Wilkins 1/14/2010 Mr. Vincent Steen was 27-years-old Judging from the past three months in Porterville, CA - about 70 miles southeast of Fresno, in the Sierra Nevada Mountains - the policy of "police" there is shoot to kill any citizen who embarrasses them, bruises their egos, or refuses to play along with their harrassment. The latter is what happened to Mr. Vincent Steen, a burly 6'4 former amatuer league football player, who was murdered in cold blood by Porterville police thugs on Sunday, January 10. This all started when Mr. Steen was seemingly minding his own business, riding his bicycle. According to the police thugs, Mr. Steen committed a "traffic violation" (on his bike no less), so the harrassment ensued. Porterville Police continue, saying "a fight broke out between the officer and bicyclist." Again, according to Porterville cops, they then used their electrocution toys (taser) on Mr. Steen, but he was able to run away, into his mother's home. The police thugs, who have obviously watched far too many cop movies, kicked down the door of the home, located Mr. Steen, and fired several shots, killing him instantly, right in front of his mother and 23-year-old brother . Watch a report from ABC 30 Action News in Fresno. Of course the police thugs' names are being protected by the City of Porterville, and both were rewarded with paid vacations for the murder. The murder of Mr. Steen brings back the recent memory of young Mr. Joe Edwin Bowles, who was murdered in cold blood back on October 20 by Porterville police thug Chris McGuire. Mr. Bowles was simply exiting a Chili's Restaurant or the Evolution's Gym in Tulare, CA. Not only was thug McGuire out of his jurisdiction, but was not even in uniform. There was not even a "physical confrontation" in this case, as police thugs normally will assert to justify murder. The story Porterville Police are sticking to is that Mr. Bowles was tampering with cars. And in yet another incident, back on July 24, 2008, Mr. Eusebio Prieto was murdered by Porterville police thugs after allegedly "brandishing" a screw driver ...which was enough for the killer cops to use the "our lives and the public's lives were in danger" speel. The cops who murdered Mr. Bowles and Mr. Prieto were also rewarded with paid vacations. Though the family of Mr. Steen will file federal civil rights claims against the Porterville Police, this, again, will not bring back their son and brother. Delegation of AuthOl; ty training.
• Randa ll County Sheriffs Office currently operates a 310 bed jail facility which
includes 8 infim1ary heds.
• The facility was constructed in 2000 and opened in 2001.
• The facility was built with an intake (booking, laWldry, kitchen, and prisoner property
storage) capacity to fac ilitate expansion to 1,000 beds by adding pods.
• Randall County has a contract wi th United States Marshall's Offi ce in Amarillo for
housing federa l inmates. The Uni ted States Bureau of Prisons and I.C .E piggy-back
off of that contract.
• As of today, Randall County has housed as many as 117 federal and ICE inmates per
day.
• With the increased emphasis on border security, J.C.E. has asked Randall County for
add itiona l jail beds.
• This arrangement with the federal govenunent has proven to be mutually beneficial
for Randall Coun ty as well as the various federal agencies that have inmates in the
Randall County Jail.

• Randall Cmmtyalrefldy' has a successful history and a current working contract with
various federal law enforcement agencies,
• Amaril lo is IDeated approximarely midway between the west coas t and the east coas t.
Amarillo is in a border state and sits at the' intersection of two Interstate Highways,
Interstate 40 and Interstate 27, Amarillo's air term inal has international deSignation.

• There have been numerous traffic stops where the occupants of the vehicles were
suspect illegal aliens. Due to the limited number ofICE agents in th is area the
occupants were held for extremely long periods of time before an agent co ul d get to
them. Having trained individua ls in the jail would eliminate this wait.
• We plan to train 4-7 officers one being a superv isor.
