Scope

This manual contains the policies and procedures ofthe OMMC Safety Promotion and Disaster Preparedness

Program. Although the formulation of the program was

primarily guided by the CSA Z 1600-08 Emergency

Management and Business Continuity, it also includes safetypromotion program for patients, visitors, and staff.

The formulated program establishes the elements of acontinuous improvement process to develop, implement,

maintain, and evaluate safety promotion, emergency

management and business continuity programs that address

prevention and mitigation, preparedness, response, andrecovery.

4.1 Leadership and Commitment

1. The governing body and the top management shall makea formal manifestation of commitment and support to

establish, develop, and maintain an OMMC Safety

Promotion and Disaster Preparedness Program.

2. The manifestation of commitment and support shall be

renewed every three (3) years.

3. Senior Management Representative3.1 The governing body and top management of OMMC

shall designate a member of the senior management team

who, irrespective of other responsibilities, shall provide

leadership and assume overall responsibility, accountability,

and authority over the OMMC Safety Promotion and

Disaster Preparedness Program.

3.2 The senior management representative shall ensurethat the OMMC Safety Promotion and Disaster

Preparedness Program is established, maintained, and

reviewed at planned interval in accordance with

requirements of established and current local andinternational standards on safety promotion and emergency

management and business continuity in a hospital setting.

3.3 The senior management representative shall superviseand work closely with the Safety Promotion and Disaster

Preparedness Committee (SP-DPC) which shall be created to

administer the Program.

3.4 The senior management representative shall serve as

the chairperson of the Safety Promotion and Disaster

Preparedness Program Advisory Committee (SP-DPPAC)

3.5 The Administrative Director will be the preferredrepresentative of the senior management team for the

OMMC Safety Promotion and Disaster Preparedness

Program as he is a full-time line manager directly assisting

the hospital director in day-to-day administration of thehospital.

3.6 If the Administrative Director is NOT yet equipped withthe technical competency of the OMMC Safety Promotion

and Disaster Preparedness Program, he shall undergo an

orientation and a formal training NOT more than one (1)

natural disasters but also from all types of emergencies,
