May I take this opportunity to wish you best wishes for a happy and healthy 2008! The newsletter includes a number of positive news stories that focus on how we are developing our internal ways of working and improving services. Amongst these is an update on the preparations we are now making for the forthcoming Child Protection Inspection which is scheduled for April of this year. The coming year will see us pass our 2nd anniversary as a fully operational CHP. Over that time we have made significant strides in developing the organisation, the services that we are responsible for delivering and hopefully we have started to make a positive impact on the health and wellbeing of the local population. As ever, it is always helpful to get feedback from you on the content and format of the newsletter and on how we are performing as an organisation. Please feel free to comment once you have had the opportunity to read through. You will also note in this newsletter a number of stories build on items we have previously included in earlier newsletters; this gives you a helpful update on how we are progressing. Finally, since our last newsletter we have had one or two changes in our organisation. Dr Alan Mitchell has joined us as the new CHP Clinical Director from October 2007. Administration & Clerical ReviewThe formation of Renfrewshire CHP brought together a number of staff and services whichpreviously operated in different organisational structures and it was evident that these historicalarrangements did not fulfil the requirements of the new organisation.

To ensure that the administration function could support the service priorities outlined in theCHP Development Plan, a short-life working group, with membership from across section of staffincluding Administration and Clerical, Management, Staff Partnership, Human Resources andOrganisational Development, was established to undertake a review of all administration andclerical functions and resources. The Review was conducted in the context of achieving efficiencyand modernisation in support of service change and the development of joint working, inparticular with local authority colleagues.

The aim of the review was to identify how to maximise existing resources, identify gaps in serviceprovision and ensure delivery of the best possible support for all service areas within the CHP.Significant consultation was undertaken to identify the key issues and potential solutions.

Recommendations from the review were implemented in a phased approach to address specificpriority areas. These included the investment in additional administration and clerical supportwithin the CHP Management Office and the procurement of additional IT equipment to supportservice delivery and the modernisation agenda across the CHP.

Key activities highlighted within the review which require to be taken forward include theelimination of inefficient working practices, future IT development, standardisation of systemsand processes across the CHP and updating of revised Job Descriptions for staff to match revisedroles and responsibilities in line with the modernisation agenda.

A significant output from the work of the short-life working group was the establishment of aStandards Group with the responsibility for the development of an agreed set of standards andprotocols for all administrative processes, procedures and systems for application across alladministration and clerical functions with the CHP.

The review provided an opportunity to raise the profile of the administration service andhighlighted the valuable contribution made by staff in supporting clinical services.

Renfrewshire CHP Administration & Clerical Team Development Event“This isn’t just any CHP……… This is Renfrewshire CHP”

This was the theme at a recent Administration & Clerical staff team building event which washeld in the Glynhill Hotel. The development session was planned and organised by Members ofthe Administration & Clerical Review Steering Group and was attended by 45 members of staffand was supported by the CHP Senior Management Team.

The facilitated event allowed staff dedicated time away from theoffice to think about themselves and their role, allowed staff to getto know each other better, to make them feel part of the widerteam and to think of their future development.

The content of the session consisted of a mix of presentations,informal fun activities, theoretical learning on team working andpersonal development.

Evaluation of the event indicated that there is enthusiasm for a further event and the feedbackreceived will form the basis of a second event which is planned for early in the spring.Information will be circulated to all Administration & Clerical Staff when available.

Child Protection Services to be Inspected April/May 2008Her Majesty’s Inspectors will be visiting Renfrewshire during April and May this year to inspectour child protection services. The inspection will focus on the child protection services deliveredin Renfrewshire. This will include services provided by Social Work, Police, Education, Health,Scottish Children’s Reporter Administration, Housing, and Voluntary Organisations.

It is important to note that children will be at the heart of the inspection.

The Inspectors will be asking key questions that are associated with ‘quality indicators’. You candownload the HMI Quality Indicators through from www.hmie.gov.uk

To measure how we are doing in protecting our children and young people in a multi-agencyway, Inspectors will look at a sample of cases, read case files, visit agencies and interview staff.The Inspectors will also interview children, young people and their families who have beeninvolved in our processes. You will be advised if this involves you.

How are we preparing in Renfrewshire for inspection

Renfrewshire’s Child Protection Committee, along with individual agencies, has undertaken arange of self evaluation exercises based on the Quality Indicators.

Renfrewshire CHP organised 8 staff workshops in November which gave front line staff theopportunity to evaluate their services against the HMIe Quality Indicators. This work is nowcompleted and analysed and a CHP Self Evaluation Report has been produced. The report willform part of Renfrewshire Child Protection Committee’s presentation to the Inspectors.

How will this improve services?

Self-evaluation is about continual improvement and not a one off exercise. The CHP Self-Evaluation Steering Group is currently developing an action and implementation plan to ensureany service gaps or deficiencies highlighted by self–evaluation are rectified.

The CHP has also embarked on a comprehensive training exercise designed to ensure that all itsstaff, clinical and non-clinical, have received child protection training at least to foundation level.The CHP is on target to complete this task by the Spring of this year.

When the Inspection is complete the Chief Inspector will send a draft report to the Chief Officersof each service. After discussion the report will be finalised and published in about 5 monthsthereafter. The report will be published on the HMIe website.

A Call to Debate: A Call to ActionGreater Glasgow & Clyde’s Public Health Report was launched in October 2007. It sets out thechallenges facing our communities – challenges such as excessive alcohol consumption,smoking, obesity and poverty which result in health problems. The report also considers globalchallenges such as climate change and pollution, and the potential effects on our health and onthe society in which we live.

The full report is available online (www.nhsggc.org.uk) and is easy to read. It is introduced by DrLinda de Caestecker, Director for Public Health and focuses on the following key messages:

• There are lessons to be learnt from what is getting better

• Health inequalities are increasing

• Our least healthy communities are unlike our healthy communities in every way

• Significant changes are taking place in our population

• The obesity epidemic must be taken seriously

• Alcohol is an increasing problem

• Sustainability should become a more explicit consideration

Many of these challenges cannot be met by Health Service alone – the “Call for Action” is toCommunity Planning partnerships. In Renfrewshire, we have had early discussions with SocialWork colleagues and with local Councillors who share our concerns. Together, we are well placedto influence health in Renfrewshire. We can impact on the design of the environment, access toopportunities for physical activity, availability of healthy food and drink and economic growth.

Mental Health Partnership – Scottish Recovery Indicator Pilot (SRI)A commitment to develop a tool to assess practice against expected values was outlined in thereport of the Mental Health Nursing Review and then in Delivering for Mental Health. Initial workin Scotland suggested that the Recovery Oriented Practices Index (ROPI), offered a good startingpoint. The emerging SRI tool was piloted in three Health Board areas. Ward 15, Dykebar Hospital,was chosen to participate in the pilot. This involved participation from all disciplines, service usersand carers. The pilot completed in December 2007 and the findings from all health boards willassist in developing an assessment tool to be used throughout mental health.

The Intensive Home Treatment Team (IHTT)The Intensive Home Treatment Team (IHTT) is a new joint Health & Social Care initiative that hasbeen developed within Renfrewshire to meet the local needs of those individuals who experiencea severe mental health crisis. The service delivery is an integrated model, where the IHTT willwork in partnership with FIRST, the Crisis Response and Diversion service provision ofRenfrewshire Association for Mental Health. The IHTT will provide short term intensivecommunity based care as a credible alternative to admission to hospital, and where people dohave to be admitted to hospital, will work with them to facilitate an earlier discharge.

The service will compliment the existing network of mental health services in Renfrewshire andwill be available seven days a week. The team is currently recruiting staff, and when operationalwill provide a comprehensive multiagency team approach towards care.

The IHTT will be fully established and in place by April 08. The team will be based at theCharleston Centre in Paisley but provide a service to all of Renfrewshire.

Building on Nutrition Messages in Schools‘Eat Well To Do Well’ is a nutrition curriculum resource for primary and early secondary schoolsand builds on the health messages in the pre-five resource ‘Eat Well to Play Well’. Eat Well To DoWell establishes links between the curriculum and food and drink provision in schools asrecommended in Hungry for Success (Scottish Executive, 2002). It was developed in partnershipbetween Renfrewshire CHP Community Dietitians and Renfrewshire Council.

Eat Well to Do Well was launched in September 2007. Fifty-five out of sixtyfive Renfrewshireschools attended the launch, packs were subsequently issued to all Renfrewshire schools.

A training and support programme to assist schools in making best use of the resource is provingvery successful. Individual training sessions, delivered by Community Dietitian and HealthDevelopment Workers, are offered to each school. Twenty primary schools and two secondaryschools have either already received training or have a date in the diary for early 2008. In manyschools training has included teaching, support and catering staff as well as Parents. Evaluationof training sessions to date has been very positive, with 89% of respondents stating they woulddefinitely or almost definitely use the pack.

Renfrewshire CHP Clinical Effectiveness Service and Renfrewshire Council EducationalPsychological Service are helping plan and develop evaluation of Eat Well to Do Well. TenRenfrewshire schools have been randomly selected and asked to evaluate one class each.Evaluation hopes to establish any change in knowledge and/or eating habits in children and willinclude pupil and parent questionnaires, focus groups and teacher interviews. Additionally, TheScottish Health Promoting Schools Unit is writing a case study on this resource.

Early signs indicate that this pack is well received, formal results of evaluation are eagerly awaited.

Working Together In Renfrewshire To Improve Sexual Health andRelationshipsDerek Mackay, Leader of Renfrewshire Council alongside David Leese Director of RenfrewshireCHP recently opened the Renfrewshire Sexual Health and Relationships conference held on 11thof October at the Abercorn Conference Centre Paisley.

The National Sexual Health Strategy ‘Respect and Responsibility’ sets out key priorities andresponsibilities for the NHS, local authority and voluntary sector. Over 70 delegates attendedfrom a wide range of partners in Renfrewshire including service managers, teachers, youthworkers , practice nurses, public health nurses, mental health practitioners and young people.Sexual health Information was presented and delegates also had the opportunity to contributeto the development of the Local Sexual Health Action Plan.

Excellent and well received presentations were delivered by Health Scotland, Renfrewshire CHP,Renfrewshire Council, The Sandyford Initiative and Greater Glasgow and Clyde Sexual HealthImprovement Team. The final draft of the Local Sexual Action plan will be submitted to theSexual Health Strategy Group in January 2008.

The success of the conference demonstrates that improving sexualhealth and relationships is a key priority in Renfrewshire and thatthere is real commitment to partnership working to achieve this.

Practice Managers ForumFollowing on from a development session in September 2007, Practice Managers within the areahave formed a Practice Managers forum which covers all GP practices throughout Renfrewshire.The main aims of the forum are:

• Working together

• Sharing ideas and learning

• Educational – guest speakers

• Support network

Chairperson (Linda Winston, Charleston Surgery), Vice Chair (Janet Gregor, Bishopton MedicalPractice), and Minute Taker (Elaine Paul, Kelburn Practice) were selected/volunteered.

The group meet on a monthly basis with a high attendance of managers. There have alreadybeen guest speakers and various relevant and significant agenda items. It is recognised that thegroup will bring benefits to both managers and their practice and will go from strength tostrength.

No Smoking DayIn 2008, No Smoking Day will be celebrating25 years of achievement and are honouringthis by launching a new modern day campaign- ‘The Great No Smoking Day Challenge’, to be held during the week of Wednesday 12th March.

The Renfrewshire CHP team of Stop Smoking Advisors are busy organising events to take placein different venues throughout Renfrewshire and would like to work in conjunction with otheragencies to make this a ‘year to remember’. The colour theme is red, white and black and couldbe incorporated in many ways to daily activities to help raise the issue during this week. Cessationis not the only aim this week; prevention is a key issue that is hoped to be addressed as well bytargeting the younger age groups.

Stopping smoking can be a real challenge and it is hoped that this year’s campaign will highlightthis by giving everyone the opportunity to raise awareness and be part of a national challenge.There are lots of free materials and information available to download online athttp://www.nosmokingday.org.uk, including sponsor forms which participants can use to raisemoney for their favourite charity, giving them a way to demonstrate a more emotionalcommitment to the challenge.

Good News!Education and Leisure Services, Quality Awards 2007

Many congratulations to Cathy McIntyre and colleagues on winning the “Education andLeisure Services Quality Awards 2007”. It is well deserved and Macmillan Cancer SupportCancer Information and Support Service should be proud of their achievements.

They have been a dedicated source of care and support to many patients at a very vulnerableand needy time in their lives. A collaborative approach in working with local authoritycolleagues, the Macmillian service and of course volunteers, sets an excellent example of howtrue partnership working can result in high quality patient care.

Older People Care Award

Support worker Joe Kane at Dykebar Hospital in Paisley receivedthe “Older People Care Award” after colleagues nominated himto acknowledge his sensitive and caring approach to helpingelderly patients in his care.

Joe is an Occupational Therapy Technical Instructor at thehospital where he helps to care for elderly patients withdementia or specialist psychiatric needs. Joe organisesimaginative and creative activities to help patients enjoy themselves, to interact with eachother, as well as co-ordinating a concert programme which involves a variety of wards andorganises multi-sensory groups called 'Allsorts' for patients who have very complex needs.

Children’s Ward EndowmentThe staff in Renfrewshire CHP Management Office this year decided to forego the joy of givingeach other Christmas cards and donated One Hundred and Twenty Pounds to the Children’sWard Endowment fund. This money was placed in the Paediatric Endowment Fund and will gotowards the purchase of medical equipment or something which will benefit the patients andtheir parents; like the safe outdoor play area and the purchase of toys for this. Special thanksexpressed to everyone who contributed to this fund.
