It is globally recognized that public sector alone cannot meet the requirements for urban infrastructure and services in the country. It is in this sense that partnerships have emerged as a tool to accelerate delivery of urban infrastructure services and public sector is assuming very important role to facilitate private sector and regulate activities in terms of equity, environment and improvements in the quality of life. Last one decade has been witnessing increasing focus on Public-Private Partnerships (PPP) for urban infrastructure and Service delivery such as water supply, sanitation, solid waste management, sewerage, etc. Several Cities across the world and in India too have forged partnerships with private sector for delivery of various services.
The need for Partnerships for the delivery of urban or municipal services emerges from four basic facts: (i) gap in the services is fairly high; (ii) significant leakages in the delivery of Municipal Services in terms of both technical and financial management owing to in-efficiency; (iii) Municipal resources are limited and are not growing in real terms; and (iv) the increasing recognition of role of municipal services in the overall context of productivity, equity and poverty alleviation.
In line with the physical backlog, the fiscal gap in the municipal infrastructure is enormous. As per the HPEC (2011) estimates, around Rs. 40 lakh crore is required for urban infrastructure services in the country during the 2010-2030 period which is around Rs. 2.0 lakh crore per annum whereas the existing annual flow of funds into the urban infrastructure sector is stated to be in a range of 10 percent to 20 percent of requirements only. Further, using an average figure of 1 million people in each of the 100 smart cities, the HPEC has assessed investment requirements for the services covered comes to Rs.7 lakh crore over 20 years. This translates into an annual requirement of Rs.35,000 crore.
Recognizing the need for building effective partnerships for sustainable development, all the current Government of India Missions such as Smart Cities Mission, Swachh Bharat Mission, etc. focus on developing various projects on PPP basis. However, for success of PPP in urban infrastructure and urban service delivery, some of the key constraints need to be addressed. Appropriate PPP model structure backed by the bankability of the projects and political will have to be designed for success of PPP in urban infrastructure and service delivery in India.
In this context, this 3-day training programme on ‘Public Private Partnership in Urban Infrastructure and Service Delivery ’ organized by HUDCO’s HSMI during 28th - 30th November 2019 at Shimla will develop an action plan for promoting PPP in urban infrastructure and services through classroom presentations, brain storming sessions and group activities. It offers an opportunity for exchange of ideas and information among urban professionals on issues, challenges, strategies and approaches associated with PPP in urban infrastructure and service delivery.

HSMI is the research and training department of Housing & Urban Development Corporation Ltd (HUDCO), to provide training support for professionals and a forum for interaction of administrators, professionals, researchers and others engaged with the issues of human settlement development.
HUDCO’s HSMI is recognized as a leading research and training institution in the housing and urban development sector and is involved with capacity building both at the regional and national level for more than 30 years. It has been designated as a national resource centre for giving technical inputs in the policies and programmes pertaining to housing and urban development of the Ministry.
ABOUT HUDCO’s HSMI
The key stakeholders at state/ local level involved in planning and implementing policies, programme and strategies crucial for designing policies and programmes on Public Private Partnerships (PPP) in urban infrastructure and service delivery are proposed to be trained in the programme. These include:
State Urban Development Departments Town Planning Agencies and development authorities. Urban Local Bodies Academic Institutions in urban development Policy Professionals Other relevant stakeholders
The training is intended to help participants increase their knowledge, equip them with innovative tools and know-how for designing and implementing appropriate policies, approaches, programmes and intervention with respect to PPP in urban infrastructure and service delivery. Major objectives of the training programme are as follows:
To create awareness on the need and urgency of Public Private Partnerships (PPP) in urban infrastructure and service delivery.
To equip participants on policy environment and programmes for PPPs in India.
To provide a comprehensive understanding on project development and documentation process.
To share key learning’s from national and international PPP experiences.
Develop an action plan for promoting PPP in urban infrastructure and service delivery.
The series of modules will introduce the PPP framework. The programme is intended to help the participants to develop the understanding and framework for promoting PPP in urban infrastructure and service delivery. The contents of programme are as follows:
