- INTRODUCTION
This design and access statement has been prepared to support a planning application for a new secondary and sixth form school located on the site of the former Hameldon Community College located off Byron Street in Burnley.
The proposals in this document have evolved over numerous consultations with the following key members:

5PAGE - SITE HISTORY
The name Burnley is believed to have been derived from Brun Lea, meaning “meadow by the River Brun”. The area began to develop in the early medieval period as a number of farming hamlets surrounded by manor houses and royal forests, and has held a market for more than 700 years.
The proposed site was historically rural falling between the settlements of Padiham and Burnley used for pasture for grazing animals and falls within the parish boundary of Habergham Eaves.
The arrival of the Leeds and Liverpool Canal in 1796 made possible transportation of goods in bulk, bringing a huge boost to the town’s economy. Dozens of new mills were constructed, along with many foundries and ironworks that supplied the cotton mills and coal mines with machinery and cast and wrought iron for construction. The town became renowned for its mill-engines, and the Burnley Loom was recognised as one of the best in the world.
The former school on the site was completed in 1959 for the Burnley Grammer School on the former grounds of Ivy Bank House, sharing the site with the Ivy Bank High School for Girls. Burnley High School for Girls moved onto the site in the 1960s. Habergham High School was formed in 1981 from the merger of the Burnley Grammar School and neighbouring Burnley High School for Girls. In 2006 Habergham merged with Ivy Bank to form Hameldon Community College. The school had 1577 students and around 100 staff according to the Ofsted report carried out in 2007. The school re-located to new premises 1.4 miles away in September 2010.
Burnley has retained a strong manufacturing sector, and has strong economic links with the cities of Manchester and Leeds, as well as neighbouring towns along the M65 corridor (which was constructed in 1980). In 2013, in recognition of its success, Burnley received an Enterprising Britain award from the UK Government, for being the “Most Enterprising Area in the UK”.

- EXISTING SITE CONDITIONS
The proposed site for the school is located adjacent to the A671 Padiham Road, which is a main road into Burnley and the primary approach to the site from both directions. The site’s main access for parking, staff and visitors is from Byron Street, which is a residential street at the west site boundary. The pupil main access is from Padiham Road, with a secondary pedestrian only route off Kiddrow Lane.
The wider site contains 3 former schools which have been vacant for a number of years the origins of which are described in the site history section of this report. These are contained by a residential area with a couple of industrial estates in close proximity given the proximity to the M65 motorway. The A646 Padiham to Todmorden Road runs to the east of the site on the opposite side of the playfields sat infront of the school site.
The proposed site slopes downwards from the north east to the south west with a number of mature trees on the site which will be retained. The site contains the former Hameldon Community College. This is to be demolished given the presence of shallow worked coal seams discovered directly below the site. This created the risk that any refurbishment work to the existing facility could make the building unsafe and therefore the re-use of the existing facility was concluded to be unviable.
An application to demolish the existing school and make the site safe for re-use has already been submitted to Burnley Borough Council and ‘prior approval’ granted on 14th May 2015. As part of this process a construction management plan and demolition method statement was submitted and approved. It is intended that the demolition of the existing school will start in June 2015 and therefore falls outside of the scope of this application.

- PROPOSED SCHOOL REQUIREMENTS
Burnley High School is a new Free School which opened in September 2014 with Year 7 and will have an extra year group each year until it contains Years 7-13. The school offers a very different curriculum to most schools with 60% of the learning in Years 7 & 8 in the form of project based learning (PBL) where pupils learn through real life projects that develop their creativity, resourcefulness, team working, research and resilience alongside learning about the national curriculum subjects. The school will cater for 650 pupils (450 secondary and 200 sixth form) when at capacity. For more details of the school please visit their website which can be found at:

The school are currently located at temporary facilities housed in the Parkhill Business Centre on the opposite side of Padiham Road, in close proximity to the proposed permanent site until the new facility is available.
The design team worked with the school to help understand their requirements for a new building. A starting point for this was to use the guidance contained in Building Bulleting 103. This contains area guidance for mainstream schools with typical examples of the number and type of classrooms required for a school to function. This was developed and adapted to create the accommodation schedule illustrated opposite to fulfil the curriculum needs. This lists the key spaces broken down by use with for example general teaching classrooms alongside spaces for specialist subjects (such as Art, Music and Food Technology). Flexible PBL space is also required for larger groups for Years 7 and 8 as well as a whole school PBL space. A dedicated sixth form space is also required by the school with associated seminar rooms alongside study and social space.
An adjacencies diagram was also developed in conjunction with the school illustrated to the right of this page to help further understand the requirements. This includes the aspiration for a dedicated entrance to the sports hall to allow for community and out of hours use of the facility.

- FINGER-BLOCK OPTIONS
A number of forms of schools were investigated as part of the process of developing these proposals including visits to existing schools elsewhere. Examples of traditional forms of schools were studied. This includes the ‘finger block’ arrangement where classrooms are accessed either side of a central corridor much like the existing school on the site. The concerns with this approach were for large areas of corridors that are difficult to supervise.
Examples of the ‘super block’ form of school were also reviewed including a visit to the recently completed St John Bosco Arts College in Liverpool. This form of school contains a central heart space with the teaching accommodation wrapped around. It was felt this would help create a community feel to the building and means circulation spaces are highly visible reducing the opportunity for anti-social behaviour. It was agreed to proceed and further review this form of school.

A number of forms of ‘super block’ schools were developed and analysed with the school. This included a 2 and a 3 storey version with a detached sports hall and 3 storey version with an integrated sports hall. The 3 storey with integrated sports hall was selected for further development given it allowed for a more contained school and for example doesn’t require exit from the main building to use the sports hall. Concept sketches are illustrated opposite of these options which also indicate the site access strategy.

The proposed site development strategy is to re-use and retain as much as possible of the existing site. The site access strategy is to be retained in a similar fashion as to how the former school on the site operated. The proposed school will be smaller than the previous school with 650 pupils compared to the 1577 recorded in the 2007 Ofsted report meaning any impact during operation should be less than when the former school operated.
The number of staff when the new school is fully occupied is unlikely to exceed the 100 of the former school.
Vehicular access is to be retained from Byron Street for staff and visitors with the existing one way system with a separate in and out entrance to Byron Street retained. It is proposed to retain the existing 36 parking bays plus 2 disabled spaces as currently arranged.
The Local Authority car parking standards for Primary and Secondary Schools state 1 per classroom / activity space which for gross floors above 500sq.m. (the proposed is 5,635 sq.m.) are to be reduced as part of a travel plan. The number of classroom / activity spaces within the proposed school is anticipated to be within the 40s and therefore the current 38 would achieve this requirement.
The distance a pupil lives from the school forms part of the admissions criteria to the school which will help ensure a large proportion live within a walkable distance. The existing pedestrian access points from Padiham Road and Kiddrow Lane are to be retained which are intended as the main pupil approach routes.
The site is on a slope with for example the vehicular entrance off Byron Street 4 metres below that off the current school main entrance floor level. The pedestrian entry point to the north of the site off Padiham Road is then a further 3 metres above the current building entry point. The proposed scheme has been designed to provide disabled access across the site from all the main entrances to the proposed new building with ramps and a stepped alternative. There is also ramped access between the main building and the upper and lower playground. These have been designed to create a feature with for example a curverd ramp / pathway created from the main building entrance level down to the lower play area. The surrounding land form has also been sculptured to create the opportunity for external seating and teaching areas.

The building is to be constructed onto a stiff raft foundation system which spreads the load uniformly to the underlying strata. The raft proposals is utilised in conjunction with grouting below the footprint of the building as a means of mitigating the risk associated with the identified subsurface voids from historic mine workings.
The specialist subjects are located at ground level with music and art located on the prominent approach corners to the building, helping to create an active frontage. The sports hall and associated changing is contained to the east. This has a dedicated entrance allowing segregation and after-hours access. The staff and administration facilities are also located at ground. A segregated pupil and staff and visitor entrance is proposed. The main hall creates a heart space split via some feature steps which double as a seating / amphitheatre use.

At the top of the feature stairs from the ground level is a double height LRC / library which overlooks the playing fields to the east. There are also general teaching classrooms and WCs (located in the same space on every floor) and office / SEN (small group) rooms.
The science department is located on the northern building wing wrapped around a project based learning space which overlooks the central atrium having the ability to spread out into circulation space.

The northern wing contains the sixth form accommodation creating a distinct space at the top of the school. This is wrapped around a dedicated study area overlooking the central heart space. There is also a sixth form social space and a fitness suite on the corner giving elevated views over the playing fields and Padiham Road on axis of the main student approach route.
This level also contains the remainder of the general teaching classrooms and a further project based learning space this located above the main entrance creating a feature on approach to the building.

The proposed development is smaller and more compact than the existing school on the site in part a reflection of that it is designed to accommodate around half the pupils. The current school ranges from between one to three storeys in height and spreads out over a larger proportion of the site. Proposed and existing 3 d visuals of the site are illustrated opposite with a sectional drawing below.
The proposed new school is of a consistent storey height. The ground level floor level of the building has been positioned so as to allow for disabled (and hence ramped) access from Byron Street and from main pedestrian access points into the site. This was not achieved by the former school not helped by the 8 metre level difference across the site. The site is surrounded by playing fields and residential developments. The surrounding houses are generally 2 storeys in height with a pitched roof. The terrace on Hambledon View is the nearest to the school located to the north of the development. This is at a splay to the new proposed school with at its nearest a distance between of 33 metres retained. The sections below illustrate this relationship. It is proposed to create a landscape buffer to the residential properties on Hambledon View to increase visual privacy and any overlooking issues. This will be achieve through the use of semi mature trees as detailed on the landscape proposed drawing.

The building is in the form of a 3 storey box. It is proposed the ground level is constructed of a dark grey brick this representing the coal seams that exist under the site and helped Burnley boom during the industrial revolution. The upper levels are proposed to be finished with a metal cladding these representing the industrial and engineering heritage of Burnley. Feature elements of the building such as the main entrance and corner projecting element are proposed to the purple corporate colour of the school.

The site slopes downwards from the main student approach (the north east) towards the proposed school (the south west). At the corner point of the building on this approach route is a projecting box housing the sixth form fitness suite. This will be highly visible from across the playing fields and the adjacent main roads.

A central heart space is proposed to the school. This is a multi-use space that could be utilised for all school project based learning activities, school plays, assemblies and for dining. A large store room is proposed at ground level which allows furniture to be cleared and changed as required to suit the use.
Circulation spaces at the upper levels overlook the heart space creating natural surveillance around the building reducing the opportunity for anti-social behaviour.
Roof lights are proposed to allow daylight into the space and help create an internal / external connection.

The effects the development will have on daylight and sunlight and in particular the shadows the development will create have been considered as part of the design development of the scheme. This has helped impact the precise building location to allow suitable distance to the properties to the north west on Hambledon View. The shadows created have been illustrated to represent times throughout the year as follows:
December 21(the Winter Solstice). At this point the shadows created will be at the longest.March 21 (the Spring Solstice). This illustrates an average day in the year for shadows created. The shadows created will be the same as at the Autumn Solstice / September 21 but one hour later because British Summer Time will be in force and therefore separate results for this time of year are not necessary.June 21 (the Summer Solstice). The shadows cast at this time of year will be at the minimum throughout the year and help illustrate the range.
The shadows created in December are shown opposite which will be at the most extreme given the low angle of the sun with even low buildings casting long shadows. The sunrise time is 09:29 by 10:00 the shadows created illustrated on the plan opposite are long, casting to the north west of the building. By 12:00 the sun has moved to the west with shadows cast over the end couple of houses of Hambledon View. By 14:00 the shadows created have moved past Hambledon View and over the adjacent playing fields.

The shadows created on March 21 illustrates the average length of shadows created by the development over the entire year. It is typical in BRE (British Research Establishment) material for the effects created on March 21 to be analysed and judged as to what the effects of new development are in terms of shadows created.
The shadow effects on March 21 are illustrated opposite as created by the new development. The sun typically rises at 0800 with the shadows created at 0900 illustrated opposite. The space between the proposed development and the existing properties on Hambledon View is sufficient for no shadows created on the dwellings. The shadows created rotate to the east over the remainder of the day reducing in length until towards the end of daylight hours and sun set at 19:20.

A public consultation was held to display details of the proposals on Monday 8 June 2015 from 4:15pm to 6:30pm at the Park Hill Business Centre where the school currently operate from. Proposed site and floor plans, 3D visuals along with details of the construction process and timescales were displayed. The proposed consultees for the formal planning application for the new school were invited as advised by the planning department. This included Lancashire County Council Highways Department, The Coal Authority, Burnley Wildlife Conservation Forum, Lowerhouse Residents’ Association, Ightenhill Parish Council, Padiham Town Council, Local Councillors as well as local residents. These were contacted by email were possible otherwise via a post. Local residents were invited via a letter being delivered to their houses.
It is estimated around 50 people attended the event which included local councillors, residents, pupils, parents and potential pupils and parents along with members of the press. Members of the school and design team were present to talk through the proposals and respond to any questions. Questionnaires were also provided to record any comments with the following questions asked:
1. Do you support the proposal to provide a new school on the site of the former Hameldon Community College?2. Do you feel the design of the new building is appropriate for the site?3. Do you support the arrangements for vehicular and pedestrian access to the site?4. The development will seek to improve the quality of outdoor playspace and ensure disabled access is achieved across the site. Are you happy with the type and quality of play space provided?5. Do you have any comments on the proposed construction process of the new school?6. Overall, do you feel the proposed development and the new arrangements will make a positive contribution to school life, the community and the local environment?7. Do you have any general comments or observations regarding the proposal?17 questionnaires were completed. Requests for copies will be considered on application.
The vast majority of respondents and those who verbally raised comments were in support of the proposals with some comments noteds as follows:

A number of people raised concerns with regards to transportation issues and to make sure any impact on local residents (and in particular Byron Street) are minimised. The following comments were received:
Could alternative access from Kiddrow Lane be created?Byron Street is not a very wide road and I think the increase in HGV’s will impact the residents.Worried about the effects of traffic safety and the pupils
A separate Transportation Assessment and Travel Plan Framework has been submitted as part of this application which should be consulted for further details which responds to some of the above concerns in more detail. The school are aware of the transportation concerns and are proposing that the vehicular entrance to the site will be for staff only and not permitted to be used as a pupil drop off facility. Part of the admissions criteria for the school is based on distance. It is anticipated that a high proportion will walk or cycle to the school using the existing pedestrian/cycle routes from Padiham Road and Kiddrow lane. Pupils living further afield could access the site by bus, with 8 bus services stopping at bus stops on Padiham Road within close walking distance of the school.
