We appreciate the support and patience of the local communities and visitors as we begin work on this critical project that will improve electric reliability for southwestern Colorado. HOW DO I FIND OUT WHERE CONSTRUCTION CREWS WILL BE WORKING WEEK TO WEEK? The precise location of the construction crews will depend on seasonal restrictions implemented to protect wildlife including big game, weather, as well as other land use and landowner constraints. Tri-State has established a construction hotline for the public to track the location and schedule of the transmission line construction to better plan recreational activities, including hunting. This hotline will be available 24-7. You may also leave a message on this hotline and someone from Tri-State will return your call within 24 hours. Call toll free: 1-833-360-3393 Tri-State will also be regularly updating our project website with construction-related scheduling information. Please go to http://www.mncrebuild.com/ Montrose-Nucla CONSTRUCTION INFORMATION WHAT TO EXPECT Please be advised that heavy equipment will be used and all safety pre-cautions should be taken to avoid portions of the transmission line right-of-way where construction and tree removal is ongoing. Heavy equipment will be using Highway 90 (FS- 540), Divide Road, Mailbox Road, and other U.S. Forest Service and Bureau of Land Management public access roads open to recreational uses. Some temporary road closures may be required to ensure public health and safety. Public safety signs will be installed at critical trail and road junctures, including FS-540, where crews will be working. There might be short-term delays on FS-540 due to the hauling of larger equipment and during the pulling of the conductor wire across public roads. Some project noise is expected in proximity to and within the transmission line right-of- way associated with tree removal, pad site development for transmission structures, access improvements, excavation for and placement of new transmission line poles, the stringing of the conductor and overhead optical groundwire, and the removal of the existing 115-kV transmission line. CONSTRUCTION INFORMATION

WHAT TO EXPECT

Please be advised that heavy equipment will be used and all safety pre-cautions should be taken to avoid portions of the transmission line right-of-way where construction and tree removal is ongoing.

Heavy equipment will be using Highway 90 (FS-540), Divide Road, Mailbox Road, and other U.S.

Some project noise is expected in proximity to and within the transmission line right-of-way associated with tree removal, pad site development for transmission structures, access improvements, excavation for and placement of new transmission line poles, the stringing of the conductor and overhead optical groundwire, and the removal of the existing 115-kV transmission line.

Tri-State Generation and Transmission Association, Inc. (Tri-State) will be upgrading

our existing Montrose-Nucla transmission line from 115-kV to 230-kV beginning in spring 2017. The transmission line runs from the Montrose Substation west of the city of Montrose, Colorado to the Nucla Substation at the Nucla Power Plant in Nucla, Colorado. Please find enclosed a project overview map.

The first phase of construction will include improving the roads and removing vegetation associated with the Montrose-Nucla line segment during spring and summer 2017. Rebuilding the transmission line will begin in the middle of September 2017 and continue through October 2018.

This line segment occurs in Montrose County and spans lands administered by the Bureau of Land Management-Uncompahgre Field Office, the U.S. Forest Service-Uncompahgre National Forest, and private lands. Construction of the transmission line will require 12 months and is scheduled to be completed by October 2018.
