New Delhi, Aug 10 (PIB) In a major boost to the localeconomy and connectivity, the Hon’blePrime Minister, Shri Narendra Moditoday launched and dedicated to thenation, the submarine Optical FibreCable (OFC) connecting Andaman &Nicobar Islands to the mainlandthrough video conferencing. Thefoundation stone for this project waslaid by the Prime Minister on 30thDecember, 2018 at Port Blair. PrimeMinister, Shri Narendra Modi said theconnectivity would now enableendless opportunities in the Islands.He said the laying of the 2300 Kmssubmarine cable and completing itbefore the set target is very praiseworthy. The Prime Minister said thatthe service had begun today on a majorchunk of the Islands from Chennai to
Port Blair, Port Blair to Little Andamanand Port Blair to Swaraj Dweep. The Prime Minister admired thelaying of cables for about 2300 kilometersunder the sea as surveying in the deepsea, maintaining the quality of the cableand laying of the cable with specialized
vessels is not an easy task. The projectalso had to overcome challenges such ashigh waves, storms and monsoons andthe tough times owing to CoronaPandemic. The Prime Minister said theAndaman & Nicobar Islands felt the needfor years but no steps were taken to fulfil
it. Shri Modi expressed his happiness forbeing able to deliver the projectnotwithstanding such major challenges. The Prime Minister said providingbetter and cheap connectivity to thepeople of Andaman & Nicobar Islandsis the responsibility of the country. PM said that the Indian Ocean has been thecenter of India's trade and strategic prowess for thousands of years and that Andaman & Nicobar Islandsis an important centre for India's Economic-Strategic Cooperation. He said all the Islands of India wouldbe playing an important role under India's new trade strategy for Indo-Pacific region. Shri Modi said under the Act-East policy, the role of Andaman and Nicobar in India's strong relationswith East Asian countries and other countries connected to the sea is very high and is going to increase.He said that the Island Development Agency was formed 3 years ago to strengthen its role. He said thatthe projects which were not completed in Andaman and Nicobar for years, are now rapidly gettingcompleted.High Impact Projects & Better Land, Air and Water Ways Prime Minister said that High Impact Projects are being expanded in 12 Islands of Andaman andNicobar. Apart from providing for better internet & mobile connectivity, he said the effort is to furtherimprove physical connectivity through road, air and water. The Prime Minister referred to the work ontwo major bridges and the NH-4 in order to improve the road connectivity of North and Middle Andaman.He said the Port Blair Airport is being enhanced to handle a Capacity of 1200 passengers. Along with thisthe airports are ready for operations in Diglipur, Car Nicobar and Campbell Bay. Shri Modi said the Passenger Terminal in Swaraj Dweep, Shaheed Dweep and Long Island alongwith Water Aerodrome Infrastructure like Floating Jetty will be ready in the coming months. He said thatthe 4 Ships being built at Kochi Shipyard shall be delivered soon to improve the water connectivitybetween the Islands and the mainland.Port Led Development The Prime Minister said Andaman & Nicobar will be developed as an hub of Port Led Developmentas it is at a Competitive Distance from many ports of the World. Prime Minister said a country which hasbetter network of ports and their connectivity will be able to provide a boost to trade in the 21st Century.He said that today, when India is moving forward with the resolve of self-sufficiency and is establishingitself as an important player in the Global Supply and Value Chain, it is very important to strengthen ournetwork of Waterways and our Ports. Shri Modi said that the legal bottlenecks in the development of PortInfrastructure are also being removed continuously.International Maritime Trade Prime Minister said that the Government's focus is also on promoting Ease of Business in the seaand simplifying Maritime Logistics. He referred to the speedy construction of the deep draft inner harborand the proposal to construct Transshipment Port in Great Nicobar at an estimated cost of about Rs 10thousand crores. Shri Modi said this would enable big ships to anchor and would increase India's sharein maritime trade, along with new employment opportunities. He said that the blue economy like Fisheries,Aquaculture and Seaweed farming in the Island will accelerate in commensurate with the moderninfrastructure being developed in A&N Islands. He wished that the efforts of the Government will giveAndaman and Nicobar, not only new facilities but also as a prominent place on the World Tourist Map. Earlier, the Hon’ble Minister of Communications, Electronics & Information Technology and Law &Justice, Shri Ravi Shankar Prasad who was also present remarked that it's a historic day in providingDigital Connectivity to the citizens of A&N Islands. Terming it as a golden moment, he said the launch ofOFC will go a long way in fulfilling the objective of Digital India and Aatmanirbhar Bharat. Whereas, in exercise of the powers conferred under Section 10(2)(1) of the Disaster Management Act, 2005, the Union Home Secretary has vide
Order No. 40-3/2020-DM-1 (A) dated 29.07.2020 issued Guidelines on Unlock-3 and National directives for COVID-19 management for public and work
places;
Whereas, as per point no. 5 of these Guidelines, States/ UTs based on their assessment of the situation, may prohibit certain activities outside the
containment zones, or impose such restrictions as deemed necessary;
Whereas, the Chief Secretary, Andaman and Nicobar Administration in exercise of the powers conferred under section 24(1) of the Disaster
Management Act, 2005, has issued directions vide order No. CS/Sr.PS/05/2020 dated 30.07.20 which will be applicable in whole of Andaman and
Nicobar Islands till 31.08.2020;
Whereas, in view of the increasing number of COVID-19 cases in the A&N Islands, it is deemed necessary that additional restrictions be imposed
in areas outside the containment Zones.
NOW THEREFORE, in pursuance of powers vested in the undersigned u/s 51(b) of the Disaster Management Act, 2005 and in order to enforce strict
compliance of the National Directives on COVID-19 and to contain the spread of COVID-19 in South Andaman district, I, Abhishek Dev, IAS, District
Magistrate, South Andaman District, hereby direct the following:
1. All Shops and establishments shall remain closed except those that are providing essential services like Grocery/Kirana/Milk/Bakery Shops,
Fruits & Vegetable Shops, Meat/Chicken/Fish Shops, Chemists/Pharmacies Petrol Pumps/Fuel Depots etc.,
2. All the offices of Govt. of India/UT/Local bodies shall remain closed except those engaged in Essential services/activities like Health, Medical
College, Police, Defense Forces, Revenue & Disaster Management, Agriculture, Social welfare, Vet. Hospitals, Sanitation, electricity, water supply,
Transport, Shipping, ANIIDCO, Fire services, Medical Labs and diagnostic facilities (both Govt. & Private).
3. Service providers engaged in Phone & internet, Pvt. Doctors/Clinics/Nursing Homes, Cable-TV, AIR, Doordarshan, Cargo & Logistics, Courier and
home delivery services of items are allowed.
4. Banking (Only essential operations) & ATM's are allowed.
5. Hospitality services engaged as Quarantine centers/isolation centers or servicing them are allowed.
6. All places of worship shall be closed for the general Public.
7. In Rural areas, MGNREGA/RD/agricultural/dairying/Fishery operations are allowed while maintaining Social distancing, only in those areas that are
outside containment zones where there is no infection or having very few cases.
8. All incoming passengers from mainland shall be tested and kept in Institutional quarantine (For residents of Nicobar, North & Middle district, Little
Andaman, Swaraj Dweep, Shaheed Dweep) and in Home quarantine (For residents of South Andaman) till they test Negative (-ve) for Covid-19 or
for 7 days, whichever is earlier.
In case of passengers destined for Tribal areas (Nicobars district, Rangat Tehsil and Little Andaman) they shall be tested by the RT-PCR
test.
9. All Drivers and helpers of cargo vehicles/emergency movement cases on ATR moving towards North & Middle Andaman shall be tested and
allowed to move, only if they test Negative (-Ve) for Covid-19.
10. All persons moving by Ship (including Crew) on inter-island routes shall be tested for Covid-19 before boarding and they shall be allowed to move
only if they test Negative (-Ve) for Covid-19. All passengers shall be quarantined on arrival at their destination for 7 days.
Any establishment/person violating the above directions shall be liable to be proceeded against as per the provisions of Section 51 to 60 of the
Disaster Management Act, 2005 besides legal action under section 188 of IPC and other legal provisions as applicable. They shall also be liable to pay
fines as per the orders in force. These orders shall come in force from the Midnight of 11-08-20 and shall be in force till the midnight of
18-08-20.

Order No. 247
WHEREAS, in exercise of the powers under section 6(2)(i) of the Disaster Management Act, 2005, National Disaster Management Authority (NDMA) has directed the
Union Home Secretary to issue an order to re-open more activities in a calibrated manner, in areas outside the Containment Zones up to 31.08.2020.
AND WHEREAS, under directions issued by the NDMA, and in exercise of the powers, conferred under Section 10(2)(1) of the Disaster Management Act, 2005,
the Union Home Secretary and Chairman, National Executive Committee (NEC) vide Order No.40-3/2020-DM-I(A) dated 29th July 2020 has issued that the guidelines
on Unlock 3 which will remain in force up to 31.08.2020.
AND WHEREAS, as per Point No. 5 of these guidelines, States/UTs, based on their assessment of the situation, may prohibit certain activities outside the containment
zones, or impose such restrictions as deemed necessary.
AND WHEREAS, in exercise of powers conferred under section 24(1) of the Disaster Management Act, 2005, the Chief Secretary, A&N Administration vide Order
No.F.No. CS/Sr. PS/05/2020 dated 30.07.2020 has directed that the Guidelines for Phased Re-opening (Unlock-3) and National Directives for COVID-19 Management,
for public and work places, issued by MHA dated 29.07.2020 shall be applicable to the whole of A&N Islands.
AND WHEREAS, in view of the increasing number of COVID-19 cases in the A&N Islands, it is deemed necessary that additional restrictions be imposed;
NOW THEREFORE, in exercise of powers vested u/s 51(b) of the Disaster Management Act, 2005 and in order to enforce strict compliance of the National Directives
on COVID-19, I, Dr. Angel Bhati Chauhan, IAS, District Magistrate, North & Middle Andaman, do hereby direct the following: -
1. All Shops and establishments shall remain closed except those providing essential services such as Grocery/Kirana/Milk/Bakery Shops, Fruits & Vegetable Shops,
Meat/Chicken/Fish Shops, Chemists/Pharmacies, Petrol Pumps/Fuel Depots etc.
2. All the offices of Govt. of India/UT/Local bodies shall remain closed except those engaged in Essential services/activities like Health, Medical College, Police,
Defense Forces, Revenue & Disaster Management, Agriculture, Social welfare, Veterinary Hospitals, Sanitation, Electricity, Water Supply, Transport, Shipping,
ANIIDCO, Fire services, Medical Labs and diagnostic facilities (both Govt. & Private).
3. Service providers of mobile and internet facilities, Private Doctors/Clinics/Nursing Homes, Cable-TV, AIR, Doordarshan, Cargo & Logistics, Courier and home
delivery of items services will be allowed.
4. Banking (Only essential operations) & ATM's allowed.
5. Hospitality services engaged as Quarantine centres/isolation centres or servicing them are allowed.
6. All places of worship be closed for the General Public.
7. In Rural areas, MGNREGA/RD/agricultural/dairying/ Fishery operations are allowed while maintaining social distancing, in areas outside containment zones where
there is no infection or having very few cases.
8. All Drivers and helpers of cargo vehicle/emergency movement cases on ATR moving towards North and Middle Andaman should be tested and allowed to move
only after they are tested Negative (-ve).
9. Ship crew moving to other districts/inter-island to be tested Negative (-ve) before they are allowed to move to their destination. Passengers from both sub-divisions
to Rangat sub-division to move only after testing Negative (-ve). All persons coming by ship (including crew) on inter-island route shall be tested for COVID-19 before
boarding and shall be allowed only if test Negative (-ve). All passengers shall be quarantined on arrival for 07 (seven) days.
This order shall come in force in the North & Middle Andaman District from the midnight of 11th August, 2O2O and shall be effective till the midnight of 18th August,
2020.
Moreover, in view of the emergent circumstances, this order is being issued ex-parte and is addressed to the public in general. This order shall be promulgated
in the North & Middle Andaman District by announcement through publicity vans and affixing of copies thereof at notice boards of the Office of the District Magistrate/
Sub-Divisional Magistrates/Tehsildars as well as public places of prominence and publication in the newspapers having circulation in the district.

ORDER NO. 191
WHEREAS, in exercise of the powers conferred under Section 10(2)(1) of the Disaster Management Act, 2005, the Union Home Secretary
has vide Order No. 40-3/2020-DM-l(A) dated 29.07.2020 issued Guidelines on Unlock-3 and National Directives for COVID-19 management
for public and workplaces;
AND WHEREAS, as per point no. 5 of these Guidelines, States/ UTs based on their assessment of the situation, may prohibit certain
activities outside the containment zones, or impose such restrictions as deemed necessary;
AND WHEREAS, the Chief Secretary, Andaman and Nicobar Administration in exercise of the powers conferred under section 24(1) of
the Disaster Management Act, 2005, has issued directions vide order No. CS/Sr.PS/05/2020 dated 30.07.20 which will be applicable in whole
of Andaman and Nicobar Islands till 31.08.2020;
AND WHEREAS, in view of the increasing number of COVID-19 cases in the A&N Islands, it is deemed necessary that additional
restrictions be imposed in areas outside the containment Zones.
NOW THEREFORE, in pursuance of powers vested in the undersigned u/s 51(b) of the Disaster Management Act, 2005 and in order to
enforce strict compliance of the National Directives on COVID-19 and contain the spread of COVID-19 in Nicobar District and in supersession
of Order 188 dated 08.08.2020, I, Kishore Kshirsagar Lakshman, IAS, District Magistrate, Nicobar District, hereby direct the following:-
1. All Shops and establishments shall remain closed.
However, respective Assistant Commissioners may allow certain shops, through written permission specifying such condit ions as
deemed necessary, to remain open such as those providing essential services like Grocery/ Kirana/ Milk/ Bakery Shops, Fruits & Vegetable
Shops, Meat/ Chicken/ Fish Shops, Chemists/ Pharmacies, Petrol Pumps/ Fuel Depots etc. To the extent possible, home delivery of essential
items shall take place.
2. All the offices of Govt. of India/ UT/ Local bodies shall remain closed except those engaged in essential services/ activities like Health,
Police, Defence Forces, Disaster Management, Veterinary Hospitals, Sanitation, Electricity, Water Supply, Transport, Shipping, Fire services.
3. BSNL (only essential services), Cable-TV and home delivery of essential items are allowed.
4. Banking (Only essential operations) & ATM's are allowed.
5. No movement of any person, apart from a provider of aforementioned services, shall be allowed except for health purpose
or for the purpose of availing essential service or with permission from respective SDM.
6. All places of worship shall be closed for the general Public.
7. All persons arriving in Nicobar District shall compulsorily undergo home quarantine for 14 days. Similarly, all persons arriving in Katchal,
Teressa and Chowra from Kamorta shall be placed under home quarantine for 14 days.
8. No member of the crew of any ship (passenger or cargo) shall be allowed to disembark without the permission of the respective SDM. All
labour working on ships shall be placed under quarantine.
Any establishment/person violating the above directions shall be liable to be proceeded against as per the provisions of Section 51 to 60
of the Disaster Management Act, 2005, besides legal action under section 188 of IPC and other legal provisions as applicable. They shall also
be liable to pay fines as per the orders in force.
These orders shall come in force from the Midnight of 11.08.2020 and shall be in force till the midnight of 18.08.2020.
