respect to have the necessary samples andperform the suitable test to specify theestablishment activity impact on the

environment, and determine its sticking to themeasures for environment protection. If thereare any violations, the General Secretariatshould inform the specialized administrativeunit to burden the owner of the establishmentto correct these violations immediately., if not,makes the correction within sixty days, thecouncil will take the necessary procedures,according to the violation, and claim of

appropriate compensation, to treat thedamages caused by these violations


Any body who designs or executes, oroperates any project, must stick to thesystems and measures of the environmentprotection, which determined by this law, orany other issues of application it. And also who

intends to do work, or intends to give up anaction, which leads to negative effects onenvironment, must identify its potential effectseither through conducting environmentalimpact evaluation study related to it or by anyother way determined by this law or its

executive regulation, and take all necessaryprecautions, actions, or procedures to preventthe occurring of these effects, or minimize the

potentiality of their happening to the minimumpossible.In case, any one of the potentialenvironmental negative effects for any project

due to doing an action, or not doing an action,the project owner must engage to take allnecessary actions to stop or minimize itseffects as minimum as possible however, hisdoing the environmental impact evaluation,will not release him of responsibility.

It is restricted to the ships and carriers in theregional sea or the pure economical area ofthe state, to conduct any of the following:

1- Throwing or drain any wastes, pollutant,injurious liquid materials, or perished animals,intentionally, or unintentionally, directly, orindirectly, that caused damage in the wateryenvironment, or general health, or any otherlegal usages in the sea.2- Throwing of injurious materials packed inparcels, containers, or mobile tankers ortrucks.

3- Drowning of dangerous wastes andmaterials and the executing regulation,

determines the liquid, solid materials, whichdamage the watery environment, and exposeit to danger.


It is restricted for all projects andestablishments including the public places andthe commercial, industrial, touristic andserviceable establishments, to drain or throwany materials, or wastes, or untreated liquidsthat cause pollution in the coasts or theneighboring waters, either caused intentionallyor unintentionally, directly, or indirectly.

The executing regulation determines thespecifications and standards that engaged theindustrial projects, which are authorized to

drain the soluble pollutant materials, aftertreatment, also determines the unsolublepollutant materials, which are restrict to bedrained in the watery environment by theindustrial establishment.

Article 60

With consideration to the rules of law No. (10)dated 1987, indicated above, it is restricted

foundation of any projects or establishmentson the sea beaches to a distance of 200meters minimum inside from the coast line,unless agreed by the specialized administrative

department, which is subject to coordinationwith the council, and the executing regulationorganized the procedures and conditions,

which must be followed in this respect.
