ROTARIAN OF THE MONTH JAMES W. HARTZELL Jim was recognized at our last meeting for his “service above self” and by going the extra mile for another. This last June, a Rotarian, visiting Iowa from Tanzania, on her way to the RI International Convention in San Antonio, had a problem with her glasses and was in need of an eye exam and new glasses. Jim answered the call in her time of need. The patriotic mood Club members continue to be influenced in our invocations. We prayed that God keep the freedoms that America enjoys while helping us to gain freedom for all people on our planet followed by the singing of The Star Spangled Banner. Jack Schreiber, Chair of the RCDM Foundation, received a “check” for $15,000 from Tom Juckette, Co-Chair of last week’s First Annual Rotary Cup representing the proceeds from the benefit event. Attorney Lori Chesser was our speaker today, speaking on the “Immigration Policies and their Status in Iowa.” Chesser was ably introduced by a co-member of the Davis law firm, Beverly Evans. Lori has been in the Immigration Division of her firm for ten years and is well versed in the local, state and national rules of all areas of immigration. Since the days when her father was an active Paul Harris fellow, there have been major changes in the immigration rules, the breaking of those rules and the attitudes of Americans towards the Immigration Naturalization Service. Lori said, “99.9% of foreign immigrants, including scientists, artists and teachers come into America to help grow the ideas and prosperity of democracy. Federal laws on immigration govern how states and localities can proceed with immigrants.” Technically, Lori must refer to a State Department listing of hopeful immigrants, wishing to enter Iowa. This list is information gained and recorded in U.S. Embassies in the countries of origin. When the immigrants have taken up legal residence in the U. S., what should they be required to do? Lori thinks it is contrary to have that group report their activities and whereabouts without requiring all citizens to follow the same edict. Other countries enforce identification card carrying and require registration at the local police station whenever a move is made. Lori hopes that the U. S. government, and, in turn, state agencies, soon change and update their immigration regulations. Those states, like Iowa, which have low unemployment, could receive an Continued on back page

In answer to questions from the audience,Lori said long-time foreign immigrants may nothave to have credentials, and if they have actedlike good citizens, the rules might be waived.We citizens should get to know Iowa’simmigrants. They are found to be well-likedand cultural infusion is result of the interaction.Problems occur in cases where an “undocu-mented worker” has become a valued part ofthe business only to find that their documentswere falsified. This requires furtherinvestigations for the benefit of both theimmigrant and the employer.
