About Us
PR EnviroSolutions was originally formed in 2010 by, then Caribbean Petroleum
Corporation (CAPECO), engineers Domingo M. Pérez Piñeiro and Francisco A. Justinianes
after teaming extensively to manage the emergency response and environmental
challenges resulting from the October 2009 incident at the Company’s Facility.
Having dealt with the representation of the facility, over rough times, with federal and
state agencies, the newly formed company tackled the challenge of bringing their vast
experiences in the environmental and safety fields to the aid of small and medium
businesses. In May 2011, the company made another enormous stride by associating
itself with AltEnergy Inc. to expand the services it delivers to include energy projects and
additional resources to assist in order to provide improved services to medium and mayor
businesses.

Our mission is to assist our clients to achieve their business goals in harmony with the
protection of the environment. Because success for any business requires compliance
with environmental and safety laws and regulations, PR EnviroSolutions (PRES) proposes
to combine its experience and engineering knowledge to assist its clients in finding the

Our Team
Managers
Domingo M. Pérez Piñeiro, PE
Domingo is a licensee Professional Engineer with over 24 years of professional experience. He
holds a Bachelor’s Degree of Science in Chemical Engineering from the University of Puerto Rico,
Mayaguez Campus. For the last ten years he was the Environmental, Safety and Security Manager
of the Caribbean Petroleum Corp. (CAPECO) bulk storage terminal. Prior to moving 100% to the
compliance side, he had five years of experience as process engineer on the running refinery and
one year as a resident consulting engineer in a pharmaceutical /chemical plant. He also worked
for a year on the Superfund and Underground Injection Control programs at the Environmental
Quality Board.
Francisco A. Justinianes, PE
Francisco is a licensee Professional Engineer with over 25 years of professional experience. He
holds a Bachelor’s Degree of Science in Chemical Engineering from the University of Puerto Rico,
Mayaguez Campus. He started his professional career by working for Buckman Laboratories, an
international company with its main headquarters in Memphis Tennessee. Here he was in charge
of the Caribbean Basin Area, including Venezuela and Guyana’s. As member of the international
team, he provided technical support to various industries, including Paint, Pulp, Paper, Cement,
Leather, Water Treatment, Petroleum and Agriculture. After leaving Buckman he joined Caribbean
Petroleum (CAPECO) early 1990 as a planning engineer, position he held until the closure of
CAPECO in 2011. In 2010, Francisco added to his responsibilities by providing technical support in
the CAPECO emergency response activities following the 2009 incident.

Cesar Figueroa MBA
Cesar holds a Bachelor’s Degree of Science in Chemical Engineering from the University of
Wisconsin (1983- Suma Cum Laude), a Master Degree in Chemical Engineering from the University
of Puerto Rico, Mayaguez Campus and a Master Degree in Business Administration from the
University of Puerto Rico, Rio Piedras Campus. He started working with Caribbean Petroleum in
the Planning and Economics Department until 1987 when he went to work with Merck Sharp &
Dhome. In 1989 he returned to Caribbean Petroleum as Planning and Economics Manager. In
1995, he left CAPECO to start his own company, The Capital Markets (TCM) which deals with
gasoline stations, fuel supply and marketing, and the stock market. Cesar has been very active in
the alternative energy area.
Staff
Luis Pagán Velez
After completing a Bachelor’s Degree in Business Administration with a minor in Labor Law in 1966
from the University of Puerto Rico in Rio Piedras he goes to make his military service until 1971.
That year he joints the staff of San Juan Gas Company as collection supervisor. In 1987 he becomes
the first Puerto Rican Manager, a position which he held until 1995. In 1999 he becomes part of
the team of The Capital Markets as project manager. In 2005 he transferred to AltEnergy Inc. a
sister company of TCM to work mainly as project manager for developing alternate energy
projects.
Magalienid Rivera
Started as an Executive Secretary in American Petroleum in 1987. In 1995 she joined the staff of
The Capital Markets assisting in the administration of gasoline service stations and other
administrative projects in the energy industry. In 2005 she transferred to AltEnergy Inc. a sister
company of TCM to work mainly as assistant manager.

José Ramirez
In 1972 he obtained his Bachelor’s Degree in Business Administration from the University of
Puerto Rico, Mayaguez Campus. That same year he started working with Machado del Rio Ramón
and Associates as CPA company auditor. In 1981 he joints the team of Best Foods Co., first as
controller and then as Director of Financial and Business Analysis Office until 2003, when the
company closed. That year he started with The Capital Markets,/later AltEnergy as controller.
