Premiums for Participants in France
22
Historically we have a separate premium for participants in France who use
French Social Security as first level reimbursement, due to:
Participants in France represent 48 % of total Europe Zone participants – so a
significant population
The French Social Security (FSS) pays a first level of reimbursement across
most benefits
FSS reimbursements are transparent and it is easy for MSH to determine
where FSS has been used.

Premiums for participants across the Europe Zone
(excl. France)
23
Across the rest of the Europe Zone there is currently no differentiation in
premium for those using Social Security as first level:
The 52% non French participants are distributed across 15 countries:
*Other European Countries
Italy 7
Malta 7
Switzerland 7
Greece 3
Belgium 2
Ireland 2
Cyprus 2
Monaco 2
Romania 1

Premiums for participants across the Europe Zone
(excl. France)
24
Each country’s Social Security system works differently; some have no charge
for services to individuals so it is not easily identifiable whether someone has
tried to use the social plan first or opted to directly avail of private treatment.
It is not possible for the insurer to determine a premium differential in each of
these countries nor for the plan administrator to administrate the plan in the
way it is able to for France ( where the system is transparent).
Therefore, we focused on the 2 key headcount countries:
UK: has 42% of the Europe Zone headcount (excluding France)
Germany: has 18% of the Europe Zone headcount (excluding
France)

Premiums for UK Participants…..effective 1st January 2013
25
Due to size of this population, and analysis of claims from UK participants we
are considering a 20% premium reduction from the 2013 Europe Zone
premium, for participants using UK NHS.
Note however, a stricter administration process will need to be implemented to
ensure that participants have first availed of the NHS system and are using
the private system only due to unacceptable delays in receiving treatment or
where limited or no NHS service is available ( in the case of dental/vision, for
instance).
Participants who pay the reduced premium will need to provide documentation
to substantiate their claim. Details of the administration process and the
premium rate will be provided in December 2012 during the DMP 2013
renewal process by MSH.

Premiums for German Participants
26
Participants in Germany represent 49 individuals in the current plan year
Due to the numerous types of primary insurance (linked to level of income),
with different levels of coverage, it is not possible to determine either a
premium nor an effective administration process.
Therefore, German participants will remain under the Europe Zone premium for
the forseeable future.

Change of name from EBA to MSH
27
You will have been notified by MSH during the enrollment process at the end of
2011 that, EBA have changed their name to MSH International.
Mobility Saint-Honoré (MSH) have been the owner of EBA for many years now
and they only retained their ‘brand name’ EBA for Schlumberger. For
consistency with their overall client portfolio they ceased trading as EBA at the
end of 2011.

28
Effective 1st July 2012, MSH, the DMP Plan Administrator will introduce an

DMP France Zone – Noémisation Process Implementation
29
What are the advantages of Noémisation? With the Noemi Process you will no longer have to send the ‘Reimbursement
Statements’ you receive from the French Social Security to MSH International. Claims
are processed directly by MSH following transfer of information by FSS saving
participants time and administration.
Who is eligible for Noémisation process?Noémisation Process can only be implemented for members insured under CPAM.
Participants insured under other specific social security plans: Travailleurs Non Salariés,
Agriculteurs, Education NationaleI or those who already have another private insurance,
cannot benefit from the NOEMIE service.

DMP France Zone – Noémisation Process Implementation
30
What action do participants need to take?MSH will write to all eligible participants during w/c 25th June 2012 with instructions on
how the process will work and what information is required to be provided to MSH i.e.
Attestation de Sécurité Sociale.
How long will the process take to be implemented?Normally the co-ordination between French Social Security and MSH International takes
between 1-3 weeks. However, it can take longer. Once set up you will see the following
statement on the explanation of benefits provided by FSS: ‘It is not necessary to send
this form to your private insurance plan administrator. We have advised them
directly of this information’.
