Chief Augie Ghio will report on the November 4, 2010, and December 2, 2010,

meetings of the San Diego County Fire Chiefs Association.

+6. FY 2011 BUDGET AMENDMENT: EVALUATION OF COMMUNITY

ASSESSMENT TEAM ENHANCED PROGRAMMING (Cynthia Burke) APPROVE

For over a decade, a number of established youth development providers have

provided services to at-risk juveniles across the region through a network of Community Assessment Teams, or CATs. Youth referred to the CATs receive referrals or direct services designed to reduce delinquency, improve school attendance, and increase resiliency related to problem solving and pro-social skills. San Diego Youth Services (SDYS) recently received federal funding to enhance the CAT services by implementing the curriculum "Reducing the Risk," an evidence-based teen pregnancy prevention intervention. SDYS has asked that SANDAG conduct the required process and impact evaluation, based on the current evaluation of core CAT services. The Public Safety Committee is asked to approve an amendment to the FY 2011 Budget and Overall Work Program to accept one-year funding in the amount of $257,853 to complete evaluation objectives associated with this project.

+7. FY 2011 BUDGET AMENDMENT: REGIONAL EWATCH APPLICATION (Pam Scanlon)

RECOMMEND

The ARJIS Interregional Justice Data Sharing work element (3400800) utilizes

grant funding to develop and implement inter-agency information sharing projects. ARJIS has been awarded $74,366 from the Urban Area Security Initiative (UASI) to develop a regional eWatch application. The goal of this project is the development of a no-cost subscription service that allows citizens to register up to three addresses within San Diego County and receive notifications of crimes, arrests, and/or traffic incidents occurring around those locations. At its October 15, 2010, meeting, the Public Safety Committee approved amending the FY 2011 budget and work program to include a carryover of $486,000 in UASI funding budgeted for the Sheriff’s NetRMS interface project not spent in FY 2010. This additional amendment of $74,366 will increase the overall budget for this work element to $1,367,368. The Public Safety Committee is asked to recommend that the SANDAG Board of Directors approve an amendment to the FY 2011 budget to accept $74,366 in additional UASI funds for work element 3400800.

8. GRAFFITI TRACKER UPDATE (Pam Scanlon) INFORMATION

Over the past year, regional stakeholders have explored ways to enhance local

efforts to address acts of vandalism through the expansion of the Graffiti Tracker system. Due to successful coordination efforts, an 18-month pilot program will begin in January 2011. Staff will provide an update of these efforts and an overview of the project timeline, goals, and objectives.

9. DRUG USE AMONG ARRESTEES (Lisbeth Howard) INFORMATION

In 2009, interviews were conducted with local adult and juvenile arrestees as

part of an ongoing data collection effort called Substance Abuse Monitoring (SAM). Updated statistics and trend data detailing drug use histories, urinalysis results, and self-reported risk behaviors were recently released to local policymakers, as well as professionals from prevention, treatment, and law enforcement. This presentation will highlight key findings and outline possible implications for the region.

10. STATE REGIONAL FEDERAL ENTERPRISE RETRIEVAL SYSTEM (SRFERS)

DEMONSTRATION (Pam Scanlon) INFORMATION

A deliverable of the FY 2011 ARJIS Work Program and Budget is the

development of the grant funded SREFRS application. This “one stop shop” application will enable officers from the 82 member agencies to perform real-time tactical queries in the field on disparate data, including federal criminal databases, driver’s license photos from across state lines, and license plate reader data from San Diego and Imperial Counties. Staff will provide a high level demonstration of the system.

Vice Chair David Ott (Regional Fire/Emergency Medical Services) called the Public Safety Committee (PSC) meeting to order at 1:00 p.m. Roll call was taken and a quorum was present. See last page for attendance.

2. APPROVAL OF MEETING MINUTES Upon a motion by Councilmember Rosalie Zarate (South County) and a second by

Councilmember Bob Campbell (North County Inland), the minutes of September 17, 2010, were unanimously approved.

3. PUBLIC COMMENTS/COMMUNICATIONS/MEMBER COMMENTS Dr. Cynthia Burke [Director, Criminal Justice Research Division (CJRD)] announced that the

CJRD’s “Crime in the San Diego Region Mid-Year 2010 Statistics” October 2010 bulletin has been released.

6. AMENDMENTS TO FY 2010 AND FY 2011 BUDGETS: INTERREGIONAL JUSTICE DATA SHARING (APPROVE) Upon a motion by Director of Transit Systems Security Bill Burke (Regional Transit Services) and a second by Sheriff William D. Gore (San Diego County Sheriff’s Department), the PSC unanimously approved the addition of $486,000 to the FY 2011 Program Budget and Overall Work Program from FY 2010 carryover.

7. FY 2011 BUDGET AMENDMENT: EVALUATION OF CROSS-JURISDICTIONAL TASK FORCES (APPROVE)

Upon a motion by Chief William M. Lansdowne (City of San Diego Police Department) and a second by Councilmember Jillian Hanson-Cox (East County), the PSC unanimously approved an amendment to the FY 2011 Budget and Overall Work Program to accept this two-year funding in the amount of $299,136 for Overall Work Program Project No. 23457 to complete objectives associated with this project.

8. PUBLIC SAFETY RELATED GOALS FOR THE 2011 LEGISLATIVE PROGRAM (RECOMMEND)

Ms. Genevieve Morelos (SANDAG) presented the safety-related legislative priorities included in the current 2010 Legislative Program that will be added to the 2011 Legislative Program. Councilmember Campbell suggested Goal #4 should be added to support changes in local, state, and federal legislation to allow agencies to apprehend and convict those involved in internet crimes against children to assure stiffer penalties to those convicted of these crimes. He requested staff to refine the wording and include this as Goal #4. Supervisor Greg Cox (County of San Diego) proposed adding Goal #5 to include the consideration of allowing a small portion of the funds recovered from the perpetrators of Graffiti Tracker to help fund the program of Graffiti Tracker for the benefit of the San Diego region. Upon a motion by Councilmember Campbell to include Goal #4 and Goal #5 along with the three public safety-related goals in the 2010 Legislative Program and a second by Chairwoman Pam Slater-Price (County of San Diego), the PSC unanimously recommended that the Executive Committee include the public safety-related goals discussed in the report to the 2011 Legislative Program and also include the two additional goals.

9. THE 2050 REGIONAL GROWTH FORECAST AND POSSIBLE IMPLICATIONS FOR PUBLIC SAFETY (DISCUSSION)

Ms. Beth Jarosz (SANDAG) gave a PowerPoint presentation and overview on the

2050 Regional Growth Forecast. A panel discussion followed with the following participants: Chief William M. Lansdowne,

Sheriff William D. Gore, Chief Probation Officer Mack Jenkins (San Diego County Probation Department), and Director Nick Macchione (San Diego County Health and Human Services Agency).

10. URBAN AREAS SECURITY INITIATIVE (UASI) GRANT PROGRAM (INFORMATION) Program Manager, Office of Homeland Security, City of San Diego Donna Faller

Introduction For over a decade, a number of established youth development providers have provided services to at-risk juveniles across the region through a network of Community Assessment Teams, or CATs. Youth referred to the CATs receive referrals or direct services designed to reduce delinquency, improve school attendance, and increase resiliency related to problem solving and pro-social skills. San Diego Youth Services (SDYS) recently received federal funding to enhance the CAT services by implementing the curriculum "Reducing the Risk," an evidence-based teen pregnancy prevention intervention. SDYS has asked that SANDAG conduct the required process and impact evaluation, based on the current evaluation of core CAT services.

Discussion In May 2010, SDYS applied to the Office of Adolescent Health, Office of Public Health and Science, U.S. Department of Health and Human Services, for a Teenage Pregnancy Prevention grant that involves the replication of an evidence-based program. As part of this project, SDYS would enhance existing youth development and juvenile delinquency prevention programs within San Diego County through the implementation of a prevention curriculum that has shown initial success in other jurisdictions – Reducing the Risk (RTR). Teen pregnancy is related to the general well-being of the community overall in that teen parents are less likely to obtain early prenatal care and proper nutrition; are more likely to continue unhealthy behaviors, placing infants at risk for future developmental and health problems; are less likely to complete their education; are at greater risk of earning below poverty incomes; and are more likely to have contact with Child Protective Services. As the evaluator for this project, SANDAG staff would document program replication and measure fidelity to the model, as well as implement an experimental research design (in which one group of at-risk youth receive the enhanced curriculum and the other does not) and measure outcomes (self-report and official documentation including risk-taking behavior) up to 18 months following program exit. OBJECTIVE

For numerous years, the Criminal Justice Research Division (CJRD) has partnered with the San Diego County Probation Department to evaluate many of their programs ranging from prevention to graduated sanctions for adjudicated youth. The CJRD also has developed partnerships with other youth-serving entities in the region to provide quality evaluations that support their funding and missions to provide innovative juvenile justice prevention and intervention services to youth. Emphasis in FY 2011 will be to accomplish the following objectives: (1) conduct (within funding agency guidelines) impact and process evaluations of programs that provide services for at-risk juveniles in San Diego County; (2) assist contracted partners in meeting their grant reporting requirements by acting as an outside program evaluator; (3) design effective research methodologies to document implementation and outcome deliverables; and (4) analyze and summarize evaluation results on a regular basis, as dictated by the specific project.

PREVIOUS ACCOMPLISHMENTS

Two out of the nine youth projects are new in FY 11, with seven beginning in All of the current projects began in FY 2010 or earlier. During FY10 this time, evaluation activities included meeting regularly with program staff, designing data collection instruments, conducting interviews and surveys of program participants and family members, collecting criminal histories, and documenting client characteristics. Introduction The ARJIS Interregional Justice Data Sharing work element (3400800) utilizes grant funding to develop and implement inter-agency information sharing projects. ARJIS has been awarded $74,366 from the Urban Area Security Initiative (UASI), to develop a regional eWatch application. The goal of this project is the development of a no-cost subscription service that allows citizens to register up to three addresses within San Diego County and receive notifications of crimes, arrests, and/or traffic incidents occurring around those locations. At its October 15, 2010, meeting, the Public Safety Committee approved amending the FY 2011 budget and work program to include a carryover of $486,000 in UASI funding budgeted for the Sheriff’s NetRMS interface project not spent in FY 2010. This additional amendment of $74,366 will increase the overall budget for this work element to $1,367,368.

Discussion The City of San Diego has deployed an eWATCH application that allows its residents to register for a daily email notification of crimes that have occurred around addresses of interest within the City of San Diego. The data are provided by the San Diego Police Department (SDPD) via ARJIS to over 18,000 unique email addresses registered to receive notifications. The goal of eWatch is to bolster crime prevention efforts and empower the public with knowledge. The long term plan has been to expand this functionality to all other jurisdictions in the region and interface with the public Crime MAPS application accessible via the ARJIS public Web site (www.arjis.org). Utilizing UASI grant funds, ARJIS will partner with the San Diego County Sheriff’s Department to expand the eWatch subscription to the entire County with data that are updated daily for the entire region. This new regional subscription service leverages the efforts already completed on the new ARJIS law enforcement only mapping system, as well as existing hardware, software, and secure network infrastructure. The San Diego County Sheriff’s Department is the pilot site for the project and has successfully implemented an initial application with select crime incident data from the Sheriff’s contract cities. This pilot project is limited to notifications on property crimes (e.g., vehicle break-ins). The pilot augments on-going crime prevention efforts by the Sheriff through enhancing the delivery of timely crime information that supports community decision making.

Recommendation

The Public Safety Committee is asked to recommend that the SANDAG Board of Directors approve an amendment to the FY 2011 budget to accept $74,366 in additional UASI funds for work element 3400800.

OBJECTIVE The objective of this work element is to coordinate, develop, and implement applications that enhance public safety throughout the San Diego region. The emphasis in FY 2011 will be to strengthen collaboration with justice agencies and entities in an interregional context, as well as coordinate with the Borders Committee, the Public Safety Committee, and the criminal justice agencies in the neighboring counties; this includes expanding COPLINK to other neighboring regions, and expansion of data-sharing of license plate reader (LPR) data.

PREVIOUS ACCOMPLISHMENTS Facilitated incorporation of ARJIS specific technologies directly into Law Enforcement Integration Framework (LEIF) administrator tool.

JUSTIFICATION The cross-jurisdictional sharing of critically needed justice data enhances both officer and public safety. ARJIS was recently named the first regional member of the state owned National Law Enforcement Telecommunication System (Nlets) network, and provided with the opportunity to expand its data-sharing capabilities. The Department of Homeland Security and the U.S. Department of Justice have stressed the criticality of this cross-jurisdictional information-sharing, now requiring these types of collaborations in their grant solicitations. Continued collaboration and information-sharing among these counties will greatly enhance public safety and the quality of life in all regions.

o “On 10/15/2010, Escondido Detective issued a PC pick‐up for a subject who was involved in a $10,000 theft from thefor a subject who was involved in a $10,000 theft from the Stone Brewery. The PC pick‐up listed a vehicle description and license plate. We used the SRFERS application to search for possible locations where the suspects vehicle may have been previously located. We received a recent hit on the license plate directing us to an industrial complex. We responded to the industrial complex and found the suspect in a nearby storage unit. The suspect was arrested within an hour of the distribution of the PC pick‐up.”
