Critical Challenges Relating To Your Theme Proposed Solutions

Institutional Arrangement (Lack of Access to Authorities)

Recognition by Govt and clear policies to access authorities in relation to the ACH Decentralization (Clear Mandate, responsibilities, accountabillity)

PANSALB not promoting official Language accordingly to be accessible

PANSALB to be effective

No equal opportunities (e.g. One artist always appointed) No access to funding

Separation of Arts and Culture from Dept. of Sports in the Province

Institutional Arrangements And Governance

How should the DAC, its public entities and the sector be organized to achieve the

vision for the sector

• Provincial Arts Councils work closely National Arts Council

• National offices to be hands on at the ground level

• District Councils/municipalities to work closely with Province and National DAC

(e.g. MGE be accessible at district for access)

Funding within the sector

How should funding for the sector be organised within the DAC and the sector

• Proportional Funding is needed

• DAC to ACH practitioners through SARS with regard to tax incentives (e.g.

Training of how to complete Tax returns)

• SARS should claim not claim too much charges on the payments to the sector

• Department must disseminate educational information and documents

• Use local artists as trainers for local artists

Infrastructure And Related Matters

How should ACH infrastructure be organized to realize what the sector want to achieve

• Community Arts Centres must be accessible and increased in the Province (Recognition is given to NPOs and not Heritage sector needs)

• Municipalities should provide infrastructures for the sector(Funding required) Especially existing building to be released for the Sector utilization

• Community Arts Centres resourced and maintained

• Multipurpose centers / Community Arts Centres must be conducive to accommodate respective ACH genres with their uniqueness (Every Region)

• Govt must procure existing infrastructures of Private owners for the ACH

• The purpose of the Multipurpose centers / Multipurpose centers must be re-defined accordingly by DAC

• Research must be made on what kind of infrastructures we need for the sector

Skills Development, Education And Training

What should happen with regards to Skills Development, Education And Training

to realise the essence of the vision and the theme

• Training for the development of proposals for open calls (How do we develop

proposal in order to be successful?)

• Leadership and govt officials around the sector should be educated themselves

• Infrastructures (e.g. Incubators) to be made available for skills development, esp

transfer of skills

• ACH to be given a special attention at schools (Formalisation) by Dept Education

• Equip strategies of restoration of our Heritage Site

• ACH Sector to be professionalized (Unit Standard e.g. SETAs)

• Govt to employ skilled officials to work around the sector

• Artists to equip themselves with the Legalities around the Sector (Acts, Policies)

Cultural Diplomacy And International Relations

How can cultural diplomacy be used to achieves what the sector and this theme stands for

Foster international agreements that would advance the sector (Exporting of Products)

The media to assist in marketing local products international Exchange

Artists should be made aware of all the existing cultural agreements that the country signed with other countries

Exchange Programmes are important for Skills Transfer and recognition between SA and other countries

Embrace our Diversity, Heritage internationally

Artists must exposed/promoted by Government at a higher level internationally – Travel (E.g. President)

Expose indigenous knowledge internationally

International artist must not only be focusing on Johannesburg – Govt must assist

Cultural Diplomacy must promote local artist

Research And Development

The relevance of Research And Development in the sector and in

advancing our theme:

Our opinion must not be based on assumptions (Assess the old Market vs

current market (Improvement)

Feasibility study is important to inform decision within the Sector

Research is expensive and funding is needed from Govt to assist

Narrative Story (e.g gcina mhlophe) may be used for researches

DAC must do thorough Researches in order to identify the challenges that

the sector is facing

Cultural Observatory must be visible to the local authorities in order for

disadvantage communities to make their own researches without focusing

on the researches made by the “still” advantaged communities

Outdated Technology must updated

Languages And Related Matters

How can language matters help progress/achievement within this theme

There is a need for promotion of officials languages including other

additional Language available e.g. XHU KHWE as a matter of priority

We must embrace and pride our langauge (it must start from from home

at early age)

How do we learn or promote “Mandarin” if we are recognize our African

languages?

Academics and Researchers must assist in promotion of our languages

(e.g. Universities)

XHU KHWE must be promoted at Universities

Language is the challenge to target your own consumers (e.g. Marketing

of your Product, including pricing of the product)

ROLE OF MEDIA BUSINESS AND SOCIETY

• Community must respect and protect the available Infrastructure

• The media to assist in marketing local products international

• Community Radio is a challenge as they do not want to play our local

music (80% must be local music)

• Media treats the Sector in isolation as compared to other sectors

(Good Quality of the work must be exposed by the Media)

• Businesses must have a secured budget to contribute to the sector

• Media to have platform e.g. Webpage for accessing of ACH

activities/events. (There is a new ARTS NOW SA is now available)

• Media must Elevate local content on behalf of the Sector
