I. INTRODUCTION The Regional Development Corporation is pleased to submit its 2013-2014 Annual Report. The report summarizes the activities and programs financed by the Corporation on behalf of the Province of New Brunswick. It includes information about agreements, programs and expenditures. During the 2013-2014 fiscal year, the Corporation continued to play a significant role in agreements between the Province of New Brunswick and the federal government. The Corporation was also involved in the coordination and financing of a number of provincial economic and community development initiatives described in this report. Mission Working in partnership to support the development priorities of New Brunswick. Mandate of the Corporation Under the Regional Development Corporation Act, the mandate of the Corporation is to:

administer and manage development agreements between the Province of New Brunswick and the Government of Canada;

assist in the establishment and development

of enterprises and institutions operated by corporations, trusts, partnerships, societies and individuals;

assist in the establishment and development

of facilities relating to tourism and recreation; assist municipalities in planning and

developing works or projects of benefit to the general public;

prepare plans for regional development; coordinate and guide regional development;

I. INTRODUCTION La Société de développement régional a l’honneur de soumettre son rapport annuel pour 2013-2014. Le rapport résume les activités et programmes que la Société finance au nom de la province du Nouveau-Brunswick. Il fournit des renseignements sur les ententes, programmes et dépenses. Au cours de l’année financière 2013-2014, la Société a continué de jouer un rôle important dans les ententes conclues entre le Nouveau-Brunswick et le gouvernement fédéral. Elle a aussi participé à la coordination et au financement de diverses initiatives provinciales de développement économique et communautaire qui sont décrites dans le présent rapport. Mission Travailler en partenariat pour appuyer les priorités de développement du Nouveau-Brunswick. Mandat de la Société En vertu de la Loi sur la Société de développement régional, cette dernière est chargée du mandat suivant :

administrer et gérer des accords de développement entre le gouvernement du Nouveau-Brunswick et le gouvernement du Canada ;

aider à l’implantation et à l’aménagement d’entreprises et d’établissements exploités par des corporations, des fiducies, des sociétés en nom collectif, des associations et des individus ;

aider à l’implantation et à l’aménagement d’installations en rapport avec le tourisme et les loisirs ;

aider les municipalités dans des travaux ou projets d’urbanisme et d’aménagement au bénéfice du public en général ;

préparer des plans de développement régional ;

coordonner et diriger le développement régional ;

carry out any duties assigned by the Lieutenant-Governor in Council.

II. ADMINISTRATION OF THE CORPORATION The Corporation consists of a Board of Directors appointed by the Lieutenant-Governor in Council. The membership is generally drawn from Deputy Ministers of provincial departments and Presidents of Crown agencies. The President of the Corporation is also the Chairperson of the Board of Directors. The Corporation reports to the Legislature through the Minister responsible for the Regional Development Corporation. Official Languages The Corporation recognizes its obligations and is committed to actively offering and providing quality services to the people in their official language of choice. During the 2013-2014 fiscal year, no complaints were received relating to services provided by the Corporation. III. THE ROLE OF THE CORPORATION Regional Development Initiatives The government has assigned to the Corporation the responsibility for the coordination of the implementation of a number of provincial, regional or sectoral developmental initiatives. During the fiscal year, the Corporation was responsible for the following initiatives and funds:

Northern New Brunswick Economic Development and Innovation Fund;

Miramichi Region Economic Development

and Innovation Fund; Total Development Fund; Community Economic Development

Agencies – operational funding; Community Economic Development Fund.

II. ADMINISTRATION DE LA SOCIÉTÉ La Société comporte un conseil d’administration dont les membres sont nommés par le lieutenant-gouverneur en conseil. Y siègent habituellement les sous-ministres de ministères provinciaux et les présidents d’organismes de la Couronne. Le président de la Société est également le président du conseil d’administration. La Société fait rapport à l’Assemblée législative par l’entremise du ministre responsable de la Société de développement régional. Langues officielles La Société reconnaît ses obligations à activement offrir et fournir des services de qualité aux membres du public dans la langue officielle de leur choix. Au cours de l’année financière 2013-2014, aucune plainte n’a été reçue quant aux services fournis par la Société. III. RÔLE DE LA SOCIÉTÉ Initiatives de développement régional Le gouvernement a chargé la Société de coordonner la mise en œuvre de diverses initiatives de développement provinciales, régionales ou sectorielles. Au cours de l’année financière, la Société a été responsable des fonds suivants :

Fonds de développement économique et d’innovation pour le Nord du Nouveau-Brunswick;

Fonds de développement économique et d’innovation pour la région de Miramichi;

Fonds de développement total ; financement de fonctionnement des agences

de développement économique communautaire ;

Fonds de développement économique communautaire.

Community Development Initiatives The Corporation was also responsible for the following community development initiatives:

Family and Youth Capital Assistance Program;

Community Events Program; Special Initiatives.

Fund Management and Administration The Corporation was responsible for the funding of other programs and activities during the year including:

Francophonie and Official Languages Program;

Aboriginal Affairs Initiative. Federal-Provincial Agreements The Corporation is the lead agency in the planning and negotiation process for federal and provincial development arrangements and agreements. The Corporation also makes recommendations to Cabinet concerning regional economic development priorities. The Corporation’s ongoing role is to provide financial and administrative management for all federal-provincial agreements relating to provincial development. The delivery of programs and projects under these agreements is primarily the responsibility of provincial line departments. The Corporation also works closely with the Atlantic Canada Opportunities Agency on a range of regional economic development projects and issues in New Brunswick. During the year, the Corporation was involved in the implementation of the following federal-provincial cost-shared agreements:

Canada—New Brunswick Gas Tax Transfer Fund;

Canada—New Brunswick Bilateral Agreement to Advance Sport Participation.

Initiative liée aux affaires autochtones. Ententes fédérales-provinciales La Société est l’organisme directeur en ce qui concerne le processus de planification et de négociation d’ententes et d’accords fédéraux-provinciaux en matière de développement. Elle formule aussi des recommandations au Cabinet quant aux priorités provinciales liées au développement économique. La Société a comme rôle permanent d’assurer la gestion financière et administrative de toutes les ententes fédérales-provinciales liées au développement provincial. La réalisation des programmes et projets en vertu de ces ententes incombe surtout aux ministères d’exécution provinciaux. La Société travaille aussi étroitement avec l’Agence de promotion économique du Canada atlantique à une gamme de questions et de projets liés au développement économique régional au Nouveau-Brunswick. Au cours de l’année, la Société a participé à la mise en œuvre des ententes fédérales-provinciales à frais partagés suivantes :

Canada—Nouveau-Brunswick Fonds de transfert de taxe sur l’essence ;

Entente bilatérale Canada—Nouveau-Brunswick relative à la participation au sport .

IV. REGIONAL DEVELOPMENT FUNDING Northern New Brunswick Economic Development and Innovation Fund During 2011-2012, the Regional Development Corporation unveiled the Northern New Brunswick Economic Development and Innovation Fund. The $200-million Fund is a four-year undertaking set to expire March 31, 2015. The Northern New Brunswick Economic Development and Innovation Fund, announced in October 2011, supports projects intended to develop, diversify and grow the economy and communities of the region by finding new ways to attract and retain investment. The Fund focuses on the following five prioritized areas: Growth and Development Capital Adoption of Information and Communication Technology (ICT) Research, Development and Innovation Improving strategic infrastructure Advanced workforce development Areas eligible for assistance under the Northern New Brunswick Economic Development and Innovation Fund include those defined by the Victoria, Madawaska, Restigouche and Gloucester county boundaries. During the 2013-2014 fiscal year, a total of 288 initiatives were supported under this Fund at a total cost of $18.6 million. Assistance is available in the form of a non-repayable loan, loan or loan guarantee. A detailed list of the projects funded during the year and the amount invested in each project is included on pages 67 to 75 of this report.

FONDS DE DÉVELOPPEMENT RÉGIONAL Fonds de développement économique et d’innovation pour le nord du Nouveau-Brunswick Au cours de l’année 2011-2012, la Société de développement regional a dévoilé le Fonds de développement économique et d’innovation pour le nord du Nouveau-Brunswick. Ce Fonds d’une valeur de 200 millions de dollars est un engagement s’établissant sur une période de quatre ans et prend fin le 31 mars 2015. Le Fonds de développement économique et d’innovation pour le nord du Nouveau-Brunswick, annoncé en octobre 2011, appuiera les projets axés sur le développement, la diversification et la croissance de l'économie et des collectivités de la région par la découverte de nouvelles façons d'attirer et de retenir les investisseurs. Il ciblera les points suivants Croissance et Capital-développement Adoption de technologies de l'information et

de la communication (TIC) Recherche, développement et innovation Amélioration de l’infrastructure stratégique Développement d’une main-d’œuvre

Miramichi Regional Economic Development and Innovation Fund During 2011-2012, the Regional Development Corporation unveiled the Miramichi Regional Economic Development and Innovation Fund. The $50-million Fund is a four-year undertaking set to expire March 31, 2015. The Miramichi Regional Economic Development and Innovation Fund, announced in October 2011, supports projects intended to develop, diversify and grow the economy and communities of the region by finding new ways to attract and retain investment. The Fund focuses on the following five prioritized areas: Growth and Development Capital Adoption of Information and Communication Technology (ICT) Research, Development and Innovation Improving strategic infrastructure Advanced workforce development Areas eligible for assistance under the Miramichi Regional Economic Development and Innovation Fund is defined by the boundaries of the county of Northumberland and portions of Kent County. During the 2013-2014 fiscal year, a total of 71 initiatives were supported under this Fund at a total cost of $4.77 million. Assistance is available in the form of a non-repayable loan, loan or loan guarantee. A detailed list of the projects funded during the year and the amount invested in each project is included on pages 75 to 77 of this report.

Total Development Fund The Total Development Fund is designed to support value-added innovation in the province’s resource sectors: forestry, mining, energy, aquaculture, agriculture, fisheries, new technologies and tourism. During the 2013-2014 fiscal year, 107 projects were funded under this program and total expenditures amounted to $12.1 million. A detailed list of projects and expenditures can be found on pages 63 to 66 of this report. Community Economic Development Agencies An amount of $152,812 for operational funding was provided for the Community Economic Development Agencies (CEDAs). Community Economic Development Fund The Community Economic Development Fund was established in October 2001 and the Corporation was assigned the management and administration of the Fund. The main purpose of the Fund is to support the Community Economic Development Agencies in order to promote business and entrepreneurship development as part of their three-year regional economic development plans. During the 2013-2014 fiscal year, total expenditures amounted to $1.27 million. A detailed list of projects and expenditures can be found on pages 66 to 67 of this report. Investment in Innovation The government has worked closely with industry and research institutions to develop an Innovation Agenda which will contribute to New Brunswick’s economy. The Innovation Voucher

Fonds de développement total Le Fonds de développement total vise à appuyer l’innovation à valeur ajoutée dans les secteurs de ressources de la province : forêts, mines, énergie, aquaculture, agriculture, pêches, nouvelles technologies et tourisme. Au cours de l’année financière 2013-2014, 107 projets ont été financés au titre du programme, et les dépenses s’élèvent en tout à 12,1 millions de dollars. Une liste détaillée des projets et des dépenses figure aux pages 63 à 66 du présent rapport. Agences de développement économique communautaire Un montant de 152 812 $ a été obtenu pour financer le fonctionnement des agences de développement économique communautaire (ADEC). Fonds de développement économique communautaire Le Fonds de développement économique communautaire a été établi en octobre 2001, et la gestion et l’administration en sont confiées à la Société. Le Fonds a pour objectif principal d’appuyer les agences de développement économique communautaire dans la promotion du développement des entreprises et de l’entrepreneuriat dans le cadre de leurs plans triennaux de développement économique régional. Au cours de l’année financière 2013-2014, les dépenses s’élèvent en tout à 1,27 million de dollars. Une liste détaillée des projets et des dépenses figure aux pages 66 à 67 du présent rapport. Investissement en innovation Le gouvernement a travaillé en étroite collaboration avec l’industrie et les établissements de recherche à l’élaboration d’un plan d’action en matière d’innovation qui

Program was created as part of this commitment to support research and innovation initiatives within industry and research institutions. The goal of this program is to leverage existing public infrastructure and investments in research institutions in the province to increase productivity and capacities to respond to industry and market needs. The program is designed to ensure that research investments by the province are relevant and generate positive returns. In 2013-14, the New Brunswick Innovation Foundation was awarded $7.83 million for this program, designed to provide funding to eligible New Brunswick research organizations for innovation or research and development projects. V. COMMUNITY DEVELOPMENT INITIATIVES Family and Youth Capital Assistance Program (FYCAP) The Family and Youth Capital Assistance Program was established in 2000 with the objective of providing funding for capital initiatives in support of youth and family community oriented projects that would otherwise not proceed. The program is designed to complement the federal and provincial programs related to community development. During the 2013-2014 fiscal year, 123 projects were funded under this program and total expenditures amounted to $1.58 million. Individual projects received a maximum contribution of $50,000 and this amount was supplemented by additional community resources.

Il sert de complément aux programmes fédéraux et provinciaux en matière de développement communautaire. Au cours de l’année financière 2013-2014, 123 projets ont été financés au titre du programme, et les dépenses s’élèvent en tout à 1,58 million de dollars. Les projets individuels reçoivent une contribution maximale de 50 000 $, à laquelle viennent s’ajouter des ressources communautaires.

Projects funded include such initiatives as renovations to buildings, purchase of equipment, construction or renovations to sport facilities and the development of playgrounds. A full list of projects supported and expenditures by project can be found on pages 57 to 60 of this report. Community Events Program During the 2013-2014 fiscal year, the Corporation contributed $577,000 to support 107 projects under its Community Events Program. These projects are located throughout the province and include contributions to festivals and community events. A complete list of projects and the amount each received can be found on pages 60 to 63 of this report. Special Initiatives During the 2013-2014 fiscal year, the Corporation funded 171 projects under the heading of Special Initiatives at a total cost of $17.8 million. A detailed list of projects can be found on pages 53 to 57. VI. FUND MANAGEMENT AND ADMINISTRATION Economic Development & Innovation - NBCC In April 2012, the Minister of Post-Secondary Education, Training and Labour (PETL) announced that the NBCC Miramichi campus would undertake construction upgrades to create an integrated, fully collaborative, student centered learning environment. During the 2013-2014 fiscal year, total expenditures amounted to a total of $4 million.

GESTION ET ADMINISTRATION DES FONDS Développement économique & innovation - CCNB En avril 2012, la ministre de l’Éducation postsecondaire, de la formation et du travail (EPFT) a annoncé que le campus de NBCC Miramichi entreprendrait des travaux d’amélioration pour créer un milieu d’apprentissage intégré, pleinement coopératif et axé sur les élèves. Au cours de l’année financière 2013-2014, les dépenses s’élèvent en tout à 4 millions de dollars.

Gateways and Border Crossing Fund (GBCF) The Gateways and Border Crossing Fund (GBCF) is part of the federal government’s Build Canada Infrastructure Plan – a $33 billion infrastructure plan announced in the 2007 federal budget. The GBCF totals $2.105 billion over 7 years and aims to improve the flow of goods and people between Canada and the rest of the world and enhance infrastructure at key locations. Transport Canada is responsible for the Gateways and Borders Fund. During the 2013-2014 fiscal year, total expenditures amounted to $2.09 million. A detailed list of projects and expenditures can be found on page 81 of this report. Francophonie and Official Languages Program In partnership with the Department of Intergovernmental Affairs, the Regional Development Corporation administers the Francophonie and Official Languages Program. During the 2013-2014 fiscal year, RDC contributed $4.27 million to the program. In addition, RDC contributed $1.8 million to the Centres scolaires communautaires program. Aboriginal Affairs Initiative The Aboriginal Affairs Initiative is a partnership among the aboriginal community, and the federal and provincial governments. The Corporation supports activities being carried out by the Aboriginal Affairs Secretariat. The purpose of the Aboriginal Affairs Initiative is to bring Aboriginal, federal and provincial representatives together to identify and pursue undertakings that would contribute to economic development of Aboriginal people. Proposals may be focused on specific groups or communities according to circumstances.

Fonds pour les portes d’entrée et les passages frontaliers (FPEPF) Le Fonds pour les portes d’entrée et les passages frontaliers (FPEPF) fait partie du plan d’infrastructure Chantiers Canada du gouvernement fédéral, un plan d’infrastructure d’une valeur de 33 milliards de dollars annoncé dans le budget fédéral de 2007. Le FPEPF prévoit 2,105 milliards de dollars sur sept ans et vise à améliorer la circulation des biens et des personnes entre le Canada et le reste du monde et à améliorer l’infrastructure à des emplacements clés. Transports Canada est responsable du Fonds pour les portes d’entrée et les passages frontaliers. Au cours de l’année financière 2013-2014, les dépenses s’élèvent en tout à 2,09 millions de dollars. Programme de la Francophonie et des langues officielles En partenariat avec le ministère des Affaires intergouvernementales, la Société de développement régional gère le Programme de la Francophonie et des langues officielles. Au cours de l’année financière 2013-2014, la SDR a contribué 4,27 millions de dollars au programme. De plus, la SDR a contribué 1,8 million au program Centres scolaires communautaires. Initiative liée aux affaires autochtones L’Initiative liée aux affaires autochtones est un partenariat regroupant la collectivité autochtone et les gouvernements fédéral et provincial. La Société appuie les activités entreprises par le Secrétariat des Affaires autochtones. L’Initiative liée aux affaires autochtones a comme but de réunir des représentants autochtones, fédéraux et provinciaux en vue de déterminer et de poursuivre des projets qui contribueraient au développement économique du peuple autochtone. Des propositions peuvent viser des collectivités ou groupes particuliers selon les circonstances.

During the 2013-2014 fiscal year, a total of $1.6 million was spent on the initiative. This includes a provincial contribution of $1.28 million and recoveries from NB Power of $323,446. VII. FEDERAL-PROVINCIAL AGREEMENTS Grants to RDC – Special Operating Agency (SOA) During the 2013-2014 fiscal year, the Corporation transferred to its Special Operating Agency (SOA) $4.6 million for the Building Canada Fund—Communities Component . VIII. SPECIAL OPERATING AGENCY (SOA) The Special Operating Agency was established at RDC in 1994. SOAs are distinct service operations within departments or agencies which are given increased management flexibility to do business in return for increased management accountability based on the achievement of defined performance goals. The initial task assigned to the RDC-SOA in 1994 was to manage a federal-provincial infrastructure program. An SOA provides financial flexibility in managing cash flow and is also able to carry-over unexpended appropriations to subsequent years. This element is important, especially for major projects, because project scheduling may well mean that expenditures are incurred in more than one fiscal year since payments are based on when the work is actually accomplished. Building Canada Fund The Building Canada Fund (BCF) is the Government of Canada's flagship infrastructure program. It advances national priorities that are important to all Canadians: a stronger economy, a cleaner environment, and better communities, while addressing local and regional infrastructure needs. The Canada — New Brunswick Framework Agreement identifies federal funding for infrastructure and outlines how the Building Canada Plan will operate in the province. It also establishes a governance framework through which the two governments will work together to identify and address infrastructure priorities. Through the Agreement, the two governments

VIII. ORGANISME DE SERVICE SPÉCIAL (OSS) L’organisme de service spécial de la SDR est créé en 1994. Les OSS sont, au sein des ministères ou des organismes, des unités distinctes de service dotées d’une plus grande souplesse de gestion dans leurs activités en contrepartie d’une plus grande responsabilisation en gestion, sous forme de réalisation d’objectifs de rendement déterminés. La tâche confiée au début, en 1994, à l’OSS de la SDR est la gestion d’une initiative fédérale-provinciale, en l’occurrence le programme d’infrastructures. Un OSS procure une souplesse financière dans la gestion du mouvement de trésorerie et peut aussi reporter à des années ultérieures des crédits budgétaires non dépensés. Il s’agit d’un élément important, car le calendrier des projets peut très bien comporter l’engagement de dépenses, surtout pour les projets d’envergure, sur plus d’une année financière, puisque les paiements sont versés en fonction du temps où les travaux sont effectivement réalisés. Fonds Chantiers Canada Le Fonds Chantiers Canada (FCC) est le programme d’infrastructure vedette du gouvernement du Canada. Il permet de faire avancer des priorités nationales importantes pour la population canadienne, telles qu’une économie plus forte, un environnement plus sain et des collectivités plus prospères, tout en s'occupant des besoins locaux et régionaux envers l’infrastructure. L’entente-cadre Canada — Nouveau-Brunswick prévoit le financement fédéral de l’infrastructure et les modalités du Fonds Chantiers Canada dans la province. will establish a mechanism for reporting to Canadians on the results of these investments. Under the Canada—New Brunswick Framework Agreement, the Province of New Brunswick receives $25 million base funding annually, for a total of $175 million through to 2014 for infrastructure priorities in New Brunswick. Communities Component As part of the Building Canada Program, the Communities Component and Top-Up Agreement is a cost-shared component on a one-third basis among federal, provincial and municipal counterparts designed to support New Brunswick’s long-term infrastructure plan. The Building Canada Fund – Communities Agreement for $33 million each federal and provincial funding expires March 31, 2017 and is designed towards the improvement of municipal infrastructure. During the 2013-2014 fiscal year, $6.15 million was spent on projects. Gas Tax Transfer Fund On November 24, 2005, the Province entered into the Agreement on the Transfer of Federal Gas Tax Revenues under the New Deal for Cities and Communities. Funds under this agreement support environmentally sustainable municipal infrastructure projects that contribute to cleaner air, cleaner water and reduced greenhouse gas emissions. Under the first phase of the Agreement, federal contributions of $116.06 million and provincial contributions of $30 million were committed to support predictable and long-term infrastructure in cities, towns and local service districts of the province. The Agreement was amended and a further commitment of $178.5 million was made by the Government of Canada to the Fund.

During the 2013-2014 fiscal year, $419,325 was advanced under phase I and $40.4 million under phase II. Sawmill Rationalization Fund The Sawmill Rationalization Fund is a provincial fund established through fees charged on the sale or transfer of Crown fibre allocation to another sawmill. Fees collected are utilized to support economic development initiatives in communities and regions impacted by a sawmill closure. Working with the Department of Natural Resources, the Corporation provides overall management including financial and administrative management of the fund. Population Growth Initiatives A contribution of $10-million has been made to the Population Growth Secretariat through Atlantic Canada Opportunities Agency’s Business Development Program to help attract and retain francophone immigrants to New Brunswick. The four-year immigration initiative will enhance New Brunswick’s capacity to attract, recruit, integrate and retain francophone newcomers, particularly in rural regions of the province. The Corporation administers and manages this agreement on behalf of Population Growth Secretariat and Atlantic Canada Opportunities Agency. During the 2013-2014 fiscal year, $1.81 million was spent on this initiative.

Initiatives liées à la croissance démographique Une contribution de 10 millions de dollars a été versée au Secrétariat de la croissance démographique, en vertu du Programme de développement des entreprises de l’Agence de promotion économique du Canada atlantique, pour aider à attirer et à garder des immigrants francophones au Nouveau-Brunswick.
