 10 September 2011 and will be an opportunity to source six local bands to perform with the headlining acts. Acoustic and solo performers will also be under consideration for involvement in Fisher’s Gig. Volunteer positions are open to provide young people with the opportunity to gain experience and knowledge in the music sector. Roles include artist liaison, backstage crew and promotional street teams which will be used to promote all of Council’s youth events. A representative of the Youth Advisory Sub Committee is required to assist with judging of the Fisher’s Gig heats. Members of the Youth Advisory Sub Committee are also invited to volunteer for this event. If interested please advise Council’s Strategic Youth Development Officer. CARRIED 7.4 Youth Forum Purpose To provide feedback to the Youth Advisory Sub Committee on the Campbelltown Youth Forum held on Monday 27 June 2011 at the Campbelltown Civic Hall. Report The Campbelltown Youth Forum was held on Monday 27 June 2011 and focused around education and employment opportunities for young people in the Campbelltown LGA. Approximately 70 people attended the event which featured guest speakers, information stalls from service providers and a panel made up the guest speakers and youth services who presented to students from local high schools in the Campbelltown Local Government Area.

The aim of the Youth Forums are to celebrate the diversity of young people in the area, acknowledge the positive contributions they make to the community and to give young people the opportunity to share their views and opinions on issues that matter to them. Guest speakers included UWS Aspire student Melia Condon and a staff member from UWS; Joseph Ratavou, Trainee Youth Worker from Youth Off The Streets; Hyrum Timu and Aloifi Dauniika, members of Urban Youth Council and Emma Milton, MG My Gateway. Each guest speaker gave an informative presentation on their lives and experiences growing up or working in the Campbelltown area. The audience was also entertained by a musical performance from a local Campbelltown Performing Arts High School student. Feedback from students, teachers and service providers was very positive and will be used in planning further Youth Forums. The next Youth Forum will be held on 5 September 2011 with a focus on Crime and Safety. Input and support is sought from members of the Youth Advisory Sub Committee in organisation and facilitation of the event. Officer's Recommendation That the information be noted. Sub Committee Note: Council's Strategic Youth Development Officer noted that Council's Road Safety Officer will be presenting at the next Youth Forum to be held on 5 September 2011 and advised that flyers would be distributed to Sub Committee members to assist in promoting this event. It was suggested that the Local Area Commands be contacted regarding the possibility of also presenting at the Crime and Safety Youth Forum. Sub Committee's Recommendation (Rushby/Vass) That the information be noted. CARRIED 7.5 YASC Membership Purpose To inform members of changes to the Youth Advisory Sub Committee membership. Report A notice of resignation was received from Mr Dylan Croall and Ms Samantha Dixon due to work and study commitments. The resignations were accepted by Council at its meeting on 26 July 2011. Further to this Council has received a nomination for Youth Advisory Sub Committee membership from Mr Christopher Nelson and Ms Erika Vass. The nominations were endorsed by Council at its meeting on 26 July 2011.

CARRIED 8.2 Macarthur Youth Advisory Committees Council's Strategic Youth Development Officer advised that she had met with her counterparts in the Macarthur area to arrange a meeting of all Youth Advisory Committees. The proposed date is Saturday 8 October 2011 from 11.00am - 2.00pm with the location yet to be confirmed. Should sufficient interest be expressed in attending the meeting, Council's Strategic Youth Development Officer will distribute further information to Sub Committee members. The nomination from Northcott Disability Services was accepted and the Accessibility Advisory Sub Committee Guidelines have been amended to reflect the change in membership. Northcott Disability Services nominated Ms Leanne Franklin as the organisational delegate and Ms Tara Oz Turk as the alternate delegate on the Sub Committee. Disability Services Australia also advised changes to their representation on the Sub Committee. Resignations were received from Ms Jennifer Delaney and Ms Alison Doyle. Ms Sandra Mladin was nominated as the new organisational delegate and Ms Dayle Budd as the alternate delegate. Changes to the membership of the Accessibility Advisory Sub Committee were endorsed by Council at its meeting on 26 July 2011. Officer's Recommendation That the information be noted. CARRIED 7.2 Open Access Forum Purpose To provide feedback to the Accessibility Advisory Sub Committee on the Open Access Forum held on the 21 June 2011 in the Campbelltown Civic Hall. Report Council’s Open Access Forum was held on 21 June 2011, focusing on the new Commonwealth Disability (Access to Premises – Buildings) Standards. Approximately 40 people attended the event which featured guest speakers followed by a panel discussion. Guest speakers included Access Consultant, Peter Simpson and Sandra Lightfoot-Collins from Macarthur Home Modification Service. A representative from Council's Development Services Building Certification Unit joined the guest speakers for a panel discussion. This segment of the Forum produced extensive discussion on various sections of the new Standards. Feedback from both community members and Council staff who attended the Forum was very positive and will be used in planning future events. Officer's Recommendation That the information be noted. CARRIED 7.3 Every Australian Counts ‘Disabilitea’ Purpose To inform members of the Accessibility Advisory Sub Committee of the campaign to promote the proposed National Disability Insurance Scheme. Report The Every Australian Counts campaign for the introduction of the National Disability Insurance Scheme (NDIS) is harnessing strong support and demand for genuine change, to demonstrate to politicians, widespread support for the NDIS across the country and to convince the Government to introduce a nationally funded NDIS with support from State and Territory Governments. Organisations were encouraged to organise a ‘Disabilitea’ on 2 August to raise awareness of the NDIS and Every Australian Counts campaign. A ‘Disabilitea’ was held by Campbelltown City Council on 2 August. Attendees signed a register which was posted to the organisers of the "Count Me In" campaign to lobby Governments for a NDIS. The event also provided an opportunity for discussion on issues affecting people with disability and their carers. Officer's Recommendation That the information be noted. Sub Committee Note: It was noted that an announcement has been made in relation to the National Disability Insurance Scheme. The Council of Australian Governments (COAG) accepted the Prime Minister's proposal to establish a Select Council on Disability Reform which will consist of Treasurers and Disability Ministers and will be Chaired by the Commonwealth. Report Get Active Macarthur is Macarthur Disability Services annual day celebrating diversity, encouraging experiences and creating opportunities for people with a disability. The day promotes active living, offering the ability to participate in a range of sporting and recreational activities. This year over 1,000 people attended the event including children and young people from local mainstream schools, special needs schools and disability programs. On 3 August, eight Council staff who volunteered to assist on the day took part in Interactive Disability Awareness training to increase their awareness and skills in communication and interaction with people with disabilities. The training enabled staff to assist attendees with activities including wheelchair basketball, table tennis and balancing exercises and AMF bowling. Mr Andrew McGlinchy, a representative of the Accessibility Advisory Sub Committee was also a guest speaker at the pre-event training session. Staff attended an evaluation session to discuss their observations on interaction and communication between people with a disability, members of the community and disability support staff, as well any barriers to interaction and communication that they experienced. Feedback from staff was very positive and will be incorporated into planning for next year's program. Officer's Recommendation That the information be noted. CARRIED 7.5 Vale - Alice Vance Reporting Officer Strategic Aged and Disability Officer Report It is with sadness that we advise that Alice Vance, a member of the Accessibility Advisory Sub Committee, has recently passed away. Alice was a long standing member of the Sub Committee, holding a position of community member for over ten years. During this time Alice provided valuable input to and support of Sub Committee initiatives. Alice will be sadly missed. Our condolences are extended to her family and friends at this sad time. Alice’s funeral will be held at 3.30pm on Wednesday 24 August 2011 at Forest Lawn Memorial Park.

Purpose

To inform Council of a quarterly forum that will improve planning and coordination of community services in Campbelltown.

Report

Campbelltown has a large number of community service agencies that work with a variety of population groups. While there are good partnerships between government and non-government agencies providing these services, there is no overall mechanism for planning and coordinating services. In response to this need Council will be holding quarterly forums for community services agencies in Campbelltown. The quarterly forums will commence in October this year. The forums will: Create a comprehensive picture of the operating environment for community services Create ongoing dialogue between participating agencies Enable integrated planning for community services in Campbelltown The theme for the first forum will be “The Future of Community Services in Campbelltown”. The forums will be run by Council with assistance from the local peak body for community service agencies, Sector Connect.

Report Grant Applications and Acquittals A submission was made by Campbelltown Arts Centre to the Australia Council for the Arts requesting $50,000 towards its 2012 Contemporary Music Program. Building on the success of the 2010 and 2011 Music Programs, the Arts Centre will produce and present its 2012 Music Program under the artistic direction of Dr Matthew Hindson AM who is engaged as the Centre’s guest Music Curator. Notification of the success of this funding application will be made by the Australia Council for the Arts in November 2011.

EXHIBITION PROGRAM 1.85 Million Art Peripheries Campbelltown Arts Centre’s forthcoming exhibition is 1.85 Million: Art Peripheries (20 August – 23 October 2011). Independent Curator Joseph Allen Shea was commissioned to develop the artistic direction of the project. Mr Shea has worked closely with Campbelltown Arts Centre in leading the project, including the management and supervision of all aspects of the exhibition, media and marketing, and exhibition catalogue. Presenting work by Australian and international artists including a number of new commissions, 1.85 Million: Art Peripheries makes cross-cultural and geographical comparisons and connections between social experiences of urban and suburban environments. 1.85 Million is the population of Western Sydney, which is the location of Campbelltown Arts Centre. Western Sydney is also the provider of a large commuter labour force, a point of transport interchange, home to significant Indigenous and migrant communities, and comprises a mix of public and private housing. The exhibition will consider how communities are defined through concepts of identity, psycho-geography, social politics, and displacement and unity through the civic planning of cities and their suburbs. It will focus on the variance of living in the periphery of a major city – how cultural diversity, economic and social multiplicity can create freedom and understanding as well as a framework for progressive ideas. This exhibition treats concerns less geographically, exploring concepts inhabiting the outposts of progressive ideas and emotional states. 1.85 Million will include an array of disciplines including painting, drawing, collage, video, computer programming, print-making, installation, photography and sculpture. This exhibition includes new commissions from Jesse Hogan (Australia), Rhys Lee (Australia), Amanda Maxwell (Australia) and Garry Trinh (Australia); and work by Howard Arkley (Australia), Mohamed Bourouissa (France), Paul B. Davis (USA), Will French (Australia), Miranda July (USA), Corita Kent (USA), and Susumu Mukai (Japan). Fisher’s Ghost Entry Forms for the Fisher’s Ghost Art Award have been distributed. In its 49th year and a highlight of the Festival of Fisher’s Ghost, the annual art award is open to artists nationally, offering prize money of more than $33,000. The major acquisitive prize is the open category with the winning artist awarded $20,000 and the work becoming part of Campbelltown Arts Centre’s permanent collection. The exhibition of entries includes works across a variety of categories, including Aboriginal, photography, schools, sculpture, contemporary, local artists and open. The guest judge for 2011 is Glenn Barkley, Curator at the Museum of Contemporary Art, Sydney. The Fisher’s Ghost Art Award will be launched on Friday 4 November at 7.00pm and will run until 27 November 2011.

In addition, Fisher’s Kids will also be held on Sunday 6 November. This is a large scale free event for children each year as part of the Fisher's Ghost Festival and is managed by Cultural Services in partnership with Children's Services. It is normally attended by around 250-300 people throughout the day and involves a professional performance for children as well as a large number of art making activities, food and events, which is held in the Sculpture Garden. Edge of Elsewhere 2012 Edge of Elsewhere artists have submitted draft proposals. Confirmed artists with work in development include, Brook Andrew, Khaled Sabsabi, Phaptawan Suwannakudt. Edge of Elsewhere 2012 will see the release of a publication; writers and images are currently being drafted for inclusion in the publication. David Fairbairn – Lineage – Travelling Exhibition The official opening of the David Fairbairn - Lineage exhibition at Maitland Regional Art Gallery was held on Saturday July 23. The exhibition was well received; with a record number of guests estimated at 250 attending the opening. The exhibition at Maitland is scheduled for 1 July – 21 August 2011. 2010 Parliament of NSW Aboriginal Art Prize The 2010 Parliament of NSW Aboriginal Art Prize is currently at Griffith Regional Art Gallery, its fourth and final venue (4 August – 4 September 2011). Feedback form previous venues has been encouraging, with good visitor numbers indicated. More Than My Skin - "Cold Eels and Distant Thoughts" - Photographic Aboriginal Exhibition The renamed exhibition "Cold Eels and Distant Thoughts", recently on display at Newcastle University Art Gallery as part of NAIDOC Week, has returned to Campbelltown Arts Centre. Positive feedback was indicated with solid visitor numbers for the exhibition. Behind the Scenes Collections Store Tour As part of the Term Two Workshop Program, a collections store tour for the general public (15 guests) was held on 7 June 2011. Works by artists Elisabeth Cummings, Emily Kngwarreye, Rosalie Gascoigne, Ken Currie, Joan Brassil, Tracey Moffatt and Shaun Gladwell were viewed and discussed. THEATRE PROGRAM comedy@c_town This program presents Australia’s most exciting comedians, attracting a broad cross section of local people to Campbelltown Arts Centre. The 2011 program, presented as an autumn of comedy, was designed to extend the comedy audience into different community groups. The performances finished with Steady Eddy (audience 103) and The Laughing Samoans (sold out 220) to complete a very successful season. The introduction of designated seating has worked well and is the subject of a further report.

Xu Feng Shan/Kate Murphy Collaboration In May the Theatre Producer, video artist Kate Murphy and interpreter Sally Sussman travelled to Beijing for ten days to begin the first phase of a collaborative project with Xu Feng Shan, Macquarie Fields resident, and performer in the last generation of truly great Kunqu practitioners. Xu Feng Shan who is deemed a national living treasure had been invited by his former troupe to perform in a National Festival commemorating the UN listing of Kunqu as part of Intangible World Cultural Heritage. The unprecedented opportunity for the Campbelltown artistic team to attend this festival was made possible by support from an Arts NSW Quick Response Grant of $10,000. Over the ten days the team observed and filmed Xu and other virtuosic performers on stage, behind the scenes, in rehearsal and training, finding locations and creating environments to conduct interviews with Xu, other artists and troupe organisers. This experience shaped the conceptual development of the commissioned multi screen video installation. The project was extremely well received in Beijing, with the Campbelltown project perceived as a significant and rightful acknowledgement and recognition of Xu Feng Shan as a virtuosic exponent of a remarkable and sophisticated Chinese performance tradition. Australian support for the project is further seen in a commitment from ABC Radio National to make both a full length radio feature and an online feature about Xu Feng Shan and the Campbelltown project. The Adventures of Alvin Sputnik, Deep Sea Explorer This was the first presentation in the Theatre for Young Audiences Program. The work for audiences twelve years and older used multimedia, music, light, mime, puppetry and animation to tell a story of enduring love and eternal light in the human heart. Twenty six Year 8 Leumeah High school students and three teachers attended an evening performance. Twenty six students and four teachers from St Paul's International College Moss Vale came during the day. The performances and the ensuing Q & A sessions were well received. One Billion Beats – Second Stage Week 1 Over a week in October 2010 Aboriginal poet, film maker and academic Romaine Moreton met with vocalist Gambirra Illume and percussionist Tarek Sawires for a second week in the first stage development of a new multimedia theatre work, One Billion Beats. The artists developed beats and music for texts developed earlier by July Romaine Moreton and playwright Alana Valentine in response to their research into representations of Aboriginal people in cinematic and ethnographic film footage. The residency concluded with a short performance showing the new writing, music, rhythms with film footage. In the first week of January, Romaine Moreton and video artist Sean Bacon further developed video concepts for the work using archival film footage. They visited and filmed local public sites of significance to Tharawal traditional owners, and integrated this footage with cinematic clips and ethnographic footage for a final first stage performance showing. This showing demonstrated the power and potential reach of this developing work and generated detailed discussion about the next stage of development and the touring potential of the work. Moreton and Valentine spent a week in July developing the first draft script. The second week of this stage of development will take place in November, will include video artist Sean Bacon and will conclude with a play reading with video to an invited audience of peers and potential presentation partners.

LIVE ART PROGRAM Live ART 2011 will see the continuation of the successful SITELab 2010 creative residency and Minto Live program that focused on the development of new work that encouraged audience participation and interaction particularly through live performance, multidisciplinary arts practices and the use of new technologies. As part of the development for SITELab 2010, the old Post Office within Minto Mall was identified as an ideal space to directly connect with the community. As the programs progressed, additional disused shops were identified to be used, at no cost, for further arts programs delivered by the Arts Centre in 2011. Live Art 2011 has been integrated into the overall Minto Arts Program that is aimed at developing and implementing arts programs that make a strong contribution to developing cohesive communities in Minto. The Minto Arts Program also forms an important part of the broader One Minto Plan. From July to November 2011 up to 10 shopfronts will be used for a number of free creative arts residencies and community engagement programs. These include: Perry Keyes, Johnny Barker and Alicia Talbot Creative Development - Soft Blue Sky Singer song-writer Perry Keyes who has strong family connections to Minto is at the end of his week-long residency with photographer Johnny Barker and Urban Theatre Projects director Alicia Talbot. The artists have spoken to many local residents, screened archival footage from the area as well as documenting the shifting landscape of the area. The artists are scheduled to return early October for a ‘live recording’ (sound and video) in Shop 12 with three local Pacific Islander singers Jenny Shiller Art Exhibition Jenny Shiller is an emerging Aboriginal artist living in Minto. The Old Post Office Shopfront will display a selection of her paintings during September – October. Samuel Jones - Dream Merchants This multi-arts based residency program has been scheduled for 10-28 October 2011 and will use up to ten shopfronts within the Mall and invite eleven artists to participate. One of the selected artists, Samuel James, is on the final stages of editing and compiling five short films that have been made across five vacant shops in Minto Mall. It is proposed that these short films will be projected on the side of selected Minto houses and within the Old Post Office shopfront during SITELab. Minto Mailing List Due to increasing interest from local residents about what is happening in the Post Office and how they can get involved, a mailing list ‘Stay In Touch’ has been created to capture names, numbers and email addresses. This information will be fed back into the larger Campbelltown Arts Centre mailing list to expand the local audience for the diverse program of work offered at the Arts Centre.

DANCE PROGRAM youMove Student Series The Campbelltown Arts Centre youMove Student Series for local dancers was held on 29 June 2011. The day consisted of watching a performance by the youMove youth dance company featuring work by Sydney’s leading independent choreographers; participating in a workshop with the choreographers; and an information session about the pathways that exist for local dancers wanting to pursue dance as a career. The Annual Campbelltown Arts Centre/youMove Scholarship offers an exciting opportunity for a local dancer to join the youMove company for up to 12 months. The youMove Company, Sydney’s only youth dance company led by Artistic Director Kay Armstrong, challenges the next generation of dancers. The Scholarship is for students in years 10, 11, or 12 who are interested in pursuing dance as a career or through further tertiary studies. The winner of the 2010 Scholarship, Tamara Leetham, studies dance at Campbelltown Performing Arts High School and has participated in regional and state dance festivals, schools spectaculars and dance camps at Sydney Dance Company. This year, Tamara performed alongside existing youMove company members here at Campbelltown Arts Centre, as part of the Student Series. Tamara has been involved in the development of new Australian dance works as part of the youMove 2011 Program. Auditions are currently underway for the 2012 Annual Campbelltown Arts Centre/youMove Dance Scholarship. PANTO - 29-30 July 2011 PANTO is a major new work commission for the 2011 Campbelltown Arts Centre Dance Program. This work has been choreographed by professional dancer/choreographer Lizzie Thomson and is the result of two one month dance residencies. Performing alongside an ensemble of local performers, PANTO is part Broadway musical, part contemporary dance solo, part community event and wholly a celebration of song and dance. 2011 Intercultural Project During July, the Dance Program also saw the first stage residency and showing of the 2011 Intercultural Dance Project with artists Nellie Benjamin and Anandavalli. This structure responds to a lack of innovative intercultural contemporary dance work and artists are curated by the Dance Curator. This project sees the coming together of two mature and sophisticated artists. They are virtuosic contemporary dance artist, Nellie Benjamin with traditional Indian dance artist, Anandavalli. The showing was very well received amongst peers and industry, with all enjoying watching two artists from different cultural and artistic backgrounds working together to make a new and innovative kind of dance work commissioned by Campbelltown Arts Centre. Australia Council Application The Australia Council for the Arts Dance Board provides organisations with funding for programs that develop Australian dance. These grants support programs and services that benefit a range of dance artists. These can include national and international reciprocal partnerships, professional development programs such as mentor programs, masterclasses, workshops, international exchanges, management support and peer evaluation.

The Australia Council has provided pre-approval for the Campbelltown Arts Centre to make a submission under this funding program for the Centre’s 2012 Contemporary Dance Program through approval of multi-arts status for Campbelltown Arts Centre. Campbelltown Arts Centre proposes to make a submission to the Australia Council for the Arts Dance Board requesting $90,000 towards its 2012 Contemporary Dance Program. Building on the success of the 2009, 2010 and 2011 Programs, the Arts Centre will produce and present its 2012 Contemporary Dance Program under the artistic direction of the Centre’s Dance Curator. MUSIC PROGRAM Music In May Free Music Forum 11 May 4.00pm Composer and educator Alex Pozniak commenced a series of illustrated talks on the Piano as instrument and icon. This particular forum focussed on French impressionism. Four Hands, Two Hearts Pascal and Ami Roge 15 May 2.30pm Two of the greatest interpreters of French music treated us to an exquisite concert in the performance studio. These international artists were impressed with the Centre and the Japanese Garden as they have a special affinity with Japan, being Ami’s birthplace. At the end of the concert local resident Seiko Yamada attired in Japanese traditional dress, presented the artists with bouquets on behalf of the Centre. It was a highly successful event, both in terms of artistry and community access. The concert was professionally audio recorded. The artists were interviewed by Andrew Ford for the The Music Show on ABC Radio National. Free Music Forum 18 May 4.00pm Special guest for this forum was Ben Ward a technician from Theme & Variations who literally pulled the piano apart to show attendees the internal mechanics of the instrument. An added pleasure was Ben’s performance of his own piano composition. The Bowed Piano Ensemble 21 May 8.00pm This US based ensemble astounded the audience with their unique extended piano technique. Another very successful concert, due in part to the audio visual component of projecting the inside of the grand piano as it was being manipulated by the ensemble. The concert was professionally video recorded Free Music Forum 25 May 4.00pm Again Alex Pozniak led the musical conversation around the music of Michael Nyman and his music in Jane Campion’s film “The Piano”.

Something Connected with Energy The Music of Michael Nyman May 29, 2.30pm Campbelltown Arts Centre hosted a special luncheon with invited guests. The concert itself with the Sydney Conservatorium of Music Saxophone Quartet and the Sydney Conservatorium of Music Modern Music Ensemble was extremely well received by the audience and by the composer himself. A very successful event. The concert was professionally audio recorded Free Music Forum 22 June 4.00pm Alex Pozniak returned to bring our musical and piano focussed conversation to the logical conclusion with a discussion of George Crumb’s Makrocosmos, followed by a foray into the performance studio to meet the artists who had started their short residency and rehearsal period. George Crumb’s Makrokosmos Following the successful Music in May series, Campbelltown Arts Centre crowned its homage to the piano with the complete performance of all four of George Crumb’s Makrokosmos, one of the masterpieces of twentieth century piano literature in which the notion of piano sound is redefined and explored through panoply of "extended techniques”. This reverential task was performed by world renowned pianists Liam Viney and Anna Grinberg along with two of Australia’s most exciting percussionists Claire Edwardes and Eugene Ughetti. The Crumb experience started with Vols I & II in the performance studio at 3.00pm and Vols III & IV at 8.00pm. At 5.00pm in the gallery, Campbelltown Arts Centre was proud to host the world premiere of Martin del Amo’s new work Inaudible written for and performed by Eugene Ughetti. For this gallery percussion recital, Eugene was joined by Claire Edwardes to also perform percussion works by Erik Griswold, Antony Pateras, John Luther Adams and Tim Parkinson. Campbelltown Arts Centre’s George Crumb experience, along with the world premiere of Inaudible promises was not only exciting but a rare opportunity to spend a Saturday afternoon and evening in the company of great musicians and one of the world's most original composers. The program up until 6.00pm was professionally video recorded and the full Makrokosmos was audio recorded by the ABC for future broadcast. Celebration of Voice – a community choir day hosted by Sweet Tonic Choir and supported by Campbelltown Arts Centre 2 July 9.30am - 4.00pm Vocal coach, Simon Kenway delivered three ninety minute opera workshops. Clarita Derwent delivered three ninety minute workshops on world song and the Music Producer delivered three ninety minute workshops on improvisational techniques and bringing text into melody. The day was well attended by the wider community and well run by Sweet Tonic. The day was especially important in building the confidence of Sweet Tonic to go on to bigger community projects in 2012. Generation Next – The MAC Ensemble co presented with the New Music Network The collaboration with the New Music Network brought young Brisbane based performers to Campbelltown to perform a host of world premieres inspired by the nature poetry of Rilke. The young artists appreciated the support they received at the Centre by way of technical assistance to be able to include audio visual material with their work. The concert attracted some high profile new music artists including the composers Martin Wesley Smith and Damian Barbeler.

Australian Ballet Program A three day intensive program of workshops and performances for local schools, run by the Australian Ballet Dance Education Ensemble is scheduled for 8-10 August. The partnership program between Campbelltown Arts Centre and The Australian Ballet is in its second year. The Arts Centre provides in kind support through the provision of facilities and assistance through ensuring that communities and young people have appropriate levels of access to the program. The workshops and performances have received an overwhelming response and were booked out well in advance. MEDIA COVERAGE The Media and Marketing Officer has achieved substantial free media coverage throughout March to April for programs including: 2011 Music Program, Workshop Programs, New Work Old Tricks, Sydney Writers Festival, Winter School Holiday Program, Performance Program and the introduction of our new Arts Centre Director. Events A group of Friends attended talks given by the Arts Centre's Exhibitions Officer in relationship to the permanent collection. The Exhibitions Officer explained the Arts Centre’s acquisition policy and the types of works that had been collected since 1988. The Committee also attended openings of some of the members' exhibitions over the last few months. The Friends Exhibition and Sale will be held after the Fisher's Ghost Art Award this year, with the 2012 exhibition scheduled towards the end of March. In addition, yearly raffle tickets will be sent out shortly. Four works have been donated to the Friends by its members, which will be one of the major fund raisers for the year. It will be drawn at the Friends Christmas party which will be held in December. Officer’s Recommendation That the information be noted. The IMAGinE Awards have been developed by Museums and Galleries NSW in partnership with Museums Australia. The objectives of the awards are to promote the value and importance of the museum and gallery sector and to recognise best practice and innovation within museums and galleries. Campbelltown City Council through Campbelltown Arts Centre proposes to submit programs under the following two categories: Exhibitions

This award recognises innovation and leadership in the area of exhibition development. Campbelltown Arts Centre over the last six years has developed a reputation for producing an exhibition program of international standard. It is proposed to nominate the exhibitions Edge of Elsewhere and The River Project under this category.

Education and Public Engagement

This award recognises outstanding achievements in the development and delivery of education and public programs. In particular, it recognises the development of new audiences, accessibility and methods of engaging communities in life long learning. Campbelltown Arts Centre has a diverse education and public program that is designed to cater for individual sectors of Campbelltown’s communities. To seek Council's endorsement for Campbelltown Arts Centre to make a submission to the 21st Western Sydney Awards in Business Excellence hosted by the Parramatta Chamber of Commerce.

Report

The Western Sydney Awards in Business Excellence showcase dynamic small, medium and large businesses from across Sydney’s greater west and beyond. They give recognition to businesses that strive for excellence and that have achieved sustained growth as a result. The awards are sponsored by the NSW Government and strongly supported by the Premier and Minister for Western Sydney, the Hon. Barry O’Farrell, MP. It is proposed to submit a nomination under the Excellence in Community Service category for large businesses. Under this category the Arts Centre business will be holistically assessed in areas of business management, customer service, marketing, growth, innovation and sustainability. The 21st Western Sydney Awards in Business Excellence announcement presentation will take place at Sydney Olympic Park on Thursday 13 October 2011. A media event will also be held on 20 October where winning and highly commended businesses will celebrate their awards and be recognised by VIP sponsors, dignitaries, business and media partners.

Purpose

To seek Council's endorsement of a funding application for $566,042 (GST Exclusive) submitted to the Federal Department of Health and Ageing for a Local Government Grant under the Healthy Communities Initiative (Phase 3 October 2011-June 2013).

History

The Australian Government Healthy Communities Initiative is funding Local Government Areas over three phases to help reduce the prevalence of obesity and health issues within participating communities by maximising the number of adults engaged in physical activity and healthy eating programs. To date, forty five Local Government Areas nationally have received Healthy Communities Initiative funding as part of Phase one and Phase two funding rounds. In Phase three, forty seven additional Local Government Areas will be funded. Due to the timeframe for submissions for the Phase three funding round and the need to consult with potential partners, Council's application was required to be lodged prior to advising Council of the proposed funding submission.

Report

Council has submitted an application to the Federal Government for funding to run a Healthy Community - Happy Community program. It is proposed to implement a range of holistic programs to assist residents, who may be obese or overweight, to reduce their exposure to chronic disease and improve their length of life. The program would include:

Media Campaign Beat it Boot Camps – incorporating the Australian Diabetes Council “Beat It” Program Walking Groups – using the Heart Foundation Walking Program Cultural Cooking Classes – using nutritionists and dieticians from elite sporting partners to

conduct community cooking and nutrition classes focussing on culturally specific foods

Cook Book and Calendar - developing free resources, including tips for school lunches

and nutritional information Mini All-Stars Game – conduct community sports sessions in conjunction with Wests

Tigers and develop teams of Indigenous and non Indigenous participants to culminate in a mini All Stars Touch Footy Challenge.

As part of the guidelines, the funding must employ a Coordinator for the period of the program to deliver the program and also liaise with and facilitate ongoing partnerships and links with existing and emerging programs within the community that would reduce obesity. Wests Tigers, NSW Rugby League, Sydney South West GP Link Ltd, and Macquarie Fields TAFE have all indicated support for the program. Should the funding application be successful, the Coordinator would recontact each of these organisations as well as local Aboriginal and Cultural organisations to seek opportunities to work together within the broad elements within the funding requirements. There would no additional cost to Council to run the program. It is anticipated that successful applications will be announced in late September or early October 2011.

Officer's Recommendation

1. That Council endorse the funding application for $566,042 (GST Exclusive) submitted to the Federal Department of Health and Ageing for a Local Government Grant under the Healthy Communities Initiative (Phase three October 2011-June 2013).

2. That subject to notification of success, the Funding Agreement from the Federal

Department of Health and Ageing be accepted and signed under the Common Seal of Council, if required.

To seek Council's endorsement to implement a Food for Fines amnesty across Council's Library Service.

History

Council at the meeting of 23 August 2011 resolved that a report be presented in relation to Council's Library Service implementing a "Food for Fines" amnesty for a period of time, where Library members with fines or overdue items, will have the fines waived on the return of the items and presentation of an in date, canned or long life food item, for donation, possibly to the Mayor's Christmas Appeal.

Report

Food for Fines amnesties have been used by many Library Services to encourage the return of long overdue library items and to encourage Library members with outstanding fines to make a donation to restore their borrowing privileges. Food for Fines amnesties are seen as a positive approach to addressing long overdue items and accumulated fines in that they encourage the return of long overdue material, can significantly reduce the financial burden of Library members who may have accrued fines and the act of making a donation of a food item to charity helps to create a greater sense of community, while assisting those who are in need. It is proposed that the Food for Fines amnesty be run in conjunction with the Mayor's Christmas appeal commencing on 1 December 2011 and concluding on 31 December 2011. During the amnesty period, fines would be waived subject to the outstanding library items being returned in good order and on receipt of a donation, of food items packaged in, in date and non damaged tins or other long life packaging, to the approximate value of the total fine.

The amnesty would not apply to fees charged for lost or damaged items, Inter Library Loan Fees or PC booking fees. If a library member does not wish to contribute a food item the normal fines process would apply. To ensure the success of the amnesty a publicity campaign would be undertaken in the weeks leading up to the amnesty and include promotion through the local media, Libraries and other Council Services. Following the amnesty period a further report detailing the outcomes of the amnesty would be provided to Council.

That Council endorse the implementation of a Food for Fines amnesty across Council's Library Service as detailed in the report.
