Proposal for key principles of a Quality Framework for Early
Childhood Education and Care (2014)
Report of the Working Group on Early Childhood Education and Care under the
auspices of the European Commission.
The following transversal issues are fundamental to the development and maintenance of
high quality ECEC :
• a clear image and voice of the child and childhood should be valued
• parents are the most important partners and their participation is
essential
• a shared understanding of quality.

Research Findings on Process Factors Affecting Quality
The summary of research findings identified the following as important:
• pedagogical approach that combines education and care
• continuing professional development
• strong leadership
• adults respond to the needs of young children
• sustain their curiosity rather than focusing on formalised learning

• a curriculum that combines staff-initiated and child-
initiated activities
• a curriculum that is designed by children, parents,
professionals and local communities
• centres’ policies which are committed to reaching
out and including children from different social,
ethnic or cultural backgrounds;

parents;
• partnerships with parents and
stakeholders
• public policies that are designed in
consultation with stakeholders and
strive for the recognition of ECEC as a
right for all children.

Driving high quality early learning and childcare

Quality and Improvement in Scottish Education
Most ELC settings were working well to provide experiences
which supported children to be motivated, confident and
engaged in their learning.
Settings worked effectively in partnership with parents, partner
agencies and other professionals to help secure positive
outcomes for children and families.
Overall, staff were found to have responded positively to
national guidance, including Curriculum for Excellence and
Building the Ambition.
Children have better opportunities to develop their literacy and
numeracy skills through play and meaningful real-life contexts.

Quality and Improvement in Scottish Education
More needs to be done, however, to meet the aspirations of
Curriculum for Excellence and improve the progress children
make in their learning.
Settings need to improve approaches to self-evaluation,
including tracking and monitoring children’s progress.
Staff also need to ensure they provide consistently high-quality
learning experiences, particularly for those children under three
years of age, as they implement the expansion of early learning
and childcare.

A Blueprint for 2020: The Expansion of Early Learning and
Childcare In Scotland - Quality Action Plan
The essential characteristics of quality were defined by the stakeholder group as:
• A high quality workforce
• Strong pedagogical leadership
• Warm and supportive interactions with
children
• A holistic curriculum
• A focus on play-based learning
• Good access to outdoor play
• Supporting parents to engage in their
children’s learning
• Transitions that are well managed
• Professional collaboration
• Provision that is accessible to all
• High quality physical environments
• Clear quality standards and robust
self-evaluation and quality
assurance regimes
