ECO Maine Refuse Bridge Crane 1 Revision 0

PART 1 – GENERAL

1.1 Summary

This specification covers the designing, furnishing and installation of a traveling bridge crane to be installed in the refuse hall at Ecomaine in Portland, Maine. Compliance with this specification does not relieve the seller of the responsibility of designing and furnishing a system to reasonable engineering and industry standards required to meet performance requirements.

Ecomaine uses two existing 7 ton cranes to feed 2 separate boiler hoppers with municipal solid waste (MSW). Each crane is capable of feeding both hoppers. Ecomaine is a 24 hour operation with cranes operating continuously. Existing cranes were installed at construction of the facility in 1987. Due to age and service, the cranes have reached their expected life cycle. Ecomaine has decided to replace one crane during the upcoming April 2016 outage. During the outage, one boiler will be secured for repairs for approximately 10 days. It is necessary during the outage to continue feeding MSW to the 2nd boiler. Bidders are asked to form their installation plan with safety in mind, knowing that one crane with continue in operation. Ecomaine will continue to take MSW and maintain inventory in the bunker. It will be acceptable, but not required for the installation contractor to open up the roof for access. All cost associated with roof removal and replacement will be the responsibility of the contractor. Care should be taken to minimize rain water into the stored MSW.

The new refuse crane shall have the capabilities of the existing crane and meet all applicable federal, state, and local codes. Duty cycle is considered nearly continuous. Crane shall be F Service class. Contractor is responsible to verify that the crane runway is properly designed for the equipment and meets all applicable specifications and codes. All dimensions from drawings shall be field verified by the contractor. Contractor shall perform load testing as required by applicable code.

1.1.1 The equipment and services to be furnished include, but are not limited to, the following:

1.1.1.1 Traveling bridge crane. The CMAA Class F crane shall be a double girder top riding crane.

1.1.1.2 Grapple

1.1.1.3 The test criteria for the bridge crane.

1.1.1.4 Limit switches.

1.1.1.5 Maintenance platform (“footwalk”): One (1) platform full-length of bridge. Platform design and headroom clearances shall meet OSHA requirements.

1.1.1.9 Two speed infinitely variable controls on the main hoist, trolley and bridge.

1.1.2.10 Rear platform for access to the trolley festoons on the rear girder.

1.1.2.11 Trolley platform for access to most trolley components.

1.1.1.10 Installation in the Existing ECO Maine Facility. Contractor shall secure all required permits.

1.1.2 The following work will be performed by others:

1.1.2.1 Furnishing of runway rail and supporting steel.

1.1.2.2 Power supply.

1.2 References

Design, materials, and workmanship of crane, including the various accessories furnished herewith, shall fully comply with the requirements of the latest editions of all local, state, or federal laws, codes, and regulations. Note: Where State of Maine, Federal, and local codes, standards or regulations conflict, the more stringent codes shall take precedence. The Buyer shall be notified of such conflicts in writing, with descriptions of all pertinent documents. The Buyer reserves the right to make all final decisions on such conflicts.

1.3 System Description

The crane is in the refuse hall at the ECO Maine Facility in Portland, Maine. Trash is deposited by truck onto the floor and the crane picks up the trash and moves it to the boiler hopper.

1.4 Submittals

1.4.1 Information to be furnished after contract award is listed and defined in Attachment A.

1.5 Quality Assurance

1.5.1 Design, materials, and workmanship of the equipment, including the various accessories furnished herewith, shall fully comply with the requirements of the latest editions of all state and federal laws, codes, and regulations.

1.5.2 The materials used in construction of all commercial equipment shall be new and free from defects.

1.6 Qualifications

1.6.1 The Bridge Crane’s structural design shall be reviewed and approved by a Maine Licensed Professional Engineer. All structural drawings shall be stamped by the Professional Engineer. Upon Buyer request, the seller shall submit calculations for review.

1.7 Delivery, Storage and Handling

1.7.1 All equipment and components shall be properly packaged to withstand recommended method of shipment and storage outdoors without damage. Clearly label each package on the outside as to its contents.

1.7.2 Seal all equipment to prevent entry of water, dirt or other foreign matter. Seals used on nozzles shall not affect threads, weld preparation or flange faces. Protect piping with ends prepared for field welding by sheet metal

caps that extend over the entire weld preparation and a plywood disc inserted into the cap

1.7.3 Identify all equipment and components with equipment numbers specified and/or match marked to assist field assembly and erection. All items shipped shall be accompanied by instructions for storing and protecting to be done by the contractor.

1.7.4 Provide any fittings and material shipped loose with a permanent tag identifying number securely affixed.

1.7.5 Include a complete packing list and Bill of Material with shipment of all materials.

1.7.6 Provide lifting lugs as necessary. Provide lifting load (weight) to the Buyer as part of the Receiving and Storage instructions.

1.7.7 Equipment Identification

1.7.7.1 Identify equipment with permanent tags permanently affixed to the device. Electrical cables shall be tagged.

1.7.7.2 Bridge Crane nameplate shall include the following: serial numbers, date of manufacture, manufacturer’s name, model number, lift capacity.

1.7.8 Equipment Shall be unloaded and secured by the contractor.

1.8 Project Conditions

The job site is located in Portland, Maine

1.9 Site Environmental Conditions

1.9.1 Building Code is International Building Code 2009.

1.9.2 Seismic coefficient

The Seller shall provide support required during the installation, startup, and on-site testing for all equipment furnished.

1.10.1 Special Tools

1.10.1.1 The Seller shall recommend one complete set of all-special tools and jigs if any are required for the installation, operation, and maintenance of the furnished equipment.

1.10.1.2 The special tools shall include tools and jigs for all equipment, materials and other items provided by the seller from any sub-seller.

1.10.1.3 The special tools shall be accompanied by descriptions sufficiently detailed to identify the function of the tool and the specific item or items for which it applies. The seller shall indicate whether the tool is required for installation, adjustment, or routine maintenance.

PART 2 TECHNICAL REQUIREMENTS

2.1 Seismic Requirements

2.1.1 Seismic requirements for mechanical equipment shall be in accordance with the International Building Code 2009 and Section 1.8.2.

2.2 Electrical Equipment

Electrical equipment shall consist of all required motors, electrically operated brakes, controllers, resistors, circuit breakers, magnetic contactors, control transformers, rectifiers, overload relays, fuses, panels, wire, conduit, bridge conductors, current collectors, runway conductors, current collectors, limit switches, lights, insulators, and associated electrical components necessary for a complete crane with the degree of control as herein specified. Electrical equipment shall be suitable for operation from the plant’s ac-auxiliary-power supply, having characteristics as specified in Attachment B. Electrical equipment shall conform to all requirement and recommendations of CMAA 70, Section 5, as supplemented by 2.2.1 through 2.3.7 of this specification.

2.2.1 Motors: (CMAA 70-5.2)

2.2.1.1 Individual motors shall be provided for bridge, trolley, and main hoist providing the range of crane speed specified in Attachment B. Direct-current motors, where used, shall be supplied from power rectifiers furnished by seller.

2.2.1.2 All motors shall be designed and shall have performance characteristics in accordance with NEMA MG 1 or IEC Types.

2.2.1.3 All motors shall have a time rating of not less than 60 minutes.

2.2.1.4 Motor insulation shall be Class F.

2.2.1.5 All motors for cranes shall be totally enclosed non-ventilated(TEFN) or total enclosed fan cooled(TEFC).

2.2.1.6 Bearings shall be of the anti-friction type, designed to minimize likelihood of over-lubrication, and provided with means for flushing old lubricant and introducing new lubricant. Minimum rating life, in accordance with AFBMA Std. 9 and Std. 11, shall be 15 years.

2.2.2 Motor Brakes: (CMAA 70-5.3)

2.2.2.1 Motor brakes on bridge and trolley shall release automatically when the driving motor is energized.

2.2.2.2 Provision shall be made for manual release of the brake when the current supply is off.

2.2.2.3 Brakes shall have enclosures equivalent to those of the motors with which they are associated.

2.2.3 Controllers and Control Systems: (CMAA 70-5.4)

2.2.3.1 Control systems for controlling the direction, speed, acceleration, and electrical braking of the crane hoist and travel motors shall be in accordance with NEC and CMAA 70-5.4.

2.2.3.2 Each controller and circuit protective device shall be legibly and permanently-marked with the designation of the motor or circuit, which it controls or protects.

2.2.4 Protection: (CMAA 70-5.6)

2.2.4.1 Ac motors shall have overload protection.

2.2.5 Operator Chair and Controls:

2.2.5.1 An operator chair with master switches for manual operation shall be provided in a location determined by the owner with line of site to the refuse bays.

2.2.5.2 Master controls shall be equipped with a momentary contact push button for resetting under voltage protection device.

2.2.5.3 The maximum voltage in any control station shall be 150 volts ac or 125 volts dc.

2.2.6 Hoist Limit Switches: (CMAA 70-5.9)

2.2.6.1 Two independent upper limit switches shall be provided for each hoist to prevent the load block from coming in contact with the head block during hoisting operations. Switches shall be proximity type. Operation of either switch shall shut off power to the hoist motor and holding brake. One switch shall act as backup for the other. Lowering of load block shall automatically reset the switches.

2.2.7.1 Contractor shall install and connect all electrical equipment for the crane in the factory, consistent with shipping limitations.

2.2.7.2 Electrical equipment shall be installed in accessible locations and protected from dirt, grease, oil, and moisture.

2.2.7.3 All wiring for electrical equipment on the crane shall be furnished and shall be installed in accordance with NEC and CMAA Standards.

2.2.8 Bridge Conductors: (CMAA 70-5.11)

2.2.8.1 Bridge current conductors shall be festooned type conductors to equal those currently in place.

2.2.8.2 Bridge conductors shall be so located as to permit clear and safe access to all equipment requiring maintenance.

2.2.9 Runway Conductors: (CMAA 70-5.12)

2.2.9.1 Seller shall furnish runway conductors, current collectors, and all insulators, supports, anchors, feed boxes, dead end caps, conductor cleaners, and any devices necessary for satisfactory operation of the crane. Runway conductors and collectors shall be the enclosed contact type specified for the bridge.

2.3 Appurtenances

2.3.1 Bridge and Trolley Limit Switches:

2.3.1.1 Seller shall provide limit switches for each bridge and trolley motion to prevent over travel in any direction. Switches shall not prevent reverse motion. Reset of limit switches shall be automatic when the actuating medium is either removed or backed off. Switches shall be enclosed in moisture-proof housings, and contacts shall be readily adjustable.

2.3.2 Guards for Moving Parts:

2.3.2.1 Seller shall provide guards to protect exposed moving parts as specified in ANSI B30.2.0. Cross shafts shall also be guarded.

2.3.2.2 Exposed moving parts, such as gears, set screws, projecting keys, chains, and chain sprockets, which constitute a hazard under normal operating conditions shall be guarded.

2.3.2.3 Guards shall be fastened. Seller shall provide guards to protect exposed moving parts as specified in ANSI B30.2.0.

2.3.2.4 Each guard shall be capable of supporting without permanent deformation, the weight of a 250 lb person unless the guard is located where it is not probable that a person will step on it (see ANSI/ASME B15.1).

2.3.2.5 All guards and protective covers shall meet OSHA requirements.

2.3.3 Reverse phase protection shall be provided to shut down crane if incorrect phase sequence voltage is supplied to the crane. This device shall not allow any electrical device to work on the unit if an incorrect phase condition is detected.

2.3.4 Crane shall be in accordance with OSHA, CMAA, and NEC standards for service class called in Attachment B.

2.3.5 Brake for Hoists

2.3.5.1 The hoist shall be equipped with a least one holding brake, applied directly to the motor shaft or some part of the gear train.

2.3.5.2 The hoist shall, in addition to a holding brake, be equipped with control braking means to control lowering speeds.

2.3.6 Hoists Holding Brake

2.3.6.1 Holding brakes for hoist units shall have not less than the following percentage of the rated load hoisting torque at the point where the brake is applied:

2.3.6.1.1 125% when used with a control braking means other than mechanical.

2.3.6.1.2 100% when used with a mechanical control braking means.

2.3.6.1.3 100% if two holding brakes are provided.

2.3.6.2 Holding brakes on hoists shall have thermal capacity for the frequency of operation required by the service.

2.3.6.3 Holding brakes on hoists shall be applied automatically when power to the brake is removed.

2.3.6.4 Holding brakes shall be provided with means to compensate for lining wear.

2.3.7 Hoist Control Braking Means

2.3.7.1 A regenerative form of control braking shall be capable of maintaining controlled lowering speeds.

2.3.7.2 The control braking shall have thermal capacity for the frequency of operation required by the service.

2.3.8 Hoists shall be provided with plumb lift with 5 to 1 safety factor on cable.

2.3.9 Wheels shall be designed to carry the maximum wheel load under normal conditions without undue wear.

2.3.10 Rated Load and Identification Markings

2.3.10.1 The rated load of the crane shall be marked on each side of the crane.

2.3.10.2 The hoist shall have its rated load marked on it or its load block.

2.3.10.3 Markings on the bridge, trolley, and load block shall be legible from the ground or floor.

2.3.10.4 The crane shall be fitted with permanent signs mounted conspicuously on the crane noting the travel (forward-reverse) and trolley movement (left-right). Proposal shall state size and proposed signs and lettering size.

2.3.11 Trolley Bumpers

2.3.11.1 A trolley shall be provided with bumpers or other automatic means of equivalent effect. These bumpers shall have the following minimum characteristics:

2.3.11.1.1 Energy absorbing (or dissipating) capacity to stop the trolley when traveling with power off in either direction at a speed of at least 50% of rated load speed.

2.3.11.1.2 The capability of stopping the trolley (not including load block and lifted load unless guided vertically) at a rate of deceleration not to exceed an average of 4.7 ft/sec2 (1.4 m/s2) when traveling with power off in either direction at one-third of rated load speed.

2.3.11.1.3 Be so mounted that there is no direct shear on bolts upon impact.

2.3.11.1.4 Bumpers shall be designed and installed to minimize parts falling from the trolley in case of breakage.

2.3.12 Unit shall come completely pre-wired and tested at the factory. Unit shall require only one 480 V AC, 3-phase, 3-wire feed (by Buyer) to become operational.

2.4 Accessories

2.4.1 Platforms

2.4.1.1 One (1) full bridge length maintenance platform ("footwalk") and handrail in accordance with 29CFR1910 shall be provided on the drive side. Platforms, handrails, and stair treads shall be painted. Headroom clearance shall be in accordance with OSHA requirements, based on 7'-6" clearance from top of rail to bottom of building steel.

2.4.1.2 Rear platform near one end of the rear girder for access to the trolley festoon and the rear of the trolley. The platform shall meet OSHA requirements.

2.4.1.3 Trolley platform to allow maintenance personnel easy access to the hoist motor, brake and components.

2.5 Grapple Requirements

2.5.1 Grapple shall be sized based upon the intended service and any technical requirements shown in Attachment B.

2.6 Miscellaneous Requirements

2.6.1 Span, length of runway and lifting height shall be assumed to be that in Attachment B for bidding purposes ONLY. Prior to fabrication of any equipment the contractor shall field verify the span, runway length and lifting height.

2.6.2 Motor speeds, assumed weights of grab, trolley, bridge, maximum wheel loads, power supply etc. are detailed in Attachment B.

2.6.3 Maximum equipment weights and static wheel loads are given in Attachment B. If the maximum loads are exceeded the contractor is responsible to verify that the building structure, crane runway, footings/foundation system are properly designed for the equipment and meet all applicable specifications and codes.

2.6.4 Seller / Contractor may make alternate recommendations based upon the intended service use. Any alternate recommendations shall be made clear in Attachment C along with documentation regarding any alternate recommendations.

PART 3 EXECUTION

3.1 Tests, Inspections, and Reports

3.1.1 Testing shall be in accordance with OSHA 1910.179.

3.1.2 Hook certificate stating physical characteristics and metallurgical content.

3.1.3 Rope certificate stating that each wire rope sample underwent a destruction test. Certificate verifies the test was completed satisfactorily.

3.1.4 Test certificate shall be issued upon completion of the following tests:

3.1.4.1 20 minute running load test. 100% nominal load.

3.1.4.2 5% undervoltage test at nominal load.

3.1.4.3 Breaking distance and brake adjustment.

3.1.4.4 Final mechanical / dimensional inspection.

3.1.4.5 Function of limit switches, features, etc.

3.1.5 On-site testing shall be performed by the contractor under the supervision of the crane manufacturer’s representative. The crane manufacturer’s representative shall prepare test reports and provide reports to the owner prior to leaving the site. Contractor to work with Ecomaine regarding load testing and loads to be used.

3.2 Painting/Protective Coating

3.2.1 External surfaces shall be cleaned prior to painting. Supplier shall include a gallon of touch-up paint for buyer's use with the equipment shipment.

3.2.2 A single coat system shall be applied to fabricated structural steel. The system shall include the following:

3.2.2.1 SSPC-SP1, 2, 3 Solvent, brush or hand tool cleaning.

3.2.2.2 Manufacturers Standard Direct to Metal Paint System with Enamel Finish.

A-1 Bridge Crane General Arrangement Drawing – Submit general arrangement drawings that provide an overview of the equipment arrangement or layout including plans, elevations and all dimensions. A general arrangement drawing showing clearances, dimensions and rail and bumper load data.

A drawing showing the bus-bar system and power requirements.

A-2 Bridge Crane Assembly Drawing – Installation will be by the Seller / Contractor. Submit drawing with complete field assembly information suitable for installation of all components. Include a complete list of materials, identification of all field welds and assembly/installation instructions.

A-3 Bridge Crane O&M Manual - Submit Assembled and bound Operation and Maintenance (O&M) manuals. Do not submit manuals in loose form. Binder capacities shall not exceed 3”. Include the following data in the O&M manuals as a minimum:

Bill of Material Equipment outline Installation, start-up and test instructions Operating instructions Maintenance procedures. Manufacturer’s O&M manuals for components Spare parts list with start-up spares identified Wiring diagrams for all electrical equipment, if any Detailed description of each principle component
