Recovery Plan for the Nowra Heath-myrtle(Triplarina nowraensis)

Executive Summary

This document constitutes the formal draft Commonwealth and New South Wales State Recovery Plan for theNowra Heath-myrtle Triplarina nowraensis. It considers the conservation requirements of the species across itsknown range, identifies the actions to be undertaken to ensure its long-term viability in its natural environmentand the parties who will carry these out.

The Nowra Heath-myrtle is listed as Endangered (Schedule 1, Part 1) on the Commonwealth’s EnvironmentProtection and Biodiversity Conservation Act 1999 and Endangered (Schedule 1, Part 1) on the NSWThreatened Species Conservation Act 1995. It is an erect shrub attaining a maximum height of 5 m. There arefive known populations, three of which form a cluster to the immediate west of Nowra. The fourth occurs in theBoolijong Creek catchment 18 km to the southwest of these and the fifth is located north of the Shoalhaven Riveron the plateau above Bundanon. For the most part these populations are found on Crown land, parts of whichare subject to land claims. Sections of two populations occur on the recently dedicated Triplarina and BamarangNature Reserves and small sections of another extend onto private land.

The first actions to recover this species were carried out in 1998. Since then a number of other recovery actionshave commenced using funds from the NPWS Southern Directorate Threatened Species Recovery PlanningBudget. These previous actions are described in this plan.

The future recovery actions detailed in this Recovery Plan include: (i) An evaluation of the current size and extentof known populations, (ii) monitoring to detect any changes in population numbers, (iii) identification and controlof threats to each population, (iv) research on the fire ecology and genetics of the species, (v) assessment ofrezoning and development proposals which may have an impact on populations, (vi) establishment of appropriateregimes for the protection and management of land occupied by the species, and (vi) provision of information tothe local community about the species and encouragement of community participation in the implementation ofrecovery actions.

It is intended that this Recovery Plan will be implemented over a five-year period. Actions will be largelyimplemented using existing resources of various NSW Government agencies and community based groups. Anadditional $12,400 will be required to implement some currently unfunded actions.

1 Introduction

The Nowra Heath-myrtle (Triplarina nowraensis) is anEndangered erect shrub attaining a maximum height of5 m. There are five known populations, three of whichform a cluster to the immediate west of Nowra. Thefourth occurs 18 km to the southwest of these and thefifth is located north of the Shoalhaven River on theplateau above Bundanon.

This document constitutes the formal Commonwealthand New South Wales State Recovery Plan for thespecies. It considers its conservation requirementsacross its known range, identifies the actions to betaken to ensure its long-term viability in its naturalenvironment and the parties who will carry these out.

The attainment of the objectives of this Recovery Planis subject to budgetary and other constraints affectingthe parties involved. It may also be necessary toamend this plan in the event of new information orfollowing recommended changes to the recoveryprogram by the Recovery Team. The information inthis Recovery Plan is accurate to March 2003.

This draft will be placed on public exhibition for aperiod of six weeks. Readers are invited to comment onits contents. Further information regarding thesubmission process and a submission form can befound at the rear of this plan.

2 Legislative Context

2.1 Legal Status

The Nowra Heath-myrtle is listed as Endangered underboth the Threatened Species Conservation Act 1995(TSC Act) and the Commonwealth’s EnvironmentalProtection and Biodiversity Conservation Act 1999(EPBC Act).

Among the consequences of listing as a threatenedspecies on the TSC Act are that:

• A Recovery Plan must be prepared;

• Consideration be given to the species in assessingthe impacts of developments and activities with theaim of minimising adverse impacts; and

• Actions that are likely to result in the harming orpicking of that species or damage to its habitat arelicensed.

2.2 Recovery Plan Preparation

The TSC Act provides a legislative framework toprotect and encourage the recovery of threatenedspecies, endangered populations and endangeredecological communities in NSW. Under this legislationthe Director-General of the National Parks and WildlifeService (NPWS) has a responsibility to prepareRecovery Plans for all species, populations andecological communities listed as Endangered orVulnerable on the TSC Act schedules. Similarly, theEPBC Act requires the Commonwealth Minister for theEnvironment to ensure the preparation of a RecoveryPlan for nationally listed species and communities oradopt plans prepared by others including thosedeveloped by State agencies. Both Acts includespecific requirements for the matters to be addressedby Recovery Plans and the process for theirpreparation.

This Recovery Plan has been prepared to satisfy boththe requirements of the TSC Act and the EPBC Act. Itis the intention of the Director-General of NationalParks and Wildlife to forward the final version of thisRecovery Plan to the Commonwealth Minister of theEnvironment for adoption, once it has been approvedby the NSW Minister for the Environment.

2.3 Recovery Plan Implementation

The TSC Act requires that a public authority must takeany appropriate measures available to implementactions included in a Recovery Plan for which theyhave agreed to be responsible. Public authorities andcouncils identified as responsible for theimplementation of Recovery Plan actions are requiredby the TSC Act to report on measures taken toimplement those actions. In addition, the Act specifiesthat public authorities must not make decisions that areinconsistent with the provisions of the plan. Publicauthorities responsible for the implementation of thisRecovery Plan are the NPWS, Shoalhaven City Council(SCC), the Department of Land and WaterConservation (DLWC) and Integral Energy.

The EPBC Act specifies that a Commonwealth agencymust not take any action that contravenes a RecoveryPlan.

2.4 Relationship to other legislation

The lands on which the Nowra Heath-myrtle occursinclude those that are owned or managed by privatelandholders, the DLWC and the NPWS. Relevantlegislation includes:

• National Parks and Wildlife Act 1974• Environmental Planning and Assessment Act 1979• Local Government Act 1993• Rural Fires Act 1997• Native Vegetation Conservation Act 1997• Rivers and Foreshores Improvement Act 1948• Crown Lands Act 1989• Environment Protection and Biodiversity

Conservation Act 1999 (Commonwealth legislation)

The interaction of these Acts with the TSC legislationis varied. The most significant implications aredescribed below and in Section 2.5.

The clearing of native vegetation in NSW is subject toconsent from the DLWC in accordance with the NativeVegetation Conservation Act 1997 (NVC Act). TheNVC Act requires that threatened species are takeninto account when considering clearing applicationsunder Part 4 of the EP&A Act. There are however aseries of exemptions and the Act does not apply tocertain types of land including land zoned as‘residential’, ‘township’, ‘village’, ‘industrial’, or‘business’. None of the land on which the NowraHeath-myrtle occurs is zoned for any of thesepurposes and, therefore the NVC Act applies.

The Act also allows for the development of RegionalVegetation Management Plans. Matters relating tothreatened species and their habitats must beconsidered when preparing such a plan. Furthermore aRegional Vegetation Management Plan must beconsistent with a Recovery Plan.

In addition any works (eg. excavation) within 40 metresof a stream must be assessed as a requirement underthe Rivers and Foreshores Improvement Act 1948 (RFIAct).

The Rural Fires Act 1997 (RF Act) requires that allparties involved in fire suppression and preventionmust have regard to the principles of EcologicallySustainable Development (ESD) when exercising theirfunctions and when preparing Draft Operational Plansand Draft Bush Fire Risk Management Plans.Consideration of the principles of ESD must includethe conservation of biological diversity and ecologicalintegrity. Within this, consideration must be given tothe impact on threatened species and their habitats.

2.5 Environmental Assessment

The New South Wales Environmental Planning andAssessment Act 1979 (EP&A Act) requires thatconsent and determining authorities, and the Director-General of National Parks and Wildlife, as aconcurrence authority, consider relevant RecoveryPlans when exercising a decision-making function

under Parts 4 and 5 of the EP&A Act. Decision makersmust consider known and potential habitat, biologicaland ecological factors and the regional significance ofindividual populations.

The following public authorities currently have adecision making function in relation to the NowraHeath-myrtle:

• Shoalhaven City Council,

• Department of Land and Water Conservation inrelation to Crown Land, subject to the provisions ofthe Crown Lands Act 1989, and in relation toprivate land under the requirements of the NVC Actand the Rivers and Foreshores Improvement Act1948;

• The NPWS as the land manager and determiningauthority where populations occur on NPWS estate;where a concurrence or consultation role under theEP&A Act is required (all tenures); or where aSection 91 Licence (under the TSC Act) or a Section132 Licence (Licence to grow protected orthreatened plants for sale) (under the NPW Act) isrequired (all tenures).

Additional public authorities may have a decisionmaking function if the species is located in other areasin the future.

Any other action not requiring approval under theEP&A Act, and which is likely to have a significantimpact on the Nowra Heath-myrtle, will require aSection 91 licence from the Director-General of NPWunder the provisions of the TSC Act. Such a licencecan be issued with or without conditions, or can berefused. Routine agricultural activities however, areexempt from the provisions of the TSC Act.

The EPBC Act regulates actions that may result in asignificant impact on nationally listed threatenedspecies and ecological communities. It is an offence toundertake any such actions in areas under State orTerritory jurisdiction, as well as on Commonwealth-owned areas, without obtaining prior approval from theCommonwealth Environment Minister. As the speciesconsidered in this Recovery Plan is listed nationallyunder the EPBC Act, any person proposing toundertake actions likely to have a significant impact onthe species should refer the action to theCommonwealth Minister for the Environment forconsideration. The Minister will then decide whetherthe action requires EPBC Act approval.

Administrative guidelines are available fromEnvironment Australia to assist proponents indetermining whether their action is likely to have a

significant impact. In cases where the action does notrequire EPBC Act approval, but will result in death orinjury of an individual of the species considered in thisRecovery Plan, and the individual is in or on aCommonwealth area, a permit issued by theCommonwealth Minister under the EPBC Act will berequired.

The Environment Minister can also delegate the role ofassessment and approval to other CommonwealthMinisters under a Ministerial Declaration and to theStates and Territories under bilateral agreements. Thedevelopment of a bilateral agreement between NSWand the Commonwealth is not yet complete, but whenin place will avoid the need for duplication ofenvironmental assessment.

2.6 Critical Habitat

New South Wales

The TSC Act makes provision for the identification anddeclaration of Critical Habitat. Under the TSC Act,Critical Habitat may be identified for any Endangeredspecies, population or ecological community occurringon NSW lands. Once declared, it becomes an offenceto damage Critical Habitat (unless the action isexempted under the provisions of the TSC Act) and aSpecies Impact Statement is mandatory for alldevelopments and activities proposed within declaredCritical Habitat.

To date, Critical Habitat has not been declared for theNowra Heath Myrtle under the TSC Act.

Commonwealth of Australia

Under the EPBC Act, Critical Habitat may be registeredfor any nationally listed threatened species orecological community. When adopting a RecoveryPlan the Federal Minister for the Environment mustconsider whether to list habitat identified in theRecovery Plan as being critical to the survival of thespecies or ecological community. It is an offenceunder the EPBC Act for a person to knowingly take anaction that will significantly damage Critical Habitat onCommonwealth land (unless the EPBC Act specificallyexempts the action). Any action that is likely to have asignificant impact on a listed species occurring withinregistered Critical Habitat on other areas is still subjectto referral and approval under the EPBC Act. Proposedactions within registered Critical Habitat on non-Commonwealth areas are likely to receive additionalscrutiny by the Commonwealth Minister.

This Recovery Plan does not specifically identifyhabitat that is critical to the survival of the NowraHeath-myrtle. However, the distribution, habitat and

ecological information included in this Plan (Sections3.2-3.4) would assist the Federal Minister for theEnvironment in identifying habitat that is critical to thesurvival of this species. NPWS does not consider itappropriate that this Recovery Plan identifies or mapsthe occurrences of this species in the detail that wouldbe required to define Critical Habitat.

3 Species Information

3.1 Description and Taxonomy

The genus Triplarina was reinstated from the closelyrelated Baeckea by Bean in 1995. The seven speciesof Triplarina are endemic to Australia, with mostspecies found within 80 km of the coast (Bean 1995).

In the Nowra district there are a number of Baeckeasens. lat. that grow in association with the NowraHeath-myrtle: B. ramosissima, B. virgata, B. imbricata,B. diosmifolia, B. brevifolia and B. linifolia. Thesespecies can be easily distinguished from Triplarinanowraensis on the basis of leaf size and shape. Asummary of additional characteristics that can beuseful in distinguishing between the two genera isprovided by Bean (1995) and listed below:

Baeckea L. sens. str. - “Calyx lobes simple; stamens 5-12, none opposite centre of petals; filaments straight;anthers versatile, dehiscing by long parallel slits;locules 2 (rarely 3); ovules 6-12 per loculus; seedsstraight-sided, discoid to cuboid, angular, not arillate.”

Triplarina Raf. - “Calyx lobes simple; stamens 14-18,none opposite centre of petals; filaments straight;anthers versatile, dehiscing by long parallel slits;locules 3; ovules 8-13 per loculus; seeds reniform, notangular, not arillate.”

The following description of the Nowra Heath-myrtle isadapted from Bean (1995): A small erect shrub whichcan attain a maximum height of five meters in areaswhich remain fire free for long periods. Bark grey andscaly on the branchlets. Leaves are obovate tooblanceolate, 3.4-5.0 mm long and 1.2-1.7 mm wide.There are two parallel rows of large oil glands on eitherside of the midrib. The decussate arrangement of theleaves gives the shrub a distinctive appearance andthe leaves are highly aromatic when crushed. Theflowers are borne in pairs in the leaf axils and are about4.5 mm across. The creamy-white flowers are producedin the spring. Fruits are hemispherical, wrinkled (2.0-2.9x2.1-2.8 mm) and the seeds are brown (0.6-0.8 long).

The Nowra Heath-myrtle is closely related toTriplarina imbricata, which occurs in north-easternNew South Wales.

3.2 Distribution

There are five known populations of the Nowra Heath-myrtle at the present time (Fig. 1). Three of these forma cluster to the immediate west of Nowra in an area 6km by 2.5 km. These sites occur on Nowra Sandstone.Current estimates of population numbers are:Population A - 32,000; Population B - 13,000; andPopulation C – 3,500. The fourth population (D) in theBoolijong Creek valley occurs approximately 18 km tothe southwest of populations A-C. This appears to beon the Conjola Formation, also a sandstone. Thepopulation here is much smaller, numbering severalhundred individuals. The remaining population (E) islocated north of the Shoalhaven River and appears tobe confined to the plateau above Bundanon; morespecifically, it is restricted to the creeklines north ofIllaroo Road. Numbers here are estimated at 22,000.All five populations are limited in extent; ranging from<1 ha to approximately 15 ha.

Populations of the Nowra Heath-myrtle have only beenfound between the elevations of 10 and 220 m. Rainfallaverages in the area range from 1,038 mm at Nowra(records for 78 years) to 920 mm at Yalwal (records for33 years).

In addition to the five known populations, there arealso records of the Nowra Heath-myrtle having beenfound at two other locations along Nowra Creek. Onrecent visits to these areas it has not been possible toreconfirm the earlier records.

3.3 Land Tenure

Population A: The major part of this population (inCabbage Tree Creek catchment) occurs on Crown landsubject to a land claim. To the south and north thispopulation extends onto private land (Portions 155 and87). Portion 87 remains undisturbed, however, somerecent clearing activity has taken place on Portion 155. Population B: The land claim over the above area alsoextends across to the Sandy Creek catchment andaffects the northern part of this population. To thesouth the greater part of this population (11,600 out of

an estimated total population of 13,000)occurs in the recently dedicated BamarangNature Reserve. Population C: Of the three discrete sub-populations in the Flat Rock Creek catchment,two are in the recently dedicated TriplarinaNature Reserve (2,300 out of an estimatedtotal population of 3,500) and the third is onland owned by the Nowra Aboriginal LandCouncil. Population D: Consists of two sub-populations in the Boolijong Creek area onCrown land subject to a land claim. Population E: This extensive population in theBundanon area to the north of the ShoalhavenRiver is confined to a large area of vacantCrown land. The fact that substantial numbers ofindividuals of the species are on public landsignificantly improves prospects for the

implementation of appropriate managementmeasures and possibly also provision forfurther long term conservation of the species.

3.4 Habitat

Populations of the Nowra Heath-myrtle are often foundon moist soils or poorly drained sites such as watercourses and bedrock surfaces with impeded drainagealthough two populations are known to occur in driersites. Populations occur in forest and woodlandcommunities that are dominated by Eucalyptuspunctata, E. aggregata, E. sclerophylla, E.

consideniana, E. piperita and Corymbia gummifera.Because of the preference for wetter sites, the speciesis often found in patches that are treeless or with avery open canopy. The species may also be found insandstone sedgeland or shrubland dominated byKunzea ambigua. Vegetation communities identifiedand described by Mills (1998a) where the species hasbeen found are included below:

SCL-HAK: Scribbly Gum – Hakea Open Woodland

Field data sheets have been completed for a number ofsites within four of the populations and have beenincluded as Appendix 2 in Mills (1998b). Informationon associated species is also presented in Tables 3 and4 of this publication. As expected, some of theassociated shrub species are typical of moist, sandysoils such as Slender Wattle (Acacia elongata), TallBaeckea (Baeckea virgata), Yellow Teatree(Leptospermum polygalifolium) and Thyme Honey-Myrtle (Melaleuca thymifolia). Tree species either onor nearby the sites are commonly: Scribbly Gum(Eucalyptus sclerophylla), Grey Gum (Eucalyptuspunctata) and Red Bloodwood (Corymbia gummifera).Other tree species occasionally occurring include:Blackbutt (Eucalyptus pilularis) , Spotted Gum(Corymbia maculata), Peppermint (Eucalyptuspiperita), White Stringybark (Eucalyptus globoidea)and Grey Ironbark (Eucalyptus paniculata) withYertchuk (Eucalyptus consideniana) in the Bundanonarea.

3.5 Ecology

The life history and ecology of this species are not wellknown and have not, until recently, been the subject ofany formal research investigations. A study carriedout by Hogbin (2000) has now been completed whichprovides important preliminary information on thereproductive ecology of the Nowra Heath-myrtle. Anumber of life-history stages from pollination throughto seed germination were investigated, including;flower morphology (as an indication of the likelymating system), pollen viability, pollination biology,fruit initiation, seed production, and seed germinability.

The flower morphology suggests that the species isprotandrous, i.e. each flower releases pollen prior tothe stigma becoming receptive. Protandry limits orreduces self-pollination within flowers (autogamy) andincreases the efficiency of outbreeding. The pollen ofthe Nowra Heath-myrtle was found to have highviability. Abundant potential pollinator activity wasobserved, with a diverse range of insects visitingNowra Heath-myrtle flowers. A pollinator exclusionexperiment revealed that the species appears to have apredominantly outcrossing mating system, but is alsocapable of selfing in the absence of pollinator activity(autogamy). The ability to self pollinate in lowfrequencies may be a “fail safe” method of ensuringseed set when pollinator activity is low. The NowraHeath-myrtle produces abundant seed, however not allovules form seed. This excess ovule production is acommon characteristic of many plant species and is,therefore, not of concern. The seed are capable ofgermination ex-situ and appear not to possess adormancy mechanism. The absence of seed dormancysuggests that the species may possess a short-livedsoil stored seed bank. No seedlings were observed in-situ, however the seedling survey was conducted upto only 3 months after seed release. It is vital that in-situ seed germination and survival be investigatedfurther. There appear to be no major limits to thereproduction of the species in those stages frompollination through to seed germination. The species,therefore, appears to be stable and able to maintainitself.

The species has been observed to resprout fromlignotubers after fire and on older plants a number ofstems may originate from a single large lignotuber(Mills, 1998b). Sites where the species occurs havebeen burnt at various times in the past with knownmajor fire events having taken place 18 months, tenyears and more than twenty years ago. Increasedknowledge of the detailed fire response and the geneticmake-up of the species are also desirable from theperspective of making management actions moreeffective.

Because of the adaptation of the Nowra Heath-myrtleto moist soils or poorly drained sites, which may beregarded as somewhat extreme conditions for manyspecies, there is a tendency for it to predominate insome areas of occurrence. Whether this is attributableentirely to the difficulty other species have in adaptingto these environmental conditions or is to some extentan effect of competition between the Nowra Heath-myrtle and other species is not known. The result isthat relatively large populations of the species may beconcentrated in some locations, particularly alongcreeklines.

3.6 Ability of Species to Recover

With removal or suitable control of the threatsdescribed in Section 4 there is no reason to expect thatthis species will not continue to survive at most if notall of its present locations. The fact that there are anumber of populations gives the species some securityagainst a single catastrophic event. Appropriateefforts on the part of the various agencies responsiblefor the management of the sites and the cooperation ofprivate property owners should result in good survivalprospects for the species.

4 Management Issues

4.1 Previous Disturbance

There have been a number of historic disturbances thathave resulted in the loss of parts of known populationsof the Nowra Heath-myrtle. Vehicle tracks, particularlywhere they have crossed creeklines in the Sandy,Cabbage Tree, Flat Rock and Boolijong Creekcatchments, have destroyed a number of individuals.Flooding of the Flat Rock Creek Dam probably alsoresulted in the loss of part of the population at thissite. Past clearing associated with agriculture or otheractivities in the vicinity of Nowra Creek has eitherdirectly or indirectly caused the completedisappearance of a population of unknown size firstrecorded by Rodway in 1925 and more recently byMills in 1988 in this area. The most significant loss,however, has probably been to the immediate east ofthe access road into the Nowra Landfill where surfacescraping of road gravel has denuded an extensive areawhich probably supported a large population of thespecies. Most recently, clearing on private land(portion 155) has resulted in the loss of an estimated1,500 individuals.

A pipeline corridor has been constructed throughPopulation A. This has resulted in the removal ofseveral hundred individuals of the Nowra Heath Myrtlewhich were held under glasshouse conditions and thenreplanted as part of the rehabilitation program. Thisappears to have been successful though more time isrequired before a full assessment can be made.

4.2 Threats

Threats that could, in future, have a detrimental effecton one or more of the populations of the Nowra Heath-myrtle and appropriate management responses are:

• The use, maintenance or widening of vehicle tracksin close proximity to Nowra Heath-myrtlepopulations have the potential to result in the lossof individuals from these populations. In order to

ensure that this does not happen, information onsuch occurrences needs to be provided toauthorities with management responsibilities forareas where the species occurs and theircooperation sought in protecting theseoccurrences (Action 1.1).

• The Nowra Heath-myrtle occurs naturally in a fireprone environment and has consequently acquiredadaptations to periodic burning. Availableevidence from recent fires in the Flat Rock Creekcatchment suggests that the survival rate of thespecies from a single fire event is very high. It is,nevertheless considered an appropriateprecautionary measure for the Recovery Team toliaise with the Shoalhaven Bush Fire ManagementCommittee to ensure that any significant increasesin fire frequency in areas where the Nowra Heath-myrtle occurs are carefully considered (Action 1.2).It is also considered advisable to carry outresearch on the fire requirements of the species(Action 3.1

• An extension of the Waste Disposal Facility onland bridging the catchments of Mundamia/Sandyand Cabbage Tree Creeks could potentially have adetrimental effect on populations of the NowraHeath-myrtle in either or both of these catchments.Baseline water quality monitoring (Action 4.2) willprovide a basis for assessing the significance ofany impact this may have on the species.

• All populations of this species, particularly where

they occur in close proximity to creeks, receiverunoff from areas higher in the catchment andcould, therefore, potentially be affected by land usechanges taking place elsewhere in the catchment.While studies by Hogbin (2002) have shown thatadult plants of the species are highly tolerant ofelevated nutrient levels, seedling plants wereshown to be more sensitive. There is also thepossibility of increased competition from weedspecies adversely affecting reproduction andsurvival of the Nowra Heath-myrtle.

The Nowra Bomaderry Structure Plan (ConceptPlan Stage) has identified areas inMundamia/Sandy and Cabbage Tree Creekcatchments to be investigated for potential futureurban development. Two approaches to themanagement of this potential threat have beenidentified. Firstly, baseline water quality monitoringin the catchments of Mundamia/Sandy andCabbage Tree Creeks will be integrated into theShoalhaven City Council program (Action 4.2).Secondly, the possibility will be investigated ofrezoning any freehold land with populations of the

• The State Government (Planning NSW and NSWRoads and Traffic Authority) and Shoalhaven CityCouncil have identified a Western Bypass Corridorwhich passes through part of population A of theNowra Heath-myrtle. While this road is notexpected to be built for at least 20 years, it isimportant that any proposal of this nature beadequately assessed and impacts minimised. Tothis end NPWS will produce environmentalassessment guidelines to assist proponents andconsent/determining authorities in making suchassessments (Action 4.1).

5 Previous recovery actions

A recovery team was established by the NPWS andmet for the first time on 22 July 1998. Members of the Recovery Team and other volunteersconducted detailed surveys during 1998-99 todetermine the full extent of the species in the Nowraarea. This work in the catchments of Sandy, CabbageTree and Flat Rock Creek as well as on the Bundanonand Bugong Plateaus significantly extended ourunderstanding of the distribution and abundance ofthe species. An initial trial of a water quality monitoring programhas been carried out on Sandy/Mundamia andCabbage Tree Creeks. This has incorporated eventsampling to determine whether during rainfall eventsnutrient levels are significantly elevated above normalbackground levels. In parallel with this program,studies on the tolerance of the species to elevatednutrient levels have also been carried out. The resultsof these investigations (Hogbin 2002) suggest that,while storm events do increase levels of somenutrients, these are still well within the tolerance limitsof adult Nowra Heath-myrtle plants. In situ studiesdemonstrated that adult individuals are able to tolerateextremely high nutrient levels without any significanteffect on growth or survival. Seedling survival was,however, adversely affected but only at levels wellabove those measured in soils associated with fieldpopulations. Baseline water quality monitoring (see Action 4.2) willneed to continue, however, because proposeddevelopments in the catchments of Sandy andCabbage Tree Creeks such as expansion of the landfill,construction of a Nowra bypass road and residentialdevelopment have the potential to alter soil and waterquality over time. This could impact directly on thespecies (particularly seedlings) through toxicity effectsor indirectly through increased weed infestation.

An agreement has been reached with Integral Energyregarding modification of maintenance procedureswhere the Nowra Heath-myrtle is growing in thepowerline easement at Bundanon. Signs have beenerected at this site to alert maintenance workers to thepresence of a threatened species and the need avoidslashing unless the vegetation encroaches on thestatutory safety clearance. Patricia Hogbin of the Australian National Universityhas carried out a preliminary study of the reproductiveecology of the species. The results of this studyrelating to flower morphology, pollen viability,pollination biology and seed production andgerminability are reported in Section 3.5 of thisRecovery Plan. Two Nature Reserves containing significant parts oftwo of the populations of the Nowra Heath-myrtle werecreated as a part of the Comprehensive RegionalAssessment (CRA) process completed in 2001. Theseare Bamarang Nature Reserve containing 89% ofPopulation B and Triplarina Nature Reserve containing66% of Population C. Of the total known population ofthe species (approximately 70,700) about 20% isprotected in these two Reserves.

6 Proposed Recovery Objectives, Actions and Performance Criteria for 2002-2006

The overall objective of this Recovery Plan is todownlist the Nowra Heath-myrtle from Endangeredto Vulnerable within ten years by ensuring thatcurrent threats to sites are controlled and all or mostpopulations are stable or increasing in size .

Specific Objective 1: To determine theextent and severity of threateningprocesses, and eliminate or minimise theimpact as necessary

Action 1.1 Protect Nowra Heath-myrtlepopulations from impact of road and trackmaintenance.

Road and track maintenance is carried out byauthorities such as SCC, the Rural Fire Service, theDLWC and the NPWS in areas where the NowraHeath-myrtle occurs. Information on the locationswhere the species is found will be provided to theseauthorities and assurances of their cooperation inavoiding direct or indirect disturbances sought. Signsmay also be considered for some areas if appropriate.

Action 1.2 The Recovery Team will liaisewith the Shoalhaven Bush Fire ManagementCommittee on the protection of the NowraHeath-myrtle from frequent fire.

The Recovery Team will provide information to theShoalhaven Bush Fire Management Committee on allknown occurrences of the Nowra Heath-myrtle. Whilea better understanding of the fire ecology of thespecies needs to be obtained (Action 3.1) in order todevelop site-specific guidelines, any increase in firefrequency would be cause for concern. Therefore,discussions will take place between NPWS and theShoalhaven Bush Fire Management Committee on anyareas where the Nowra Heath-myrtle occurs that areidentified in the Bush Fire Risk Management Plan asAsset Protection or Strategic Management Zones.Some sites, at least, should remain unburnt indefinitely.

Action 1.3 Powerline maintenance byIntegral Energy will be carried out so thatimpacts to Nowra Heath-myrtle populationsare minimised.

Population E at Bundanon occurs, in part, on apowerline easement maintained by Integral Energy.Integral Energy has agreed that no slashing will takeplace 50 metres either side of the two drainage lines inwhich the Nowra Heath-myrtle is growing unless thevegetation in the area encroaches on the statutorysafety clearance.

Performance Criterion 1

Management and maintenance practices that will notdetrimentally affect Nowra Heath-myrtle populations inplace within three years.

Specific Objective 2: To collect additionalinformation required for the effectivemanagement and conservation of the NowraHeath-myrtle

Action 2.1 Survey

A significant amount of survey work has already beencarried out since the Recovery Team was establishedfor the Nowra Heath-myrtle in July, 1998 (see Section5). It is still possible, however, that further populationsmay exist in other areas. In particular, the BoolijongCreek and Nowra Creek areas should be investigated.If and when such sites are found, they will be surveyedin order to determine the size and extent of thepopulations.

Action 2.2 Monitoring

A monitoring program will be designed to detect anyimpacts from identified threats and to assess theeffectiveness of any recovery actions undertaken.Monitoring of all sites should take place every threeyears. The program will be linked to monitoring ofwater quality in Mundamia and Cabbage Tree Creeks(Action 4.2) and to monitoring related to past andfuture fire events (particularly sites in the Flat RockCreek and Boolijong Creek catchments). Allmonitoring should include collection of data on theincidence of weed species.

Performance Criterion 2

Survey in the Boolijong Creek, Nowra Creek and otherpotential areas of occurrence completed and amonitoring program designed and initial monitoringcarried out within three years of finalising of RecoveryPlan.

Specific Objective 3: Encourage research inorder to obtain the detailed knowledge of thespecies necessary to make informed andeffective management decisions

Action 3.1 Initiate University basedresearch on the fire requirements of theNowra Heath-myrtle

An understanding of the response of the NowraHeath-myrtle to fire (including in-situ seed germinationand survival) will be of value in making futuremanagement decisions for the species. The NPWS willtherefore approach various universities and attempt toinitiate research into the fire ecology of the species.The NPWS will seek funding to assist such research.This research should include the documentation of thefire history of all known Nowra Heath-myrtle sites andinvestigations of the response of the species todifferent fire regimes (frequency, timing and intensityof fire).

Action 3.2 Conduct research into thegenetic structure of the populations of theNowra Heath-myrtle

Knowledge of the degree of genetic difference orsimilarity between populations will be of value inassessing the significance of future threats toparticular populations and in determining how toallocate resources to the protection of differentpopulations. The NPWS will therefore approachvarious universities and attempt to initiate suchresearch. The NPWS will seek funding to assist suchresearch.

Performance Criterion 3:

Research on the fire response and genetics of theNowra Heath-myrtle completed by the time of review ofthis plan.

Specific Objective 4: To assess rezoning anddevelopment proposals that may impact onthe Nowra Heath-myrtle with a view tominimising any negative effects

Action 4.1 The NPWS will produceenvironmental assessment guidelines toensure that any proposals for rezoning ordevelopment in the catchments in which theNowra Heath-myrtle occurs will beadequately assessed and the impacts of anydevelopment minimised

Any proposals for development affecting land to thewest of Nowra will need to be assessed by theproponents for their potential impacts on populations

of the Nowra Heath-myrtle. The environmentalassessment guidelines will assist applicants andconsent/determining authorities in preparing andassessing eight part tests and species impactstatements where the Nowra Heath Myrtle is or may bepresent. Until such time as more is known about thegenetics of the different populations and a reasonablesample of the extant populations is protected in aNPWS or other conservation reserve, it is stronglyrecommended that no populations or significant partsof populations be lost to development.

Action 4.2 Shoalhaven City Council willintegrate additional sampling with itscurrent water quality monitoring program toestablish a baseline against which to assesschanges in soil and water quality in thecatchments of Mundamia/Sandy Creek andCabbage Tree Creek

An ongoing water and soil quality monitoring programis required to establish a baseline and to detect anychanges in nutrient levels arising from futuredevelopments which might adversely impact on theNowra Heath-myrtle.

Performance Criterion 4

Zoning and development proposals fully assessed asthey arise and a soil and water quality monitoringprogram implemented by the time of review of this plan.

Specific Objective 5: Establish appropriateprotection and management of land occupiedby the Nowra Heath-myrtle

Action 5.1 Investigate the feasibility offurther conservation reserves to secure thelong term protection of the species

Significant populations of the Nowra Heath-myrtleoccur on vacant crown land subject to a land claim.The NPWS will continue to liaise with Shoalhaven CityCouncil, the Department of Land and WaterConservation and the aboriginal community onappropriate conservation reserves for these areas inconjunction with the Comprehensive RegionalAssessment (CRA) process and Council’sidentification of population expansion andinfrastructure requirements and priority conservationareas for the Nowra/Bomaderry Structure Plan.

Action 5.2 Develop alternative measures toadequately protect populations where it isnot feasible to create conservation reserves

Aboriginal Land Council. Because of the cost ofacquiring this land for a conservation reserve adifferent type of approach to protection may berequired. This could take the form of a VoluntaryConservation Agreement (VCA) or PropertyManagement Plan. Elsewhere on private landprotective fencing of areas in which the Nowra Heath-myrtle occurs may be appropriate.

Action 5.3 Shoalhaven City Council willinvestigate the possibility of rezoning landthat supports populations of Nowra Heath-myrtle to Environmental Protection 7(a)Ecology

As part of the ongoing Nowra Bomaderry StructurePlan, Council will investigate the rezoning of lands thatsupport known populations of Nowra Heath-myrtle toEnvironmental Protection 7(a) Ecology.

Performance Criterion 5

Assessment of the feasibility of further conservationreserves and, where necessary, the development ofalternative measures completed by the end of the thirdyear after the Recovery Plan is finalised. Landsupporting populations of Nowra Heath-myrtle zonedas Environmental Protection 7(a) Ecology at thecompletion of the Nowra Bomaderry Structure Planprocess.

Specific Objective 6: To involve thecommunity in the conservation of the NowraHeath-myrtle

Action 6.1 Inform and educate the localcommunity about the value of the NowraHeath-myrtle and the bushland in which itoccurs

A brochure will be prepared and distributed to thepublic and land managers to increase awareness of thesignificance of the species and the actions being takento ensure its continued survival. In futureconsideration could be given to the establishment ofnursery grown plants of the species at a site where thepublic can view it without having an impact on the wildpopulations.

Action 6.2 Involve the local community insurvey, monitoring and other actions

Contact will be established with the local communityand if sufficient interest exists, a program forcommunity participation in the recovery program forthe Nowra Heath-myrtle will be developed.

Action 6.3 Assess the commercial potentialfor the species in the nursery trade

The Nowra Heath-myrtle is a very attractive shrub witha distinctive scent produced by aromatic oils in theleaves. For these reasons it may have commercialpotential and this possibility will be pursued withappropriate representatives of the industry.

Performance Criterion 6

Contact established with the local community, aninformation brochure distributed and the commercialpotential of the Nowra Heath-myrtle assessed by theend of the third year after the Recovery Plan isfinalised.

7 Implementation

Table 1 outlines the implementation of recoveryactions specified in this plan for the period of fiveyears from publication.

8 Social and Economic Consequences

Potential social and economic benefits

• The main social benefit of conserving the remnantbushland habitat in which the Nowra Heath-myrtlesurvives is the prevention of further loss of thisand other co-occurring threatened species, as wellas the ecological communities in which they occur.There is a significant level of recognition in thecommunity that such loss should be avoided if atall possible.

• The Nature Reserves encompassing the NowraHeath-myrtle and a range of other species andecosystems provide an educational resource for theUniversity of Wollongong extension located onYalwal Road and a focus for a variety of researchprojects.

• The distinctive aromatic oils in the leaves of theNowra Heath-myrtle could prove to havecommercial value at some time in the future.

• The attractive white flowers and small leaves of thisspecies may make it suitable for the nursery trade.

Potential social and economic costs

While there are negligible immediate economic andsocial costs relating to the Recovery Plan, there areconsiderable longer term costs associated with theprotection of the species. Shoalhaven City Councilhas for many years indicated that the major long termgrowth corridor for Nowra Bomaderry urban expansionwas westward along the southern side of theShoalhaven River. Council’s Nowra BomaderryConcept Plan reduced the urban growth potential inareas where the Nowra Heath-myrtle occursspecifically to conserve the species.

The additional costs of relocating growth to otherlocations are:

• Loss of revenue to the government fromdevelopment of state land;

• Increased infrastructure costs for relocatedgrowth,

• Loss of prime crop and pasture land;• Major infrastructure costs incurred earlier;• Increased travel to work from relocated growth

areas; and• Lower level of services in the western expansion

areas due to smaller population.

Restrictions on the future use of private land in thecatchments of Flat Rock and Cabbage Tree Creekscould lead to costs being incurred in terms of benefitsforegone. Without knowing what type of alternativeland uses might be considered for these areas it isimpossible to assess social and economic costs whichmight arise from the need to protect or minimise theimpacts on the Nowra Heath-myrtle

The Nowra Bypass corridor passes through thepopulation of the Nowra Heath-myrtle in the CabbageTree Creek catchment. If and when the construction ofa bypass is given detailed consideration andenvironmental assessment, ameliorative or protectivemeasures required for the Nowra Heath-myrtle may addto the costs of bypass construction.

It is possible that other development proposals whichhave potential to impact indirectly on the NowraHeath-myrtle such as residential development in thecatchments of Sandy and Cabbage Tree Creeks mayneed to be modified (at some additional cost) in orderto ensure the protection of the species.

9 Roles and Interests of IndigenousPeople

The Local Land Councils, elders and other groupsrepresenting indigenous people in the areas where theNowra Heath-myrtle occurs have been identified and acopy of the draft Recovery Plan sent to them. Theircomments on this draft have been sought and will beconsidered in the preparation of the final RecoveryPlan. It is also the intention of the Recovery Team toconsider the role and interests of these indigenouscommunities in the implementation of the recoveryactions identified in this plan.

10 Biodiversity Benefits

The protection of the Nowra Heath-myrtle will, in turn,lead to some protection being accorded to thebushland in which it is found and other plant speciesassociated with this bushland, some of which may alsobe threatened (e.g. Nowra Mallee Eucalyptus langleyi)or nationally rare (e.g. Many-veined Wattle Acaciasubtilinervis, Nowra Tea Tree Leptospermumsejunctum and Hop Bush Dodonaea rhombifolia). Inaddition, threatened fauna species in habitat occupiedby the Nowra Heath-myrtle include: Yellow BelliedGlider, Giant Burrowing Frog, Glossy Black-Cockatooand possibly also Southern Brown Bandicoot, WhiteFooted Dunnart, Large Pied Bat and Large-footedMyotis. The biodiversity benefits accruing in this waywill depend in part on the size of the area protected andthe type of land management regimes applied.

11 Preparation Details

Stephen Clark of the NSW National Parks and WildlifeService (NPWS) prepared this Recovery Plan withinput from members of the Nowra Heath-myrtleRecovery Team. Michael Saxon (Manager ThreatenedSpecies Unit, Southern Directorate of NPWS)performed final editing.

The Recovery Team is a non-statutory group of expertbiologists, landowners/managers and otherstakeholders and has been established by the NSWNPWS to discuss and resolve issues relating to theconservation and management of the species.

12 Review Date

In relation to its status as the State endorsed RecoveryPlan for Nowra Heath-myrtle, any major changes to thisRecovery Plan will require the revised Plan to be placedon public exhibition in NSW and re-approval by theNSW Minister for the Environment. The NPWS orother Recovery Team members should be contacted ifit is believed any change to the Recovery Plan or to theRecovery Program should be considered. ThisRecovery Plan is to be formally reviewed by the NPWSin conjunction with the Recovery Team within 5 yearsfrom the date of publication of the Plan.
