Physical Site Characterization Background Information: The NH Marble and Fiberglass Site (the site) is located at 19 Elm Street, Derry, Rockingham County, New Hampshire (NH). The geographic coordinates at the approximate center of the site are 42° 52' 53.5" north latitude and 71° 19' 51.2" west longitude. The site is located in a mixed commercial/residential area of Derry, NH. The site consists of an approximately 1.7-acre parcel with an approximately 44,000-square-foot three-story building. The former mill building was built in 1901 as a shoe factory. There have been additions to the building since it was originally built. The site is bordered to the north by Maple Street and commercial properties, to the east by wooded areas, Beaver Brook, and residential properties, to the south by residential properties (a condominium complex), and to the west by Elm Street and commercial and residential properties. On 4 November 2015, an NHDES inspector and the Town of Derry Environmental Coordinator (EC) conducted an inspection of the facility. At the time of the building inspection there were two tenants, an antiques dealer and a bounce-house vendor, both of which were in the process of removing their inventory from the building. The building was serviced by four transformers, three of which were suspected of containing polychlorinated biphenyl (PCB) transformer oil. Power to the building was shut off. The following are the observations from the NHDES and Town of Derry 4 November 2015 inspection. The first floor contained the areas of the two tenants, as well as some miscellaneous solid waste.

The basement contained some of the bounce houses, a large amount of solid waste, and at the northern end, a room with approximately 13 55-gallon drums, 30 5-gallon containers, and numerous other small containers. The contents of at least one of the containers had leaked and solidified on the floor, and there was a musty, solvent odor present. It was unknown if the containers were empty, full, or partially full, and at least some were labeled as having flammable contents. Outside of the room to the east in the basement, there were two locations that had approximately 30 containers of paints, stains, and solvent-related containers. On the second floor, there was a large amount of solid waste and scattered small containers, and a woodworking area in a room to the east containing approximately 60 containers of paints, stains, and lubricants. The third floor had bags and containers of solid granulated material used in fiberglass/plastic sinks and tubs; containers of powdered pigments; a 1-gallon container of methyl ethyl ketone peroxide (MEKP) (a peroxide catalyst); an unlabeled 55-gallon drum likely containing a solvent; a blue polyethylene drum containing “Super Blue LF Resin Cleaner”; cabinets with various 1-gallon containers of solvent-based materials; a room filled with 5-gallon containers (some empty, some with lids); a paint and pigment storage room with a large number of paint/pigment/solvent containers, including two additional 1-gallon containers of MEKP; a leaking package of a flammable material; workstations, each with several 1- to 5-gallon containers; and several gasoline containers. Physical Site Observations

The NH Marble and Fiberglass Site (the site) is located at 19 Elm Street, Derry, Rockingham County, New Hampshire (NH). The geographic coordinates at the approximate center of the site are 42° 52' 53.5" north latitude and 71° 19' 51.2" west longitude. The site is located in a mixed commercial/residential area of Derry, NH. The site consists of an approximately 1.7-acre parcel with an approximately 44,000-square-foot three-story building. The former mill building was built in 1901 as a shoe factory. There have been additions to the building since it was originally built. The site is bordered to the north by Maple Street and commercial properties, to the east by wooded areas, Beaver Brook, and residential properties, to the south by residential properties (a condominium complex), and to the west by Elm Street and commercial and residential properties. On the first floor, there were few to no containers, only debris including furniture from the antique dealer. In the far northern end of the building, in the open area of the basement, there were several containers, mostly 1-gallon and 5-gallon containers containing flammable liquids, epoxy resins, paints, and roof coating. In the elevator shaft, there were several pallets of 50-pound paper bags containing powdered granite filler. Town of Derry personnel noted that the pallets were reportedly moved from the third floor by the previous tenant. In the newer portion of the basement, there were several metal 1-quart and 1-gallon containers of paints and thinners. There was also a “Hazardous Waste Room” located in the basement. There were several partially grounded 55-gallon containers of flammable liquids. There were also various 1-gallon and 5-gallon containers. Some had hand-written labels, and some were leaking around the base of the 55-gallon drums. There were elevated volatile organic compound (VOC) readings on the air monitoring instrument, up to 1.2 parts per million (ppm) in ambient air. On the second floor, there were numerous 1-gallon and 5-gallon containers of flammable liquids, paints, thinners, and solvents. The third floor was where NH Marble and Fiberglass previously operated. At the

northern end of the building, there were a couple of shelving units with numerous 1-quart and 1-gallon metal and plastic paint cans containing pigments, dyes, and powders. In addition, there were fiber, plastic, and steel 55-gallon drums, along with numerous bathroom sink molds and piles of dust/powder on the floor from sanding operations. Toward the middle of the third floor, there were several flammable storage cabinets. There were also two “Paint Rooms” containing numerous paints, dyes, and powders including two organic peroxides. In addition, there were four transformers located on an elevated platform on the eastern side of the building.

The site is located in a mixed commercial/residential area of Derry, NH. The site consists of an approximately 1.7-acre parcel with an approximately 44,000-square-foot three-story building. The former mill building was built in 1901 as a shoe factory. There have been additions to the building since it was originally built. Site Background and History The site contains a former mill building built in 1901 as a shoe factory. The Emmerson Shoe Factory operated until approximately 1939, when it became the Klev Bro Shoe Factory and then later the Jodi Shoe Company. The Jodi Shoe Company ceased operations sometime in the mid-1970s. The building then housed a woodworking business. The most recent tenants included an antiques dealer and an amusement/bounce-house vendor. On 4 November 2015, a New Hampshire Department of Environmental Services (NHDES) inspector and the Town of Derry Environmental Coordinator (EC) conducted an inspection of the facility [3]. At the time of the inspection there were two tenants, an antiques dealer and a bounce-house vendor, both of which were in the process of removing their inventory from the building. The building was serviced by four transformers, three of which were suspected to contain polychlorinated biphenyl (PCB) transformer oil, although power to the building was shut off. Sampling efforts by the town later showed that only one of the four transformers contained PCB levels above regulatory disposal limits. The first floor contained the areas of the two tenants, as well as some miscellaneous solid waste. The basement contained some of the bounce houses, a large amount of solid waste, and at the northern end, a room with approximately 13 55-gallon drums, 30 5-gallon containers, and numerous other small containers. Site Activities On 6 January 2016, U.S. Environmental Protection Agency (EPA) On-Scene Coordinator (OSC) Elsbeth Hearn, EPA Enforcement Coordinator Tina Hennessy, and Weston Solutions, Inc. Superfund Technical Assessment and Response Team IV (START) members Bill Mahany and Bonnie Mace mobilized to the site to conduct a site reconnaissance and a drum/container inventory as part of the Removal Program Preliminary Assessment/Site Investigation (PA/SI). In addition, NH DES representative David Degler, and Town of Derry Department of Public Works (DPW) representatives Alan Côte (Superintendent of Operations) and Craig Durrett [Environmental Coordinator (EC)], were on site. START member Mace conducted a safety and operations meeting, and on-site personnel reviewed and signed the site-specific health and safety plan (HASP), which was prepared as a separate document, entitled Weston Solutions, Inc. Region I START Site Health and Safety Plan (HASP) for the NH Marble and Fiberglass Site, 19 Elm Street, Derry, New Hampshire, dated January 2016. START personnel established a support zone and calibrated the air monitoring instruments, including a MultiRAE and a Ludlum 19A gamma radiation meter (MicroR) [4-5]. Background levels were recorded in the HASP as follows: volatile organic compounds (VOCs) = 0.0 parts per million (ppm); lower explosive limit (LEL) = 0%; oxygen (O2) = 20.9%; carbon monoxide (CO) = 0.0 ppm; and MicroR = 8-15 microRoentgens per hour (μR/hr). EPA, START, NHDES, and Town of Derry personnel conducted a walk-through of the on-site building. The site walk began on the first floor where there were few to no containers, only debris including furniture from the antique dealer. The walk then continued to the basement. In the far northern end of the building, in the open area, there were several containers, mostly 1-gallon and 5-gallon containers containing flammable liquids, epoxy resins, paints, and roof coating. In the elevator shaft, there were several pallets of 50-pound paper bags containing powdered granite filler. Town of Derry personnel noted that the pallets were reportedly moved from the third floor by the previous tenant. The walk continued into the newer portion of the basement, where there were several metal 1-quart and 1-gallon containers of paints and thinners. The walk then continued onto the second floor, where there were numerous 1-gallon and 5-gallon containers of flammable liquids, paints, thinners, and solvents. The walk continued onto the third floor, where NH Marble and Fiberglass operated. At the northern end of the building, there were a couple of shelving units with numerous 1-quart and 1-gallon metal and plastic paint cans containing pigments, dyes, and powders. In addition, there were fiber, plastic, and steel 55-gallon drums, along with numerous bathroom sink molds and piles of dust/powder on the floor from sanding operations. Toward the middle of the third floor, there were several flammable


storage cabinets. There were also two “Paint Rooms” containing numerous paints, dyes, and powders including two organic peroxides. EPA and START proceeded to the “Hazardous Waste Room” located in the basement. There were several partially grounded 55-gallon containers of flammable liquids. There were also various 1-gallon and 5-gallon containers. Some had hand-written labels, and some were leaking around the base of the 55-gallon drums. There were elevated VOC readings on the air monitoring instrument up to 1.2 ppm in ambient air. During the site walk, START confirmed the inspection that NHDES and the Town of Derry had previously conducted, noting numerous small 1- to 5-gallon containers, and several 55-gallon containers throughout the mill complex (see Appendix B, Table 1). START also noted the four transformers located on an elevated platform on the eastern side of the building. START member Mahany photodocumented site features (see Appendix C, Photodocumentation Log).
