Representative wind energy projectsEcogen, LLC – Prattsburgh/Italy, Wind Farm

Steuben and Yates Counties, New YorkAECOM performed a wide range of engineering activities on this project. Initially the preliminary project layout was based on optimal spacing between wind turbines; the prevailing wind direction; the existing terrain, land control, and other factors. Easement drawings were prepared to assist with landowner negotiations. AECOM incorporated 40-scale planimetric base mapping with two-foot elevation contours into the design once the aerial flyover work was completed. A formal design criteria document was prepared to specify what criteria our civil engineers and CAD designers would use during the design process. This document contains a wide variety of data including applicable set-backs, turbine spacing, access road geometry, collection system assumptions, limits of impact, restoration plan, etc. The horizontal design process adjusted the preliminary layout based on the design criteria. During the vertical design process, AECOM designers used specialized software—AutoCAD 3-D—to optimize the access road alignment and turbine crane pad locations based on existing and proposed grades. The final vertical design illustrated all project improvements with existing and proposed grades.

AECOM also prepared a Grading Permit application package. The application consisted of the vertical design drawings and also contained stormwater management features such as drainage swales, culverts, microbasins, and erosion and sedimentation controls.

Solano Wind Project, CollinsvilleMontezuma Hills WRA, Northern CaliforniaThe Solano Wind Project, located on 6,345 acres near Rio Vista, California, represents SMUD’s ongoing commitment to develop renewable energy resources, including wind energy, for its service area customers. AECOM has provided services for this multi-phased project since 2001, serving as the Owner’s Agent for all QA/QC, planning, environmental, regulatory, contractual, financing, siting, land acquisition, transmission, interconnection, construction compliance management and community involvement issues. The project included 66 wind turbine generators (WTGs) of 3MW each.As a prime contractor, AECOM is committed to helping SMUD meet its goal of providing over 20 percent of its customers’ energy needs with renewable energy. Our engineering and environmental service expertise extends to all wind project phases, including prospecting and siting, feasibility evaluation, transmission access, document preparation, design, planning, permitting, environmental evaluation, construction, operation and monitoring.

The 6,345-acre site produces wind speeds of more than 20 miles per hour at 80-meter (approximately 262-foot) hub height. With a total of 230MW of capacity on the site, power can be provided to 79,000 homes. Installation of the new wind turbines resulted in delivering a cost of power of 5½ to 6½ cents per kilowatt hour, with no Federal subsidies. The wind turbines helped the client with its goals set by the State to meet 23 percent of its retail electricity sales with renewable energy in 2011 and 33 percent from renewable sources by 2020.AECOM was the prime contractor and self-performed all project and construction management, prospecting and siting, feasibility evaluation, transmission access, document preparation, design, planning, permitting, environmental evaluation and engineering support for construction and operations and monitoring.

Roth Rock Wind Farm; Engineering, Design and Construction Support Services, Backbone Mountain Garrett County, MDThe Roth Rock Wind Farm Project consists of a commercial-scale, 50MW wind farm, including the construction of 20 wind turbines located on the Backbone Mountain ridge in Garrett County, MD. Synergics Energy Services, LLC (Synergics) retained AECOM (Legacy URS) to complete a wide variety of permitting, engineering and construction support services.

The project includes 20 wind turbine generators (WTG), access roads, an electrical substation, an O&M building, staging areas and an electrical collection system (ECS) that conveys power from the wind turbines to the existing utility infrastructure in the area. The project is a continuous string of turbines along a 3-mile mountain ridge containing environmentally sensitive areas. When completed, this wind farm will generate 50 MW of energy.

AECOM prepared revised layout plans to meet the conditions of the Maryland Department of Natural Resources (DNR). Environmental constraints and siting criteria included protected wildlife habitat, wetlands, steep slopes, constructability of access roads, and turbine off-sets to avoid wake loss. The project team utilized field reconnaissance, aerial photography, manufacturer’s specifications, and digital terrain modeling to produce a series of alternative layouts meeting Synergics’ project objectives, while staying within the limitations established by DNR.

Follow-up planning and engineering tasks included haul route analysis, transportation assessment, access road layout, stormwater pollution prevention plans, a Notice of Intent and Agricultural Impact Statement, civil design of individual WTG sites, and preparation of an Environmental Monitoring Plan to address environmental permit conditions and minimization of agricultural impacts. In addition, Department of Transportation (DOT) permits for intersection improvement, collection system crossings and access road entrances.

Owner for the Colton Electric Department PV Projects

First Solar Electric, Blythe Solar 1 Project Riverside County, CaliforniaAECOM is providing permitting assistance to First Solar Electric for their proposed 21 MW photovoltaic solar generation project in Riverside County near Blythe, California.The 200-acre project site is located on flat, fallow agricultural land near existing electric transmission line interconnection points and is not near any sensitive land uses or critical biological habitat. The biological surveys performed by AECOM biologists on the site and the surrounding area determined that no protected species such as desert tortoise are present on the site.

The site is on private land on unincorporated Riverside County; therefore, Riverside County was the lead agency for compliance with California Environmental Quality Act (CEQA) and for the processing of the Conditional Use Permit.The First Solar Electric Blythe Solar 1 Project was developed to meet growing energy demand in the region and to help Southern California Edison meet their California Renewable Energy State mandates. The eastern Riverside County area near Blythe is an ideal location for siting a solar PV project based on its solar radiation profile. First Solar Electric entered into a Power Purchase Agreement with Southern California Edison for this project. The project provides electricity for more than 20,000 people.

NextEra, Genesis Solar Energy ProjectRiverside, CaliforniaThe Genesis Solar Energy Project consists of a 1,000 MW commercial solar thermal power-generating facility on land administered by the U.S. Bureau of Land Management (BLM), with a facility and linear footprint of approximately 7,052 acres. The project is located in the Blythe area of Riverside County and is currently completing construction. The project was approved by the BLM and CEC in 2010.

Although another consultant completed technical studies for permitting the project, AECOM was selected sole-source to provide the cultural resources compliance work due to our superior local knowledge and relationship with CEC and BLM agency staff, based on a client recommendation. AECOM is supporting the CEC—and BLM—approved project by implementing CEC’s Conditions of Certification and Cultural Resources Monitoring and Mitigation Plan as well as the BLM Historic Preservation Treatment Plan, through a cultural resources construction monitoring program, conducting additional surveys and data recovery at the request of CEC and BLM. AECOM also is providing extensive agency and Native American coordination and geo-archaeological field investigations.

Similar to cultural resources, AECOM is supporting the biological resources compliance monitoring program. This support has included dealing with issues related to desert kit fox relocation and weed management.

AECOM also assisted with obtaining revisions to the air quality permits issued for the project. We were able to obtain changes that reduced the compliance burden and allowed the purchase of slightly larger equipment that better suited the project’s needs. Additionally, AECOM provided an assessment of the use of diesel or natural gas-fired engines to support plant commissioning instead of line power, as the construction of SCE’s new substation was delayed. For this change AECOM developed a number of emissions scenarios and provided modeling to demonstrate the engines could be used without significant impact. An amendment petition was submitted for this change and approved by the CEC in less than four months.

Austin Energy; Solar Design, Engineering, and Construction Oversight, Decker RetrofitAustin, TexasIn 2011, AECOM was selected through the Austin Energy Solar PV Design IDIQ Contract to provide engineering, detailed design, feasibility studies, technology evaluations, RFP development and construction oversight of a ground-mounted solar PV array for Austin Energy. The Decker project involved detailed engineering and design of a 300kW solar PV single-axis tracker array retrofit and a CPV technology demonstration facility. The existing Decker Solar Array was installed in 1986 and consisted of single-axis trackers, panels, structural supports, and the balance of system. AECOM was tasked with removing all of the modules, combiner boxes, tracker panel sections, horizontal support systems and actuators. The only members left in place included the vertical I-beam column and foundations.AECOM developed construction-ready plan sets and specifications for the decommissioning and retrofit phases of the project. All existing solar modules, steel, and electronic equipment were removed and recycled per local requirements. Solar panels removed during demolition were collected from the project site for recycling by SolarWorld. Austin Energy and AECOM arranged for delivery and pick up of SolarWorld storage bins for material recycling.In addition to the 300kW of single-axis tracking array, AECOM designed a technology demonstration facility. Eleven test bays were designed to test a variety of solar PV modules with different tracker, racking, and inverter combinations. Also included in the design were five tests bays for concentrated PV technologies. The test bays will allow Austin Energy to monitor and compare performance of various technologies at the same location.

The Decker project was the first opportunity for AECOM to retrofit an existing solar array. As technologies improve, retrofitting arrays will become more prominent and AECOM will have the expertise to assist our clients to use existing infrastructure, maximize recycling opportunities and evaluate compatible technologies.

City of Palmdale/Inland Energy Palmdale, Hybrid Power ProjectPalmdale, CaliforniaWorking with Inland Energy, Inc., AECOM successfully provided comprehensive permitting services for the City of Palmdale’s proposed hybrid gas-solar power plant. The innovative design of the Palmdale Hybrid Power Project (PHPP) thermally integrates 570 MW of clean-burning, natural-gas combined-cycle technology with 50 MW of solar parabolic trough mirrors on a 333-acre site. The project also includes approximately 36 miles of new and upgraded transmission facilities (generation tie-line), 7.4 miles of pipeline supplying reclaimed water, 8.7 miles of new natural gas pipeline and an access road.

The CEC licensing process included performing extensive environmental impact assessment for a broad range of environmental topics including air quality and air quality-related values (e.g., visibility, acid deposition), greenhouse gas (GHG) emissions, health risk assessment, visible vapor plume modeling and noise impacts—for both construction and operation of the facility. In addition to these impact assessments, AECOM supported the air permitting processes. Significant challenges faced in the permitting of this facility included :

− obtaining sufficient offsets/emissions reduction credits (ERCs)

− addressing the new one-hour NO2 National Ambient Air Quality Standard (NAAQS), became effective in April 2010 during the permitting process

− evaluating new GHG Best Available Control Technology (BACT) requirements that were implemented at the start of 2011.

Multi-agency (Environmental Protection Agency [EPA], CEC and Antelope Valley Air Quality Management District [AVAQMD]) approval for use of ERCs from an upwind air basin/air district for ozone precursors (NOx and VOC) was obtained. Use of PM10 ERCs generated by paving roads also was approved by these agencies.

Demonstrating compliance with the new NO2 NAAQS was complicated, as PHPP was one of the first applications to do so and the EPA modeling guidance was being adjusted throughout the permitting process. The PHPP Prevention of Significant Deterioration (PSD) permit was the first issued by the EPA that addressed GHG BACT. The PSD permit also served as the nexus for U.S. Fish and Wildlife Service consultation under Section 7 of the Endangered Species Act (ESA), which required that air quality deposition impacts to listed species also be conducted by AECOM.

AECOM’s permitting work culminated in the August 2011 authorization from the CEC and the October 2011 issuance of the PSD permit by the EPA. In a December 2011 article in the Antelope Valley Press, Palmdale Mayor Jim Ledford stated, “The Palmdale

Hybrid Power Plant . . . will be the cleanest project

of its kind in the world . . .” Jared Blumenfeld, EPA’s regional administrator for the Pacific Southwest Region, was quoted as saying, “Palmdale’s use of

solar technology is a model for new electric power

plants across the nation.” AECOM won the Climate Change Business Journal’s Business Achievement Award for Renewable Energy Development for the PHPP in March 2012.

Tierra del Sol Solar, Farm ProjectBoulevard, CaliforniaTierra del Sol Solar LLC partnered with AECOM to develop a 60MW renewable energy project in the Mountain Empire of southeastern San Diego County near the U.S./Mexico border. The Project uses Concentrated Photovoltaic (CPV) technology sited in an area with abundant solar energy to generate clean, renewable electricity.

The project included a Major Use Permit (MUP) to authorize a Major Impact Utility Pursuant and a Rezone. The Tierra Del Sol Solar Farm Project consistd of 2,529 CPV Systems using dual axis tracking located on 420 acres. The power is sold to SDG&E. AECOM provided all engineering services, including site civil, mechanical and electrical efforts to support full project development. The project consisted of:

− A 1,000-volt direct current (DC) underground collection system and a 34.5kV overhead and underground collection system linking the CPV Systems to the on-site project substation

− An operations and maintenance (O&M) site including a 7,500 sq ft O&M building

− A three-acre, on-site private collector substation site which encompasses an area of approximately 7,500 sq ft and includes 450 sq ft of metal clad switchgear

− 31 DC to AC inverter stations − A 138 kV overhead transmission line (Gen-Tie)

to connect the Project substation to SDG&E’s proposed new Boulevard Substation

− 13 miles of newly constructed load-bearing on-site access roads

− 33 miles of graded, service roads − One permanent water well that will be used to

supply water to the O&M building and to facilitate washing of the CPV Trackers

Southern CaliforniaLos Angeles Department of Water and Power, Pine Tree Solar ProjectCantil, CaliforniaThe Los Angeles Department of Water and Power (LADWP) constructed a 9.75 MW photovoltaic project at its Pine Tree Wind Farm at Airplane Flats, near Mojave, California. The project was one of the largest utility owned and operated PV projects in the United States at its completion in 2012. AECOM provided comprehensive engineering design and equipment procurement services for the project. The project is being constructed by LADWP construction forces with on-site assistance and training from AECOM.To minimize the levelized cost of electricity and meet LADWP objectives to maximize electricity production within a space-constrained site, AECOM developed an innovative design utilizing three different module tilt angles. The design takes maximum advantage of the site’s natural terrain and optimizes output while minimizing shading. The project incorporates over 35,000 PV modules and generates over 19 million kWh of electricity per year.AECOM’s responsibilities included:

− Detailed civil, structural, mechanical and electrical design

− Full SCADA system design and specification integrated to LADWP existing SCADA network

− Specification of all components and materials including PV modules, racking, and inverters

− Procurement and delivery to the site of all materials, including all major components as well as balance of system components, including wiring, conduit, cable trays, combiner boxes and mounting clips

− Installation training of LADWP work crews − Design of 34.5 kV electrical AC collection system − Maintenance plan and spare parts planning

Solar Millennium, Three Solar Thermal Power ProjectsSouthern CaliforniaAECOM was retained by Solar Millennium, LLC to provide permitting and engineering support services for three proposed solar thermal power projects in Southern California. Each project ranged from approximately 250 to 1,000 MW. AECOM assisted Solar Millennium in submitting applications for certification (AFC) to the CEC for each of the three projects, including responding to data requests. The projects were developed on federal land managed by the BLM, which is the lead federal agency for permitting purposes. The three projects were identified as “fast track” projects by the BLM and were permitted on an expedited time line in order to be eligible for stimulus funding.In support of the projects, AECOM performed the required field surveys, which included natural resource surveys, and supported Solar Millennium in providing related documentation and regulatory agency submittals, as well as resolved technical and regulatory agency issues that pertained to endangered species and cultural resources. AECOM also supported environmental analyses in the other resource areas, such as air quality and public health modeling of construction and operation emissions and permitting, visual simulations, groundwater modeling, socioeconomic Impact Analysis for Planning (IMPLAN) modeling, waste management, and worker safety.To fulfill the elements of the licensing and engineering scope, AECOM managed geotechnical and groundwater development investigations, developed the projects’ civil design basis, and provided engineering support for substation and transmission line design. The projects were designed to honor Governor Schwarzenegger’s Executive Order for California utilities to obtain 33 percent of electrical energy from renewable resources by 2020.

Multiple StatesCritical Issues Analysis for Solar Thermal and PV Energy ProjectsAECOM is assisting with critical issues analyses (CIA), project siting, and permitting for a number of solar energy developments throughout the Southwest desert region. These solar projects will use either solar thermal or PV solar technology and range in size from 180 to 1,000 MW. The CIA reports assist various developers in determining the viability of their proposed sites for solar development and review a number of natural resource issues and permitting aspects to identify constraints and costs for the permitting effort.Because of the large acreage required for these solar projects, potential impacts and mitigation for biological resources are major issues. Power plant cooling/water supply requirements also are major topics of analysis for the solar thermal projects, requiring the investigation of dry cooling, reclaimed water supply sources, and groundwater modeling. Seismic issues were of particular concern for one of the projects located in a major fault zone. Land use, noise, visual impacts, and construction air quality impacts also can be of concern for specific projects, as well as availability of air quality offsets for hybrid gas/solar projects. Phase I Environmental Site Assessments are included in many of these projects.

AECOM has completed more than 30 such studies for potential solar developments throughout the U.S. Examples of recent AECOM energy projects include:

− AECOM prepared a CIA and Permitting Plan for solar power generation facilities in California and Arizona to support proposals in response to the utility’s request for renewable power purchase.

− AECOM reviewed the permitting plans and environmental documents that assisted NRG Solar with a due diligence decision to purchase five solar development projects in California and Arizona.

− AECOM investigated the feasibility of permitting a PV solar project on three different properties in Georgia for Sempra USGP to assist with a response to an RFO on renewable power. In addition to environmental constraints reviews, permitting plans and cost estimates for permitting a project on these sites were provided. A full ASTM Phase I Environmental Site Assessment also was prepared for each site.

Energy storage capabilities

The Need for Energy StorageEnergy storage systems have the ability to break the nexus between electricity production and demand, although aside from pumped storage hydropower, dispatchable generation has traditionally been more economical than storing energy for consumption at a later time.

There are a number of contributing factors for the viability of energy storage technologies for both grid-connected and off-grid remote applications, such as:

− The rising price of electricity and gas due to the combination of increasing network charges to meet peak demand events, variable electricity charges, carbon policies, and power reliability standards that together will influence the need for smarter ways to deliver and use electricity.

− The Renewable Energy Target is contributing to an increased penetration of variable renewable energy supply that will need to be effectively matched to the load.

− Our power networks and supply/demand points are becoming more dispersed and fragmented through an expanding decentralised system that will continue to be a challenge for grid operators to maintain power quality, flexibility, and stability on our electrical systems. This creates demand for ancillary services such as reactive power, energy balancing, frequency, and voltage control, and for the evolution of smart grids.

As these factors become more prevalent, there will be a greater need for more economical solutions to maintain the delicate supply-demand balances in our energy systems. Energy storage technologies are expected to move down the cost curve and are suited to managing the balancing required for energy generation to be decoupled from its supply. It ultimately enables an electricity system to only need sufficient generating capacity to meet the average demand rather than the peak demand.Applications for Energy StorageUnlike liquid or gaseous energy carriers, electrical energy usually needs to be converted into another form of energy, incurring conversion losses. Numerous storage technologies have been developed that rely on mechanical, electrochemical, thermal, electrical, or chemical energy.

Assessing these technologies is best done at the application level, taking into account power rating, storage duration, frequency of charge and discharge, efficiency, response time and site constraints that determine the power, and energy density requirements. The investment decision in a storage facility comprises two principal components: a cost per unit of power ($/kW) and a cost per unit of energy capacity ($/kWh).

Energy storage technologies can provide high reliability and power quality to support energy networks and support higher penetrations of renewable energy.

There are several energy storage technologies with various characteristics that make them suitable for specific market applications.

− Bulk energy storage technologies are appropriate for applications requiring the transfer of large quantities of energy and power. These technologies can be charged by large amounts of variable generation renewable electricity or grid electricity during low demand. In general, pumped hydro storage (PHS) (accounting for over 99 percent of global energy storage capacity) and compressed air energy storage (CAES) are the most suitable for bulk storage applications however, both technologies face site availability issues.

− Transmission & Distribution grid power quality management and load shifting/following applications require characteristics of both bulk energy storage and power quality energy storage devices. Batteries are a major component of the storage landscape and can serve a wide range of applications with intermediate power and energy requirements. These technologies differ according to their electrodes and electrolyte chemistries: sodium-sulfur (NaS), lithium-ion (Li-ion), and advanced lead-acid.

UltraBattery are best suited for stationary storage due to their higher power, higher energy densities, and greater durability. Despite these advantages, durability, together with costs and safety concerns, remains the biggest hurdle to commercial development. In addition to conventional batteries, research is being conducted into flow batteries, such as vanadium redox (VRB) or zinc-bromine (Zn/Br) batteries, which use the same reaction but with two separately stored electrolytes, allowing for power and energy decoupling. These technologies are more costly due to their complex balance of system, and further development and demonstration efforts will be needed.

Power quality systems require instantaneous and reliable ride-through power, and hence the most important characteristics are the discharge speed and the cycling ability. For applications where providing power in short bursts is the priority, flywheels, superconducting magnetic energy storage (SMES), and supercapacitors appear to be the most attractive options, as a result of their high power density, high efficiency, high response time, and long lifespan. However, costs are high and most of these technologies are currently at the demonstration phase.

Global Energy Storage MarketThe growing concern over climate change and energy security has led to a raft of policies and regulations that have raised the awareness about energy savings and provided a boost to the energy storage industry that has otherwise been constrained by high upfront costs. Energy storage systems are experiencing steady growth worldwide, and a number of analysts have forecasted a multi-fold increase in global market size by 2020. Some of the market drivers for growth include wholesale electricity price volatility (market arbitrage application), smoothing out loads for distribution scale storage and energy security, and price savings from load shifting for the end user. These drivers, in conjunction with the increased pressure for government bodies to set renewable energy targets and the development of smart grid technologies, have helped shape the emerging energy storage industries in Asia, Europe and North America.

So far, the main driver of recent investment into batteries has been the automotive and portable device industry in its push to develop more efficient and longer life products. The recent surge in uptake of renewables has propelled the need for the development of roadmaps for energy storage, which is expected to identify R&D gaps and barriers to development (e.g. regulation, ownership); clarity on development milestones; and an increasing need for suitable business cases.

When renewables (wind and solar) reach a point of grid parity and increase in penetration, energy markets experience grid instability resulting in higher and less sustainable capacity payments to have conventional plant on standby in order to maintain supply security. As such, serious consideration of energy storage’s impact on the entire market is required for a smoother transition.

Representative energy storage projectsSouthern California Edison, WDG Battery Storage Integration to PV ProjectsCaliforniaAECOM prepared interconnection applications for three battery-based energy storage projects in Southern California Edison service territory. Each has planned capacity of 2 MW. They are collocated with existing solar energy projects that AECOM helped develop but they are stand alone in terms of interconnection, power offtake and ownership. Preliminary design was based on ABB technology.

SolarWorld, PV Project Puerto Rico AECOM is currently engaged with SolarWorld on a PV project in Puerto Rico that has an energy storage component. We are providing on-call, as-needed, technical services for a 10 MWh PV project that has roughly 5 MW of battery energy storage. The purpose of the battery energy storage system is to smooth power ramps due to the intermittent generation resource as well as provide frequency response to the utility during off-nominal frequency events as required by PREPA, the utility provider.

AECOM’s experience with energy storage provides the following observations:

− The increasing levels of investment and the emergence of subsidy schemes that drive volumes could lead to similarly dramatic reductions in cost as those seen in solar PV, which would then accelerate the cycle of improving economics and volume adoption.

− Demonstration of the technologies in varying applications is essential to build market confidence and greater understanding of the benefits or challenges of integration.

− Business case consideration needs to be made on a case-by-case basis, taking into account and properly quantifying the cost of addressing the many unique features of the site and potential multiple revenue streams.

− Energy storage technologies can provide high reliability and power quality to support energy networks and support higher penetrations of renewable energy.
