LEGISLATION

Legislative DiscussionMr. Mohler reviewed a portion of Illinois Budget Bill (PA 100-0023), passed in July 2017 that added a provision to the Municipal Code titled, “Assignment of Receipts”. The provision provides home-rule municipalities with the authority to transfer future tax revenue from the State to bond holders. Discussion amongst the Trustees ensued. After discussing the issue, the Board directed the Executive Director to schedule a Special Meeting and to invite the Fund’s Legislative Liaison to address the “Assignment of Receipts” and other legislative matters involving the Fund.

2017 Veto SessionMr. Mohler presented the Board with technical corrections to previously adopted legislation that the Fund would like to introduce in the 2017 Veto Session.

INVESTMENTS

Monthly Performance ReportMr. Wesner reviewed the Fund’s investment performance for the month of August.

Market EnvironmentMr. Wesner discussed the current market environment and its effects on the Fund’s investments.

MEABF Investment ReportMr. Yoon presented the Fund’s Investment Report.

WatchlistMr. Yoon reported that there were no changes to the Fund’s Watchlist.

In open session the following motions were made:

Based on discussions in closed session regarding Small Cap Value stocks, and with the advice of staff and Counsel, Trustee Guest made a motion directing Staff to issue a RFP for Small Cap Value Managers. Seconded by Trustee Summers.

Carried: Ayes – Trustee Guest, Trustee Johnson, Trustee Keane, Trustee McMahon and Trustee Summers. Nays – None.

Based upon the advice of staff and Counsel related to possible changes within existing hedge fund strategies, Trustee Summers made a motion to target up to 15% of assets to MWDBE firms within the Hedge Fund manager’s mandate and reflect this within the investment manager agreement (IMA. Seconded by Trustee Johnson.

Carried: Ayes – Trustee Guest, Trustee Johnson, Trustee Keane, Trustee McMahon and Trustee Summers. Nays – None.

Based upon the advice of Fund Counsel, Trustee McMahon made a motion to release the annuity of Angel Velez’s to his family for his care while the Courts in Puerto Rico recover from Hurricane Maria as the proper documentation had been filed prior to the hurricane. Seconded by Trustee Johnson.

Carried: Ayes – Trustee Guest, Trustee Johnson, Trustee Keane, Trustee McMahon and Trustee Summers. Nays – None.

Counsel was directed to forward a correspondence from an annuitant to the attention of the U.S. Attorney relating to a previously entered Turn-Over Order involving the annuitant. Staff was directed to take all steps necessary to send an annuitant’s refund to the Clerk of the Court in compliance with the Federal Turnover Order and consistent with Fund practice.
