WHAT IS THE MEANING OF FPUs?
FPUs: These are Formed Police Units
Formed Police Units (FPUs) are units special-
ized in the public order management, deployed
with a minimum strength of 125 men and
women by the same Police Contributing Coun-
try (PCC). They are self sustained in conformity
with the Memorandum of Understanding
(MOU) or Protocol Agreement between the
Department of Peace Keeping Operations
(DPKO) and the contributing country. AS an
entity of MONUSCO Police component,
FPUs are under the direct command of the
MONUSCO Police Commissioner.

REALIZATIONS
FPUs have taken part in the management of major events since their deployment within MONUC in
September 2005 :
Securing electoral process in 2006 .
Extrication of UN personnel and the evacua-tion of personalities in Kinshasa during the events of 22, 23, and 24 March 2007. More than 20 extrication operations were carried out .
Reestablishment of Public order along with PNC officers in Mbandaka in the Equator Province in December 2007.
Securing the Peace, Security and Development Conference for the two Kivus in Goma in january 2008.
Evacuation of Ex-DPPs from INCAL Camp in Kinshasa in October 2008.
Securing of refugee camps .
Perform Social Activities such as: medical assistance, gifts to orphanages.
PERSPECTIVES FOR SECURITY OF
ELECTORAL PROCESS
FPUs took part in the training of the PNC Mobil Intervention Units (GMI) as well as Territorial Police Units in view of the security of electoral process.

MISSIONS FPUs are charged with three main missions : 1. Public order management (Maintenance
and reestablishment of Public order within United Nations perimeters. An FPU inter-venes either in support of the local Police or independently. The use of force even when n e c e s s a r y i s limited to a strict minimum and within the legal framework.
FPUs PRESENCE IN THE MISSION 08 FPUs from 04 different Contributing Countries are
currently deployed within MONUSCO : BANGLADESH: 03 (02 in Kinshasa, 01 in Bunia) INDIA : 02 (01 in Kinshasa, 01 in Goma)
SENEGAL : 02 (01 in Kinshasa, 01 in Kananga)
EGYPT : 01 in Bukavu
DAILY ACTIVITIES OF FPUs
Static guard of UN premises.
Security patrols for UN personnel.
Joint patrols with the local Police/installations.
Escorts of humani-
tarian convoys,
journalists etc.

2. Protection of United Nations personnel and facilities. This mission is carried out in vari-ous ways: Securing of UN personnel and the protection of its installations, escort covers, relo-cation or evacua-tion of UN per-
sonnel and if necessary intervening within the limits of their capacity

MONUSCO FORCES : FPUs are on the f r o n t line to manage securi ty t h r e a t s of level 1 t o 3 while the a r m e d forces of the mis-sion intervene at level 4 to 5 situations
