The 138th Meeting of the Eastern Regional Committee (ERC), National Council for Teacher Education (NCTE) was convened on 24th – 25th July, 2012 at Conference Hall, ERC, NCTE, 15, Neelakantha Nagar, Nayapalli, Bhubaneswar.

The Chairperson, Members and Convener as listed below were present at the time of the 138th ERC Meeting.

At the outset, the Regional Director welcomed all the members of Committee and apprised them about the provisions of the NCTE Act, Rules, Regulations and Guidelines issued from time to time. With the permission of Chairperson, Dr. J. P. Dwivedi (Convener) presented the Agenda before the Committee for its due consideration and appropriate decision.

Proceedings of the 136th and 137th ERC meeting confirmed with the following:

1. The decision to Constitute VT in respect of application ID ERCAPP889 was taken in 136th

ERC Meeting. It was found that the institution Kadambini Womens College of education was recognized for B.Ed on the same land. The institution applied for D.El.Ed with new name Kadambini College of Education on the same land. The institution requested vide Fax Dt 24 July that they applied for additional course D.El.Ed in the same institution running B.Ed. The committee accepted request and decided to issue VT letter for additional course D.El.Ed u/s15 of NCTE Act 1993

2. The ERC in its 136th meeting, the committee authorized Chairperson, ERC for taking appropriate decision in respect of Application ERCAPP-553 after the verification report of land related documents by the State Representative of West Bengal. The report of the State representative of West Bengal in respect of the land related document is favorable and the institution have already fulfill all the conditions as per VT report. Therefore, the Chairman decided that the institution be given recognition to run D.El.Ed. from the session 2012-12 with in intake of one basic unit i.e 50 only. The ERC noted the decision.

3. The committee unanimously decided that the institution may reply in response to the decision of the committee uploaded on the ERC website without waiting formal letters from the office of ERC. The replies so received will also be considered by the committee.

After considering the records available in the file, and relevant provisions of the NCTE Act 1993, Rules , Regulations and guidelines issued by NCTE Hqrs. and the reply Dated 18 July 2012of the institution in response to the clarification after Letter of Intent, the Committee discussed the matter in detail and observed as under:

1. The institution was asked to submit fresh staff list with appointment of methodology lecturer for social science as the lecture having PG in Home Science was not qualified for methodology in Social Science. It was also pointed that the lecturer with M.A. (Pol Science) is having percentage less than the required 50%.

2. The institution submitted new staff list with its reply appointing one more lecturer namely Neelkamal Sinha for Methodology.

3. Meanwhile, ERC NCTE received an e-mail from Dr. Beena Kumari Patnaik, Principal of the institution that she has resigned from this institution, it was not clear whether the institution was properly informed by the Dr. Beena Kumari Patnaik (as per commitment in her affidavit submitted to ERC through the institution) so that the institution could have made alternative arrangement to grab of the session 2012-13.

4. The name of the principal Dr. Beena Kumari Patnaik was found in the fresh faculty list submitted by the Dasrath Prasad Ramnandan Pandey B.Ed. College, Aurangabad (ERCAPP597).

In view of the above the committee decided that the institution be asked to take appropriate action to confirm the appointment of the principal duly approved by the Registrar of the affiliating university and submit the said document to the ERC NCTE.

1. The institution was issued Show Cause Notice on the point that the principal Dr. Santosh Kumar Singh is also appointed in another institution B.B.M. B.Ed. College, Bokaro (ERCAPP510).

2. As per faculty list submitted by the institution, Dr. Beena Kumari Patnaik is appointed as principal who was already appointed in the Maharshi Paramhansh College of Education, Hazaribagh (ERCAPP 523). However, the resignation letter of Dr. Beena Kumari Patnaik is submitted along with documents.

It transpired that the institution applied for D.El.Ed. programme in the name of Vivekananda D.El.Ed. college while the society is eligible to apply for an additional course D.El.Ed. in the same institution Vivekananda Teacher Training College instead of giving new name for the block constructed for D.El.Ed. programme in the same campus as the society cannot run two intuition on the same land. In view of the above the committee decided that before conducting inspection the applicant society be asked to clarify whether their intention is to run additional course or to run new institution.

86. 138.11.1

After considering the records available in the file, and relevant provisions of the NCTE Act 1993, Rules , Regulations and guidelines issued by NCTE Hqrs. and the reply Dated 27 June 2012 of the institution in response to the deficiencies communicated, the Committee discussed the matter in detail and decided as under:VT be communicated.

87. 138.11.2Biswanath College of Education, Vill-Biswanath Chariali, PO-Chariali, Town/City-Biswanath Chariali, Sonitpur, Assam – 784176 (B.Ed)(Private)(Gauhati University) (ERCAPP1093)

After considering the records available in the file, and relevant provisions of the NCTE Act 1993, Rules , Regulations and guidelines issued by NCTE Hqrs. and the reply of the clarification, the Committee discussed the matter in detail and observed as under:

1. The institution submitted the application ERCAPP1093 for an additional intake of B.Ed. The institution was recognized for B.Ed with an intake of 60.

2. The ERC in its 136th meeting decided that the institution should clarify whether the application was for increasing intake from 60 to 100 or the application was for an additional intake of 100.

3. The institution submitted separate application for increasing present intake from 60 to 100. The list of existing faculty was submitted which was as per NCTE norms for B.Ed course with an intake of 100 basic unit.

In view of the above the committee decided as under: The existing intake of 60 of the B.Ed course be increased to 100 and the application ERCAPP1093 be closed. The order to this effect be issued in continuation to the existing recognition order for B.Ed course.

88. 138.15.1

Indira GandhiTeachers Training College, Plot No. 997, Street No.997, Vill-Panduah, Tehsil/Taluka-Namaz Gram, Town/City-Panduah, Distt-Hooghly, State-West Bengal-712149. D.El.Ed.(private)(West Gengal Board of Primary Education)(ERCAPP-602).

After considering the records available in the file, and relevant provisions of the NCTE Act 1993, Rules , Regulations and guidelines issued by NCTE Hqrs. and the reply Dated 17 July 2012 of the institution in response to the Show Cause Notice after inspection the Committee discussed the matter in detail and observed as under:

1. The area of multipurpose hall is1515 Sq.ft. which is less than the required 2000 Sq.ft. as per NCTE Regulation 2009.

2. The Notarized copy of the change of land use certificate not submitted.3. Show cause notice u/s 14(3)(b) was decided in 135th ERC meeting as to why the recognition to the

institution for the D.El.Ed course be not refused on the above points. The institution submitted the reply on the basis of uploaded minutes.

4. The institution submitted that a multipurpose hall of 2281 Sq.ft. is shown in the first floor of the building plan, but as per building plan it is stated to be proposed first floor plan. The committee played the video CD and found that the existing building appears to be residential building of 3rd

floor. In view of the above the committee is of the opinion that institution could not justify his reply and the committee decided that the recognition to the institution for the applied course be refused.

89. 138.15.2Kingway Technical Institution, Plot No. 1611, Street No. 173, Vill-Kulharia, PO-Karmnasha, Tehsil/Taluka-Dugawati, City-Durgawati, Dist.-Kaimur, Bihar-821105. B.Ed.(Private)(Veer Kunwar Singh University) (ERCAPP955)


1. The list of teaching staff submitted by the institution is not approved by the Registrar of the concerned University.

2. The institution has not submitted the list of part time teacher i.e. Lecturer in fine Arts and Director in Physical Education which is necessary as per the NCTE Regulations 2009.

3. Lecturer with Mathematics background is not having the required degree of M.Ed. or M.A in Education.

In view of the above the Committee decided to issue clarification on the above points and to submit the reply by the institution within 30 days.
